The regular meeting of the Town of Wappinger Recreation Commission
was held on Wednesday, AprilS, 2006 at Schlathaus Park, 126 All Angels Hill Road,
Town of Wappinger, Dutchess County, New York.
The meeting was called to order at 7:00 PM by Chairman Ralph J. Holt
with the following persons present: Skip Rottkamp, Recreation Director, Nancy Cito,
Senior Citizen Director, Bob Sheridan, Maintenance Supervisor and commission
members Joseph Ennesser, Jim Chappas, Ellen Korz, Gary Trudell and Bruce Lustig.
Minutes for March 2006 were approved with no corrections necessary.
The meeting began by all in attendance welcoming and introducing
themselves to Bruce Lustig our newest Commission member.
OUTGOING CORRESPONDENCE
1. Memo to Supervisor Ruggiero and the Town Board requesting approval for the
hiring of a company to spray for ticks. We look forward to having a
determination after the Town Board meeting on Monday, April 10th.
2. Letters to Gianfranco Nigrelli and Astrit Dervishaj informing them that their .
Maintenance Applications will be kept on file as there are no further positions,
open at this time. One of the three gentlemen who handed in application an was
hired. His name is James Cunliffe and he is a welcome addition to our staff.
3. Memo to Eric Allgauer of Sun-Up Enterprises informing him of the broken weld
on the Martz Field Playground equipment.
4. Letter from Skip Rottkamp to Brandy Vidal a of the Dept. of Health requesting a
"Waiver" from having to require Immunization Forms for Summer Camp
attendees. (See incoming correspondence granting us the "Waiver".
5. Letter from Joe Ennesser to Holly Sullivan, Greenway Planner, outlining Town
Board approval of grant #C000358 to purchase a kiosk for Camwath Farms.
Approval should be received by June 2006.
6. Letter from Joe Ennesser to Supervisor Ruggiero request that the Sports Museum
of D.C. be allowed to hold their Annual Induction Dinner at Camwath Farms on
Oct. 8, 2006. Okayed by Supervisor Ruggiero.
7. Letter from Joe Ennesser to the manufacturer of the step van with boom and
bucket, Telsta, to make sure that parts are still available for this model before we
purchase it. Weare going forward with this and making sure, through our
insurance company, all the requirements necessary to own and operate this
vehicle are satisfied.

REPORT FROM JOE ENNESSER
Mr. Ennesser states that he has gotten four (4) quotes for the dugout at
Robinson Lane: Heady $9010
Bracaden $9190
George Lown $9250
CJ Masonry $6150 (All the above without roofs)
The problem is timing. A letter has been written requesting CJ Masonry be accepted but
with the opening day of Little League so close at hand we must further consider when the
dugout can be done. Bracaden Construction gave a price of $3000 for the roof. The
above estimates are for the 3rd base dugout on Memorial Field. Both the 1st and 3rd base
dugouts will be strapped and supported to guarantee safety. The letter will be sent to the
Town Board and, if approved, we will then be able to proceed when weather and timing
permit.

Mr. Ennesser indicates that the hardware for the Chelsea docks will be
completed and available for pick-up tomorrow. Docks are projected to be in by
mid-April.
Two estimates have been received for the "Playground Misters" John
Ossenkop estimates $800 per unit (we need four) and Mike Schnorr estimates $2500 per
unit. There are no others willing to do the job. The spray unit itself costs $250 and the
piping for each unit must be fabricated. Mr. Holt suggests that we go ahead with a letter
to the Town Board.
Mr. Ennesser said that the signs ordered for Robinson Lane and banners
for our playgrounds are ready for pickup. Robinson Lane signs indicate "Practice to be
done in Outfield Only" and playground banners say "Welcome to
(Playground name)
Mr. Ennesser has gotten an estimate of $540 for 500 "POSTED" signs to
be used on all Town parks. Signs read "NO trespassing, fishing, trapping or motorized
vehicles are strictly prohibited. Violators will be prosecuted."
The stove at Carnwath is now working. Only one pilot tube needs to be
replaced. On Saturday Mr. Ennesser will meet with Bottini and run the stove through a
thorough test.
Mr. Ennesser met with a Grant writer to determine what is available for
the following: the Stagemobile, the Security System, road lights at Carnwath, and lights
for bulletin board at Schlathaus. Grants for these items have to be in by the end of April.
Mr. Ennesser stated that the deadline was too close to meet but will continue to develop
these prospects. Grant writer is investigating the best possibilities for our needs.
Mr. Ennesser informed all commission members about the damage to the
main gate at Carnwath Farms. The gate is not covered by the Town insurance. Two
verbal quotes will be necessary before the repair is done. Ortiz Welding has given us a
price of $2500. The gate has been removed for safety purposes.
Mr. Ennesser took the time to look at a step-van with a bucket that
Recreation is looking into buying. Mr. Sheridan said that it would be an enormous help,
especially in trimming trees at Carnwath and changing light bulbs in the Town Hall and
Emergency Services Building parking lots as well as many other uses.
Ken Kurdt, the gentleman that will be opening and closing Castle Point,
reported some ATV activity on the property to Mr. Ennesser. The offenders live in the
area between Castle Point and Carnwath and use the power lines to gain access to the
property. Mr. Ennesser had trouble reaching the Town Patrol. When he got through he
was told that the hours had been cut back and no one was available to check out the
situation.

Mr. Ennesser pointed out that the funds re-allocation to purchase the kiosk
for Carnwath won't be decided until June.
Mr. Ennesser has two Scouts working at Carnwath to clean the Gazebo
and to clear a trail and put out markers to guide hikers. The trail winds its way down to
the river and comes back around to behind the mansion. A Greenway member will walk
the trail to make sure it is well-cleaned and safe. There is also a Scout Troop that has
volunteered to put together the picnic tables for the Carnwath property.
Mr. Ennesser was contacted by Bernie Roe to find out if Recreation was
interested in 50 solid wooden chairs from the New Hackensack F. D. We accepted and
will know on Friday when we can pick them up.
Mr. Ennesser stated that he asked that money be set aside in the budget for
tables and chairs for Carnwath. (60 chairs and 10 tables). If it has been set aside he
would like to order them and eliminate having to move tables and chairs from the Senior
Center each time there is an event there.
Mr. Ennesser states that he has gotten two (2) estimates for the Security
System at Carnwath. One for $11,000 and one for $13,000. He expects a third estime in
2 weeks. The systems are based on a 6 to 8 camera module and can be used at various
locations including the Barn and Schlathaus Park. Before anything else is done the phone
lines and cables must be put in. Mr. Ennesser is in contact with Kathy Gordon of
Crosspoint Solutions. This company was responsible for the phones at Greystone. She is
willing to be our interface at no charge to help us with what we need.
A conversation was held between Mr. Ennesser and Mrs. Korz at a
previous time about volunteers to work at Carnwath. Mrs. Korz said that at this time her
group has other priorities but would discuss what they would be able to do at her next
meeting.
The following are in the process of being done: The foul poles at
Robinson Lane will be put in by our Maintenance crew by next week. The claim to the
insurance company for the Martz Field dugout is being processed. A follow-up call will
be made by Mrs. Manning to check the status.
REPORT FROM ELLEN KORZ
Mrs. Korz went to Martz Field over the weekend and said that the
beautiful weather brought everyone out to use the Tennis and Basketball Courts.
In her capacity as a schoolteacher Mrs. Korz asked the commission if land
could be aquired and developed to be used for sports activities for both the Town and the
schools. Mr. Holt explained that the Town had met with Ketcham H.S. officials to see if

there was something that could be done to allow for more playing fields. There was no
final decision made at the time.
REPORT FROM GARY TRUDELL
Mr. Trudell has nothing to report at this time.
REPORT FROM JIM CHAPPAS
Mr. Chappas asked if he could be supplied with a list of Community Day
Marching Bands so that he may begin to contact them. Mr. Holt said that the first
Community Day meeting would be held next week and plans to search for a new
company to provide our mechanical rides.
REPORT FROM NANCY CITO
Mrs. Cito stated that the Senior "Spring Fling" at Carnwath Farms was a
HUGE success. Over one-hundred seniors attended and had nothing but good things to
say about the event and the property. Mrs. Cito wishes to thank all of the volunteers who
helped set up and serve, Mr. Ennesser for opening up the Sports Museum for the Seniors
to tour and aVER Y special thanks to the Maintenance crew for their excellent
preparations.
Last month a meeting was held with Dial-a-Ride and the citizens that use
their service to air any complaints and concerns that they might have. A follow up
meeting was held last week with Dial-a-Ride executive, Mr. Pritchard, Mrs. Cito,
Supervisor Ruggiero, and Legislators Sandy Goldberg, Roger Higgins and Bill McCain.
Five or six of the most pressing concerns were discussed at this second meeting. Mr.
Pritchard was asked to implement policies that would address these concerns.
Mrs. Cito said that the Seniors have a variety of upcoming events
including "Festa Primavera" at Umberto's Restaurant, "Bingo-Bango" to be held in the
Town Hall large meeting room jointly with the Fishkill Senior Center. John Macek will
be holding a Microsoft Word Computer Class as a follow-up to his basic class. Also
planned are bus trips to Aqua Turf in Connecticut and to the Bardavon to see "Sinatra
Returns"
The first annual Senior/Senior Prom will take place at Ketcham H.S. on
April 27th. Mrs. Cito was approached by Principal Cheryl Lazarus to have the RCK
Seniors plan, raise funds for, and implement a Senior Prom for the Town Seniors. Two-
hundred (200) spaces would be available and the catering would be done by Outback
Steakhouse. Mrs. Lazarus' concerns about filling the 200 seats was dispelled by Mrs.
Cito who had no doubt about the overwhelming response.

REPORT FROM SKIP ROTTKAMP
Mr. Rottkamp has stated that the plans for the 13 - 15-year-old camp at
Carnwath are not proceeding as planned. The only programs set up so far are Babysitting
and the Amateur Radio Club. The "Theater" program is still a possibility.
Mr. Rottkamp requests that Mr. Sheridan ask some of his men to pick up
an organ which a Sebastian Andiello would like to donate to the Town. It would be
placed in the chapel at Carnwath and used at various functions.
Preparations are well underway for our Easter Egg Hunt on AprilSth.
Linda Leopardi of the RCK Gourmet Club will have her students bake cookies as she has
in the past.
Mr. Rottkamp thanked Mr. Ennesser for obtaining the estimates that will
enable us to go forward with the "Misters" for the playgrounds.
Our Saturday Basketball program had its last session on April 1 st and was
VERY successful. Over 70 children attended.
Because of our change of policy this year regarding bus trips Mr.
Rottkamp and Mrs. Cito had a meeting with Cindy Stark of Fishkill Recreation to
discuss a better way to procure buses for our trips.
Mr. Rottkamp spoke with a young lady named Victoria concerning the
position available as Reese Park guide for our playground children. She has not accepted
as yet.
Mr. Rottkamp states that at $100 per child for our Summer Camps we are
still the best ticket in town. East Fishkill is $150 for seven weeks and Fishkill is $150 a
week!
Mr. Rottkamp met with Doug Haan, our safety officer, last week. On the
weekend Mr. Haan inspected our four playgrounds as well as Robinson Lane and
Fleetwood. Mr. Rottkamp handed out reports to the following individuals:
Ellen Korz - Martz Field
Gary Trudell - Quiet Acres
Bruce Lustig - Spook Hill
Joe Ennesser - Castle Point
Pictures of the various problems at the playgrounds were given to Mr. Sheridan, our
maintenance supervisor, with detailed descriptions of the problems pictured. Mr. Haan
suggested the use of Peter and Butch Vecchi, two brothers that work for the WCSD, to
help our maintenance crew with the corrections of these violations. Mr. Sheridan
explained that we now have a new gentleman in maintenance that has experience as a
carpenter and is versed in many other facets of repair work.

Included in the agenda packet to each commission member is a checklist
that commission members are to use when they go out to inspect their respective
playgrounds. It, basically, spells out what to look for in specific terms.
Mr. Rottkamp is in the process of setting classes for our camp counselors
and directors for CPR, First Aid and Respond to Emergency through Transcare.
Mr. Rottkamp is trying to set up trips to Stonykill for our summer
playgrounds, but so far has only been able to set aside one Monday for one camp to
attend.
The Recreation office received a letter from Brandy Vidala of the Board of
health granting us a waiver from requiring Immunization forms for all campers this year.
The waiver will simplio/ the camp season greatly for the office staff.
REPORT FROM BOB SHERIDAN
Mr. Sheridan said that many of the things he had on his list have already
been covered. His priorities at this time are Robinson Lane and the Chelsea Boat Docks.
He will also have his crew concentrate on the repairs needed per Doug Haan's report.
He also discussed the aerators for Applesauce Pond and how we will
proceed with their installation. We would like to take over this procedure ourselves but
must see how it is done for the future.
REPORT FROM RALPH HOLT
Mr. Holt began by asking if we had enough people for the Easter Egg
Hunt. Mrs. Manning said that we have 14 people as well as the two people from A.C.
Moore running the Make 'n' Take table for crafts. The discussion continued to make
sure that everything was in order for the event.
Mr. Holt invited everyone on the Commission to the Little League
opening on Saturday, April 22nd. Little League has expressed to Mr. Holt how happy
they are with the maintenance crew and with the Recreation Commission. We have
supplied them with top soil and beam clay and have promised to see that the speed bumps
are replaced on the main road at Robinson Lane.
Mr. Holt indicated that we still need one more commission member to fill
out the team. We have the names of several people who may be interested and it is
important that we contact them and set up interviews.
