RECREATION COMMISSION MEETING MINUTES

The regular meeting of the Town of Wappinger Recreation Commission
was held on Wednesday, May 3,2006 at Schlathaus Park, 126 All Angels Hill Road,
Town of Wappinger, Dutchess County, New York.
The meeting was called to order at 7:00 PM by Chairman Ralph J. Holt
with the following persons present: Skip Rottkamp, Recreation Director, Nancy Cito,
Senior Citizen Director, Bob Sheridan, Maintenance Supervisor and commission
members Joseph Ennesser, Ellen Korz, Gary Trudell and Bruce Lustig.
Minutes for April 2006 were approved with no corrections necessary.

Mr. Holt began the meeting by informing the Recreation Commission of the possibility of
putting another well on the Robinson Lane property. Little League is willing to pay for
it. Mr. Holt asked Mrs. Manning to call Paggi, Martin & DelBene and have a copy of the
study done several years ago sent to us. Mr. Holt also stated that Mike Tremper of Camo
Pollution Control inspected the septic system at Robinson Lane and found it in good
condition but stated that it needed to be pumped out.

Mrs. Cito began by raving about the "Senior Senior Prom" put on by the R.C. Ketcham
seniors for the Town of Wappinger seniors. The event was arranged entirely by the RCK
seniors including fund raising, food serving and hosting Attendees included 200 town
seniors, 100 RCK seniors and 30 Marist Football Players who acted as escorts for
dancing and in general to keep the seniors involved.
The seniors trip to the Westchester Broadway Theatre to see "Aida" was wonderful. The
bus, however, was not filled and a discussion arose as to how we might defray some of
the cost to the seniors for their trips.
"Bingo Bango", ajoint day of bingo with Wappinger and Fishkill seniors, took place for
the first time at the Wappinger Town Hall. (This event is usually held in Fishkill.) The
Fishkill Seniors loved our facility and look forward to coming back again next year.
Mrs. Cito had the opportunity to speak to Paul from the Villa Borghese and was able to
address the problems stated in last month's minutes personally. He said he will see to it
that these problems are rectified.
As a result of the meetings with Dial-a-Ride, it will now be possible for seniors to call for
schedules and appointments up until 4 PM, instead of only 2 PM. Mrs. Cito is happy to
see positive results from these meetings.
Upcoming events for May: A Mother's Day Luncheon, a recognition lunch for walkers
and volunteer in our A-B-Senior reading program, the "On the Road Again" seniors will
go to Locust Grove to see the Anne Frank exhibit and, once again, a representative from
AARP will give a Defensive Driving Course.
Mrs. Cito informed the Commission that the Town is phasing out the use of the P.O. Box
and all mail will be delivered directly to the Town Hall at 20 Middlebush Road.
RECREATION DIRECTOR'S REPORT
Mr. Rottkamp began by stating that the 13 to 15 year-old camps at Carnwath are not
coming together as he had hoped. Still possible, however, is the set-up of a music camp
with Hayden Wayne, a New York musician with an extensive resume. The theater camp
we hoped for was turned down by the prospective teachers.
Mr. Rottkamp wishes to thank Mr. Sheridan and his crew for picking up the organ from
Mr. Adiello. It is in excellent shape and is in the chapel at Carnwath. Thanks, also, goes
to the committee that put together the Easter Egg Hunt. Numbers were down with only
about 75 children attending. Next year we will plan more and better advertising.
The playground "Mister" system will be on the agenda for the next Town Board meeting.
We received two estimates, one quote from John Ossenkop for $800 per unit for a total of
$3200 and the other from Schnorr for $2400 per unit for a total of $9600.

The gymnastics program is now finished after 18 Saturdays of lessons. Dawn
Turpin-Orgetas did a fantastic job with the program.
Mr. Rottkamp reminded the commission members that Summer Camp is just around the
corner and that they should go to their assigned playgrounds and check them out for
problems or hazards. Mr. Holt reiterated that this is very important not only for camp
season but also now that the weather is getting nicer and the parks will be in use on a
regular basis. He will be expecting a report from the appropriate commission members at
our next meeting.
Mr. Rottkamp asked if we are ready for our first camp sign-ups. Mrs. Manning stated
that we could use a few more people for Friday night, but that all paperwork would be
ready in time. We got some additional volunteers. A new procedure is being set up to
verify eligibility for our Summer Programs. We feel that this will be much more efficient
than previous methods. A discussion ensued on some of the specifics involved.
Mr. Holt mentioned another new policy that was necessary for this year. Because the
registration fee for the playgrounds has gone up to $100 per child it might be necessary to
take in checks larger than $250.00. Approval has been received from both Supervisor
Ruggiero and Town Clerk Chris Masterson waiving this amount and allowing us to take
in checks in larger amounts.
Mr. Holt pointed out that we still need another member for our Recreation Commission.
A mother of one of our camp children has shown an interest and will come to our June
meeting.
Mr. Rottkamp has received the itinerary for the Town's Radio City Music Hall
"Christmas Spectacular" with the tickets costing $65.00 each. The original plan was to
get one bus instead of two as we have in past years, but the commission agreed that it is
such a popular trip that if we went with two buses and ordered more tickets (90 of them)
we could defray the cost to each person somewhat.
A constituent called and complained to Skip about the condition of Spook Hill
playground in regards to "dogs leaving deposits". It was pointed out that there is a Town
ordinance outlining this problem but there is no sign at the park to indicate this. This
brought up the extensive damage that has been done to various parks, graffiti at Reese
Park, the "trashing" of the bathroom at Martz field, main gate at Carnwath, etc.
Mr. Rottkamp, through the Rotary, made contact with David Burke, the General
Manager of the Renegades. They talked about the possibility of setting up a table at one
of our registrations. The concern of the commission was what they intended to do. Mr.
Rottkamp pointed out that they would probably just give out schedules and bring Rookie
or Renee. He would check into it beforehand.

Thirty-three prospects will be interviewed next week for the six to eight openings we
have for Playground Counselors. Thirty-seven letters have gone out to counselors
returning from last year with dates for orientation and dates for First Aid / CPR / RTE
information. A meeting was held with Supervisor Ruggiero, Mr. Holt and Mr. Rottkamp
to discuss salaries for this year's counselors and directors. Agreement was reached and
an acceptable pay scale was created.
Mr. Rottkamp received a phone call from Jennifer Simmons of Orchard View, an
alternative high school based in the Laerdal building, requesting the use of Spook Hill as
a site for Physical Education classes 2 or 3 times a week for one hour. Commission
members will approve Spook Hill when proper documentation is received.
JOSEPH ENNESSER'S REPORT
Mr. Ennesser informs us that the docks are in and already in use.
Mr. Ennesser, Mr. Holt and Supervisor Ruggiero will be meeting next week to discuss
the current status of the phone lines and the Security system at Camwath. Four bids have
been received for the security system ranging from $13,000 to $28,000 for a 16 modular
units for the dorm and the Mansion and 8 modular units for the administration building.
This system will have the capability of being monitored on line by designated personnel
as well as the police department.
"Posted" signs are now in and will be placed at all Town properties. The "welcome"
banners requested by Mr. Rottkamp have also come in and will be used during the
playground season.
Letters were sent to the Town Board asking for approval to go forward with the
Playground "Misters" and the Holt Field Dugout. Mr. Holt suggests that the dugout be
replaced after the regular Little League season is complete and before Fall Ball starts.
Graffiti was found on the bathroom building at Reese Park. Mr. Ennesser asked Mr.
Sheridan if his men could paint over it.
Also on the topic of vandalism, the Martz bathroom was broken into and "trashed". The
toilet was pulled off the wall, the lock on the door was smashed with a rock to gain
access and the lights outside the doors were smashed. The incident was reported and we
must wait to see how much the repair will cost before we notify the insurance company.
The Scouts completed the walking trail at Camwath and did a beautiful job. Two picnic
tables were placed in the gazebo area at the end of the trail. Within days someone came
along and threw these tables down the hill. Because of their extreme weight they have
not yet been retrieved.

Mr. Ennesser is looking into a product called "Med-Deck" which is a ground covering
used to smooth out uneven ground surfaces to make them more handicapped accessible.
This will be applicable in many different Town locations.
A question was raised about some of the specifications that Doug Haan, our Safety
Officer, suggested in regards to our bleachers. Mr. Ennesser said that modifications can
be easily done in the future. Mr. Holt added that the old bleachers should be under a
"grandfather clause". As we begin to replace bleachers, as needed, we will certainly
adhere to the new specifications.
Mr. Ennesser states that he has ordered two portable microphones to go with our sound
system. It will allow for more mobility at playground and other functions.
Mr. Ennesser asked about the status of the Street lamps that are down at Robinson Lane.
Mr. Sheridan said that his crew will take the parts of the two light and construct one good
one and suggests that another one be ordered. Mr. Holt agreed.
The field lights at Robinson Lane have been a problem. Some lights are out and the timer
is not working. Bruce Pearson of Pentel Electric has been called in to assess the situation
and will advise us and send an estimate for the work.
ELLEN KORZ'S REPORT
Mrs. Korz admits that she hasn't had time to check out Martz, but will take care of that as
soon as possible. Mrs. Korz has the name of another prospective member for our
Recreation Commission. She will see if she can get her to fill out an application.
Mrs. Korz will be willing to buy the Tennis balls for our Tennis program at K-Mart again
as soon as we get the purchase approved.
A response has not yet been received from the Renegades to a letter that Mrs. Korz sent
in January requesting a Gift Certificate as a prize for our Halloween Parade. Mr.
Rottkamp said he would speak to David Burke and see if he can pursue the issue.
GARY TRUDELL'S REPORT
Mr. Trudell complimented Mr. Sheridan and his crew on the installation of the foul poles
at Robinson Lane. They were imbedded in concrete for a stable installation and they look
great.
Prior to opening day Marion Trudell went to Robinson Lane to weed around the tulips so
that the area would look nice and found that every bulb but one was dug up and missing.
Squirrels?? Vandals?? We don't know!

Mr. Trudell asked whether the fields at Martz can be used. Mr. Holt said that as long as
the fields themselves are not wet and are in good condition it was okay to use them for
practice.
Mr. Holt stated that Castle Point would be receiving some clay for their fields and that
the Fire Dept. would put together a work crew to spread it out amongst the two fields.
Mr. Trudell has not yet gotten over to Quiet Acres to check it out. He will do so soon.
BRUCE LUSTIG'S REPORT
Mr. Lustig has nothing to report at this time.
Mr. Ennesser wanted to take this time to invite everyone to the Greenway event being
held at Reese Park on Saturday, May 20th, 11AM to 3PM. Mr. Ennesser asked Mr.
Sheridan for some help with gates and parking and some other logistics. An official
program will be in place tomorrow and a proclamation will be written by Supervisor
Ruggiero. This event will also be a thank you to Craig O'Donnell for putting up the
bathroom facility at Reese Park. A discussion ensued on some of the fine points of this
event.
MAINTENANCE DIRECTOR'S REPORT
The boat docks are in but not without some glitches along the way. Six dump truck loads
of debris had to be cleared before we were even able to get at the things that needed to be
repaired. Floats had to be replaced on the docks as well as other repairs to the seawall.
Mr. Sheridan stated the foul poles are up (See Mr. Ennesser's report). The two stop signs
have been put up near the snack bar at Robinson Lane, thirty bleacher seats have been
repaired at Robinson Lane and we repaired 12 or more dugouts including the replacement
of two roofs that were in really bad shape. The AED (Defibrillator) was installed at the
Snack Bar at Robinson Lane but we could not set up the alarm portion of the connection.
Mr. Holt stated that he would check with Bill Farrell to make sure that they will have
someone on sight at all times who is trained to use the AED.
Mr. Sheridan said that Andy Petrich from Soccer picked up some grass seed and that he
will need more. The aerators at Applesauce Pond will be installed next Tuesday, May
9th. Mr. Sheridan noted that the electrical supply boxes are not locked It is our hope that
the maintenance men will be able to install and disconnect these aerators in the future.
Fifty chairs were donated to the Town by the New Hackensack Fire Dept. The
maintenance crew has distributed them between Schlathaus and Carnwath and will be
available for use in other locations.
Mr. Sheridan discovered the Steve Tompkins name was still on the account at Williams
Lumber so he asked Mrs. Manning to call Loring Black and have his name removed from
the account.

Charlie Barola of Creative Caterers is asking for a key to the kitchen door at Carnwath.
The intention is to change the lock and then give him a new key.
All necessary equipment is ready for Clean-up Day. Mr. Sheridan has orange bags,
gloves and sticks and Mrs. Manning had ordered the orange shirts.
Mr. Sheridan stated that the current procedure for small purchases is very time
consuming and is suggesting that we ask for an approval for a blanket voucher for several
hundred dollars and charge our smaller purchases toward them. It was agreed that this
would work extremely well for all involved. It would only be necessary for 2 or 3 stores.
This Friday Mr. Sheridan and Supervisor Ruggiero will take a tour of the Recreation
properties and discuss the need required for each one.
There have been several leaks to date in one particular line at Robinson Lane. Mr.
Sheridan has patched 2 leaks so far and a third one has developed today. Mr. Farrell has
shut off the water until the next repair can be done.
CHAIRMAN'S REPORT
Mr. Holt has stated that we now have the go-ahead for the apartment at Carnwath so that
we may bring in a custodian.
There has been a delay on the leasing of Carnwath to Charlie Barola of Creative Catering.
The lawyers have asked him to come up with a more detailed plan as to it's intended use.
The town has hired a comptroller. Her name is Jean Colucci and she will start on June 1,
2006.
Mr. Holt asked for the latest progress on obtaining the bucket truck. The truck may have
been sold but Mr. Ennesser will find out for sure.
Mr. Holt said that Bug Busters has been given the contract to do our playground tick
spraying.
Mr. Holt expressed the hope that in the future our maintenance crew will be able to
install, maintain, and remove the aerators at Applesauce pond.
In a previous conversation, Mr. Sheridan had expressed to Mr. Holt the problem of
maintaining the grounds at Carnwath. There are some very steep embankments that are
extremely hard to mow. Mr. Holt is suggesting that we put a ground cover like
pachysandra, English Ivy or other low growing ground cover in these spots. He is hoping
that he can put together a volunteer group to do these plantings.
