RECREATION COMMISSION MEETING MINUTES
WEDNESDAY, JUNE 7, 2006
NEXT MEETING: JULY 19, 2006
The regular meeting of the Town of Wappinger Recreation Commission
was held on Wednesday, June 7, 2006 at Schlathaus Park, 126 All Angels Hill Road,
Town of Wappinger, Dutchess County, New York.
The meeting was called to order at 7:00 PM by Chairman Ralph 1. Holt
with the following persons present: Skip Rottkamp, Recreation Director, Nancy Cito,
Senior Citizen Director, Bob Sheridan, Maintenance Supervisor, and Commission
Members Joseph Ennesser, Ellen Korz, Jim Chappas, Gary Trudell, and Bruce Lustig
Minutes were approved for September 2005 and June 2006 with no
corrections necessary.
COMMENTS FROM GUESTS: MEERA DAVE (Applicant for Recreation Commission)
Mrs. Meera Dave was introduced to all present Commission members.
Mr. Holt asked Mrs. Dave why she would like to become a member of the
Recreation Commission. She replied that she wanted to be able to give something back to
the community. She has 2 young boys ages 5 and 7-years-old and feels that she would
have some valuable in-put.
Mr. Ennesser asked if she has had any experience involving recreation
programs. Mrs. Dave stated that she has volunteered at her children's school on a regular
basis. She has worked with fund raisers and other activities including the graduation
ceremonies, handling invitations, planning the reception and, in general, anything else
that was necessary. She has also helped plan class projects and events on a daily basis.
She has brought a letter of recommendation from the principal of the Montessori School
that her children attend. (See attached)
Mrs. Dave was born, raised and schooled in India and has been in America
for 16 years. Her undergraduate work was done in New Jersey and she attended
Columbia University for her graduate degree. She is an architect by profession.
Mrs. Korz expressed her feelings about joining the commission to give
her children a full recreational life. She asked Mrs. Dave what she would like to see
accomplished. Mrs. Dave didn't have any particular project in mind but would work to
make the Town's Recreation Program better in any way she could.
Mr. Rottkamp said that he met Mrs. Dave and her husband at our May
Camp registration and was impressed by their enthusiasm and sense of humor.

Mrs. Korz explained some of the duties of commission members from he
viewpoint including monthly meetings, special events and how each member has a
specific project of property to oversee.
Mr. Holt explained a little more in depth about our involvements and
responsibilities. He cited the Summer Camp Program for 400 to 600 children, our other
sports programs like basketball, tennis, aerobics, volleyball, gymnastics and baton
twirling. He also outlined Community Day, Easter, Halloween and the Christmas Tree
Lighting, and also explained our involvement in the Senior program.
Mr. Sheridan asked if she had ever visited the Taj Mahal. Mrs. Dave said
yes and it is absolutely beautiful.
Mr. Holt asked for a resume to be sent to the office and explained the
procedure for appointment to the commission.

until 2007 due to financial reasons. Mr. Holt stated that meetings have taken
place with Jay Paggi about the work to be done at Airport Park. Mr. Lustig stated
his concern about the condition of the fields since the additional development
took place on Airport Drive. Mr. Holt assured him that the problems would be
addressed with the project for the new fields.
Mr. Holt also explained that a meeting will be held on Monday, June 12th, to
discuss the Robinson Lane situation. There is a petition by residents against the

developement of the back portion of the Robinson Lane property. Mr. Holt
invited anyone who was interested to attend.
While on the topic of Robinson Lane, Mr. Trudell expressed a concern about the
lights staying on at Robinson Lane. He wanted to know if it was a money issue.
Mr. Holt answered by saying that the timer was checked and found that a
replacement would be necessary. He added that when the new timer goes in it
will be set to Town ordinance standards and will go off at 11 :00 PM sharp.

pile of junk that has been accumulating for 20 years. There is a question as to
whether it is Town or private property. If the property is not the Town's the
zoning dept. will approach the owner about clean-up.

SENIOR DIRECTOR REPORT:
Mrs. Cito began by informing Mr. Rottkamp and Mr. Ennesser that she
has requested a police officer to be placed at Spook Hill Camp for traffic control during
the first week of camp.
Mrs. Cito took this opportunity to invite all the commission members to
the Seniors 18th Anniversary picnic on June 16th.
The "On the Road Again" senior trip (they drive themselves to local points
of interest) to Locust Grove was a big success with 18 people attending. The program
there was the "Anne Frank Exhibit" and was very moving.
The upcoming AARP Defensive Driving Class is full again at a cost of
only $10.00 to eligible seniors.
The Fathers' Day Brunch is scheduled for June 22nd at the Dutchess Diner
and montWy computer classes are scheduled for June 26th & 28th.
Mrs. Cito noted that the next senior bus trip for June will be to the
Williams Lake Hotel to see "Broadway in June".
The seniors have started using the bocce courts in front of the Town Hall
twice a week (Mon. & Fri.) and the turnout has been wonderful. Thanks goes to Bob
Sheridan and his crew for getting the courts in shape.

A speaker from Dutchess County Tourism.
A speaker from the "Fountains at Millbrook" about living alternatives.
RECREA nON DIRECTOR REPORT:
Mr. Rottkamp began by stating that he has had no luck in finding a guide
for children's activities at Reese Park. None of the three candidates for the position took
the job. Mr. Ennesser said he had one more person in mind who might help out.
Mr. Rottkamp is having trouble getting people to run the 13 - 15-year-old
camps at Carnwath. Mr. Hayden Wayne is willing to help with a music camp but wouldu

need assistance. He has a great deal of experience in the music industry and Mr.
Rottkamp has met with him several times but is uncomfortable with him because of his
personality. He has not had experience teaching children in this age group and the fear is
that he may tend to talk "over their heads". A meeting is being planned with Supervisor
Ruggiero, Mr. Holt and Mr. Rottkamp to come to a final decision.
Mr. Rottkamp indicated that Doug Haan, the Town Safety Inspector, made
a tour of our camps, checking for safety hazards. Mr. Rottkamp received the listing of
necessary repairs just before the meeting and asked Mrs. Manning if she would see that
each commission member was mailed a copy the following day.
After four sign-up dates we are showing a registration of 317 children.
This is down from previous years. However, we are already getting phone calls from
parents who missed these registrations asking if there are openings. Our next registration
will be on June 23rd.
Mr. Rottkamp received an e-mail stating that our team did a GREAT job
BUT. .. she had some suggestions for improvement. She recommended mailing
applications to return campers only so that they could mail them back making our wait
line and payment line more manageable. First time campers and sports camps must come
in to register in person Mr. Rottkamp is looking for ways to improve sign-ups and plans
on having a meeting after the 2006 camp season is complete.
Next week the Recreation Department will be offering CPR, First Aid and
R TE courses to camp directors and counselors from TransCare and the American Red
Cross.

JOSEPH ENNESSER REPORT:
Mr. Ennesser stated that the town security system is still in the planning
phase. The phone lines at Carnwath should be going in soon now that the addresses have
been recorded properly.
We now have 2 wireless microphone systems that can be used for
Recreation and other Town events.
Mr. Ennesser called John Ossenkop to discuss the status of putting in the
"misters" at the playgrounds. He said he is waiting for the 5" PCV pipe and he will be
ready to do the installation.
Bracaden Construction was contacted to complete the dugout at Martz
Field. We are hoping for a completion date of June 25th.

Mr. Ennesser spoke to Ken Kurdt, Castle Point Caretaker, about the ATV
activity on the grounds. He spoke to one boy on an A TV and escorted him home and
spoke to the boy's parents about the Town restrictions. He has not seen him there again.
After some minor damage to the toilet seat and fence, Tim Doyle, Reese
Park caretaker, says that things have been quiet. The repair of the fence ($275) will be
done by DiPiet Fence.
There is a new grant package in the works with Fraser Associates for
$200,000 (a 50/50 match) for the security system, lighting and "Stagemobile" at
Camwath. The package is in the hands of Supervisor Ruggiero and it should be 6 to 8
months before we hear.
Mr. Ennesser will meet next Wednesday with the State Greenway Comm.
to gain approval for re-allocation of the funds for the kiosk at Camwath. He should know
the outcome by then.
Marshall & Sterling have okayed Little League and Bill Farrell to be able
to use a Town mower for his fields at Robinson Lane. It will be stored in a shed so that
Bill Farrell and our men will be able to use it as needed.
Finally, Mr. Ennesser wishes to thank Ralph Holt and Bob Sheridan for
their help with Recognition Day at Reese Park.
ELLEN KORZ REPORT
Mrs. Korz inspected Martz Field the previous week and found it in good
condition. The grass needed to be mowed but was assured by Mr. Sheridan that it had
been taken care of. She showed some concern about the bleachers with some splintered
wood and rusty railings. Mr. Sheridan said the boards would be replaced as soon as time
permitted. The slide on the playground equipment, which is now blocked off, will be
replaced by Sun-Up construction before camp begins.
Mr. Holt asked Mr. Sheridan the condition of the vandalized ladies room
at Martz Field. Repairs have not yet started. A preliminary call was put in to the
insurance company and we need to get estimates on the work to be done. Assignments
were given out so that the estimates could be obtained and a claim placed with Marshall
and Sterling.
GARY TRUDELL REPORT
Mr. Trudell is concerned about the open pit at Robinson Lane where the
pipeline sprung a leak. It's not the first leak we have had on that line and Mr. Sheridan
wanted to make sure that when this leak was fixed that no further leaks occurred.

Mr. Trudell wanted to know when his wife would get the flowers to put at
the memorial at Robinson Lane. She is also looking for some help with the ground cover
planned for the hills at Carnwath. Mrs. Korz tried to get some helpers from school but no
one seemed to have the time. Mr. Holt suggested it be put into the Recreation column. A
discussion ensued about the proper procedure for planting on a hill so that no weeds or
grass crop through.
Mr. Farrell expressed concern to Mr. Trudell about the area at Robinson
Lane between Girls' Senior League Field and the first Boys' Field. Cars park along the
edge of the field and could be hit by balls, kids run around through the parked cars and
they use that area for warming up pitchers. Mr. Farrell would like some kind of road
block put up that would prevent cars from parking there. A sign does not seem to be
enough.
Mr. Trudell went to Quiet Acres. Weed-wacking that needed to be done
had since been completed by our Maintenance staff. A TV tracks were again found on the
Quiet Acres property. In a previous report, Doug Haan talked about low-hanging
branches in the swing area. A large branch fell out of that tree and Mr. Trudell suggests
that the tree be removed. A parent told Mr. Trudell that one of the support legs of the
swing set raises from the ground when the swings are being used. Mr. Sheridan will look
into it.
There are soccer goals and lines marked out on the field at Quiet Acres. A
parent in the neighborhood has set them up and is willing to leave them there if it is okay
with Recreation. Mr. Holt stated that anything left on the property is not the
responsibility of Recreation and that the goals needed to be removed before camps start.
Mr. Trudell noted that the spot for the porta-john is overgrown and the
gravel under the swing set needs to be raked out. Maintenance will take care of this.
There are two power poles by the basketball courts that no longer have
power running to them and should be taken down. It is not certain who is responsible for
these.
BRUCE LUSTIG REPORT
Mr. Lustig questioned whether the concrete grates are still needed at
Rockingham. Mr. Holt will look into this and will have a report next month.
The condition of the field at Schlathaus Park is awful. The standing water
and the bird droppings from the geese make for bad conditions. Mr. Sheridan priced
"Goose- Be-Gone" at $100 a gallon concentrate, which makes 50 gallons of mixture. It
must be sprayed every 7 to 10 days. It makes the grass taste bitter so that they find
somewhere else to feed. It was agreed that it may solve the problem at Schlathaus but
create a problem elsewhere.

MAINTENANCE SUPERVISOR'S REPORT
Mr. Sheridan said that the previous report from Doug Haan sited most of
the safety hazards at Robinson Lane. All dugout roofs have been replaced, concrete work
has been patched and 90% of the bleachers have been brought up to code.
There was another leak in the pipe at Robinson Lane, near the last one,
and a 10' piece of pipe has been replaced.
The plaque for the dedication of the lights has been located and will be
placed on the building.
Carnwath is mowed every Sat. and Sun. The area where the June 24th
picnic will be held is cleared, weed-wacked and picnic tables set up. Maintenance has
also cut up and removed the old picnic tables by the ball fields, removed the backstop and
removed the benches that were along the backstop.
Since the heating oil is low at Camwath, Mr. Sheridan suggests that we
have 5,000 - 6,000 gallons delivered now so that when fall comes we will start the
heating season with an ample supply.
Twenty-five tons of sand was delivered for the volleyball courts. All of
the Montfort and Pye Lane properties were mowed, weed-wacked and put into good
shape. The benches by the Tennis Courts were repaired and Martz Field got extra pea
stone under swings and extra gravel where needed.
Extensive work was also done at Spook Hill and Quiet Acres to get them
ready for the camps. Castle Point needed the same as above with the addition of the
painting of the building and floor. Cleaning supplies and paper products were ordered for
all the camps. The boat has to be cleaned every time we have heavy rain and winds as we
have been experiencing.
CHAIRMAN'S REPORT
Mr. Holt will be on vacation from June 17tlt through the 30tlt and has asked
Mr. Ennesser to fill in for him in his absence.
Applesauce Pond will be stocked by area residents, again, this year.
Aerators have been installed. If in the future the pond is not stocked with fish the
aerators will not have to be installed.
Mr. Holt and Mr. Ennesser attended a meeting with Mike Tremper of
Camo Pollution, Bill Farrell of Little League and Supervisor Ruggiero to discuss the
water situation at Robinson Lane. Some of the plumbing is 30-years-old and many
problems are starting to arise. Jay Paggi will be asked to see Mr. Farrell about what is
needed and what he wants for Robinson Lane, and work up a package accordingly.
