NEXT MEETING: OCTOBER 4, 2006
The regular meeting of the Town ofVVappinger Recreation Commission
was held on VVednesday, September 13,2006 at Schlathaus Park, 126 All Angels Hill
Road, Town ofVVappinger, Dutchess County, New York.
The meeting was called to order at 7: 15 PM by Chairman Ralph J . Holt
with the following persons present: Skip Rottkamp, Recreation Director, NancyClto;'
Senior Center Director, Bob Sheridan, Maintenance Supervisor and Commission
Members Joe Ennesser, Jim Chappas, Ellen Korz, Bruce Lustig and Gary Trudell.
Minutes were approved for November 2005 and July 2006 with no
corrections necessary.
INCOMING CORRESPONDENCE:
1. Received flyer from NYS Dept. of Recreation and Parks announcing a Certified
Playground Safety Inspectors Course to be held Dec. 4-6 in Ardsley, NY. Mr.
Holt got an affirmative answer from Mr. Sheridan when asked if he would like to

removed and the rooms are ready for installation of new carpet.

MAINTENANCE SUPERVISOR'S REPORT
Mr. Sheridan began by stating that a meeting was set up with his crew to go over
some situations that have become lax, including start and quitting times, lunches, the
wearing of safety equipment, notification in a timely fashion for doctor's appointments,
personal time and vacations.
The town water supplier, Poland Springs, has been making un-requested water
deliveries to the bam and Schlathaus Park, even after a request was made to minimize
deliveries. Both locations have more water than they need at this time.
Mr. Sheridan interviewed a prospective employee, Joseph DeRosa. He was very
pleased with Mr. DeRosa's background.
A bee/wasp situation occurred outside the Senior Center door. Doug Haan, our
town Safety Officer stated that only DEC qualified personnel can spray for insects, etc.
Mr. Haan noted that there is a 30 hour course that is available to qualify any of our
maintenance men for this kind of work. Mr. Ennesser said that there is a class held
periodically at Dutchess Comm. College that will fill our needs. Mr. Haan will notify us
of the next available class.
Twenty-five tons of pea stone has been delivered to the bam to be used at the
parks and camps. Many projects accomplished this month including repair ofthe gear
box on the MC28 mower, replaced the water pump on the front end loader, replaced two
drive belts and rewired the John Deere mower, repaired bent mower deck on the 1445
mower (It would have cost $1800 to send out to be fixed), replaced the drive shaft on the
MC28 mower, and replaced starter on the '87 GMC truck. Other smaller repairs were
made on small machinery and hand tools. Three safety gas cans were purchased for use
in our trucks. Mr. Ennesser wanted to know if we have safety compartments on the
trucks to store these cans. Mr. Sheridan said no, we don't. Mr. Holt suggested doing
what is necessary to obtain them.
Mr. Sheridan has said that Bill Farrell has been instructed on the mower that
Recreation has left at his disposal for use on the infields at Robinson Lane. There is yet
another leak at Robinson Lane further down on the same water line. It will be shut off
for the rest of the year and will be replaced at the earliest possible time next year. There
is also a leak in the Snack Bar that seems to be coming from the vent for the exhaust fan.
Major work will be required because the vent and chimney are loaded with grease. Mr.
Holt stated that that project should be Little Leagues responsibility. The new third base
dugout will be painted.

Mr. Sheridan stated that the final preparations were done for the rental at the
Emergency Services Building. The wall plates were all installed, the hole in the garage
was repaired, all the ceiling tiles were replaced, removed and cleaned all the air vents, all
the rugs and tiles were removed and taken to Royal Carting for disposal. I got two
estimates on the ceiling replacement and called Silvestri for replacement of some special
switches and the ballasts on the lights. I got 2 estimates on the rugs and two belts have to
be ordered and replaced on the garage doors. John Hartung went to the ESB and took
photos of the whole building and the damages from water.
At Carnwath the maintenance crew cleaned out the carriage house to make room
for the porch. Bottini cut and capped 2 radiators on the porch before its removal. The
next step is to have the heat circuit completed so that heat to the mansion is not
interrupted. Two support beams were found to be loose in the carriage house. Mike
Bufi, from Swartz Architects was there and said that the floor may be caving and the two
support beams were shorn up. Mr. Bufi also suggested that we get an exterminator to the
carriage house because of boring insects, possibly bees, in the wood. Some overall
burner work will have to be done on the boilers at Carnwath as well as regular ongoing
service. A package totaling approximately $3,800 was sent to the Supervisor and
approved by him. The basement windows in the mansion were boarded up after the
porch was removed. Mr. Sheridan showed concern about the mansion itself. The roof is
leaking badly now and a great deal of damage is being done to the lower floors in
addition to the known damage on the upper floors. Mr. Sheridan also stated that we
should have another 5,000 gallons of fuel for the large tank now that the colder weather is
around the comer.
Mr. Sheridan and his crew removed 20 feet of bent pipe from the lower fence on
the upper field at Castle Point Four yards of topsoil was delivered to Airport Park and
10 yards of top soil went to Rockingham Park. Sixty cases of marking paint were
ordered for Soccer and we got 2 free spreaders with that. One went to Soccer and the
other was kept by Recreation to use for grounds marking at Community Day.
BRUCE LUSTIG'S REPORT
Mr. Lustig had no report at this time.
ELLEN KORZ'S REPORT
Hannaford has donated a $75 gift certificate toward our Halloween Parade. The
certificate will be used to purchase prizes and candy for the children participating. Other
area businesses have donated prizes or coupons. Hometown Buffet will be bringing their
"Hometown Bee" and 200 cookies. Mrs. Cito asked if we could use a "Make & Take"
table from A.C. Moore. All agreed it would be a good idea. Ned Gelfars will be our
entertainment for the day. Many ofthe businesses we normally deal with must now get
their contributions from their main office which is making it harder for Mrs. Korz to
receive any kind of donation.

Mrs. Korz has reminded us that this year we should have prizes appropriate for
the age groups that will be receiving them, in particular the younger children from ages 0-
3 years-old.
SENIOR DIRECTOR'S REPORT
Mrs. Cito started by commending everyone for ajob well done for Community
Day, with special thanks to the Maintenance crew for all their hard work. She noted that
despite the signs, a great deal of garbage remained on the grounds and wondered what we
can do to alleviate the problem next year.
Mrs. Cito invited everyone on the commission to attend Regina Waldron's 75th
birthday party which was being held on September 21 st at the Hometown Buffet.
Today, we celebrated our September birthdays at the center and "The Golden
Tone Singer" under the direction of Eileen Manning performed for us.
The seniors had a bus trip to the Dutchess County Fair. The bus was paid for by
the Town. There are two more Senior trips planned, one to Woodlock Pines and the other
to the Platzl Brauhaus for an "Oktoberfest". Another AARP Defensive Driving class is
planned for October at $10 per Senior. Donations for the Elks Christmas Parties are
starting to come in. Tai Chi classes have resumed on Monday mornings. John Masak
will be holding another session of "Introduction to Computers" at Schlathaus Park.
The AB-Senior program (Reading assistance for elementary school children by
our town seniors) is under way again this year. Besides Evans, we will now also be
working with Myers Comers School. On September 27th the "On the Road Again"
seniors will be going up to Kingston.
RECREATION DIRECTOR'S REPORT
As a result oflast month's meeting Mr. Rottkamp sent a request to the WCSD for
information on the procedure in the case of suspected child abuse. He is hoping that we
will have a procedure in place for Playgrounds 2007. Also submitted to Mr. Rottkamp
was the form from Bright Horizons, that we may use as a guide, to draw up a form for
parents to sign allowing the Town to take the necessary steps to see that their child
receives proper care in the case of an emergency. These forms and releases will be put
together with the advice of the Supervisor, Town Board and town lawyer, if required.
Mr. Rottkamp stated that, as of last night, Volleyball and Aerobics are in session.
There are 31 registered for Volleyball and 16 women at Aerobics. He showed concern in
regard to the austerity budget and was not sure how that would affect our budget. Will he
have to pass the extra expense along to the participants? Mr. Holt suggests that we wait
and see how the WCSD plans to handle this situation. Mr. Chappas stated that we can't
charge any additional fees without Town Board approval.

Mr. Rottkamp brought up, once again, the possibility of the TVNCR/DVD for
Schlathaus Park. Mr. Ennesser stated that the problem he has encountered is that Circuit
City, Target, etc. will not work with the voucher system, thereby making it difficult for a
purchase to be made through normal channels.
Mrs. Belmont, a teacher from Myers Comers School, called Mr. Rottkamp to
suggest the possibility of setting up a program of Ballroom Dancing for children in
grades 3 through 5. Mr. Rottkamp asked her to please send a letter outlining her plans for
such a program so that he may present it to the commission.
Mr. Rottkamp received reports from Doug Haan, our Safety Inspector, in regard
to the post-summer condition of our playgrounds. He was very pleased with our progress
and found the parks in excellent condition. (Report attached)
Mr. Rottkamp asked Bob Sheridan why we don't order Fibar (Engineered Wood
Fibers) instead of the pea gravel for under our playground equipment and mats at the
bottom of slides. . Doug Haan suggests these improvements in his reports. Mr.
Rottkamp wondered whether it was a question of cost. This is a matter that will be
looked into for next season.
This year we had talked about new playground equipment for Quiet Acres. Since
it was not purchased this year can we put it into next year's budget? Mr. Holt said that it
could be included in our budget requests.
Mr. Jeff Behnke, a retired teacher from RCK, is now a continuing education
advisor in the WCSD and would like permission to put flyers in the Town Hall. He is
also interested in speaking with town seniors to find out what they would be interested in
seeing in this program. Mrs. Cito said she would be happy to set up a meeting.
Mr. Rottkamp gave out a chart indicating our camp registration in comparison to
previous years. Registration was significantly lower at 456 children, in comparison to
568 in 2005 and 612 in 2004. Mr. Holt questioned "what are we NOT doing" to entice
these kids to camp. The results of a lengthy discussion indicated a need for a longer
camp day (8:30 to 4:30) at one or two of our camp sites for the working parent and a
better distribution of our recreation guide by compiling a mailing list consisting of
previous registrants. The Town Board, of course, will be presented with our plans.
Mr. Rottkamp is asking for suggestions from the commission members for
concerts, trips, recreation guide, etc.
A request was made by the Recreation Commission to have Supervisor Ruggiero
at a meeting to discuss finances, spending, vouchers and approvals. Mr. Holt will ask the
Supervisor ifhe is available for a meeting on October 19th or October 25th.

JIM CHAPPAS'S REPORT
Mr. Chappas had no report at this time.
JOE ENNESSER'S REPORT
The masonry work on the third base dugout at Robinson Lane is complete and the
Town Board has approved Bracadan Construction to add the roofto same. The new lamp
post for Robinson Lane came in without the lamp. That has been ordered and will be
here in several weeks.
Al Ford has been hired to replace Tim Doyle to open and close Reese Park at $70
per week. Mr. Doyle had to leave for health reasons.
DiPiet Fence has repaired the backstop at Castle Point and two bleachers have
been modified to fit current safety specification. Kits are available from seating solutions
to modify our 5-tier bleachers at $650 a kit. Allowance has been made for several sets in
our budget request for 2007. The access gate for Spook Hill playground is on order and
should be in soon. The kiosk for Carnwath is in. It will be placed and set up when our
maintenance crew has the time.
Mr. Ennesser is trying to find someone to take the old chapel pews. He is waiting
to hear back from BOCES to see if they can use the wood. If not the men will dismantle
and discard them. Dead trees were removed and trees trimmed near the pavilion at Reese
Park by Baisley.
Mr. Ennesser was approached by the Chelsea Yacht Club to ask ifthe Town
would subsidize a sailing program for children and adults. They were asked to send us a
proposal with the specifics outlined.
Mr. Ennesser is requesting help getting DSL computer lines set up for the Admin
Building. He has asked Mr. Holt to speak to the Supervisor about our options.
GARY TRUDELL'S REPORT
Mr. Trudell has nothing to report at this time.
CHAIRMAN'S REPORT
Now that the dugout at Robinson Lane is near completion we must start to
consider replacing the first base dugout next year. A request for this has been put into the
2007 budget. Benches for both dugouts must also be ordered before next season begins.

Mr. Holt will be meeting with Mr. Sheridan, Mrs. Cito and Mr. Rottkamp to
finalize budget requests for 2007. A new computer system will be utilized to transmit the
requested budget to Supervisor Ruggiero.
Mr. Holt was in contact with the Exultant Ruler ofthe Elks and plans have been
finalized for our Senior Town-wide Christmas Party.
Mr. Holt spoke to Bill Farrell about replacing the foam protectors for the tops of
the fences. Mr. Farrell will look into some products and let us know what he has found.
The Volleyball Court is still under consideration. Mr. Sheridan will assess the
feasibility ofthe project.
NEW BUSINESS:
1. HALLOWEEN VOLUNTEERS AND DONATIONS. Mr. Holt asked that each
commission member help make this event successful.
2. A gentleman called with a suggestion to get Trip information out to more people
so that trips don't need to be cancelled. He suggested sending flyers to lar~e
organizations to distribute information. Mr. Holt suggested one page of all trips
going out with a bulk mailing. Mrs. Manning suggested the bulk pick-up mailing.
An additional possibility is the Town website.
3. Call Protection One to go over use of alarms. Updated listing of Pass & Stress
Codes submitted to the supervisor on 8/15/06. These will also be distributed to
the appropriate persons.
4. Escorts for trips if not already covered by Skip.
5. Meera Dave not on last Town Board meeting. Will be on Sept. 25th meeting.
6. Purchase of Bucket Truck approved at Town Board Meeting on Aug. 28, 2006.
7. OK to go ahead with roofing on dugout at R.L. at T.B. meeting Aug. 28, 2006
