NEXT MEETING: THURSDAY, FEBRUARY 8, 2007
The regular meeting of the Town of Wappinger Recreation Commission was held
on Wednesday, January 17,2007 at Schlathaus Park, 126 All Angels Hill Road, Town of
Wappinger, Dutchess County, New York. .
The meeting was called to order at 7:00 PM by Chairman Ralph J. Holt with the
following persons present: Nancy Cito, Senior Director, Skip Rottkamp, Recreation
Director, Bob Sheridan, Maintenance Supervisor and Commission Members Joe
Ennesser, Gary Trudell, Bruce Lustig and Meera Dave.
Minutes were approved for November 2006 and December 2006 with no
corrections necessary.
Mr. Holt began the meeting by saying that an exceptional amount of work was
being done by Recreation thanks to a great crew out in the field and in the office.

asking if they would consider being Fishing Instructors for the Summer Fishing

waiting for a response from Supervisor Ruggiero on this matter. Mr. Sheridan
believes that the contract states that TransCare is responsible for repairs inside the
building.
7. Letter to the Villa Borghese thanking them for an additional donation made to the
Senior Christmas Fund. This donation puts us in a very good starting position for
next year's parties. Mrs. Manning has some additional ideas as to how we can
expand our mailing list.

Note: Since this resolution was approved, the minimum wage has increased

SENIOR DIRECTOR'S REPORT
Mrs. Cito raised several questions about any decisions that have been made on
mailing out the Recreation Guide, including a Playground application in the Guide and
what material the center pages will contain. A loose insert (The Playground Application)
can be added at an additional fee. This will be submitted for approval as soon as a cost is
determined. The Guide will be mailed to Town residents based on our voter registration
list.
Senior activities included the Villa Christmas Party with 110 people attending. A
professional dancer from "Strictly Ballroom" was there to teach the Seniors the basics of
the rhumba.
Mrs. Cito met with Jeff Behnke, who is trying to expand the senior programs for
Continuing Education. Also at the meeting were Judy Petchko of Poughkeepsie and
Cindy Stark of Fishkill. By joining with other towns there is a better chance for a good
turnout.
Mrs. Cito was contacted by A.C. Moore to ask if the Seniors would help them
with a program they were sponsoring. Each person was asked to knit or crochet a 7" x 9"
rectangle which would be made into comforters for the needy seniors and families in the
area. These would then be put together by the Girl Scouts and distributed.
Pete Sanfillipo spoke at the center about a 2K walk/run for the seniors of the
Town. It will be held on July ih and the start and finish of the race would be the Senior
Center.
Attending a meeting on "Senior Liability", Mrs. Cito learned some interesting
things. It is important to set up a fire safety plan so that everyone knows the procedure
and where to meet in case of an evacuation. She would like to schedule a fire drill on a
day when the center is active. Also, Senior trips should have two escorts and emergency
contact information in case there is a medical emergency. (We already supply the escort
with this information on Senior trips.)
Mrs. Cito wanted to know the status of obtaining a new portable TV NCR/DVD
for use in the Senior program. Mr. Holt said that Supervisor Ruggiero had given a verbal
approval for this purchase last year and assumes that that decision is still valid. The best
method of purchase would be the Town credit card since the stores that sell that
merchandise don't work with the voucher system.
In our January newsletter we have included our snow closing policy and a
complete listing of ALL our Senior programs with full explanations of the program
content.
BRUCE LUSTIG'S REPORT
Mr. Lustig has no report at this time
GARY TRUDELL'S REPORT
Mr. Trudell stated that Little League tryouts will start at Robinson Lane on

March 17, and would like to know if the bathrooms will be open at Robinson Lane. Mr.
Sheridan said that they would not be opened at that time. Mr. Trudell suggested having
Porta-Johns available, but Mrs. Manning explained that it is necessary to get three price
quotes and get Town Board approval for the company that will supply us for the season.
At this point the requests have gone out, but no replies have been received yet.
MEERADAVE'S REPORT
Mrs. Dave has no report at this time.
MAINTENANCE SUPERVISOR'S REPORT
Mr. Sheridan began by addressing some problems experienced at Carnwath. The
phones in the Administration Building are not working at all. It has not been determined
who is responsible for fixing these phones. Mr. Ennesser suggests calling Cross Point
since they were the interface group for the installation. The kiosk is complete and has
been finished with 2 coats of clear sealer. We put pea stone around the bottom to finish
off the display.
The newly installed boiler has given us a lot of problems. Leaks occurred in
several different area as well as smoking and knocking of the pipes. Bottini, who did the
installation, came back several times but the problems persisted. It took 20 hours of my
manpower to drain the system properly and eliminate the leaks, allowing the heat to rise
into the building. Because of the problems, seals were blown and had to be replaced.
Because of the pressure of the new boiler, leaking pipes have been discovered. Some
have been replaced and others patched for replacement in the Spring. Our new employee,
Joe DeRosa, has been invaluable during this project.
We picked up the couch from the Reese Mansion and have locked it in the
"Hillary Room" at Carnwath.
We recapped the pipes located where the porch was removed. The engineers
wanted the caps in the building, not outside.
We cut up some downed trees and removed the home-made railing from the
Gazebo. We brought more equipment down to be stored in the Carriage House.
Downstairs in the mansion we put an 8'x 4' sheet of plywood over the rotting Bilco doors
to cut down on the draft.
In the administration building we repaired the vent, removed three doors for
refinishing, and repaired the woodwork around them.
Mr. Sheridan asked Mrs. Manning to order 6000 gallons of heating oil for
Carnwath. The tank is only half full and the level should not go much lower than that.
Fuel consumption is better this year due to the weather and the fact that we now have the
mansion well sealed.
On Christmas Eve, I replaced the 30 amp. double breaker on the stage because the
Christmas display lights were out. The address numbers on the sign and on the building
have been changed to reflective numbers.
The computers are still piling up in the basement at Schlathaus. Supervisor
Ruggiero had asked Danny Passes to take care of the matter but, to the best of my
knowledge, nothing has been done.

Mr. Sheridan and his crew wish to thank Joe Ennesser, Ralph Holt, Nancy Cito
and Little League for the Christmas gifts.
CUES came in and changed the bucket on the bucket truck and qualified our new
employee, Joe DeRosa in the use of same.
Mr. Sheridan called Gallagher Trucks to find out if they had the truck he is
looking for, only to find that they are now out of business.
There are still a large number ofP.O.'s that I have put in that have not yet been
approved. I can't do my job in don't have the materials with which to do it.
I received a call from the Police Barracks complaining that the lights were not on
in the evenings. Upon checking we found that just the timer needed to be re-set. They
have also requested that we clean their air vents. Gina is seeking approval from the
Supervisor.
Mr. Sheridan stated that he received a call asking that the Assessor's Office be
cleared of all the storage boxes. The request was to do it immediately. I had to rearrange
my crew's plans for the day and have them complete the task. In order to run my
department smoothly I need to be given some lead time when assigning my crew.
At Spook Hill we are again experiencing vandalism. The bubble on the
playground equipment is damaged, there is graffiti, broken glass in the parking area as
well as on the grounds, and the new gate is damaged. Also, thirty slats are missing from
the stockade fence, two bases are pulled out of the ground, and the mesh screen over the
windows is smashed in.
At Robinson Lane, the fence that was taken down is being stored for later use at
the Castle Point Ballfield. This year we need to order fence protector for Robinson Lane
and Castle Point.
JOE ENNESSER'S REPORT
Mr. Ennesser has started to get estimates for the first base dugout on Holt Field at
Robinson Lane. He would like to see the old 1 st base dugout closed off and used as a
storage area. He also suggested that if the proper supports are put in place, a press box
can be built above it. All agreed it was a good idea. New roofs need to be put on some
existing dugouts. Mr. Ennesser will get estimates for these as well. He has asked Meera
Dave, an architect by trade, to assist in the planning.
Mr. Ennesser is also getting estimates from fencing companies to install a fence in
the outfield at Castle Point. He will ask for pricing using new fencing with posts and
caps and will also get estimates using the fencing that is in storage at Robinson Lane. We
need to see our budget so that we know how much has been approved for this line item.
Mr. Ennesser is also hoping to buy a shipping container to use as a storage bin at Castle
Point. This would replace the old bin which is falling apart.
Mr. Ennesser will be asking Supervisor Ruggiero for permission to go ahead with
the artwork for the kiosk from Frasier, as well as talking to him about the apartment in
the administration building.
Mr. Ennesser stated that the first estimate for landscaping at Camwath has come
in at $16,000. In speaking about Camwath, Mr. Holt indicated that he spoke to
Supervisor Ruggiero about using those designated as "Friends of Camwath" to do some

of the repair and landscaping work that needs to be done. Using volunteers who are
experienced craftsmen would truly make Carnwath a community project.
Mr. Ennesser will be asking Supervisor Ruggiero for permission to go ahead with
the artwork for the kiosk from Frasier, as well as talking to him about the apartment in
the administration building.
RECREATION DIRECTOR'S REPORT
Mr. Rottkamp started by confirming dates for Recreation's Holiday Celebrations.
Easter, Halloween and Christmas were agreed upon. A discussion arose concerning
Community Day and the possibility of having it in the early summer, farther from
election time, to try and prevent a replay of last year. The question remains, do we allow
political soliciting or not. This has not yet been decided. The Commission's discussion
did not yield a decision. There was a question raised about it being in conflict with the
Playground schedule.
Every year the WCSD sends us a bill for use of their buses during the summer for
our playground program and each year they over-charge us, This year by $350. The
correction was made.
Mr. Rottkamp then discussed being able to update the Town website with
upcoming Recreation information. It is not clear whether his computer at Schlathaus is
connected to the Town Hall network. The general consensus is no and a password would
be necessary in any event.
Mr. Rottkamp had his first meeting with Dick Wambach, our Recreation Guide
consultant, to set up dates to add to, edit, change and proof-read the 2007-2008 guide.
A BIG thank you to Ralph and Sylvia Holt for handling the basketball registration
at Sheafe Road School on Jan. 6th while I took care of Gymnastics registration at Myers
Comers School. After two sessions we have 70 registered for basketball and 90
registered for Gymnastics.
Mr. Rottkamp met with Ron Young of the Cross Court Tennis Club and arranged
for this summer's "Learn to Swim" program. When we started using Cross Court pool
three years ago we paid $8,500. It was agreed that we would add $!,OOO for the next two
years with a cap, this year, of $1 0,500. We also talked about the option of a "Learn to
Swim" program for adults in the evening from 7:00 to 8:00 PM. We would charge the
attendees a fee to cover the small additional cost for using the pool.
A meeting needs to be set up with Doug Haan, the Town Safety Officer, to
determine what needs to be done to prepare for our Summer Playgrounds. Mr. Ennesser,
Mr. Holt and Mr. Sheridan will be included in that meeting.
This year it is Recreation's plan to extend the camp hours at Spook Hill and Martz
Field Playgrounds to run from 8:00AM to 4:00 PM to accommodate the working parent.
Logistics are still to be worked out with the plan of using early and late shifts for our
counselors and directors. The fee will be a minimum of $150. The Town Board will be
receiving a memo for their approval.
Mr. Rottkamp and Mr. Holt will meet with Peter Shea about our Golf Program
which will be held, again this year, at the Fishkill Golf Center.
A meeting is also necessary to determine program fees for the entire year so that
they will be accurate in the Recreation Guide. Mrs. Manning was asked to make up a

Instructor asks a guarantee of$100. We will charge
participants $30 each.

Mr. Rottkamp told the commission that the Triumph Twirlers will be going to
competition again this year and asks if the Town could cover the costs of$165.00. Mr.
Holt said that there is no budget line for this event.
A call was received by Mr. Rottkamp from Hayden Wayne, the gentleman
interested in teaching a summer music program at Camwath. He still wants to have the
music camp and would like to meet again with the Supervisor. Gina took the information
and said she would inform Supervisor Ruggiero.

The Camwath 13 to 15-year-old programs are really starting to come together this
year. To date, I have several weeks of Theater Arts with Joan Fenton, culminating in a
show at the end of the summer. Babysitting, with Denise Schwirmer, is set again for this
year. An Arts and Crafts workshop is being set up with Danielle Lent and I have also
asked Kathi Delisa if she would be available for an art class. She will let me know. Fees

CHAIRMAN'S REPORT
Mr. Holt began by expressing the desire to meet with Joe Ennesser and Supervisor
Ruggiero about the apartment to be set up for the caretaker in the Administration
Building at Camwath. Three estimates have been received for $11,700, $34,000 and
$39,000. The first estimate is so low because the labor is being donated thereby creating
a problem. The Supervisor will seek advice of the Town attorney in this matter.
The plans for the catering business planned for Camwath with Charlie Barola
seemed to be at a standstill, so the Supervisor asked Mr. Holt to give Mr. Barola a call to
determine his intentions. Mr. Barola is ready to proceed, but was waiting to hear from
the Town. Since it may be a while before the chapel is ready Mr. Holt suggested that the
alternate plan (the laying ofa slab at the top of the hill, containing a year-round tent) may
be the way to go at this time. Mr. Barola agreed that that would be a good start.
Mr. Holt spoke to Mr. Sheridan's requests for his new truck and equipment.
Since the budget has not yet been received we don't have exact figures. The truck, the
Tennis Courts and the Soccer Field, among other things, will go into the Capital Plan. It
is not known what the time-frame for this will be.
Last week Mr. Holt received a phone call from Bill Farrell of Little League
stating that headquarters requires that the light on our fields at Robinson Lane be tested
for maximum efficiency. Mr. Holt called Eric Fellinzer, who is aware of this procedure,
and gave an estimate of $800 to $1000 per field for this survey to be done. Little League
cannot use these fields at night if this is not done.
Last year Nick Bisaccia was the liaison between Little League and the Recreation
Office arranging for non-Little League teams to use our fields for a fee. Mr. Bisaccia will
no longer work for the Town. Mr. Farrell and Roland Norris will take over this task if,

instead of pay, they can be given a mower, that can be kept at the field so that they may
trim their infields as needed. This small mower was already put in our budget. It is
hoped that when the budget is received we will find it is included.
Mrs. Manning will be setting up a meeting with Protection One so that we may
begin to get our alarms into working order. This company monitors the alarms for
Schlathaus Park, the Barn and Robinson Lane. Airport Park is monitored by Centurion.
We need to discuss the advantages of going with just one company for all our locations.
New Field Usage charges need to be determined and submitted to the Town
Board for approval. Current fees for unlighted fields for less than 50 people is $10, for
over 50 people it's $50. Leagues pay $150 for a season's use of unlighted fields and
leagues using the lighted fields pay the $150 league fee plus $75 for each lighted field
use.
