2007-02-08 AGENDA RECREATION COMMISSION MEETING Thursday, February 8, 2007 CALL TO ORDER: PRESENT: RJH, SR, NC, JC, JE, GT, BL, MD, BS APPROVE MINUTES: January 2007 - Accepted Corrections COMMENTS FROM GUESTS: OUTGOING CORRESPONDENCE: 1. A memo was sent to Supervisor Ruggiero and the Town Board requesting re- approval of the Gymnastics wages as a result of the raise in the minimum wage. Also, approval was requested regarding the salaries for the instructors of Boys' & Girls' Basketball, Aerobics and Volleyball. 2. Letters sent to five Porta-John companies asking for price quotes for the use of their Porta-Johns for our 2007 season. Quotes received will then go to the Town Board for approval. 3. The following memos have been sent to Supervisor Ruggiero and the Town Board for approval at their next Town Board meeting on Monday, February 12,2007 a. Informing the Town Board of vacation date for Ralph Holt and Joe Ennesser. b. Request for the raise in Program Fees for Gymnastics for 2008 and Fishing for Summer 2007. The fee for both programs was $30, but will be raised to $35 with their approval c. Request for approval of salaries for instructors of Aerobics, Volleyball, Baton Twirling, Tennis Director, Tennis Assistant, 2 Summer Basketball instructors and 3 Fishing instructors. This also included the Babysitting program instructor for our Carnwath Program. d. Request for the extension of Summer Playground hours at Martz Field and Spook Hill from 9am-3pm to 8am-4pm. e. Request for extended vacation and personal leave for John Youngman of Maintenance. f. Request for new wing fence in front of new dugout at Robinson Lane g. Request for the re-installation offence that we took down at Robinson Lane to the outfield of the upper field at Castle Point. 4. Letter to the Dutchess Co. Dept. of Health requesting a waiver from having to require immunization forms from all children attending our Summer Playground Program. 5. A letter from Joe Ennesser to Denise VanBuren asking her to thank the line crew responsible for repairing and upgrading on of our main pole lines at Carnwath Farms. 6. Letter to Rob Stuck of TransCare from Supp. Ruggiero (cc: Bob Sheridan) stating that the repairs requested are their responsibility not the job of Recreation Maintenance. 7. Summary and Resolution from Town Board Meeting of Jan. 2nd, re-appointing Ralph Holt as Commission Chairman and approval of revised salaries for Gymnastics, Basketball, Aerobics and Volleyball. 3. A letter was received from BEES SOFTBALL of Beacon requesting the use ofa girls' softball field for practice purposes only. She would need a 2-hour block of time on the following dates: (Sundays) 4/15, 4/29,5/13,5/20,6/3,6/24. 4. A thank you note to Skip Rottkamp from the Chelsea Yacht Club commending his enthusiastic approach to their joint venture with the Town regarding the sailing program. Sorry it didn't work out. 5. Received from Bill Farrell of Little League the 2007 Contract and Rider to Agreement. Original forwarded to Supervisor Ruggiero on February 2, 2007. 6. The regular meeting of the Town of Wappinger Recreation Commission was held on Wednesday, February 8, 2007 at Schlathaus Park, 126 All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:45 PM by Vice-Chairman Joe Ennesser with the following persons present: Nancy Cito, Senior Director, Bob Sheridan, Maintenance Supervisor and Commission Members Gary Trudell, Bruce Lustig, Jim Chappas and Meera Dave. Minutes were approved for January 2007 with no corrections necessary. OUTGOING CORRESPONDENCE: 1. A memo was sent to Supervisor Ruggiero and the Town Board requesting re- approval of the Gymnastics wages as a result of the raise in the minimum wage. Also, approval was requested regarding the salaries for the instructors of Boys' & Girls' Basketball, Aerobics and Volleyball. 2. Mr. Trudell stated that Little League tryouts would start in mid-March and would like the Porta Johns there by then. SENIOR DIRECTOR'S REPORT Mrs. Cito started by extending an invitation to all for the "Winter Wonderland" slide show to be held on Wed. Feb. 14th. This day will include February Birthdays, soup, a performance by the Senior Chorus and the slide show of the Reese Mansion party held in December. A "Fabulous Fifties" party is planned at the Villa Borghese for February 27th. Tai Chi classes will begin again on Monday, February 12th. Computer classes are also planned again for this month. Mrs. Cito questions the fact that there used to be six computers for use at Schlathaus and there are now only five. Does anyone know where the sixth computer went? With computers being replaced at the Town Hall will it be possible to obtain the use of one that is in good condition? Mrs. Cito is very happy that the cost for the buses for the Senior (and Town) trips is again being subsidized by the Town. Eight senior trips are being planned for this year, the first sign-up being in two weeks. (See schedule of trips in attached newsletter.) An AARP Defensive Driving Course has been planned for April 19th. Mrs. Cito would like to have the new TV and DVD player for this meeting. Mrs. Manning reminded her that the Town Credit Card is available for use on items like this. AARP also offers us, through one of our Town Seniors, an experienced tax preparer that will help the seniors with their taxes free of charge. The Southern Dutchess News will be spotlighting four of our senior couples who have been married for over 50 years for their Valentine's Day edition. Also appearing in the paper will be an article and picture ofthe ladies who have knitted 31 hats and scarves for the Dutchess Outreach Center. Pete Sanfilipjo of the Dutchess Road Runners is organizing a Senior Walk/Run for Saturday, July 7 . It will start at the Senior Center and cover 2.8 miles. RECREATION DIRECTOR'S REPORT Mr. Rottkamp was not in attendance but left his itinerary to be discussed. He had a meeting with Doug Haan, Town Safety Officer, to discuss the matting and/or other materials for use under the playground equipment at our various parks to adhere to the safety requirements set forth by the NYS Dept. of Health. Mr. Ennesser would like to have the specs needed so that he may get some estimates if necessary. A meeting will be held with Dick Wambach tomorrow to present him with more information for our 2007-2008 Recreation Guides. Final proof-reading will take place 3 February 2007 Recreation Commission Minutes over the next week for a final run-through on Feb. 16th. At that time the guide will go to the printers and then to Cornerstone Services for mailing set for the week of March 5th. The guide will be mailed to all those on the Town's Registered Voters List. Mrs. Cito informed the commission that she, Mr. Rottkamp and Mrs. Manning have been revising the Camp Registration Application that will be inserted in the center of the Guide. Registration by mail will be permitted to returning campers with proper proof of residency. When the guide is completed it will be made available on the Town website at www.townofwappinger.us. Mr. Rottkamp had received some concerns from parents that there was no adult authority present at our Winter Basketball Program Approval was received from the Supervisor to allow Chris Rottkamp to oversee the program at a salary of $25 an hour. The camps at Camwath are progressing well. Scheduling is as follows: Week #1 - Theater Arts w/ Joanne Fenton Ages 10-13 Week #2 - Fine Arts and Drawing w/Kathi DeLisa (4 days) Ages 13 -15 (1 day) - Babysitting w/ Denise Schirmer Week #3 - Theater Arts Ages 10-14 Week #4 - Music w/Bob Martinson Ages 13 -15 Week #5 - Music w/Bob Martinson Ages 13 -15 (1 day) Babysitting w/ Denise Schirmer) Weeks #6 & #7 - Theater Arts Ages 13-15 This 2-week course will culminate with a production put on by the children attending. Schlathaus Park will be used as a back-up location ifCamwath is not available in time. Mr. Rottkamp also needs a TV and DVD player for Schlathaus Park. Each year First Aid, CPR and RTE courses are held for camp directors and counselors for our Summer Playground Program. The TV there is so old that it doesn't have a hookup for a DVD player. As with Mrs. Cito, it is suggested using the Town Credit Card. MR. TRUDELL'S REPORT Mr. Trudell has no report at this time. MR. LUSTIG'S REPORT Mr. Lustig asked the commission about the procedure for putting up a shed for storage at the Rockingham site. Mr. Ennesser informed him that a Building Permit would probably be necessary and to contact George Kolb about the specifics. Soccer is hoping for a donation of the shed from an area business. MR. CHAPPAS'S REPORT Mr. Chappas will be sending out letters to the marching bands for our Community Day Parade scheduled for September 9th. The committee would like to consider using a new carnival/ride company for 2007. There have been incidents in the past two years that were not professional or family oriented. Mr. Chappas will also be responsible for thefparade line-up this year. 4 February 2007 Recreation Commission Minutes MRS. DAVE REPORT Mrs. Dave has nothing to report at this time. Mr. Ennesser informed the commission that Mrs. Dave would be assisting him in drawing up plans for a structure at Robinson Lane to house a press box, to be constructed over the old 15t base dugout on Holt Field. The new structure will be above but not connected to the old dugout, which will eventually be used for storage. MR. ENNESSERS REPORT Mr. Ennesser has sent two vouchers to the Town Board for their approval. The first is for a new wing fence to be constructed in front of the new third base dugout to prevent line drives from entering the dugout. The second is for a fence to be put up in the outfield of the upper ball field at Castle Point. The fence to be used is from the outfield at Robinson Lane. The costs submitted will cover installation and new posts and caps. Mr. Ennesser has called three exterminators, Bug Master, Terminex, and Pest Master, to get bids for pest control at 9 town locations, the Maintenance Barn, Town Hall, Schlathaus Park, Martz Field, Castle Point, Spook Hill, Quiet Acres, Robinson Lane and the Administration building at Carnwath. Prices requested were for one year of service and also a three year contract. A letter was written by Mr. Ennesser to the DEC with an application requesting a license for pesticide spraying. The letter is now at the Supervisor's office for his signature and notarization. Plans are under way for replacing the 15t base dugout at Holt Field. Estimates have been requested from CJ Masonry, Donaldson, Jim LaMondo, Ken Heady and Lown. Additionally, estimates must be obtained for the cost of the roof for same. Mr. Ennesser will be putting together a letter for the updating of the alarm systems for Schlathaus Park, the Maintenance Barn and Robinson Lane. Airport Park is monitored by Centurion and will be considered separately. MAINTENANCE SUPERVISOR'S REPORT Mr. Sheridan was notified that the Police Barracks used 4000 gallons of water due to a leak in the toilet at that facility. A request was put in for an emergency replacement of same but no response has been given as yet. The police barracks also asked to have their air vents cleaned. The request was made for permission to do so, but no response has been received on this either. Power was lost at Carnwath and the back-up generator did not kick in. A technician from Gentech was brought in, who diagnosed the problem as a faulty charger. In actuality the charger was hooked up to the "B Phase" line that went out causing the power outage originally. The technician re-connected the charger to another "Phase". Mr. Sheridan questioned whether it could be the battery itself. He was told that the 5 . February 2007 Recreation Commission Minutes battery was fine. The next morning it was discovered that the generator had malfunctioned again. A new battery was purchased and connected and no further problems have arisen. It is because of incidents like this that it is necessary to check the Carnwath property EVERY day, weekends included. Central Hudson was brought in to replace a blown fuse on a pole along the main drive. Upon examination of the pole it was determined that a lot more work needed to be done. They returned the following day and repaired the line and changed old fuses so that the power supply to the buildings is in good shape. In thanks Mr. Ennesser sent a note of thanks to Denise VanBuren. The telephone service was out at Carnwath for several days last week. Mr. Sheridan determined that Verizon was replacing lines on Wheeler Hill explaining the cause for this outage. Verizon has also been called to check the phone lines at the Barn. It is not certain as to whether it is the phone and answering machine or the outside line. During the cold weather the Maintenance Dept. has been doing some much needed work on the Administration building at Carnwath. Due to the lockdown at Carnwath and the icy weather the delivery of oil had to be done in smaller amounts by smaller trucks and the dumpster emptying had to be re-scheduled to a later date. The two lamp heads that were ordered for Robinson Lane have now been delivered. The poles and lamp heads will be replaced when weather permits. Mr. Lustig questioned the request from the Highway Dept. to have our Maintenance crew clean their facility on a regular basis. Mr. Sheridan explained that many of the tasks previously done by Town Hall staff and contractors are now Maintenance's responsibility. OLD BUSINESS: Finish discussion about pricing for use of fields and facilities. Although pricing was discussed and price raises were approved in general, Mr. Holt, upon his return will have to verify the prices discussed.
