The regular meeting of the Town of Wappinger Recreation Commission was held on
Wednesday, March 14,2007 at Schlathaus Park, 126 All Angels Hill Road, Town of Wappinger,
Dutchess County, New York.
The meeting was called to order at 7:05 PM by Chairman Ralph Holt with the following
persons present: Skip Rottkamp, Recreation Director, Nancy Cito, Senior Director, Bob Sheridan,
Maintenance Supervisor and Commission Members Joe Ennesser, Bruce Lustig, and Meera Dave.
Minutes were approved for February 2007 with no corrections necessary.
OUTGOING CORRESPONDENCE:
1. Memo sent by Joe Ennesser to Supervisor Ruggiero and the Town Board for approval of
fencing to be put up in the outfield ofthe upper field at Castle Point. NOTE: This request has
been tabled and not yet voted on by the Town Board because of some confusion as to the
vendors involved in this project. This fence is planned as a safety feature to protect those in
the outfield from the grounds sharp decline.
2. A letter was sent from Nancy Cito to Kathy and Claudia of Empire Blue CrosslBlue Shield,
thanking them for the presentation and pizza that they provided to the seniors.
3. Memo sent by Joe Ennesser to Supervisor Ruggiero requesting permission to have Protection

Mrs. Manning explained that we were looking for approval to have the work done, and a

explained that the quality of the clay mix from Partac Peet is such that it lasts the whole
season so that re-orders are not necessary as with other inferior clay mixes.

informing them that they were outbid for supplying Porta-Johns for the 2007 season. Calls
were received from these companies asking who got the bid and at what prices. There is a
problem at Airport Park. Businesses on Airport Dr. use our Porta Johns and fill them up even
before the Soccer Club gets to use them. We will consider putting a cage around them and
locking them up for the coming season.

19. E-Mail from Audrey Molsky of Beacon Software informing us that our Recreation Guide is
NOW ON OUR WEB SITE. This is particularly important because we only received 360 extra
guides above what was mailed out. Mr. Holt stated the Recreation Office has received "rave
reviews" on the guide and the fact that it was mailed out. It appears, however, that many
people on the Registered Voters list have not received copies. A problem that we need to
address next year.
20. A call was received from Bruce Pearson of Pantel Electric. He will be checking the lights at
Robinson Lane per request of the Little League home office.
21. E-Mail from Ellen Korz questioning if the Town had ever considered a skate park. She'd like
to see it on the Wappinger agenda in the future. Mr. Holt explained that a skate park has been
considered in the past, but it is unlikely because of the liability involved in setting one up. East
Fishkill, for one, has had a great many accidents at their skate park.

RECREATION DIRECTOR'S REPORT
Mr. Rottkamp began by asking the commission to approve a refund to a participant in our
Gymnastics program. The child attended only one class and sat out for part of it. The commission
agreed to the refund. The parent must send in a letter of explanation at which time a voucher will be
submitted for approval.
Five-thousand two-hundred and eight Recreation Guides were mailed out to Town residents.
The Supervisor and the Recreation Office have received nothing but positive comments on the Guide.
The mailing list was based on the Voters Registration list, but it appears that many households with
registered voters have not received the mailing. The plan for next year is to order a slightly larger
surplus so that we may have more ofthe books on hand. Mrs. Dave suggested that because we may
find ourselves running short of Guides this year (with a surplus of only 360) we should plan on
looking into the possibility of printing our own on standard copy paper off the PDF file on our
website. Also, residents will be encouraged to use the website and download any information they
might need.

Mr. Rottkamp was informed, just days before the Guide went to print, and that permission was
needed to use the photos in the book. Town lawyers stated that in the future releases should be
obtained from all parents allowing us to use theirs or their children's pictures. We were required,
however, to get permission for the cover photo of Maya Martinez. That approval was obtained from
her mother gladly.
Letters were sent by Mr. Rottkamp to all the Directors and Counselors from 2006 requesting
their return. Of the 50 employed with us last year, 37 have responded affirmatively. An additional 15
to 20 applications have been received from new applicants.
As we continue with the second sessions of Volley ball and Aerobics, we have 30 registered
for Volley ball and over twenty signed-up for Aerobics. The Spring sessions of Golf with Peter Shea
has eight people registered so far.
Sign-ups for our fIrst Town trip to Foxwoods is going well. We have about 25 people signed
up so far with about 6 on our Out-of -Town Wait List. Anyone participating in a Wappinger Town
Trip from another Town will pay $15.00 additional to cover their portion of the bus. We still need a
chaperone for this trip.
The band "Switch-In-Time" will not be a part of our Summer Concert Series this year. They
are having some organizational problems. Instead, Bill Green of East Fishkill has highly
recommended a group called "Bill's Toupee". They are available and have already sent a contract for
their performance.
Louise Rose will return again this summer as our Playground Craft Instructor. She is in the
process of putting together her orders for crafts items needed.
The Triumph Twirlers are going to compete again at the annual competition in Conn. on
March 17th. They have brought home many trophies in the past and make us proud every year.
Mr. Rottkamp went to Dick's Sporting Goods to price out the fIshing poles for our summer
fIshing program for children as well as our new Family Fishing class. Because we would need 120
poles, Dick's is willing to give us 30% off the poles that we need. Poles for $19.99 will be $13.99. A
voucher will be submitted to the Comptroller. Mr. Dennis Skora has agreed to supervise the Family
Fishing nght at Red Wing Park in East Fishkill.
The Summer Camp Bus Trips have been completely set up for all four camps. They will
include Bowling, Fun Central, Movies, Roller Skating, Splashdown and the East Fishkill Golf Center.
Mr. Rottkamp explained that he will also be setting up a Family Night at Splashdown allowing Town
residents to use the facility for $11, instead of $20, for that one evening.
BRUCE LUSTIG'S REPORT
Mr. Lustig questioned the progress being made on the Soccer Fields at Airport Park. Mrs.
Manning indicated that a discussion had taken place at one ofthe Town Board meetings and that she
would forward the minutes of that meeting to him.
MEERA DAVE'S REPORT
Mrs. Dave had no report at this time, but questioned the tree sale that was mentioned earlier in the
meeting. It was explained to her that the Town bought the trees and they were traditionally given out

on Earth Day at Schlathaus Park. Mrs. Manning will forward the flyer to Mrs. Dave.
MAINTENANCE SUPERVISOR'S REPORT
Mr. Sheridan began by informing the commission that Jeff DeChristopher returned to work for
one week during his spring break and will return again this summer. Frank McKinney has also
returned and is working on getting the mowers and other equipment ready for the summer. Maricelle
Diaz would like to be considered for the job of opening, closing and cleaning Robinson Lane. Mr.
Holt stated that Maricelle did a VERY good job when she was with us several years ago. Valerie
Cote, who did this job last year, is no longer in the area.
The boat ramp is being prepared to go in at Chelsea. The water is still too icy and the area
must be cleaned first. In the past, it has been Highway's job to clear the road right down to the water.
But in recent years this task has been done by my maintenance crew. Mr. Sheridan asks why?? He
would like this situation rectified.
The Robinson Lane fields are still too muddy for Little League try-outs. The dedication
plaque for the lights has been put up on the concession stand. Fellinzer was out to the park and was
assessing what it would take to test the lights for efficiency.
On February 15th, after the big snow, Maintenance was called in to clear out around the
Emergency Services Bldg. because the trucks and ambulances could not get out. This job was
supposed to be done by the Highway Dept. Supervisor Ruggiero was made aware of this fact. Also as
a result of this storm, a roof collapsed at the Montclair Apt. complex. Supervisor Ruggiero opened the
Town Hall to residents of this building as a shelter until they found another place to stay. After the
building was closed, a woman showed up, only to find the building locked. Fortunately, Mr. Sheridan
asked Anthony to check the building and found the woman here. He waited with her in his car until
her husband came to pick her up. Mr. Sheridan stated that when a building is designated as an
emergency shelter it should remain open for at least 24 hours.
On February 22nd a major clean-up took place at the Town Hall for a meeting with John Hall.
That meeting was cancelled due to the threat of snow. This meeting was re-scheduled for Sat, March
17th when more snow is expected.
On Feb. 28th a call was received that the Town Hall parking lot was icy. Mrs. Manning called
Highway asking for the sander to come through. (Snow had melted the previous day and refroze at
night). Mr. Foster indicated that maintenance blows the snow onto the parking lot. Mr. Sheridan said
that we NEVER do that. By the time Highway arrived at the Town Hall in the afternoon the ice had
melted again
On March 7th the Town Hall water meter registered the us of 400 gallons of water. It was
discovered that the bathroom in the Court was leaking and the flapper was replaced.
At Carnwath the downstairs of the administration building is nearly complete. Reflective exit
signs were put up. Five more leaks were repaired in the dormitory building and the boiler room and
the maintenance room have been cleaned. All major equipment in the carriage house has been moved
out with some smaller item still remaining because of the lack of room in the Barn. Contractors at
Carnwath set fire to the materials in the dumpster in order to make room in it for other materials. The
fire was extinguished without damaging any building or structure. In the mansion, all radiators but
one on each floor have been removed, thereby making it impossible to heat the entire building
efficiently without the boiler running 24/7. The radiators will be repaired and replaced at a later date.

The maintenance diesel vehicles can't be fueled at Highway because our cards are not
programmed to work in their pumps. The barn diesel tank is used only for small equipment and is not
large enough to supply the vehicles. Mr. Sheridan asks that Mr. Holt contact Graham Foster to rectify
the situation.
Mr. Sheridan stated that the Dodge truck broke down outside of Schlathaus Park. We brought
it back to the barn on the trailer and were able to drop the fuel tank to change the fuel pump, which
was causing the problem. We took the opportunity to do an oil change, lub and gave it a waxing.
The alarm at Airport Park went off. The police responded and Mr. Sheridan sent Rodney Diaz
to check the status of the problem. A member of the Soccer organization was trying to get into their
building. The door was frozen and his pulling on it set off the alarm.
Our new worker, Joe DeRosa went to Medicus with a pulled back muscle from shoveling
snow. He missed 3 days of work and was able to return to work on March 5th.
Mr. Sheridan asks that Mr. Holt address the completion of the apartment in the administration
building at Carnwath so that Joe DeRosa can take up residence there and protect our investment. Mr.
Holt explained the reason for the hold-up is the discrepancies in the bid prices for the work to be done.
Mr. Ennesser reiterated that the price difference is directly related to Mr. O'Donnell's accessibility to
local labor that he uses when building.
JOE ENNESSER'S REPORT
Since the Town Board has approved the wing fence for Robinson Lane, Mr. Ennesser will
contact DiPiet Fence and meet with him to set up a schedule to get the job done. The outfield fence at
Castle Point has been re-scheduled for the March 26th Town Board meeting.
Our pesticide license and four truck stickers have been received from the DEC. We can now
spray pesticides under Doug Haan's supervision. Supervisor Ruggiero would like to have several of
the Maintenance men take the course so that we will not need Doug Haan's presence to spray. Mrs.
Manning has a listing of future classes available.
Pest Control bids have been received from Pestmaster, Bug Busters and Terminex. These bids
will be presented to the Town Board in April. This contract will cover 10 (ten) locations including the
Town Hall, Schlathaus Park, the maintenance bam, the admin building at Camwath, Spook Hill,
Airport Park, Quiet Acres, Castle Point, Martz Field and Robinson Lane.
Mr. Ennesser has heard from Joe Stankavich ofPaggi & Martin about the alarm system at
Carnwath. ADT had given the Supervisor a price of$18,000 to set up the system, but, upon looking at
the project again said it would cost over $20,000 to complete. Paggi & Martin will be putting the

On many occasions the main gate at Carnwath has been found unlocked or "dummy" locked.
The workers are not locking the gate when they go to lunch and sometimes at night when Anthony
goes by and checks the gate. Mr. Sheridan said that, today, he found the farmers gate "dummy"
locked. Only Recreation has the key, so someone must have picked the lock to get into the property.
Mr. Ennesser informed the commission that CTG (the Community Transition Group) that
helped work on the trails at Reese Park is no longer active. The new group, BI, Inc. still needs to
organize its staff but will be willing to work with us in the future. These are management groups that
monitor those on probation.

SENIOR DIRECTOR'S REPORT
Mrs. Cito began by informing the commission that the Valentine's Day luncheon and slide
show had to be cancelled because of the storm. The slide show will be shown in conjunction with the
St. Patrick's Day luncheon, catered by Mahoney's, scheduled for March 21st in the large meeting
room at the Town Hall. All are welcome to attend.
The "Fabulous 50's" party at the Villa Borghese was a huge success with over 75 seniors in
attendance. Bob Martinson entertained and Bernie Roe was asked to be a dance escort for the party.
The Recreation Guide has been mailed with a camp registration form enclosed. As we go
forward, all of our registration forms will be on our website. The town lawyers have been asked to
work up a waiver for parents to sign in regards to medical issues and releases for photos to be used in
future publications.
We are very glad that the Town is now subsidizing our bus trips, but the process was very
difficult for Marge Short of Aristocrat Tours. Because we needed to have approvals on all of the bus
prices, the process was delayed enough to make some of the buses for earlier scheduled trips
unavailable and more expensive buses had to be used. A new procedure will be necessary for next
year to make this process easier. Suggestions will be welcomed.
On Tuesday, March 20th, we are planning a senior Ballroom Dancing class through Continuing
Education headed up by Jeff Behnke. This is a multi-town function and the cost will be $3.00.
Bingo-Bango will be held on March 26th at the Fishkill Senior Center.
Mrs. Cito met with Cheryl Lazarus and Steve Lowrey of RCK to plan the 2007 Senior/Senior
Prom. They have not as yet been able to find a restaurant to donate the food as Outback did last year.
Mr. Rottkamp suggested Applebee's as an option. He said they did a wonderful job catering a senior
prom at the McClelland Home for seniors. Mr. Ennesser suggested Bugaboo Creek.
March birthdays were celebrated today at the center. Kay made her wonderful soup and
birthday cake was served to 45 of our seniors
Mr. Ennesser asked Mrs. Cito how he might go ahead and be able to update the website for
Recreation and the Sports Museum. She explained that it is necessary to get a password and to use a
computer in the Town Hall Network. She didn't think that it could be done from a home computer.
She suggested seeing Gina to set this up.
CHAIRMAN'S REPORT
Mr. Holt confirmed that we were ready for our Easter Egg Hunt. He asked Mr. Sheridan to
get the straw for the pools that we hide the eggs in. He set aside March 19th to fill the plastic Easter
eggs that we put in the pools and wrap the raffle prizes for the children. It was decided to purchase a
little extra this year. Since the Recreation Guide went out, we have been getting many calls about the
Egg Hunt. Kathi DeLisa will do face painting. We are still waiting to hear from A.C. Moore as to
whether we will have a "Make on' Take" table. Curtis of the Southern Dutchess News will be doing
an article to publicize the event. It will appear in the April 4th issue. We have over a dozen volunteers
to oversee the event.
We are still in the process of selecting a company to do the mechanical rides for Community
Day in September. HV Shows, which we have had for the last few years, have not been up to our
standards. Mr. Holt asked for a meeting to be set up with Rainbow Amusement, Shamrock Shows and

3-D Amusements. Mrs. Manning informed the commission that Rainbow Amusement is already
booked for our September 9th date.
Little League opening date is April 21, 2007. All members of the Recreation Commission
have been invited. Mr. Holt has been asked to speak. Mr. Holt received a request from Bill Farrell of
Little League stating that the lights on the fields at Robinson Lane need to be checked per the Home
Office in Williamsport, PA. Fellinzer will work up a price based on the extent of the work that needs
to be done. Mr. Holt estimates $700 to $800 per field. Mr. Sheridan reminded us that we still need to
get an estimate from Chris-Bar Electric to replace two poles and lamp heads at Robinson Lane.
Tom Franzese, seasonal maintenance personnel, will start in April to help fill the void left by
J ohn Youngman's extended vacation. Also starting during the month of April will be those that open
and close the gates and clean at Robinson Lane, Castle Point and Reese Park.
Mr. Holt will meet with Joe Stankavich and Bob Sheridan at the Pye Lane Tennis Court to
assess what needs to be done to put them back in good condition. It is estimated to be a $100,000 job.
This money will come from the Parkland Fund.
Supervisor Ruggiero showed Mr. Holt some slides of the work being done at Carnwath. The
basement and sub-basement are completed. The first and second floors are almost complete and all
should be completed by the end of April. The carriage house is about 50% done. The grounds will be
open again so that the Summer Camps can be held there and the Supervisor hopes to have the 2007
Christmas celebration there.
Mr. Holt asked Mr. Rottkamp to set up two meetings to plan for the Playground Registration
and the NEW Extended Hours Program planned for this year. Mr. Rottkamp noted a chief complaint
from our camp Directors last year was the problem of dog droppings. Signs are up What else can we
do??
Mr. Ennesser wanted the commission to know that the trail from the Cappolino property has
been approved. It connects to Town Hall, the Rymer property and Reese Park.
Supervisor Ruggiero has asked Mr. Holt to look into the development of a field especially for
the "Challenger Program. The suggestions included using one of the T-Ball fields, the Rymer
property or the section north of the Robinson Lane facility that has not yet been given to the Town. A
decision is yet to be made.
