Recreation Commission Minutes April 2007 RECREA nON COMMISSION MEETING MINUTES VVednesday,ApriI4,2007 NEXT MEETING: VVEDNESDA Y, May 2, 2007. The regular meeting of the Town ofVVappinger Recreation Commission was held on VVednesday, April 4, 2007 at Schlathaus Park, 126 All Angels HilI Road, Town of VVappinger, Dutchess County, New York. The regular meeting was called to order at 7:00 PM by Chairman Ralph Holt with the following persons present: Nancy Cito, Senior Director, Bob Sheridan, Maintenance Supervisor and Commission Members Bruce Lustig, Gary Trudell, and Jim Chappas. Also in attendance was Jim Purdy of the VVappinger United Soccer Club. Minutes were approved for March 2007 with no corrections necessary Before our regular agenda commenced Mr. Jim Purdy was given the floor to discuss his concern in regard to the Town and the VVDSC. Note: Since the time of this meeting, some action has been taken by the Town Board in answer to these concerns. Mr. Purdy began by stating that over the last ten (10) years little or nothing has been done to promote better conditions at the Town's Soccer Fields. His reason for attending this meeting tonight is to seek support for the upcoming proposal being made to the Town Board on April 9, 2007. This proposal, in the form of a bond issue, will total 1.4 million dollars and allow for the construction of three raised fields with artificial turf and drainage. The Soccer Board will be putting up 10% of the cost, or $140,000 toward this project. Mr. Purdy thanked us for our time and for our support. OUTGOING CORRESPONDENCE: 1. The estimate received was for $12,760. Little League has no requirements for the checking of these lights. This year the Voter's Registration List was used as our mailing list. At least 250 people who say they should have been on that list were not. When time allows we will try to rectify this error. 7. MAINT AINENCE SUPERVISOR'S REPORT Mr. Sheridan began with the problems that arose due to the March 18th snowstorm. With over 12" of snow Carnwath was never plowed by the Highway Dept. Recreation had to clear the roadways. Extra hours needed to be used to complete the job. On March 25 the generator was found to be running, but it was not a problem at Carnwath that caused it, it was on the road outside. This was a Sunday and is why it is necessary to have someone check this property on the weekends. There was a break-in at the snack bar at Robinson Lane with major damage to the roll-up serving door, the spotlights, motion detectors, bulletin board and coffee pot. The AED was left untouched. Start and finish poles that were stored dangerously overhead were moved to the storage shed. The water has been turned on at Robinson Lane and the water filters have been changed. We will install lights in the pump and chlorination room. Mrs. Manning called Camo to come in and set up chlorinator. Robinson Lane complex is now open for fishing season. Maricelle Diaz is now our caretaker at Robinson Lane. The maintenance crew replaced the seats in the Field #6 dugout to make the seats deeper (15" - 16"). They helped Bill Farrell unload two pallets of Field Conditioner and moved the old fencing to Castle Point where it will be installed by DiPiet Fence. The water line that was continually leaking at Robinson Lane was dug up and replaced with a copper line by us. This should fix the problem. Mr. Sheridan stated that the water at Castle Point and Martz Field were turned on and checked by Camo. We will replace the faucets and fittings in the girls bathroom at Spook Hill. Spook Hill is a mess with dog droppings. Several suggestions were made by the commission: 1. That the dog warden be asked to monitor the area checking to see if the dogs are strays or people are just not picking up after their dogs. 2. That the Town consider a dog run, as many towns do, to contain the pet population. 3 7,1 ... - Recreation Commission Minutes April 2007 3. A stronger sign stating "CHILDREN PLAY HERE _ CLEAN UP AFTER YOUR PETS" Moore Fire Extinguisher Co. came to do their annual check of the Recreation Fire Extinguishers. The Schlathaus extinguishers were last checked in 1993. Shouldn't these extinguishers be done at the same time as the Town Hall's?? Who does this? It is suggested that we contact Mark Lieberman to determine where and how many fire extinguishers should be at our various locations. The desk and wall panels from Cervalis were dismantled and stored at Carnwath until maintenance has to time to assemble it the Main Lobby at the Town Hall. The expansion tank at the Emergency Services building rotted and leaked. They were told that it was their responsibility, under their contract, to have it repaired. Next week both the Chelsea Boat Docks and the aerators at Apple Sauce Pond will be installed. GARY TRUDELL'S REPORT Mr. Trudell has no report at this time. JIM CHAPPAS' REPORT Mr. Chappas would like to know what precautions will be taken to prevent vandalism at the new fields at Airport Park when they are completed? Mr. Holt explained that the fence will be higher, the field will be lit and a new bathroom will be installed so that the Porta-johns will no longer be necessary. An alarm system should be a part of these plans to deter trespassers. Mr. Chappas has stated that the schedules for field usage will be posted at Robinson Lane for both lighted and unlighted fields. SENIOR DIRECTOR'S REPORT Mrs. Cito stated that the St. Patrick's event for the Seniors at the Town Hall was a huge success with 75 seniors attending. It was catered by Mahoney's with Irish food including Bangers & Mash, Corned Beef and Cabbage and Shepherd's Pie. John Hartung, Lou DeFelice and Anthony Romeo of the senior Photo Club presented a slide show called "Reflections 2006" highlighting the Senior events of that year. Our next event called "Let's Have a Luau" will be held at Sinapi' s at Arbor Ridge in Hopewell Junction on Friday, April 20. 4 .' '." .. Recreation Commission Minutes April 2007 The first two Senior bus trips to Rudy's Beau Rivage and the Westchester Broadway Theatre were filled to capacity. Mrs. Cito finnly believes that the lower costs this year has a lot to do with that. Our next AARP Defensive Driving Course will be held on April 19th and 20th. There is still no word as to the status of the new TV for the Senior Center to be used for classes like this. Prices have been submitted but no approval has yet been received. On April 12th thirty of our Seniors will be going to the Bardavon to see "Night & Day" a musical tribute to Cole Porter. Van service is supplied by the Office of the Aging to this performance. Mrs. Cito expressed some very strong concerns that there are no handicapped accessible vehicles available for such an event. The 2nd Annual Senior/Senior Prom sponsored by Roy c. Ketcham High School will be held on Sunday, April 22nd. The gathering is open to 200 to 250 Town of Wappinger Seniors and will again be catered by the Outback Restaurant. The birthdays for March were celebrated with homemade soup, birthday cake and a performance by the Golden Tone Singers of our Senior Center under the direction of Eileen Manning. The chorus has grown in size so significantly that there were almost more singers than audience members. The Senior's current project is knitting booties for cancer patients through the American Cancer Society. These booties are comfortable and worn during treatments. Our next project will be to make pillows for the Children's Home in Poughkeepsie. COMMISSIONER'S REPORT Mr. Holt began by stating that the update of the alarm systems at Robinson Lane, the Maintenance Barn and Schlathaus Park has been approved. The work will be done soon. Maintenance worker Rodney Diaz will be leaving our employ on April 13th to work for Con Edison. He has agreed to work for us on a part time basis as his schedule permits. He will be sorely missed. The estimates for the new dugout at Robinson Lane are being questioned by the comptroller because of the diversity in prices. The comptroller requests that when an estimate is sought that the same specs be sent to each bidder and line items be filled in so that the total cost can be broken down and compared item for item. Mr. Holt stated that he received a tour of the reconstruction work being done at Carnwath Farms. The workers have done an amazing job from basement to 3rd floor so far. Still to be completed is the roof which should be done by the end of July. Recreations Summer Camps WILL be able to be held in the chapel and/or cafeteria. The carriage house is also almost complete. Pictures of the area showed strange lights when the film was developed. Jay Paggi has been asked to look at the pool at Carnwath to determine what would need to be done to break it down and fill it in. In the summer it's a breeding ground for mosquitos. Ken Kurdt, our caretaker at Castle Point has the names of several of the trespassers that have been riding their ATV's on the property. He served them warning and said if they returned he would call the police. Mr. Holt said that he and Bob Sheridan met with Joe Stankavich ofPaggi, Martin & DelBene at the Tennis Courts on Pye Lane to go over with him what would need to be done and how much it would cost to re-do the courts completely. Estimated total cost is thought to be in the area of $90,000 to $125,000. Research by Mrs. Manning shows that repairs, as needed to the courts, has been done by Copeland Coating Co. The Easter Egg Hunt is this Saturday, April 8th from 10 to 11 :30 at the Town Hall. Volunteers are still needed. All preparations are complete. The maintenance men will set up in the big meeting room, hall and court room on Friday afternoon. Because we have not been satisfied with HV Shows supplying our mechanical rides for Community Day, we have decided to look at the possibility of hiring a new company. Mr. Holt interviewed two gentlemen this afternoon, one from 3D Amusement and one from Shamrock Rides. Shamrock rides seemed to be the better fit for our town and will be called to tell them that they have been accepted. Mr. Chappas asked if it would be wise to have Mark Lieberman check the rides after they are set up for wiring, grounding, etc. Mr. Holt requested a Ferris wheel but was told that only a small one only, for the kids, is available for a one day affair. Little League opening day is set for April 21 st. All are invited. The Capital Plan is still on the table. Recreation has four items included for approval, a truck, a large mower, a trailer to move equipment and a small mower for the Robinson Lane complex so the Little League personnel will be able to mow the infields. Mr. Holt received a call from Town resident Tommy Hwang about sponsoring a Taiwanese Puppet show to the Town residents free of charge. Mr. Holt will pursue this possibility and will discuss it with Supervisor Ruggiero if the plan sounds feasible. RECREATION DIRECTOR'S REPORT Although Mr. Rottkamp was not in attendance an agenda was given to Mr. Holt. On March 27th Mr. Rottkamp met with 14 Recreation Directors and Maintenance Supervisors. The following were topics of discussion: "Dog Parks", lifeguard salaries, 6 " ,- Poughkeepsie's use of "on-Line Registration, and the OUTSTANDING Recreation Guide that the Town of Wappinger has put together. Fees for Playgrounds were discussed and, by far, the Town of Wappinger has the best price around. Fishkill get $130 for one week of camp and $650 for seven weeks, East Fishkill gets $225 for a 6 1/2 week program, Poughkeepsie gets $13 5 a week and LaGrange has 2-week sessions at $210-$240 a week. Kim Leone, fonner summer director has resigned so that during the summer she can be a full time mother. Thirty-six out of forty-six Directors and Counselors have handed in application to work for us again this summer. I have spoken to Dick's Sporting Goods and they will again be giving us 300.10 off on the 120 fishing pools that we will need for our Kids and Family Fishing Programs. One Friday, July 2Th Mr. Rottkamp has arranged a Town of Wappinger Family Night at a discounted price of only $11 per person. All you have to do is show identification that you live in the Town. Mr. Rottkamp has two important meetings scheduled. The first will be with Jason Jutt and Andrew Nicola, two long time Directors with the camps, along with Eileen Manning to discuss the logistics of our new "Extended Hours" playground program. It is necessary to insure coverage of a 12 to 1 ratio at the camps and on bus trips at all times and this meeting will put that plan in place. The second meeting will include Skip Rottkamp, Ralph Holt, Eileen Manning and Nancy Cito and will discuss the set-up of the Town Hall for camp registration, since we now have the Carnwath Programs to consider. DEC class schedules for pesticide spraying have been given to Ralph Holt and Bob Sheridan. It needs to be decided who will attend and when.
