REPORTS: JIM NANCY (Report attached) UMA BOB MEERA BRUCE GARY RALPH 3 RECREATION COMMISSION MINUTES SEPTEMBER 11, 2007 NEXT MEETING OCTOBER 3, 2007 AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Commission was held September 11,2007 at Schlathaus Park, 126 All Angels Hill Road, Town of Wappinger, Dutchess County, New York The meeting was called to order at 7:10 p.m. by Chairman Ralph J. Holt. Others present were Commission Members James Chappas, Gary Trudell and Bruce Lustig, and Bob Sheridan, Maintenance Supervisor. Meera Dave arrived after the meeting started. The minutes for the May, June and July meetings were put before the Commission for approval. Mr. Lustig mentioned that on pages 9 and 10 he was a little confused under the Chairman's report as to whether "he" referred to Mr. Ennesser or to Mr. Holt. Mrs. Manning said that she would take a look. The minutes were approved on a motion by Mr. Chappas seconded by Mr. Trudell. On Saturday, September 15th, the Sports Museum will be having an event from 1 to 4 p.m. at Carnwath. The Beacon Bears,a football team back in the 50's and 60's, will be there and also attending will be a present day football team. A lot of the memorabilia from the Beacon Bears is coming into the museum and that is what is bringing them there. All are welcome to attend. OUTGOING CORRESPONDENCE 1. OLD BUSINESS The Best Buy P.O.Noucher for the T.V.'s and DVD that was sent to the Supervisor/Comptroller's Office on March 28th has not been given back approved. Mrs. Manning said the letter was sent to Supervisor Ruggerio. Mrs. Manning said that she also sent the information to Mrs. Gallucci but she doesn't know where they are at this point. She also indicated the T.V.'s were $358.99 each and DVD player was $100.00. NEW BUSINESS Mrs. Manning called Ned Gelfars for the Halloween entertainment on October 28th and he said he was already booked. He did, however, highly recommend his former partner. Mrs. Manning received an invoice from him and he will charge $500.00 for the performance. Mr. Holt asked what his name was and Mrs. Manning said Karl Faliter of Extreme Skills Production. JIM CHAPPAS REPORT No Report SENIOR CITIZEN REPORT Mrs. Cito was unable to attend but sent the following report. 3 Recreation Minutes September 11, 2007 Bus Trips Singing Chef Bus trip to The Log Cabin in Holyoke, MA will take place on Tuesday, September 18th and 25 seniors have signed up as of today. Our last trip will be the "Oktoberfest" at Mount Haven Resort in Milford, P A. There are 40 signed up for this trip. A-B-Seniors 20 seniors have signed up for this school years' program at Evans & Myers Corners Elementary. This program has received an extremely positive response from the school staff, seniors and students. Tai Chi Chili The new session began on Monday, September 10 at 9:30 a.m. 10 women have signed up for this session. Computer Class An introduction to computer class is being offered on Monday, September 24th and Wednesday, September 26th. Movie The movie for the month of September will be "Hello Dolly" featured on Wednesday, September 12th. Ice Cream Social The center will be having a free ice cream social on Friday, Sept. 14th at noon. Hot Dogs & Birthdays Our very popular monthly celebration will be held on Wednesday, Sept. 19th at 11 :45. All are welcome to attend. Due to the popularity of this event, we have moved it into the Main Meeting Room. We will also be entertained by Vito Camalito, guitarist and vocalist. On The Road Again Our adventurous group will be taking a trip down to historic Cold Spring. We will visit the waterfront and the variety of shops located on the main street. The trip is planned for Thursday, September 27th. Mr. Holt mentioned that Mrs. Cito and Mr. Sheridan did a great job marking out the booths for Community Day. Mr. Lustig mentioned that Councilman Beale complimented the Recreation Department for an exceptional Community day. BRUCE LUSTIG'S REPORTMr. Lustig mentioned that Councilman Bettina said that at Castle Point there is a lot of dog "do" on the fields and he wondered if there were signs 4 Recreation Minutes September 11, 2007 that stated "NO Dogs Allowed". Mr. Sheridan said that he hasn't been down there recently and that the signs get tom down or defaced. He will check on the signs. Mr. Lustig mentioned that the soccer complex was discussed again last night at the Town Board meeting. Mr. Holt and Mr. Lustig had discussed this at Community Day and they felt that we have to be totally committed to the rehabilitation of the soccer fields. It has to be our priority item in the Capital Expenditures in both the short and long range plans. Mr. Lustig said that the Soccer club has over 75 teams representing about 1,150 youth. There are not enough fields for all of the practices. Once the weather gets bad, the fields that we use at Rockingham, Airport and to a limited extent Quiet Acres are all shut down. We need to provide an adequate and safe environment for the participation of our youth. The drainage system at Airport Park has malfunctioned since shortly after the Park was opened fifteen years ago and was never rectified. To complicate things, they have developed a lot of the Commercial area around the park and they have elevated their property. So besides blacktop preventing drainage, we have Airport Park as the low spot in the area so it collects the water in the rainy weather. Playing conditions become hazardous or non-existent. It has come to the point where a major decision concerning the fields is really needed. We have a choice of abandoning the location and look for another spot but there is no land available. We could abandon the Town support but it would stop all recreational soccer for the Town which isn't an option. We could consider minimal reconstruction but it will be throwing money away because it would eventually have to be done correctly. We could fully commit to the reconstruction of the complex. At Airport only three quarters of the field is usable because the DEC. considers the rest wetlands. Rockingham Park is prone to flooding. He said that Wappinger United has rented space at Bowdoin. They use Quiet Acres which isn't safe in the rainy season. They have formed some joint teams with LaGrange to utilize their premier fields on Stringham Road. He mentioned that LaGrange has an excellent program for Special Needs Children and we can't do that because we don't have the space to put them. He mentioned that to put together a long and short capital expenditure, it is difficult without a fixed or known amount of income. What we are really doing is establishing a wish list. He said that once the complex is completely renovated then we can go to the wish list. Mr. Holt said that he is putting together a Capital Plan with everything into it for soccer.. Mr. Sheridan said that if we put that much work into Airport Park we should also think about putting in rest rooms instead of having the porta johns. Mr. Holt said that the rest rooms will be included in the plan. He also mentioned that what would have to be done would be to put in a 5,000 gallon tank which would have to be pumped depending on usage. . 5 Recreation Minutes September 11, 2007 GARY TRUDELL'S REPORT Mr. Trudell complimented Mr. Sheridan for his work during the summer programs. Mr. Trudell mentioned that he visited the camps several times and was told by the counselors that there were bee's nests and when he told Mr. Sheridan they were taken care of immediately. Mr. Trudell had a map of Carnwath and he showed various areas where he and his wife Marion have planted daylilies and various other flowers. He said they are trying to do something with the hill. They have taken over the area by the flagpole and they have taken out all the dead stuff. The tree in there is a beautiful tree so they are working around it and have already planted some spring bulbs. He said that they have thrown a bunch of butterfly bush seeds on the hill between the circle and the lower parking lot. Mr. Holt asked if they had done anything on the bank that runs by the road by the building. Mr. Trudell said that they would like to put in bulbs on the left side of the stairway which runs to the upper parking lot. He mentioned that he would like one load of the mulch from the Highway Dept. Mr. Trudell said that Adams has bulbs in and they will try to get a P.O. to get the bulbs. Mr. Sheridan said when they get the bulbs, he will get the mulch and see about getting a tiller. BOB SHERIDAN REPORT Mr. Sheridan mentioned that there has been a lot of vandalism at the parks. At Spook Hill they set 2 garbage cans on fire up against the building. Bernie Roe responded at 4:30 in the morning with the Fire Department and he cleaned up the mess in the morning. At Robinson Lane, 2 or 3 days in a row, they turned over the porta johns. At Spook Hill there was graffiti allover the handball court and the building. Mr. Sheridan noted that we have had to paint it 2 or 3 times. At Martz there is graffiti allover the dugouts and the building and we have had to paint them 6 (six) times this year. They also graffitied the roof and threw all the bases on the roof at Martz. They took a post and sign with the # 11 and the name of Stuart and left it in the park. It belongs to the Stuart family at 11 Long Court. They also graffitied the sign at Wildwood and he hasn't had a chance to fix that. He mentioned that he has had Rodney Diaz in to paint all the areas that have graffiti. At Castle Point, Mr. Sheridan does not recommend that we hire Mr. Kurdt again next year. He complained to Mrs. Manning that the bathrooms were a mess and that the partitions were tom down. Mr. Sheridan said that he went down there and doesn't think that Mr. Kurdt has cleaned them all year. He said that when he went down, the smell in the rest rooms was terrible and the partitions were not down they are just sagging slightly from the way it was built. They will take care of that. The following weekend he received a message that ball players left a mess on the field. Mr. Kurdt left a message on Mr. Sheridan's tape that they had left a mess and he was not going to clean it up. Mr. Sheridan ended up going down there to clean up the park. He said that he picked up over 60 beer cans all outside the garbage. It was decided that Mr. Kurdt will be terminated 6 Recreation Minutes September 11,2007 as of September 21,2007. Mr. Sheridan said that Mr. DeRosa's wife will take his place for 2 weeks until we close for the season. Mr. Sheridan mentioned that he received a call from Gina Basile on August 220d because a Sheriff got locked in Robinson Lane. He said that Maricelle Diaz went to Robinson Lane at 8:00 p.m. to lock up the bathrooms, checked around and saw nobody there and left. She locked the gate because there was no late game that night. Mr. Sheridan said that she doesn't go down in the back because the road is bad. He doesn't know how or when the Sheriff got locked in. Mr. Sheridan said that there is a tree down by the volleyball court but he hasn't gotten to it because of all the rain. On August 24th, Mike from the Boat Ramp came to Mr. Sheridan and complained about getting the gate fixed. Mike said that one of our guys backed into the gate three years ago but Mr. Sheridan said that it wasn't one of our guys. He said that Mr. Ennesser knew about it. Mr. Sheridan mentioned that the summer help is gone. Sand has been delivered to the volleyball court and it has already been York raked and the players are happy with it. On August 3rd, Mr. Sheridan had two Community Service kids come on and another one on August 7th. These are the kids that were caught at Quiet Acres setting garbage cans on fire. They were caught by the Sheriff. It was worked out with the parents and the Supervisor's office that they would work for recreation. Mr. Sheridan said that it worked out well doing the boat ramp, cleaning grills etc. He had them come in at different times. August 7th they had the camp picnic at Schlathaus and September 9th the Community Day. Both were a success. He mentioned that maintenance has been blessed with flowers at 12-13 locations for the beautification program, which have to be watered and weeded. It takes a half a day to do that project. We had a major bee problem down at Carnwath on the third floor for which we had to call in an exterminator. At the last meeting it was noted that we had an outage at Carnwath when we had a tree come down on the wires. That was taken care of and now on Sunday we had lightning strike the transformers and Genteck is now working on getting it back up and running. It might cost around $2,000.00 to get it fixed. 7 Recreation Minutes September 11, 2007 Mr. Sheridan mentioned that they have been working on Saturdays at Carnwath mostly mowing and brush hogging. They have done a lot of clearing work. He said that some of the saplings were two feet higher than the truck. Mr. Sheridan mentioned that they have received a complaint from Graham Foster, Highway Superintendent regarding the dumping of garbage, boat ramp wood and branches at the Highway Dept. They also have had problems with the fuel system at the Highway Dept. and Mr. Sheridan said that they were never told in the beginning that you may have to punch in the number a couple to times. They found out after 3 months into the system that the Diesel trucks weren't programmed into the system. Mr. Foster called Gina Basile and told her that the pond at Ye aIde Apple Orchard is blocked up with algae. Mr. Sheridan said that all the aerators do is put oxygen in the water so that the fish can eat the algae. If they don't put fish in the pond the algae will just grow and grow. Mr. Sheridan mentioned that the summer boys did not get their raises this year. Mrs. Manning said that they got their 3% but they did not get their parody. Mr. Holt said that he will check into this. Mr. Sheridan said that since Anthony Mussara had his accident and is out sick, Mr. Youngman has been taking the truck home and opening and closing Carnwath. Mr. Sheridan would now like Mr. DeRosa to take on that responsibility. It was approved that he take over this function. We are short a couple of full time positions and Mr. Sheridan said that he would like to move Mr. Franzese into a full time position especially since Mr. Mussara is out. Mr. Holt questioned if we really wanted to go that route and Mr. Sheridan said yes. Mr. Holt will discuss this further with Mr. Sheridan. All this above work is in addition to the normal maintenance routine work. Mr. Sheridan mentioned that we ordered 5,000 gallons of fuel last month for the tank at Carnwath and he would like to order another 5,000 gallons in the next couple of months so that the tank is full for the winter months. He mentioned that he spoke with the delivery driver and he mentioned that he was surprised the tank was so low. He indicated that with the water table at that site we should keep the tank at least 50% full so that the tank doesn't come up thru the concrete slab. It is a safety factor that we keep the tank half full at all times. MEERA DA VB'S REPORT Mrs. Dave mentioned that Community Day was great. 8 Recreation Minutes September 11, 2007 She said that she spoke with Mrs. Korz briefly about Halloween. She said that she needs to get a list of names from Mrs. Manning and send out letters asking for donations. Mrs. Manning said that she doesn't have a list only the names of those who ultimately donated. Mrs. Dave will discuss this with Mrs. Manning after the meeting. CHAIRMAN'S REPORT Mr. Holt said that after the soccer meeting it was stated that we have to get a Capital Plan in writing to the Town Board. Mr. Holt said that he has started writing the 5-10 year plan and he handed out what he has written so far. He wanted the members to look at the items addressed such as soccer, tennis, Rymer and Carnwath (amphitheater, swimming pool, picnic area and teen center), and Robinson Lane. He will take each of these items and will write something to explain it and where possible put in an estimate. He went over what he has done so far and he asked all the members to read it over and if they have any suggestions or additions to please let him know as soon as possible. Mr. Sheridan made note that the pool at Carnwarth needs to be filled with water before the winter and the frost comes in. If it is not filled the walls will collapse and we will lose it. The pool there is small and not usable for kids since there is no slope or steps. Mr. Holt indicated that Pat Lustig, Sylvia Holt and Kathi DeLisa will be the witches Gudges) for the Halloween Party. A note should be sent to remind them. The issue of replacing Mr. Rottkamp has not been done yet. We have been lead to believe that it will be done soon. Mr. Holt thanked everyone for working on Community Day. Everything went fine from start to finish. Mr. Holt asked that a list be made of those who helped on Community Day so he can put together a thank you luncheon at Schlathaus. Mr. Holt mentioned that the letter has already gone out for the Senior's Christmas Parties at the Elks and Mrs. Manning indicated that we are doing well with the donations as well as the raffle prizes. Mr. Holt indicated that we have to do a budget for 2008. He asked Mrs. Manning to give Mr. Sheridan his forms and Mrs. Manning indicated that Mrs. Cito has hers. We believe that all the information is due on September 20th. On the 24th of September SheriffT.J. Hanlon, who ran the internet program at the camps, will be holding a seminar for parents. It will be held at Carnwath from 6:30- 7:30 p.m. Mrs. Dave will be working with Mr. Holt on this program. Mr. Sheridan was asked to bring some chairs and tables to the chapel. Mrs. Dave will get refreshments and will make up a flyer. Mr. Holt will speak with Mr. Hanlon regarding this event. Mrs. Manning was asked to put a press release in the Southern Dutchess News. He also indicated that it should be put on the board at Schlathaus. 9 Recreation Minutes September 11, 2007 Mr. Lustig mentioned that he escorted the Ellis Island/Statue of Liberty trip on August 19th and it was a great trip. Three people were not able to go and Mrs. Short of Aristocrat called them before the bus left. A good time was had by all and an excellent tour person in N.Y. City was obtained by Mrs. Short. It was suggested that the tip money be given to the driver upon the return of the trip. Mrs. Manning said that we still need an escort for the Mohegan Sun trip on October 14th.
