The regular meeting ofthe Town of Wappinger Recreation Commission
was held October 3,2007 at Schlathaus Park, 126 All Angels Hill Road, Town of
Wappinger, Dutchess County, New York.

The minutes ofthe September 11, 2007 were accepted on a motion by Mr.
Lustig seconded by Mr. Trudell with all in favor. Mrs. Manning mentioned that there
was one correction that Mr. Sheridan noticed and she has already taken care of it.
INCOMING CORRRESPONDENCE:
1. Request from Legion Fireworks for the use of Castle Point Park for Sunday, 10/7.
Application and Cert. of Insurance have been received. They will NOT be doing
fireworks this year. They will use the park from 11:00 am to 7:30 pm. Theresa
DeRosa will be opening and closing for them. There was no problem with this
request.
2. Letter to Bob Sheridan from CIA asking him to fill out the Completion Certificate
for the installation of the alarm system in the Carriage House at Carnwath. The
original form was given to Mr. Sheridan. Mrs. Manning said that we just
received this a couple days ago so nothing has been done on it at this point.
3. E-mail from Pamela Pucino asking if the Town is interested in starting a
basketball league for ages 7 and up. Mrs. Manning explained to her our current
basketball programs and that we have no Recreation Director at this time. Mr.
Holt mentioned that Mr. Chaney was interviewed by the Board but so far he has
not been appointed. It was mentioned that the Board might appoint him on a
temporary basis for six months at their October meeting. Mr. Holt mentioned that
we have a lot of programs coming up and there are a lot ofthings that need to be
done so we need someone in that position as soon as possible. Mr. Holt said that
his resume is fine and he is presently coaching a football team and he loves
working with children.
4. Brochures were received from June Ellen Notaro of the Youth Bureau asking us
to help recruit teens to become members ofthe Dutchess County Youth Council.
Brochure enclosed in each member's packet.

been a wonderful tool when it came to hiring counselors for the Summer
Playground Program. Would we consider sending a representative? It was
decided that we should send someone. Mrs. Manning stated that Mr. Rottkamp
wasn't sure of the date but as soon as he has the flier he will let us know. Mr.
Holt said someone would go to represent the Town recreation.
7. Letter from Jay Paggi with a survey map showing Lot #3 of Chelsea Bluff Sub-
division that shows the chain link fence on the Town of Wappinger property and
along the property line. This survey was done as a result of a complaint made by
Bill Verlin, the owner of that property. A certified copy was sent to him. Mr.
Holt gave a summation of the fence problem and also what happened last year
when he hired someone to take down the scrub brush on the opposite side of the
road. Mr. Holt said that after the survey, it was determined that part of the fence
in question was on Town property and is a right of way. Mr. Holt discussed this
with Mr. Foster of the Highway Dept. and he didn't care if we took the fence
down so Mr. Holt instructed Mr. Sheridan to have the two sections of 8' fence
removed by the road.
8. Confirmation was received from Sheafe Road Elem. School allowing us to use
their gym for our Winter Basketball Program. Also included were rules for use of
the school property and a WCSD Accident report form in the event an injury
occurs on their property. This will now require us to have two (2) accident
reports filled out, theirs and one for the Town.

contributed to his dinner and gift.
10. A letter was received from Melaine Rottkamp questioning her salary and a raise
that she should have received in her hourly pay from $25 to $30 an hour. Upon
investigation it did in fact show that errors had been made in her payroll. As a
result she will be receiving $622.10 in back pay. Mr. Holt also mentioned that
there is a problem also with her hours. It was brought to his attention that she has
been putting in hours for participating in the Community Day parade and Mrs.
Manning indicated that she has also put in hours to prepare the children for this
parade which is not part of the programs as listed in our program guide. It is a
Town program but the extra time should have to be approved by the Board.

given in layman terms.

bulbs. Mr. Holt mentioned that he will be in Town Hall tomorrow and he will check
on the voucher.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. The replacement of the roof at Camwath has been tabled by the Town
Board. A discussion took place regarding this.
2. The plan for soccer has also been turned down by the Town Board.
3. He spoke with the Elks regarding the cost for the dinner for the
senior's Christmas Party and it will be $6.00 per person, the same as
last year. He spoke with "Kathy" the new Exalted Ruler and she was
going to write up a contract and get back to him. She is going to look
up and see who provided the fruit cocktail. Mrs. Manning said that
we are doing very well with the donations. Mr. Holt invited the
Commission Members to come to one ofthe parties.
4. We submitted a budget and hopefully we will come out okay with our
requests. He said that he omitted to put in the budget a dugout and he
hopes to bring this up when he meets with the Board. He mentioned
that the dugout on Holt Field opposite the one that was fixed this year
is in terrible shape. He is hoping that the Supervisor will let him put
in the 2008 budget $10,000. to fix it. He said that he hasn't heard from
FEMA. They came around and looked at the two dugouts the one on
the right field side of Holt and the one on SL 2 field which is leaning.
Mr. Holt said that he thinks that it may have been leaning but with the
water that came up during the storm the problem worsened.
5. Weare working on the plan for the Veteran's Day program on
November 11 tho Mr. Holt will be the MC.
6. We will be doing a luncheon for the people who worked on the
Community Day parade. We need to firm up the number of people
that will be invited.
7. We had a gentleman at Castle Point by the name of Ken Kurdt and Mr.
Sheridan was not happy with the way he was doing his job. He was
also interacting with the counselors and people using the facility. He
was also insubordinate with Mr. Sheridan. Mr. Holt has replaced him
and Theresa DeRosa will be taking over for him.
8. Mr. Lustig asked if we still have the gentleman who sent in the resume
coming to one of our meetings and Mr. Holt said that we will be doing
just that. Mrs. Manning will call and invite Chad Ummel to the next
meeting.
9. He mentioned that the work force for maintenance is down. We had to
ask Tom Franzese to leave because of his work record this year. The
first day of work in April, he broke his finger and was out for 9 weeks.
He came back and he was out for family illness, then he was out sick

and then wanted a week's vacation. He was a good worker when he
was in but he was out altogether too much so we ended his time for
this year. We didn't rule out his coming back in 2008 though. Mr.
Holt went over the list of the personnel. We have full time Bob
Sheridan, Fred Youngman and Joseph DeRosa. Anthony Mussara,
another full time employee, had the accident and we don't know if or
when he will come back. Rodney Diaz left and went to Con Ed full
time but he still comes in part time to help. Our seasonal employees
are Frank McKinney, who is 78 and comes in and does mowing, and
Bernie Roe. Mr. Holt mentioned he has been told he could keep them
on ifhe has the work but he is not sure how long they want to work.
Now we have all the fall work to be done and all the work to prepare
for the winter.
10. Mr. Holt mentioned that we will be getting the truck and mower under
the Capital Plan. Mr. Holt mentioned that from the day the Town
Board approves the purchase there is a 45 day delay so people have a
chance to say no. After the 45 days, the Comptroller obtains the
money to make the purchase. We will probably get the truck in
January or February. Mr. Trudell asked ifthis was different from the
Parkland money and Mr. Holt said yes. Parkland money comes from
developers and not from taxes.
The meeting was adjourned at 8:45 on a motion by Mr. Trudell seconded
by Mr. Lustig.

We try to offer this class twice a year due to a large demand. Since the instructors are

an additional instructor by the name of Carol Nugent. We will be offering a class on
November 29th & 30th. The cost of the class is $10.00.
Bingo
Weare still offering Bingo twice a week. This is one of our most popular programs. We
made a few changes in the way the cards are handed out and the maximum number of
cards allowed.

Exercise
This is a class that focuses on strengthening and toning without the use of weights. It is
a "senior aerobic" workout. It starts out with a seated chair workout using body weights
and dowel rods. It ends with lively line dancing. It is offered twice a week.
Monthly Movie
During the summer months we typically show one movie a month. The seniors have
requested that as the weather gets colder we should show a couple of movies a month.
This month they will be watching "Student Prince", "The King & I" & "Motown 25".
On The Road Again
An informal carpooling to places of interest within a hour's drive. We try to incorporate
photography while visiting historic or tourist sites.
We did travel to Cold Spring in September and we look forward to the leaf peeping
month ahead.
Osteo Progressive Weight Training
This program is designed to improve muscle strength and balance in order to reduce the
risk of falls. The hour is divided into 15 minutes for weight-bearing exercise for each leg
and finishes with 15 minutes of exercises for the arms. There are 20 people signed up for
this class and it is offered twice a week.
Painting
This class led by artist Martha Peterson is held every Tuesday in the Senior Center. If
you ever have the chance stop by town hall and take a look at some of their painting in
the display case in the foyer. We have some very talented seniors.
Photo Club
We are very lucky to have a group of hard working guys who take all of our photos.
They are at every event with their cameras in hand. They are now happy because they
have the laptop and printer that they needed to complete their work. Currently they are
working on putting together a slide show entitled "Reflections 2007"( Senior activities
over the year in review.) Last year was the first time they shared this with the seniors and
it went over very well.
Speakers
Each month we have educational speakers come to the center. For the month of October
we will have the Hughsonville Fire Department speak to us about Fire Safety.
ShuIDeboard
An outdoor senior activity that has been revived. This group meets on Wednesday and
Thursday each week.
Tai Chi Chih
This program offers joy through movement...a moving meditation. It is a series of 20
simple movements that are relaxing and focused on the development of energy called
Chi. It is very easy to learn, and does not require physical fitness or coordination. The
movements are slow, gentle and can be easily done by anyone, regardless or age or
physical condition. It is a great way to start an exercise program that is not intimidating
or difficult. This class is held every Monday.
