The secretary read the minutes of the meetings of June 14,
1966, and August 24, 1966.
A motion was made by Thomas Graham, seconded by Gordon
Hirt, to approve the minutes of the meetings of June 14, 1966
and August 24, 1966, as read. Motion Unanimously Carried
8:00 P.M. - Public Hearing - Appeal # 52 - Request of
,%rr Charles P. Coughlin for a variance of the sideyard regulations
to permit the construction of a carport addition to his
residence within 2 feet of his property line on the south side
of Spring Street, Chelsea, Town of Wappinger.
Mr. Coughlin came before the Board and stated that he
proposes to build a carport on the east end of his house, which
was constructed in 1958. He submitted three photographs of
the property to the Board, showing existing concrete slab which
he proposes to construct the garage on. Mr. Coughlin stated
that the reason he is requesting the variance to construct the
garage at this particular location is because if he were to
adhere strictly to the Zoning Ordinance, it would cost him a
considerable amount more, and with the value of the house as
it is now, the additional cost would not be justified as an
investment. He further stated that he has more money invested
in the house than he can get out of it at present. He stated
that this type of variance, if granted, would not change the
character of the area and stated that he could list many non -
conformities existing in the area. The existing slab is 12' x
34' and is approximately 5 ft. from the property line.
Mr. Peter Coughlin, brother to the appellant and owner of
adjoining property, was present and stated that he had received
notice of the meeting and has no objections to the granting of
this variance.
Mr. Hammond, abutting owner, was present and stated that

he is opposed to the granting of this variance. He owns the
right of way which runs parallel to Mr. Coughlin's property.
'%IW He felt that if a building was constructed within 2 feet of
the property line, it would look very unattractive. Mr.
Hammond suggested that Mr. Coughlin construct the carport in
the back yard. Mr. Koffsky asked Mr. Coughlin if he had given
this possibility any thought. Mr. Coughlin stated he had given
it some thought, but unfortunately the cost would be prohibitive.
He further stated that there is no place in the back yard where
he could construct a carport.
The Chair declared the hearing closed at 805 p.m.
Following executive session and discussion, the following
action was taken by the Boards
A motion was made by Gordon Hirt, seconded by Richard
Jacobson, to deny the variance on the grounds that no unnecessary
or undue hardship has been shown, and that there are other areas
on the lot which are feasible for the construction of a carport.
Motion Unanimously Carried
A motion was made by Thomas Graham, seconded by Richard
Jacobson, to adjourn the meeting.
Motion Unanimously Carried
The meeting adjourned at 8s50 p.m.
