In accordance with the Town's Request for Proposal, we have developed the below proposed pricing structure for the review of development proposals, review of water, wastewater, storm water management, environmental concerns, capital project estimating, and various other municipal engineering services. The RFP states that the Town is seeking a price for engineering services to be provided on this contract. Given projects are expected to be assigned on a task-order basis, we propose to work under an annual retainer, payable monthly, and perform third-party reviews chargeable to outside parties on land-use applications. Based on these requirements, we have developed and hereby propose the following cost structure. Annual Retainer for Planning Board Support Obligations and coordination activities under our contract agreement with the Town will be defined on a task-order basis throughout the year in accordance with the Terms and Conditions of our Master Services Agreement* with the Town. For the purposes of this proposal, we are assuming 12 hours per week of our time will be required as the base level of support to review land-use applications and other technical submittals to the Planning Board, to prepare technical memorandums, and to attend meetings. In order to get started, Woodard & Curran proposes an initial retainer in the amount of $20,000. We will track our time and advise the Town once we are within $5,000 of our retainer amount, as necessary. This equates to 48 hours per month or 576 hours in total per year. We believe our engineering staff, which is supported by considerable firmwide resources, will prove to be an asset to the Town in this capacity. In addition to our extensive corporate qualifications, which we detail herein, Woodard & Curran offers the Town an impressive local .team that blends senior-level expertise with an engineering staff that is highly experienced with supporting local municipal planning boards. Furthermore, while our New York office is only 50 miles from Town Hall, we have senior staff and project engineers who conveniently reside in the nearby towns of Poughquag and North Salem. We have a considerable amount of experience supporting local municipal boards, including Planning Boards. Over the years, we have worked with a number of planners, including Frederick P. Clark Associates, whose office in Rye is located less than 10 miles from our office and who we have worked with on a routine basis in the Town of Pound Ridge. Woodard & Curran's experience has been that Planning Board support essentially includes Escrow and Non-Escrow work. The Escrow work is usually related to Planning Board submittals from developers and private residences, whereas Non-Escrow work is more related to specific engineering assignments for the Town. In terms of our plan for delivery, we propose Bob Wasp, PE, as the main point of contact for the Town. Bob will essentially manage the Escrow type work that is provided by the Planning Board and will attend Planning Board meetings. Bob is the former Commissioner of Public Works and Engineer for the TownNillage of Harrison and resides in Poughquag, New York. The Non-Escrow work will be managed by Hugh Greechan, PE. Hugh is the former Director of Engineering Design for the Westchester County Department of Public Works, former Engineer for the TownNillage of Harrison, and the former Manager of the Westchester Joint Water Works. Bob and Hugh will be supported by our local engineering staff that has worked with planning boards in Hudson Valley communities such as Somers, Pound Ridge, Ardsley, Larchmont, and Mamaroneck, as well as firmwide resources as needed. Our project team resumes are included in Section 4 of our proposal. Woodard & Curran's efforts on the WOODARD redevelopment of Flint Park, located on the Long Island Sound in Larchmont, netted three separate &CURRAN awards: the Planning Achievement Award through the Westchester County Planning Federation Association, the American Sports Builders Association Project Award and the NYACEC Engineering Excellence Award. The project, which increased overall open space, incorporated many sustainable design features and involved design of walkways, a waterfront nature walk, a picnic area, parking, and both synthetic and natural grass athletic fields. Woodard & Curran's design work at V.E. Macy Park in Ardsley, which runs along the Saw Mill River, involved walking trails and athletic fields and also received a NYACEC Engineering Excellence Award. And our recent design work to upgrade SCADA systems for Westchester Joint Water Works received an NYACEC Engineering Excellence Award. Other recent accolades include a Gold Award for Engineering Excellence from the American Academy of Environmental Companies (ACEC) for redevelopment of sports and recreation facilities at Rye Country Day School; an ACEC Engineering Excellence Award for design of a new golf course in Pound Ridge and infrastructure assessment and mapping at SUNY Albany; and an ACEC Engineering Excellence Award (CT Chapter) and an American Sports Builders Association award for design of park facilities in the City of Stamford, CT. Leaders in MS4 Regulation Compliance -Over the last number of years, Woodard & Curran and the our engineering team have supported local municipalities in complying with the requirements of the NYSDEC MS4 permit, and have closely followed the formation of intermunicipal groups such as the Croton-Kensico Watershed Inter-municipal Coalition (CKWIC) and the East-of-Hudson Watershed Corporation (EOHWC). We are currently supporting EOHWC with a number of stormwater retrofit projects. We have implemented retrofit design and construction projects for our clients and have documented results to achieve NYSDEC credit for water quality improvement. Support to the Planning Board and Harbor & Coastal Zone Management Commission, Village of Mamaroneck, NY-As Village Engineer, Woodard & Curran is responsible for performing engineering reviews of Planning Board documents involving single-family to commercial facilities. These reviews consist of drainage and site plan review and recommendations. In this capacity, we also perform engineering reviews for the Village's Harbor & Coastal Zone Management Commission, which involve docks and shoreline protection systems and result in recommendations regard- ing federal and state regulations. Remediation of Taylor Lane Site, Village of Mamaroneck, NY -The Taylor's lane site, located in the Village of Mamaroneck, was used as a munici- pal solid waste landfill prior to 1970. It is classified by the NYSDEC as an inactive Class 2 landfill. The eight-acre site has a number of environmental challenges ~~ l }±° .~ ~` ~: due to the complicated nature of the surface and groundwater hydrology. Woodard & Curran was hired to pre- pare and implement a Interim Remedial Measure Work Plan (IRMWP). The goal of the plan is to lower the leachate levels within the landfill by gravity drainage as much as possible and by pumping from a leachate recovery well. This well is specifically designed to draw leachate from levels while limiting the amount of ground water take up. Once collected, the leachate will be discharged into a sanitary sewer until such time that the final leachate management system is completed. The Village's overall goal is to reclaim this site for future recreational use. Chatsworth Water Main Emergency Rehabilitation, Village of Larchmont, NY -Faced with the imminent failure of a 16-inch diameter elevated pipe cross- ing over Interstate 95 and the Metro- North Railroad, and the high cost of con- ventional replacement methods for pipe replacement, the Village of Larchmont turned to Woodard & Curran for assis- tance. An expedited project approach was developed using slip-lining of the existing steel pipe with HDPE pipe and a temporary flow bypass, allowing for minimal site disruption, continued water supply service, and expedited approvals from the Thruway Authority and Metro- North. The slip-lining approach saved the Village approximately $1,000,000 over prior construction estimates. P214116 ~ TOWN OF WAPPINGER, NY ENGINEERING SERVICES ~ WOODARD & CURRAN COMMITTED TO MUNICIPALITIES SINCE 1979 a~. r+~~' ~. ~, l ~ ,~ Support to the Planning Board, Town of Somers, NY -Woodard & Curran is responsible for reviewing all developer- initiated (Escrow) projects within the Town. Our review is focused on admin- istering the Town Code, including the focus on LID techniques, stormwater, and environmental stewardship. Flint Park, Village of Larchmont, NY -Woodard & Curran worked with the Village of Larchmont, New York to improve safety, programming options and environmental and aesthetic condi- tions at its 27-acre Flint Park. Issues included a lack of space for active use, poor athletic field turf conditions, slow drainage, a lack of seating, and trans- portation problems. Our responsibilities included local, state, and federal permit- ting (wetlands and stormwater); road realignment; design of two natural turf athletic fields; design of astate-of-the- art, multi-purpose synthetic turf field cluster; extensive signage; landscaping to define the limits of the park and create intimacy; improved traffic circulation; and cost estimating and analyses. Additional design components included floodplain management, stormwater manage- ment, drainage improvements, irrigation, access roads, pedestrian walkways and waterfront esplanades, parking facilities, bleachers, and fencing. The construction cost was $3.5 million. Scotts Corner Sidewalk Design, Town of Pound Ridge, NY -Woodard & Curran was hired by the Town of r the Master Plan would essentially serve as a "roadmap" moving forward. The TownNillage's main focus is to improve the overall safety and the aesthetics of the current streetscape conditions, and the Master Plan will address relevant streetscape features including sidewalks, curbing, trees/landscaping, possibilities for traffic calming, lighting and other similar sensitive issues. Community Center, Town of Pound Ridge, NY -Woodard & Curran was retained as part of amulti-disciplined design team to permit, design and oversee the construction of a $4.5M community center on the existing Town Park. We were responsible for all civil engineering including site layout, roads and parking; stormwater management and treatment in accordance with the SPDES permit requirements; water sup- plyfrom existing water supply wells; site lighting and coordination with NYSEG on a transformer upgrade; and the permit- ting of a new wastewater treatment and disposal system to accommodate the 22,500 sf building. Pound Ridge, New York to execute and manage the planning, permitting and design of the Scotts Corner Sidewalk project, which involved the creation of an environmentally-sustainable sidewalk to support an affordable senior hous- ing project sponsored by Westchester County. The 1,100' long, 5' wide side- walk is ADA compliant and provides a safe pedestrian connection to the downtown area, which was an important element to help integrate seniors into the community. The project was one of the first in the community to utilize environmentally sustainable techniques during design and construction, such as the use of porous pavement. These fea- tures improve water quality and reduce stormwater runoff while enhancing the downtown area. The services that began with Phase I and II Environmental Site Assessments have expanded to include stormwater retrofit projects and other Town-initiated engineering assignments, as well as providing third party review services on developer-initiated projects proposed within the Town. At present, Woodard & Curran serves under a Master Services Agreement, which includes serving as Town Engineer on a consulting basis since the retirement of the Town's long-standing Town Engineer. Below is a representation of selected projects completed or underway for the Town of Somers. Town Engineer and Support to the Planning Board Woodard & Curran serves as the Town Engineer in Somers for the support of devel- opmentapplications and environment permit determination under review by the Planning Board. In this role, Woodard & Curran directly supports the Planning Board and provides the review of applications in accordance with applicable local, State and Federal codes and regulations. As part of our role as Town Engineer, Woodard & Curran administered, under ainter-municipal agreement between the Town and Westchester County, the construction of a new Town road to support a private afford- able housing project funded through Housing in Implementation Funding (HIF) that is part of the Planned Hamlet. Woodard & Curran also provides third-party review services to the Town Board. One project in particular, the Somers Woods Development, LLC includes a deliberate and comprehensive review for the development of 27 acres on an environmental constrained property. Our project review focused on defining, quantifying, evaluating, and analyzing the many potential environmental impacts and stresses on existing infrastructure within the Town that the development poses. This review required a full understanding of the State Environmental Quality Review Act (SEQRA) while having technical depth and diverse resources to guide the engineering and environmental input to the SEQRA process in a well informed and thoughtful manner. Woodard & Curran developed amulti-pronged approach to review the proposed development considering impacts of stormwater, wetlands and watercourses, groundwater, wastewater, water supply, and floodplains and flood- ways, as well as air quality and climate change. The SEAR Scoping Document was completed in 2009 with the DEIS expected to be submitted to the Town in the first quarter of 2010.Once submitted, Woodard & Curran will lead the review of all engi- neering aspects of the development. Proposed Shenorock Park District Woodard & Curran has experience in Westchester County taking projects from the due diligence stage (Phase I/II Environmental Site Assessments) to completion (park of facility redevelopment). For the Shenorock Park District, the United Owners Association (OUA) of Shenorock submitted a petition to the Town Board request- services of Woodard & Curran to assist the Town Engineer with the preparation of construction drawings and reports associated with several water quality improvement projects. ,~„ P214116 ~ TOWN OF WAPPINGER, NY ENGINEERING SERVICES ~ WOODARD & CURRAN The Town of Somers retained the ' ect area. Based on the stormwater flows identified in the engineering analysis and '~ the inlet and outlet invert elevation constraints, the appropriate profile, cross-section and armoring was designed to convey the 100 year storm event. The channel was realigned and stabilized with riprap and erosion control blanket. This design allows ~` for the elimination of severe erosion and as a result, improved water quality in the NYCDEP East of Hudson Watershed. East of Hudson Fund Water Quality Improvement Projects The Town of Somers is committed to being a leader in stormwater management for municipalities located within the Croton Watershed. With all but approximately 50 of the Town's 20,562 acres located within the Croton Watershed, the Town is dedi- cated to improving water quality and limiting stormwater related impacts to sensitive NYCDEC wetlands and NYCDEP watercourses and reservoirs. The Town of Somers retained the services of Woodard & Curran to assist the Town Engineer with the preparation of construction drawings and reports associated with several water quality improvement projects throughout the Town of Somers. These projects are funded through Water Quality Improvement Program (WQIP) grants received from the New York City Department of Environmental Protection (NYCDEP). The seven specific projects are being implemented in a stepwise fash- ion, starting with one or two projects that are initiated and taken through construction prior to proceeding with subsequent water quality improvement projects. East of Hudson stormwater Retrofit Evaluations The Town of Somers tasked Woodard & Curran with preparing a Task Order to pro- videengineering services to complete evaluations for two stormwater Retrofits (fund- ed through the EOH Grant from NYCDEP) proposed to be implemented. We com- pleted all required components of the NYSDEC stormwater Retrofit Field Evaluation Form and associated calculations for the retrofit projects utilizing existing data and corresponding retrofit practices as identified in the CKWIC Regional stormwater Implementation Plan. Reis Park The Reis Park property is one of six Town parks owned and maintained by the Town of Somers. The park is open to the public year round and offers a variety of recreational activities to residents, including athletic fields, batting cages, baskefball r and tennis courts, a skateboard park, a playground, and picnic areas and pavilion. ~_ The property is shared by the Somers Public Library as well as the Town of Somers Recreation Department offices. Woodard & Curran was tasked with providing conceptual design, septic feasibility study and cost estimate for a new concession stand at the Park. An evaluation of +~ existing site infrastructure and environmental constraints that would affect design of the concession stand was performed. As part of this evaluation, field visits were con- e. ducted to gather data necessary for the design of a new subsurface sewage treat- ~• ment system, as well as to verify the presence of surveyed site utilities. Our work is organized into four categories, including: • Support to the Planning Board on Developer initiated projects • Town-Initiated Projects • Environmental Monitor of Critical Construction Projects • Stormwater Management Officer Support to the Planning Board Woodard & Curran, as Town Engineer, is responsible for reviewing all developer initiated projects within the Town. Our review is focused on administering the Town Code, including the focus on low impact development techniques, stormwater, and environmental stewardship, and SPDES compliance. Town-Initiated Projects Woodard & Curran has completed a number of projects for the Town including the preparation of new stormwater and steep slope regulations, design and construction at the Town's Department of Public Works, the design and construction of infrastruc- ture improvements in the business district, the creation of Sachs Park, and the site work and utilities for a new community center at the existing Town Park. DPW Facility The Town DPW project was focused on consolidating DPW operations occurring off- site onto the existing DPW site. The consolidation included the creation of a materi- alsstorage and waste processing area, significant stormwater improvements focused on improving water quality, and a new residential recycling drop off area. The project +ir was funded in part with the East of Hudson Funds for Stormwater Retrofits focused on implementing stormwater quality. Woodard & Curran completed all permitting activities, comprehensive design and reconfiguration of the site to accommodate the ~• consolidated operations, contractor procurement and construction oversight. The site that was previously used for the DPW operations that were consolidated onto the existing DPW site was reconfigured into Sachs Park, a passive recreational area •. with a pond, walking trails, and enhanced wetland and native vegetation. Major Lockwood Avenue Stormwater Improvements `,,~ Woodard & Curran designed and implemented a stormwater improvement project on private lands that accept drainage from the Town Roadway. The project included swale armoring, enhanced wetland plantings, and flow dissipation and treatment ,~, prior to entering a nearby pond at the base of the sloping private property. The proj- ect was implemented with East of Hudson funding. Woodard & Curran coordinated the drainage and maintenance agreement with counsel and the private landowner. rrr P214116 ~ TOWN OF WAPPINGER, NY ENGINEERING SERVICES ~ WOODARD & CURRAN c Woodard & Curran managed and expedited the planning, permitting, design and construction of the Scotts Corner Sidewalk project. The firm approached the project with an intimate understanding of the effort that would be required to ensure the independence of the seniors and enhance the existing community while supporting the Town and their need to design and construct an environmentally sustainable proj- ect. The new Scotts Corner Sidewalk serves as both an example of the Town's com- mitment to the environment, and of Woodard & Curran's knowledge and expertise. Environmental Monitor As environmental monitor Woodard & Curran oversees all site construction within the Town. A critical and high profile project is the construction of an 18-hole golf course in a highly sensitive wetland environment. The environmental monitoring activities have been ongoing since 2005 and include: • monitoring 18-hole golf course construction activities for compliance with the ,,, approved SWPPP; • inspecting stormwater erosion and sediment control measures on an ongoing basis to protect the sensitive wetland environment ~„ Groundwater and Surface water monitoring and reporting • Wetland and off-site pond monitoring and reporting Woodard & Curran was awarded an Engineering Excellence Award in 2007 from the American Council of Engineering Companies, New York Chapter, for the techniques used to monitor the expansion project. stormwater Management Officer (SMO) As SMO, Woodard & Curran is responsible for administering the Town's obligations under their SPDES MS4 permit. These activities include review and approval of all erosion and sediment control plans, construction inspections and response to off- site migration of sediment during site operations, and documenting the Town's MS4 activities for use in annual compliance reporting. Via a Master Services Agreement, we serve as the Village's municipal engineer and represen- tative on most engineering assignments. We have provided services for site civil engineering based projects, including the redevelopment award-winning redevelop- ment of Flint Park, a 27-acre facility that was completed in October 2008; a feasibility study for Lorenzen Park reconstruction; water supply systems work, including the replacement of a water supply main crossing the Chatsworth Avenue Bridge in the heart of the Village; structural and geotechnical engineering for the design of two pedestrian bridges at the environmentally sensitive Sheldrake Reservoir; and sup- portwith other day-to-day public works operations issues. Flint Park Improvements The Village of Larchmont, NY needed to provide adequate and effective sports ~ programming while improving safety, environmental, and aesthetic conditions at its 27-acre Flint Park. Issues included a lack of space for active use, poor turf condi- tions and slow drainage at existing fields, a lack of seating, and transportation issues. Woodard & Curran's responsibilities for the planning and design of park improvements, included: • local, state, and federal permitting (wetlands and stormwater); • gentle road realignment into the park; • a natural turf soccer/lacrosse field; AMPAICAN COUNCIL OF ENGINEERING COMPANIES • extensive signage The Flint Park project won • a natural turf baseball field; the 2009 Platinum Award for • astate-of-the-art synthetic turf field cluster (Field Turd for soccer, football, lacrosse, little league, and softball; Engineering Excellence from • landscaping to define the limits of the park and create intimacy; ACEC. • improved traffic circulation; and • cost estimating and analyses. Additional design components included stormwater and flood plain management, irri- gation, access roads, pedestrian walkways, parking facilities, bleachers, fencing, and landscaping. The cost for this project was $2.3 million. This project was completed as part of the Westchester County Legacy Program, and `` won a 2009 Westchester Municipal Planning Federation Planning Achievement +~ Award, a Platinum 2009 NYACEC Engineering Excellence Award, and the American Sports Builders Association 2009 Project Excellence Award. Lorenzen Park Reconstruction Feasibility Study The Village of Larchmont needs to maximize the existing space at Lorenzen Park by reconstructing an existing ballfield and developing a second ballfield, with the pos- ~ sibility of overlapping a soccer field/multi-purpose practice area. After completion of the park redevel- opment, Woodard & Curran was retained to perform the redesign and engineering of new tennis courts. Facility improvements The existing tennis courts at Flint Park suffered from cracked and uneven playing surfaces, poor drainage, deteriorating fences, and outdated hardware. Woodard & Curran provided the Village with a new design in accordance with all United States Tennis Association (USTA) standards to provide a safe and competitive playing area. The courts are used by all age groups for recreation as well as Middle School and High School competitions. Benefits of redesign Tennis courts are among the smallest playing surfaces but cost more per square foot than any other sports fields. They require precise design and grading for drainage while conforming to USTA standards. Woodard & Curran's newly constructed design will result in a playing area that will remain usable for many years, eliminating the need for frequent reconstruction and reducing renovation and maintenance costs. Sheldrake Bridges Woodard & Curran performed the in-kind replacement of a 29-foot steel and con- crete vehicular bridge and a 47-foot wooden pedestrian bridge, both traversing the Sheldrake River on the grounds of the Sheldrake Environmental Center in Westchester County's Village of Larchmont. Demolition and Construction Contract documents addressed the demolition and off-site disposal of the existing bridges, construction of new bridge foundations, installation of new bridge structures, drainage improvements, and additional site/civil engineering items required for the completion of the project. Given the environmental sensitivity of the project location, all work was focused on the minimization of potential environmental impact from the development. lirr Woodard & Curran's newly con- structed design will result in a play- ing area that will remain usable for many years, eliminating the need for frequent reconstruction and reducing renovation and mainte- nance costs. P214116 (TOWN OF WAPPINGER, NY ENGINEERING SERVICES ~ WOODARD & CURRAN Support to the Planning Board and Harbor & Coastal Zone Management Commission As Village Engineer, Woodard & Curran is responsible for performing third-party engineering reviews of Planning Board documents involving single-family to com- mercial facilities. These reviews consist of drainage and site plan review and recom- mendations. In this capacity, we also perform third-party reviews for the Village's Harbor & Coastal Zone Management Commission, which involve docks and shore- line protection systems and result in recommendations regarding federal and state regulations. Engineering support for capital drainage improvement projects Woodard & Curran is providing civil engineering services for capital drainage '~ improvement designs at two locations -Beach Avenue and Pine Street and Boston Post Road and South Barry Ave -within the Village. We have prepared design drawings, specifications and cost estimates. These projects are funded by a USEPA +~ grant. Storm & sanitary system mapping /GIS Woodard & Curran was retained to assist in mapping the Village's infrastructure, specifically storm and sanitary sewer systems, using the existing mylar mapping and GIS technology. We also continue to support the Village in developing an integrated maintenance information system to be driven by the mapped infrastructure. it. ~ P214116 ~ TOWN OF WAPPINGER, NY ENGINEERING SERVICES ~ WOODARD & CURRAN r lr Web GIS and infrastructure improvements The Town of Harrison contracted with Woodard and Curran to develop a WebGIS platform and perform field assessment work of buried infrastructure. The WebGIS is a customized system that utilizes Internet based applications as the platform for the GIS database. This work has been undertaken to allow the Town to more efficiently and effectively manage their existing infrastructure, to support stormwater regula- torycompliance initiatives (NYSDEC SPDES General Permit), and to consolidate infrastructure data so there is a common location to maintain data for the future. The work is primarily focused on the Town's wastewater and stormwater infrastructure. The study combines advanced mapping and database software programs, field inspection applications, and thorough, experienced field personnel, to deliver an essential informational tool to the Town. Our GIS team utilized the supplied sewer maps, GIS photographic information, and the referenced geodatabase to create the WebGIS platform. One of the additional beneficial products of the infrastructure assessment for the Town is updated infra- structure maps. These maps can be used to replace the existing system maps. In addition, since these maps are in electronic format, they can be reprinted without data or resolution degradation, and maintained for all future Town requirements. Halstead Avenue streetscape improvements w ~r Woodard & Curran is working with the TownNillage of Harrison, New York to develop a Master Plan for the revitalization of streetscape from the intersection of Halstead Avenue and Oakland Avenue to the intersection of Halstead Avenue and Broadway. The TownNillage has indicated that it is its intent to implement an improvement plan over time, as budget allows, and the Master Plan would essentially serve as a "road- map" moving forward. The TownNillage's main focus is to improve the overall safety and the aesthetics of the current streetscape conditions, and the Master Plan will address relevant streetscape features including sidewalks, curbing, trees/landscap- ing, possibilities for traffic calming, lighting and other similar sensitive issues. Pilgrim Road drainage improvements To develop a preferred engineering solution for the flooding conditions experienced along Pilgrim Road, the TownNillage of Harrison, New York retained Woodard & Curran to provide support to evaluate feasible options and ultimately design the solu- tion. stormwater presently overFlows Pilgrim Road from a wetland area to the east and reportedly ponds up to three feet on Pilgrim Road after large storm events. This ponding results in some of the homes being inaccessible and it also makes it difficult for emergency equipment to access for sometimes up to a day. to more effectively manage their existing infrastructure, to support stormwater regulatory compliance initiatives (NYSDEC SPDES General Permit), and to consolidate infrastructure data so there is a common location to maintain data for the future. P214116 ~ TOWN OF WAPPINGER, NY ENGINEERING SERVICES ~ WOODARD & CURRAN This work allows the Town +rr PLANNING BOARD SUPPORT The Village of Ardsley retained Woodard & Curran to provide third-party engineer- ing review services on Escrow assignments for the Planning Board. In this role Woodard & Curran works closely with the Building Inspector and reports directly to the Chairman of the Planning Board to issue technical reports and memoranda, com- plete site inspections, and oversee field work required by the applicant's engineers in order to demonstrate the site conditions are compatible with the proposed design. The Village retained Woodard & Curran to serve in this capacity because of its expe- rience working with the frrm as part of the V.E. Macy Park project that Woodard & Curran completed within the Village on behalf of Westchester County as part of the County's Legacy Program. On this project, Woodard & Curran was able to demon- strate akeen ability to manage complex environmental challenges, which included contaminated soil management, closing dredge disposal areas, complex stormwater management while avoiding impact to the floodplain during the construction of four athletic fields on the site, and the associated grading and support facilities. Based on this experience, the Village asked Woodard & Curran to complete two third-party reviews for proposed residential site plans within the Village. The scope included reviewing the application and issuing technical comments to the Planning ~ Board for their use in reviewing the projects. The technical memoranda were pre- pared to identify the testing and configurations that are required to comply with local law, good engineering practice, and the Village's MS4 stormwater permit require- , ments, including SWPPP inspections. STORM AND SANITARY SEWER MAPPING UPDATES Woodard & Curran was retained by the Village of Ardsley to update municipal storm and sanitary sewer maps using historic mapping, GIS data and field inspections. The Village, which consists of approximately 1 square mile of area and a population of approximately 4,500 people, had mapping for its storm and sanitary sewer systems in hard-copy set. Base maps from the 1950s and 1960s formed the basis of the system mapping, with separate plans produced individually for system modification projects or extensions. Scales, coordinate systems, and datums varied between each set of mapping, resulting in a patchwork of the Village's systems across the 30 to 40 maps. To meet the Village's desire to consolidate its system mapping into a single set of maps featuring current and consistent information, Woodard & Curran was hired to review existing paper maps and prepare a new base map in a geodatabase format that can be integrated with GIS products. This new system will facilitate the Village's management of infrastructure, compliance with environmental regulations, and ability • to provide engineering and architecture professionals with infrastructure informa- P214116 (TOWN OF WAPPINGER, NY ENGINEERING SERVICES ~ WOODARD & CURRAN ~, Woodard & Curran has provided engineering services for large and small projects within several Westchester County, New York communities. some of these projects are detailed below. V.E. Macy Park Improvements and Development Westchester County, New York, engaged Woodard & Curran for. its planned $4-mil- lion redevelopment of Macy Park, a 10-acre, county-owned and operated facility. Originally commissioned in 1926, VE Macy Park is divided into three distinct areas with slightly different atmospheres. One part functioned as a local park with ball- fields; which was unusable for use for lengthy periods of time before because of poor drainage from over-compacted, low permeability soils, and proximity to the Saw Mill River. To increase the usability of the park, the County turned to Woodard & Curran to solve the complex water management, soil erosion, and sediment control issues. i~,„ Woodard & Curran served as the lead engineering consultant for the project, which involved planning, permitting, design and construction administration services. Woodard & Curran provided all designs for the fields, site drainage, grading, traffic/ Vii. pedestrian flow, and increased flood plain storage capacity for all events, including the 100-year flood level. The project specifically involved: • planning, permitting, and design services for rehabilitating two existing grass turf ballfields along the Saw Mill River, constructing two new grass turf soccer fields, and constructing walkways; • permitting and design for the evaluation of the reuse of sediment and dredge spoils for ballfield construction; • site investigations to characterize subsurface conditions, including soils, groundwater conditions; • construction of four grass turf ballfields; • improvements to infrastructure including roads, parking facilities, lighting, walkways, and landscaping; • site amenities such as seating and fencing; • stormwater management and water quality improvements; and • extensive flood analysis and mitigation measures. Ladson Park Maintenance Facility The Lasdon Park project included a proposed Westchester County Department of '~ ~ Public Works maintenance building on County property that would include a bath- ' room and a sink, and as such required the design and permitting of a Subsurface Sewage Treatment System (SSTs). The installation of the SSTs necessitates per- `. miffing with the Westchester County Department of Health and, through delegation authority, the New York City Department of Environmental Protection (NYCDEP). The project cost was $250,000. P214116 ~ TOWN OF WAPPINGER, NY ENGINEERING SERVICES ~ WOODARD & CURRAN The $4 million Macy Park redevelopment project created a safer park more actively used by a broad spectrum of the population. zY and breeding habitat, increased sedimentation, loss of intertidal areas and native vegetation, and expansion of invasive common reed have resulted. The new tidal gate system, which is comprised of motorized, stainless steel slide gates, is controlled automatically by a Supervisory Control and Data Acquisition (SCADA) system. The SCADA system receives signals from ultrasonic level trans- mitters that constantly monitor the water level on either side the gates. The SCADA system is programmed to operate the gates based on specified minimum and maxi- mum water levels within the lake and the actual water level within the Long Island Sound. These levels can be monitored remotely as the water level data is transmit- ted to a website. The new gate system allows for safer, more efficient operation, and more control of the flows in and out of the lake. Preliminary studies have shown that the new system has potential for significant ecological improvements within the lake. The subsequent phase to the tidal gate replacement was the design for the Aquatic Habitat Restoration along 1,600 linear feet of lake shoreline. The erratic tidal fluctua- tions were not naturally conducive to allow for a significant amount of tidal salt marsh to be created. As a result of increased tidal fluctuation, control of the minimum and maximum water levels, and reshaping of the shoreline, approximately 4 acres of tidal wetland, grassland, and upland planting areas were created. This new system will create asemi-diurnal cycling of nutrients and oxygen, control and reduce stands of invasive plant species, create colonization for native low and high marsh vegetation, improve areas for fish inhabitance, and maintain and enhance feeding habitat for div- ing and migratory fowl The Manursing Lake project was awarded an Engineering Excellence Award 2011 by ACEC NY, and Woodard & Curran recently participated in a ribbon cutting ceremony with the County Executive and various County Departments including WCDPW and Westchester County Department of Planning. w ~.. The project involves field testing (test pits), planning, permitting, design, and construction oversight for providing water quality treatment at four locations as follows: • Shoprite Plaza, Route 52, Carmel, New York 10512 • Fulmer Road Elementary School, 55 Fulmer Road, Mahopac, New York 10541 • Former Guideposts Office Building, 39 Seminary Hil(Road, Carmel, New York 10512 ~ Donald B. Smith Putnam County Government Campus, 110 Old Route 6, Carmel, New York 10512 Among the retrofit concepts currently under consideration are stormwater basin retrofits, bioretention treatment practices, subsurface infiltration, and building rooftop disconnect. When complete, this project will reduce phosphorus quantities at these sites, which are within the New York City Department of Environmental Protection's (NYCDEP) East of Hudson Watershed and currently have no stormwater treatment. Field testing is set to begin with design and construction to follow. yi P214116 ~ TOWN OF WAPPINGER, NY ENGINEERING SERVICES ~ WOODARD & CURRAN 't • WEBGIS STREAM CORRIDOR MANAGEMENT The Village of Mamaroneck has a history of flooding along the Mamaroneck and Sheldrake Rivers and Beaver Swamp Brook. Woodard & Curran responded to the immediate need to perform aGIS/GPS survey of these corridors and map visible obstructions. • A geodatabase was created to store the collected field information in ArcGIS • Data collection forms were designed in ArcPad to work with GPS receivers in the field • An ArcMap project with a customized tool button was created to display the data in a clear and concise manner This GIS based stream corridor management system for the Mamaroneck and Sheldrake Rivers and Beaver Swamp Brook allows the Village to readily track and identify critical features and areas with each stream to effectively maintain the free flow of water. ~r The Village also leveraged the stream corridor work to support a volunteer cleanup day. Laminated maps from the GIS work were prepared to provide to crews and facilitate cleanup efforts. Over 3-1/2 tons of debris were removed! In support of Village flood mitigation efforts, this study and any future GIS/GPS map- ping will be used to facilitate flood mitigation design plans. of lack ia•~ P214116 ~ TOWN OF WAPPINGER, NY ENGINEERING SERVICES ~ WOODARD & CURRAN ~1r WATER AND WASTEWATER ENGINEERING Woodard & Curran is currently developing design plans for the construction of a new suction-lift style wastewater pumping station for the Village. This new pumping station will allow existing deteriorated mains to be taken out of service and provide: for more efficient and effective collection system operations. Our effort includes site layout, building, wet well, pumping system, and electrical and controls design. In addition, the Village tasked Woodard & Curran to assist their in-house engineering department with technical reviews of proposed water system modifications associat- ed with the redevelopment of a college campus site into a continuing care retirement community. To accommodate the redevelopment, the Village's existing High Service water tank and booster station will need,to be replaced with an expanded pumping station to meet the increased water demand requirements. Additional water mains will be added, providing increased redundancy and supply capacity. These proposed modifications have been the subject of review and coordination between the Village, the project's sponsors, and the project's consulting engineers. Woodard & Curran is thus focused on confirming that the proposed designs will be acceptable to the Village, be compliant with applicable health code requirements, provide adequate service to the Village's residents, and be compatible with current and future water s; system improvements and plans. Our reviews focused on verifying that the impacts of the proposed system modifications are acceptable to the Village and include: • Pumping station equipment selection and layout; • Pressure zone interconnection details; • Communications and controls systems; • Transition process between current and future modes of system operation; and • Impacts to Village operations As the project advances into the construction phase, Woodard & Curran continues to provide review and assessment of project progress, including periodic construction reviews to provide additional assurance to fhe Village that the project is progressing appropriately and in accordance with the design. SCADA PLANNING & UPGRADES Woodard & Curran is playing a key role in the upgrade and improvement of the Village of Briarcliff Manor's SCADA system. The Village's water and wastewater sys terns encompass several dozen independent facilities, including water storage tanks, water booster pumping stations, wastewater pumping stations, and administrative facilities. While each facility has its own control system and communications with its associated structures, no central control station exists. P214116 ~ TOWN OF WAPPINGER, NY ENGINEERING SERVICES ~ WOODARD & CURRAN y lr SHELDRAKE RIVER WATER QUALITY IMPROVEMENTS As part of a $5.8 million state grant program for over 60 local water quality proj- ects to restore, preserve, and protect New York State's water resources, Woodard & Curran is developing a number of sustainable environmental restoration and enhancement solutions for a portion of the Sheldrake River in the Town of Mamaroneck, New York. The project includes developing a Work Plan, construction documents, and construc- ~. Review Existing Data and Field Investigations We reviewed relevant project documents that exist for the Sheldrake River, primarily for the portion of the River that is being considered for improvement. We also ~. supplemented what we learned through this review with field investigations for the proposed improvement areas. Field investigations included water and sediment sampling and analyses and identification of invasive species, problem areas, and locating storm structures and discharge points which were not be shown on existing survey maps. We used an existing survey in digital format provided by the Town to incorporate the additional data. We used our GPS equipment and handheld computers in the field to collect the additional information, and prepare a final plan of our findings with photo documentation illustrating our findings. The combination of document reviews and field observations served as the basis ~ for the development of the Project Work Plan. We met with Town representatives following this assessment to discuss our findings and recommendations for moving forward. The treatment of the Sheldrake segment bounded by Brookside Drive requires an understanding of the waterway's source, flow dynamics and substrate condition i. (including soils, potential for erosion and existing plant assemblages). This information was evaluated and enabled the team to identify the most suitable actions ~ for each portion of the work area, including invasive plant removal, stream bank ~r enhancement (including both stone armor and plantings as appropriate), in-stream stabilization and roadside landscaping, and catch basin inserts to assist in treating runoff prior to discharging into the River. tion support for environmental improvements to a portion of the Sheldrake River. ~. P214116 ~ TOWN OF WAPPINGER, NY ENGINEERING SERVICES ~ WOODARD & CURRAN A local project with greater impact Improving the water quality of the r ATHLETIC FIELDS ASSESSMENT AND SYNTHETIC TURF FEASIBILITY STUDY Woodard & Curran was selected in a competitive bid process to provide professional services related to evaluating the feasibility of incorporating synthetic turf at three existing athletic field facility locations within the City of Rye. The three sites include: • Disbrow Park Field, a natural grass baseball field with two diamonds, one for youth baseball/softball and one for high school baseball • Recreation Park, amulti-sport natural grass field hosting both rectangle sports (soccer/lacrosse/field hockey) and softball (adult and youth) • Nursery Field, amulti-sport rectangular natural grass field hosting both soccer and lacrosse. It is adjacent to a wetland area and a historic building Our feasibility study included the development of preliminary concept designs, respective cost estimates and potential environmental impact concerns and regula- toryissues associated with the conversion of the natural grass fields to synthetic turf. Key to this effort was understanding the technical and environmental constraints associated with proposed field conversions, and that, based on those constraints, there may be other potential improvement options such as an improved natural grass field with an enhanced drainage system, which may be more feasible to reduce play downtime due to weather conditions. Our study provided recommendations and fea- sible options that has allowed the City to proceed accordingly. The coagulated water is then transferred to two Superpulsation Clarifiers. '~ The clarifier supernatant is filtered by two Greenleaf Filtration trains each consisting of 4 filters. The filters consist of granular activated carbon (GAC) for effective taste and odor removal measures. The filter effluent travels through an Aquaray H2O in ~" line ultraviolet unit for inactivation credit for Crypto and Giardia. Each UV train con- sists of 2 reactors. The UV effluent is injected with hypochlorite and pumped to the clearwell for CT and disinfection compliance. These pumps are VFD controlled and rated for 5,600 gpm each. Water then travels through a magmeter vault for flow pac- ing of chemicals. KOH and flouride are added for pH control and dental hygiene as the water enters the clearwell. The clearwell is a 500,000 gallon above ground, WOODARD &CURRAN ASSISTS MUNICIPALITY WITH OPERATIONS UNDER AN EMERGENCY OPERATIONS AGREEMENT The City of Lawrence's water system serves an estimated 74,000 residents. The new, state-of-the-art surface water treatment facility is designed for 16 MGD and went on line in April 2007, replacing an antiquated conventional filtration facility that had been in service since 1939. The facility is staffed 24/7 by Woodard & Curran under an emergency operations agreement due to staffing challenges encountered by the city. Woodard & Curran employs 5 full time licensed operators who are sup- ported by our local team of technical support specialists and engineers. The source water for Lawrence is the Merrimack River from which the water enters the treatment process after passing through traveling screen units. The screen units are cleaned intermittently via a spray wash system. The water enters a wet well where 4 raw water pumps are located. Only 3 of the pumps are utilized and they consist of (2) constant speed pumps at 8400 gpm each and (1) variable speed unit also rated for 8400 gpm. The water then flows through a mag meter allowing for flow paced chemical injection where it then travels to a static mixer located in an injection vault. Here, the raw water is injected with apre-oxidant (either hypochlorite or chlorine dioxide), potassium hydroxide for pH control and aluminum sulfate for primary coagulation. The water is then evenly split by two fixed weirs where polymer is injected for coagulation aid. Pre-hypochlorite is typically dosed at 0.4 mg/I and chlorine dioxide is to be dosed at 0.8 mg/I when in use.
