Rohde, Soyka & Andrews Consulting Engineers, P.C. (RSA) is pleased to submit this proposal for
Professional Engineering Services to the Town of Wappinger Planning Board in response to your Request
~ for Proposal as published in the Poughkeepsie Journal on March 10, 2013.
RSA currently serves as the Town Engineer to the Town of Fishkill, a position we have held since 1992.
In this capacity we provide engineering services to the Town Board, all Town Special Improvement
Districts, the Highway Department, the Planning Board and the Building Department. RSA also provides
services to the Town of Kent Planning Board, a position we have held since 1997 and we provide special
project assistance on an as-needed basis to the Planning Board of the Town of Amenia. In the past, we
have provided engineering services to the Town of Lloyd Town Board, Planning Board on an as-needed
basis and the Highway Department, a position we held from our inception in 1988 through 2012.
Additionally, at various times over the years we have provided professional engineering services as the
Town Engineer to the Town of Beekman which included services for the Town Board, the Planning
Board and the Highway Department, a position we held from 2002 through 2009. From time to time we
have provided services to the Town of LaGrange Town Board and Planning Board on an as-needed basis,
usually in the event of a conflict on the part of their customary engineer.
We believe, based on these positions, that we have the experience, skill, practical and technical
knowledge necessary to provide the Town of Wappinger Planning Board with the professional
~' engineering services you are seeking.

1.0 SCOPE OF WORK
The scope of services is specifically set forth in the RFP. As we understand it, the work includes
as a minimum the following items:
• Provide technical assistance with compliance to MS4 Regulations;
• Provide technical assistance to the Building Inspector's office (as needed) on civil
engineering issues;
• Provide design, cost estimating, surveying and engineering services in relation to
Planning Board projects;
• Provide technical assistance regarding the operation and maintenance of the municipal
water distribution and wastewater treatment systems;
• Coordinate project reviews with the Planning Board and Staff;
• Provide inspection services for public improvements;
• Provide GPS mapping; and
• Provide assistance with grant applications.
We are able and prepared to provide these required basic services as described. The provision of
engineering services to a Town requires experience in a number of variable and wide ranging
areas. We have, in our service to various Planning Boards and Towns over the years, participated
in all manner of activities from the regular and routine to the emergency and unusual. We have
participated in the formation of various Town Special Improvement Districts. We have designed
major water, sewer and drainage infrastructure improvements. We have assisted in applying for
and implementing infrastructure construction and planning grants. We have provided assistance
in obtaining necessary approvals from various authorities having jurisdiction over Town projects
~ or actions, such as the NYSDEC, the NYSDOT and the Dutchess County Departments of Health,
Planning and Public Works. We have conducted project reviews and field inspections for all
manner of projects, including residential, commercial and institutional.
In all our activities, our role has been that of a consultant providing technical and administrative
~ services to the Planning Board and/or the Town in general. As the engineering consultant, it is
very important that we recognize and maintain our position as a consultant. All decision making
authority lies with the Town Planning Board or other Town agency overseeing our work. We
~,,, realize that it is important to provide the various Boards with the factual elements of a given
situation, identify reasonable and viable alternatives, and provide an objective assessment of

those alternatives with an appropriate recommendation. It is critical that in performing our work
we are able to address the concerns of the Board. It is equally important that we are able and
r„ capable of explaining technical issues and addressing questions from the general public in
layman's terms so that they can be understood by all. Once decisions are made it then becomes
our responsibility to carry out the selected course of action consistent with the requirements of the
Board.
Each Planning Board that we have worked with has had its own unique way of utilizing its
professional consultants. Each Planning Board has clearly established expectations with respect
to the performance of their consultants. The manner and method by which services are provided
to the various Planning Boards has been established by those Boards during the initial stages of
the engagement.
' It is our experience that the technical aspects of the position, particularly coordination with the
""' Planning Board Secretary and the other consultants employed by the Board; the format and
distribution of comment memos and reports; and the participation level of the consultant in Board
discussions and site visit are generally easily worked out. Understanding the policies, practices,
~ procedures and requirements of the Board itself tend to take longer and generally evolve over
time depending upon the character of the Board and of the consultant.
It is our custom and practice to prepare and submit written reports and/or comment memos for
any and all assigned work associated with projects in front of the Planning Board. All such
reports or comment memos will be signed by the individual responsible for their content. In
discussion of such items with the Board we believe it is imperative that the individual preparing
the report or comment memo be available to the Board and the Project Sponsor for discussions.
The written comment memorandum covering each submittal typically address compliance with
the technical aspects of appropriate Town Code sections, the Town Comprehensive Plan and the
identified priorities, procedures and standards of the Town of Wappinger and general engineering
custom and practice. Subsequent reviews would document compliance with or satisfaction of
previous comments and include new comments occasioned by the current submittal. We believe
it to be important that consistency be maintained in the review of submitted projects.

We prefer that all our work be properly coordinated through the Planning Board. In our
experience direct involvement by us with the Project Sponsor should be avoided unless
specifically authorized by the Planning Board in advance. Meetings with the Project Sponsor
should only occur when authorized by the Planning Board and should, whenever possible, be
attended by appropriate members of the Town staff and/or other members of the consultant team.
All meetings are documented in written form with copies submitted to the Planning Board and all
attendees.

In our experience, when changing consultants, it is important that a proper transition occur.
Submittals for existing projects currently before the Board and previously reviewed by other
r,,, consultants need to be handled in a manner which minimizes inconvenience to the Planning
Board and the Project Sponsor, maintains the project schedule and controls the additional cost
that may result from the transition. In our experience it becomes important for us as the new
+~ consultant to familiarize ourselves with the current status of a given project and the contents of
prior review memorandum and/or reports. Going forward, it is imperative that we address and
document completion or satisfaction of prior comments and prepare new comments without
i~• revisiting closed issues.
RSA does not provide survey services. For the purposes of our work with the Town of
Wappinger Planning Board, we propose to utilize the services of Michael A. Dalbo Land
Surveyor, P.C. as a consultant to us. RSA will coordinate the necessary survey services. The
work performed by Michael A. Dalbo Land Surveyor, P.C. will be under our direct supervision
and control and will be incorporated in any final product as if it were the product of RSA.
RSA does not provide electrical or mechanical engineering design services. We have over the
years worked with a variety of local engineering firms that do provide such services. When the
need arises for such services we typically work with local firms, coordinate their efforts for
projects for which we are responsible and offer a seamless final product for the communities we
represent.
i' 2.0 POINT OF CONTACT
The Principal Engineer and point of contact for the Town of Wappinger Planning Board will be
John V. Andrews, Jr., P.E. Wilfred A Rohde, P.E. and/or Julie S. Mangarillo, P.E., CPESC will
play major roles and will participate extensively in the provision of required services to the Board
and the review of projects before the Board. They may attend Planning Board meetings with or
in lieu of Mr. Andrews. Administrative and billing matters will be handled by Susan E. Naglieri.
From time to time it may be necessary to utilize other RSA personnel to provide services for the
~ engagement.
3.0 DISCLOSURE
Rohde, Soyka & Andrews Consulting Engineers, P.C. does not have any active or ongoing
projects within the Town of Wappinger and/or before any Town of Wappinger Board or
department. There may be situations where our work as the Engineer to the Town of Fishkill
Planning Board involves projects which straddle the Town of Fishkill or the Town of Wappinger
town line.

If we are selected to provide services to the Town of Wappinger Planning Board, it is our
Company policy and we affirmatively state for the record that we will not accept or pursue any
,,, private projects within the Town of Wappinger and/or any projects which may require approval
or permit from a Town of Wappinger Board or department for the period of time that we are
employed as a consultant to the Town of Wappinger Planning Board.

4.0 TERM OF THE AGREEMENT
The term of this agreement will be through December 31, 2013. The Town of Wappinger
Planning Board has the option to exercise up to two (2) annual renewals.
,,, We understand the Town maintains the right to terminate any agreement without cause by
specifying the date of termination in a written notice to the firm at least sixty (60) days before the
termination date. In the event of any termination, RSA will be entitled to reasonable and equitable
~ compensation for all satisfactory services rendered.
5.0 BASIS OF SERVICES
All services will be performed on a time and material basis in accordance with Attachment A,
Town of Wappinger Fee Schedule (enclosed herewith under separate sealed cover), unless
+^ otherwise agreed to prior to the commencement of work.
The services of Michael A. Dalbo Land Surveyor, P.C. will also be provided on a time and
material basis as a direct pass through (no mark-up). All feasibility and preliminary design
surveying, line and grade surveying for inspection or supervision of construction when performed
under a Consulting Engineer Agreement are subject to New York State Prevailing Wage Rates,
please refer to the appropriate section within the Michael A. Dalbo Land Surveyor, P.C. Schedule
of Rates. Please note that if boundary survey work is required, NYS Prevailing Wage Rates are
not applicable, please refer to the appropriate section within the Michael A. Dalbo Land
~` Surveyor, P.C. Schedule of Rates. (Schedule of Rates enclosed herewith under separate sealed
cover.)

RSA reserves the right to annually adjust the fee schedule for services rendered, providing that
the adjustment does not exceed the annual consumer price index increase and, further, that written
notice is provided to the Town no later than September 15"' of the year preceding the anticipated
rate adjustment.
~ For services funded through a Town Escrow process, RSA reserves the right to suspend work on
any project for which no payment is received within forty-five (45) days of billing due to escrow
depletion. RSA expects the Town to honor this position and to suspend action on any project for
which non-payment occurs.

6.0 REUSE OF DOCUMENTS -CONTRACT FORM EXCEPTION
All documents including Drawings and Specifications prepared or furnished by RSA (and the
Engineer's independent professional associates and consultants) pursuant to this Agreement are
instruments of service in respect to the Project, and the Engineer shall retain any ownership and
property interest therein whether or not the Project is completed. The Owner may make and
retain copies for information and reference in connection with the use and occupancy of the
project by the Owner and others; however, such documents are not intended or represented to be
suitable for reuse by the Owner or others on extension of the Project or on any other project. Any
reuse without written verification or adaption by the Engineer for the specific purpose intended
will be at the Owner's sole risk and without liability or legal exposure to the Engineer, or the
Engineer's independent professional associates or consultants, and the Owner shall indemnify and
hold harmless the Engineer and the Engineer's independent professional associates and
consultants from all claims, damages, losses and expenses, including attorneys' fees, arising out
of or resulting therefrom. Any such verification or adaptation will entitle the Engineer to further
compensation at rates to be agreed upon by the Owner and the Engineer.
X7.0 PAYMENT FOR TRAVEL -CONTRACT FORM EXCEPTION
Payment for travel time and reimbursement for miles driven is standard for the consulting
~` business. RSA proposes that mileage and travel time be subject to reimbursement for attendance
at Planning Board meetings and scheduled site visits. These charges will be apportioned to each
project up for review at the Planning Board meeting and reimbursed to RSA from the escrow
..
account.
RSA also proposes that travel time and mileage for meetings with Project Sponsors and/or Town
officials, outside of Planning Board meetings, be subject to reimbursement. These charges will
also be apportioned to the project which is the subject of the meeting and reimbursed to RSA
from the escrow account.
8.0 OPINIONS OF COST
Since RSA has no control over the cost of labor, materials, equipment or services furnished by
others, or over the Contractor(s)' methods of determining prices, or over competitive bidding or
~ market conditions, the Engineer's opinions of probable Total Project Costs and Construction Cost
provided for herein are to be made on the basis of the Engineer's experience and qualifications
and represent the Engineer's best judgment as an experienced and qualified professional engineer,
+r• familiar with the construction industry, but the Engineer cannot and does not guarantee that
proposals, bids or actual Total Project or Construction Costs will not vary from opinions of
probable cost prepared by the Engineer.

9.0 CONTROLLING LAW
This Agreement is to be governed by the law of the principal place of business of RSA.
10.0 BILLING AND PAYMENT
"" Bills will be rendered at the end of each month and are due upon receipt. Bills will be itemized
by personnel and expenses. Each bill will contain a description of the work done during the
billing period. A sample municipal invoice is attached hereto for your information.
11.0 INSURANCE
RSA carries both General and Professional Liability Insurance. Sample Certificates of Insurance
are attached herewith for your review. RSA is prepared to provide appropriate Certificates of
Insurance to the Town of Wappinger when requested.

INSTITUTIONAL PROJECTS
Marist College Hancock Center, Poughkeepsie, NY: This project includes design and construction of a
new 57,000 square foot academic building for use by the mathematics and computer science departments
as well as Marist College Institute for Public Opinion (Marist Poll). Services include design of site
improvements, utility connections, re-alignment of campus road, preparation of Environmental
Assessment Form and Stormwater Pollution Prevention Plan (SWPPP), obtaining Final Site Plan
Approval from the Planning Board and height variance from Zoning Board of Appeals, preparation of
technical specifications and project drawings, and coordination with other design consultants. `Green'
aspects of the project include a vegetated green roof, permeable pavers for parking and energy-saving and
energy-efficient products within the building, such as auto-dimming overhead lights during daylight
hours. Construction is anticipated to begin in April 2009 with an estimated completion date of October
2010. Project cost is currently estimated to be $35,000,000.
Marist College North Campus Parking Expansion, Poughkeepsie, NY: This project includes the
design and construction of the expansion of an existing parking lot at the north end of Marist College
~"~ campus. The number of total parking spaces will be increased by 41. Traffic circulation within the
parking lot and the access-way connection to Marist College northern properties will be improved. The
buffer between Route 9 and the parking lot will have increased vegetative screening and a stone wall to
~r. improve the visual aesthetics along Route 9. Services include design of the expanded parking lot, new
lighting, new landscaping, preparation of Environmental Assessment Form and Stormwater Pollution
Prevention Plan (SWPPP), obtaining Final Site Plan Approval from the Planning Board and preparation
of bid documents, including specifications and project drawings. The construction cost is estimated to be
$250,000. Construction is anticipated to begin in March 2009 and end in May 2009.
Marist College Student Housing Phase l:V, Poughkeepsie, NY: This project included design and
construction of seven (7) townhouse-style student housing buildings, parking lot and associated site work.
Services included design of site improvements, utility connections, stormwater management,
development of Environmental Assessment Form and Stormwater Pollution Prevention Plan (SWPPP),
obtaining Final Site Plan Approval from the Planning Board and an area variance from the Zoning Board
of Appeals, preparation of technical specifications and drawings, coordination with other design
consultants, construction oversight and inspections, field testing of new utility connections and
stormwater retention structures, erosion and sediment control inspections and maintenance of the SWPPP.
Project cost: $27,000,000. Construction was completed in August 2008.
_ Marist College Waterfront -Longview Park, Poughkeepsie, NY: Full site design services including
floating dock for two (2) boathouses, fixed pier for large (up to 200-ton) non-motorized boats, steel sheet
pile and riprap bulkhead design, site utilities with crossing under the Metro-North Hudson main line
~" railroad, walkways, roads, parking lots, pavilion with overlook point, erosion control, stormwater quality

Marist College Student Housing Phase III, Poughkeepsie, NY: This project included design and
construction of eight (8) townhouse-style student housing buildings, parking lot and associated site work.
~ Services included design of site improvements, utility connections, stormwater management,
development of Environmental Assessment Form, obtaining Final Site Plan Approval from the Planning
Board, preparation of technical specifications and project drawings, coordination with other design
consultants, construction oversight and inspections, and field testing of new utility connections. Project
cost: $16,000,000. Construction was completed in October 2005.
Marist College Main Campus, Poughkeepsie, NY: This project included the construction of an addition
to the existing student center, the construction of a new five story residence hall and the construction of
nine townhouse structures on the Marist College campus. An existing parking lot on campus was
removed and replaced by a Campus Center Addition; a Mid Rise Residents Hall and a landscaped campus
green. Anew ring road was constructed around the new parking facility and residence hall connecting to
the existing roadway adjacent to the student center. The project also included the relocation and
improvement of on-site utilities on the south side of Waterworks Road. We were retained to provide the
design of all infrastructure utilities, site work and landscaping for this project. The estimated construction
cost for the site and utility work was $5 million. Completion date: 1994.
Marist ISTEA Hudson River Overlook, Poughkeepsie, NY: This project included the design of the
Campus Green along with walkways, overlook walk, irrigation system, relocation of electrical switch
gears and 400 amp electrical service for the Campus Green renovations. Services included preparation of
bid documents in accordance with Federal and State Regulations, field visit for compliance with bid
documents, contract administration, wage rate interviews and certifications. The approximate
construction cost was $514,000. The work was completed in 1995.
Marist College Library, Town of Poughkeepsie, NY: Prepared site plans and specifications for the new
library. Site work required demolition of two existing buildings in preparation for the new three-story
library, coordination of buried utilities, grading and connecting roads and walkways. Prepare
Environmental Assessment and sought and acquired Final Site Plan approval.
St. Augustine Parish Hall, Highland, NY: Preparation of architectural drawings fora 4,700 square foot
addition to the school, which included a science lab, meeting room and preschool center. Project cost:
$700,000. Project completion date 2007.
Beacon City School District Bus Maintenance Garage: We developed construction plans and
~ specifications for the concrete foundation/slab on grade system for an 8,700 square feet bus maintenance
garage containing offices, bathrooms, storage, four maintenance bays and one wash bay. Architectural
and structural construction documents were also provided fora 19,200 square feet bus storage garage.
~ Structural design of fueling facilities (pump island and canopy) for the district=s buses was also provided.
Project required placement of buildings in a low wet site. A controlled structural fill and surcharging of
the building pads were designed as part of the foundation system. Complete site plan design (parking,
utilities, lighting, drainage, erosion and sedimentation control fora 4-acre site) was included. Completion
date: August 1997. Project cost: $2,700,000.

Beacon City School District -District Wide Capital Improvements: Our portion of this project
rr involved preparation of construction plans and specifications for miscellaneous site improvement work at
each of the District school facilities. The work included drainage improvements; removal, replacement
and reconstruction of various parking areas and access roads (including correction of the underlying cause
of deterioration), expansion and efficiency improvements of existing parking facilities and bus loading
areas, refurbishment of existing playgrounds and play equipment including replacement of the playground
surface to bring all such playgrounds into compliance with appropriate standards. All school sites are
existing and for the most part would be considered inner-city schools, thereby being constrained in terms
~. of size and available area for such improvements. Services were provided during the course of
construction. Completion date: August 1997. Estimated Construction Cost of the site improvement
portion only: $550,000.
Dann Classroom Renovations -Trinity Pawling School: The school wanted to convert a basement
workshop and storage area into four classrooms, student locker area, bathrooms and teacher=s office for
its new Middle School Program. The project required installing full-sized windows in basement walls,
cutting and shoring interior bearing walls to install new doors and passageways and installing new
bathroom facilities. This renovation is (ADA) accessible to the disabled. We provided complete
architectural, structural and plumbing design services. This project was completed September 1996.
Project cost: $340,000.
Day Treatment and Workshop Training Facilities for Rehab Programs Inc. Rehab Programs
provides comprehensive services to many disabled people in Dutchess County. They recently had the
opportunity to consolidate and improve some of its training and treatment facilities by renovating nearly
~ 40,000 square feet in two adjacent buildings on Overocker Road in the Town of Poughkeepsie. The
renovations included the creation of six program areas, offices, bathrooms, nurse=s office, cafeteria,
storage and office areas, plus areas for other support functions. The renovated facilities are disability
(ADA) accessible and comply with the requirements of the New York State Office of Mental Retardation
r and Developmentally Disabled. Design and construction was completed in less than five months. We
prepared all of the construction documents and provided engineering services during construction for
these renovations. Project completion: January 1997. Project cost: $500,000.
St. Augustine Elementary School, Highland, NY: Complete Architectural and Engineering services
were provided fora 3,500 sq. ft. addition, which included two classrooms, a small library, a computer
~ classroom and a handicap bathroom. Project completion Summer 1992. Project cost: $250,000.
` Daytop Village Foundation, Inc. Rohde, Soyka & Andrews Consulting Engineers, P.C. was retained to
provide the construction plans and specifications for two wastewater treatment plants and their associated
collector systems in Dutchess County. One treatment plant will provide secondary level of treatment and
one will provide tertiary level of treatment.

PUBLIC WORKS PROJECTS
~ The Principal Engineers ofRSA have ongoing experience in the design and construction inspection of public
works projects, such as:
Town of Newburgh Chadwick Consolidated Water District, included the assumption of all construction
observation and project administration for all uncompleted construction contracts which include various water
storage tanks ranging from 1.8 million gallons in capacity to 750,000 gallons in storage capacity and several
water transmission main contracts with a construction value of more than $2 million. We were commissioned
to review existing plans and specifications for two pump stations of 3,500 gallons per minute and 650 gallons
per minute each; and several water distribution or transmission systems of 12-inch diameter to 20-inch
diameter pipe for the adequacy of design and change order potential prior to the bidding ofthese projects. And
lastly, we served as the Engineering Claims Consultant for various contracts within the Chadwick Consolidated
Water District.
Poughquag Hamlet Water Improvement Area: This project involved the permitting, design and
construction supervision of approximately 3,760 linear feet of new 8 and 6 inch water main complete with all
appurtenances. This project further involved the design and construction supervision ofthe installation of25
individual service connections complete with meters and disconnection of the existing well source. Private
wells in and around the Town of Beekman Poughquag Hamlet Area were found to be contaminated. The
~` Town established an Improvement Area to supply a replacement source for affected homeowners. Rohde,
Soyka & Andrews Consulting Engineers, P.C. was retained by the Town to analyze the various source options
`1 available, to prepare and submit all necessary applications for the selected source option, to design the
~"` necessary improvements and to provide construction observation services during installation of the
improvements. The project was authorized in April of 1996 and the proposed improvements on line and
operational servicing the affected homes by February 1997.
Town of Hyde Park Harbourd Hills Water District: This water district was served by an underground
water source that required a significant improvement to its treatment process in order to meet current and
proposed drinking water standards if the system were to be expanded. We completed the engineering study
and the economic analysis which compared the costs and benefits of upgrading the existing source of water
~,,, with the costs and benefits of the construction of a water transmission main to connect to the expanded Hyde
Park Water District. As a result, the Dutchess County Water and Wastewater Authority through the Dutchess
County Legislature establ fished a new zone of assessment (water district) to connect Harbourd Hills to the Hyde
Park Water District.
Croton Falls Water District, Town of North Salem: This water district suffered from an inadequate
~ distribution system and only one well as its sole source ofwater. Upgrades to the system included new mains
and valves to improve control and flow by establishing more loops in the system.

Brinkerhoff Well Site Improvements, Town of Fishkill: This project involved the construction of
improvements to the Brinkerhoff Water District system to replace and enhance existing system operation.
Improvements consisted of one new production well, installation of two (2) - 15,000 gallon hydropneumatic
tanks, system controls for the two existing wells and the new well, interconnecting piping and all appurtenant
features necessary to render the system operational. Our involvement included improvement design,
preparation of plans and specifications contract administration and construction observation. Construction
value of this project was $500,000, and all work was completed in 1991.
Fire House Roof Replacement, New Hamburg Fire Department: When the flat roofofa fire house began to
leak, the Board of Fire Commissioners wanted a permanent, long term solution to their problem. The existing
flat roof had been repaired several times and the leaks kept coming back. Roof membrane removal became a
more complex problem when asbestos was discovered in the membrane matrix. Anew wood gable roof
system, with complementary asphalt fiberglass reinforced shingles, was installed over the existing flat roof.
The new roof made the 1967 building facade more in character with the surrounding residential neighborhood.
The design offered a solution without taking the Fire House out of service. This project was completed in
1991. The construction cost of the new roof system was $87,500.
Sanitary Sewage Pumping Station and The State Revolving Loan Fund, Village of Fishkill• Services
included design of a new 500,000 gallon per day pump station for the Village ofFishkill. During the course of
the design, it became evident that this project could be eligible for the State Revolving Loan Fund.
Application was made and the Loan Agreements were signed in October 1991. This $1.2 million project was
the first project in Dutchess County to be funded under the State Revolving Loan Program and all work was
completed in 1992.
~"' Playground Rehabilitation Projects for the City of Poughkeepsie Community Development Program:
Five City Poughkeepsie Housing Authority Playgrounds were upgraded with new play equipment for small
children and two basketball courts were completely refurbished. Project was completed in 1992 and 1993.
Total project cost = $50,000.
College Hill Walkways: Design and construction administration of a three phase project to install walkways
and appurtenances throughout College Hill Park. Cost of each phase was about $90,000.
College Hill Playground for the City of Poughkeepsie Community Development Program: A handicap
accessible walkway and playground were built and the existing basketball courts were refurbished. This
~ project was completed in the Spring of 1995. The project cost was $100,000.

College Hill Park Retaining Wall, Poughkeepsie, NY: Approximately 230 feet of a stone rubble wall had
collapsed along Clinton Street in the City of Poughkeepsie. Previously, cosmetic shotcrete had been added to
the wall, which plugged up some ofthe weep holes in the wall. In addition, uphill drainage contributed toward
increasing the lateral forces behind the wall, causing its collapse. Rehabilitation plans and specifications were
developed by RSA to re-use the stone rubble placed in gabion baskets and to re-finish with shotcrete to match
the remaining wall. An extensive drainage system was designed for behind the wall and was connected to the
City storm sewer system. Project was completed Summer 1992, cost $68,000.
Stony Lonesome II Family Housing at the U.S. Military Academy: This project provided 118 family
housing units at the U.S. Military Academy, West Point, NY. This firm was responsible for the site
engineering which included the new infrastructure for the site. More specifically, we were responsible for the
grading plan, road design, and the design of the storm water collection system, the sanitary sewer collection
system and the water distribution system. The estimated construction value ofthe Utilities, Site, and Grading
Work was $8,000,000. The work was completed in 1998.
Mill Pond Bridge Repairs at Dorn Road, Town of Beekman: Prepared plans and specifications for the
reconstruction of a single span (32 ft) bridge over the Fishkill Creek. Reconstruction plans call for removing
the original concrete/steel beam bridge deck and installation of a parallam engineered treated wood bridge
+~ complete with crash resistant wood bridge railings. The reconstructed bridge is able to support H-20 Highway
loads. Total reconstruction cost $75,000. This project was funded through the Suburban Highway
Improvement Program (SHIPS) and was completed in 1997.
River Road Bridge #1, Town of Lloyd: Prepared plans and specifications for the replacement of a single span
~, (20 ft) bridge over the Twaalfskill Creek. Work included removal of the bridge deck, reconstruction of the
abutment walls, construction of a new reinforced concrete deck, installation of new bridge rails, pavement and
i drainage improvements. Project was completed in the Fall of 1995. Construction Cost was $72,000. This
project was funded through the Suburban Highway Improvement Program (SHIPS).
Bellevue Road Bridge, Town of Lloyd: Prepared construction plans for the replacement of a single span
(16 ft) bridge over the Twaalfskill Creek. This work was performed by the Town Highway Department. Work
included the removal of the original bridge deck, installation of a new concrete box culvert (16 ft by 7 ft),
repairs to the existing abutment walls, pavement and drainage improvements. Estimated Cost $90,000. This
r" project was funded through New York's local Multi-Modal Transportation Improvement Program.

installation of a new 14 ft by 4 ft reinforced concrete box culvert by the Town Highway Department. Project

River Road Wall Replacement, Town of Lloyd: Nearly 250 ft of concrete retaining wall was replaced on
River Road. Bid documents were prepared to have a contractor work with the Town Highway Department on
this project. The Town performed all earthworks (excavation and backfilling) and roadway reconstruction,
while the contractor formed, set reinforcement, poured and finished the walls. The project was performed in
two phases during 1995 and 1996. Project Cost $70,000. This project was funded through the Suburban
Highway Improvement Program (SHIPS).
Mile Hill -Oakes Road Culvert Replacement, Town of Lloyd: Seasonal flooding and washout problems
were remedied when an undersized culvert and channel system were replaced in the Summer 2001 with a 213'
long by 14' wide x 4' high structural aluminum box culvert under both roadways and across the yard of the
Highland Water District Intake Water Pump Station on the Hudson River. Project cost was $218,000. Project
was completed in August 2001.

PUBLIC/PRIVATE PARTNERSHIP
County of Dutchess and the Hudson Valley Stadium Corp., Dutchess Stadium. Rohde, Soyka & Andrews
Consulting Engineers, P.C. were the Civil Engineers on a team which also included Architects, Mechanical
Engineers, Electrical Engineers, Structural Engineers, and Construction Managers that directed the unique, fast
track project that brought a functional 4,000 seat Minor League Baseball Stadium on line within 10 weeks of
authorization by the Dutchess County Legislature. Specific design details included a new 16-inch diameter
water main to provide water to the site; a new gravity wastewater collection system with a pump station and
force main to the collection system located on the grounds of the Fishkill Correctional Facility for ultimate
treatment and disposal at the City of Beacon wastewater treatment facility; site improvements on a 25b' acre
site which included the parking for approximately 1,100 cars, access roads, curbing and drainage structures
with grading plan to accommodate each. Other work included the preparation of plans and specifications for
improvements to New York State Route 9D to accommodate the additional traffic imposed by the new stadium
program. These included pavement and shoulder widening which results in new turning lanes, travel lanes,
pavement markings and extended guide rails to enhance the traveling public's safety.
Dutchess County Water and Wastewater Authority, Dutchess County Department of Public Works -
New 16" Diameter Water Main on St. Andrews Road. A major initiative for the County Executive in 1999
was the rebuilding of St. Andrews Road. At the same time, the Harbourd Hills Water District was seriously
considering a connection to the Dutchess County Water and Wastewater Authority's water system in Hyde
Park. The most cost effective way to bring water to Harbourd Hills began with the installation of a 16-inch
diameter water main on St. Andrews Road. The work to complete the new water main had to be completed
prior to the reconstruction of the new road so that new road work would not be broken up by the water main
installation.
The topographic survey and design of the reconstructed highway was completed by the Dutchess County
Department of Public Works. The design of the 16-inch diameter water main was completed by Rohde, Soyka
+~ & Andrews Consulting Engineers, P.C. A coordinated bid procedure was performed by the Department of
Public Works. The contract to install the water main was awarded prior to the award of the contract to
construct the roadway, with the requirements to complete the water main before construction began on the
road. The contract to construct the water main was administered and inspected by Rohde, Soyka & Andrews.
The construction of the water main was finished ahead of schedule and under budget.

constructed at the same location. The kitchen facilities were kept intact and the new construction was required
to be connected to the existing kitchen facilities while kitchen facilities remained in operation during
construction. Estimated project cost is $5,300,000. Completion date Fall 2009.
~ Fed Ex Expansion, Montgomery, NY: Foundation design for three (3) pre-engineered buildings totaling
45,324 square feet. Completed February 2006.
~ City of Poughkeepsie Public Safety Building, Poughkeepsie, NY: Structural design for police and fire
department multi-story building with a total floor area of approximately 25,000 square feet. A variety of steel
components were used in the design, including light-gage metal roof trusses, structural steel frame, reinforced
r" masonry walls, open web bar joists and pre-cast concrete hollow core plank. Estimated project cost
$5,500,000. Completion date Spring 2007.
Bardavon Stage House Renovation Project 2006, Poughkeepsie, NY: Services were provided to the
Bardavon 1869 Opera House to complete the structural design to reinforce the 6-story-high stage house
structure. New steel will support several four (4) loft levels, mechanical equipment lofts, stage grid and
loading bridges. Architect: Westlake Reed & Leskosky, Cleveland OH. Construction started June 2006 and
completed November 2006. Estimated cost $1,600,000.

Trinity Pawling School Arts Center: Structural design for the conversion of an existing gym into a tiered
~' auditorium with lobby, elevator, classrooms and restrooms having a total floor area of 12,000 sq. ft. Work on
the existing building includes the removal of existing the wood floor and installation of structural steel floor
framing, modification ofexisting rooftrusses, design of catwalks and mezzanine balconies. Structural design
for attached four-story building addition with basement. Addition will match the historic early-1900 brick
r architecture of the existing building. The addition will have 20' x 50' stage with three-story stagehouse
complete with grid for lights, stage equipment and scenery drops. Building addition will also include practice

Bardavon Marquee and Vertical Sign, Poughkeepsie, NY: The Bardavon 1869 Opera House has completed
~ $1,100,000 of improvements to the theatre lobby and ticket office. Work included renovations to the front
facade and installation of an art-deco 1930s vintage 14' x 35' marquee and 5' x 35' vertical sign. Attachment
of the marquee and vertical sign required innovative structural solutions to provide hidden supports on a
historical 5-story brick office building. Architect: J. Paul Vosburgh, AIA, Albany, NY. Completion date

Trinity Pawling School -Matthew Dann Classroom Building Science Wing Addition, Pawling, NY:

was designed for heavy equipment loading. Structural system was also designed for Zone 2 seismic loads.

~ Trinity Pawling School -Squash Courts, Pawling, NY: This project consisted of constructing a 6,940
square foot, two-story brick masonry building to house five (5) new international squash courts, complete with
a spectator balcony. The building was constructed into the side of a hill and attached to the gymnasium
~ building. We were commissioned to perform the structural design. The building was completed in the Fall of
1998 at a cost of $1,200,000. Architect: L'Arc Architects, Avon, CT.
IBM -East Fishkill, Buildings 330 & 338: Performed structural assessment of existing building framing
systems and provided the design of required reinforcement of floor and roof systems to support additional
piping and mechanical loads being installed as a major upgrade to the IBM process/manufacturing system.
Buildings were designed in the 1960s, `70s and `80s using current building codes. Work was performed for

Bardavon Stage Annex, 35 Market Street, Poughkeepsie, NY: Performed architectural and structural design
for two-story wood framed floor and roof construction with masonry walls; 920 sq. ft. reinforced concrete
foundation wall and basement to house electric equipment room for the theater. Completion date 1997.
Holmes Whaley Lake Fire House, Pawling Fire District: Structural and civil engineering design for a
building addition plus conversion of the existing building into afour-bay fire house with command center.
r. Design includes reinforced concrete foundation, reinforced apparatus room slab-on-grade, reinforced masonry
walls and wood roof trusses for a completed total floor area of 5,600 sq. ft. Architect: Eduardo Faxas,
Holmes, NY. Completion date 1996.
Trinity Pawling School - Cluett Hall Renovations, Pawling, NY: This monument type structure was
constructed in 1909 as the first building on campus to house student rooms, classrooms, dining facilities and
administrative offices. This historic structure is four-stories high (five-stories in the Central Tower) and
contains approximately 70,000 square feet. Renovations included removal ofthe existing wood framing in the
North Wing and Central Tower and reframing the building in steel and concrete while keeping the ornamental
'~' exterior brick walls and cut stone work intact. The 1960 flat roof was removed and replaced with a steel gable
roof with multiple dormers in the North and South Towers. We were commissioned to design the structural
system and assist in the design of the demolition procedures. Work included underpinning the north wall of
""' the Central Tower for construction of an elevator pit. The project also required detailed team planning of the
construction work to allow continued and uninterrupted use of the Administrative Offices and Library in the
South Wing. Architect: Freeman French Freeman, Burlington, VT. Project cost: $6.9 million. The Project
~ Team received the 1995 Build New York Award in recognition of excellence in contract management and
teamwork.
Learning Center Addition -Astor Home for Children, Route 9, Rhinebeck, NY: Structural design. for
classroom addition with connecting link to existing building. Project has basement plus two floors, 25,000 sq.
ft. total floor area, with reinforced concrete foundation, reinforced masonry walls with Span-Crete floor planks
and wood roof trusses. Architect: Liscum McCormack VanVoorhis, Poughkeepsie, NY. Completion date
1995.
Trinity Pawling School -McGraw Pavilion, Pawling, NY: This project included the construction of a two-
'' level, 12,000 square foot building, housing a wrestling arena and locker rooms; plus the construction of end
~"" and sidewall enclosures for the existing ice hockey rink; renovation of the existing warming rooms and
construction of a 2,000 square foot garage for trucks and the Zamboni machine. We were commissioned to
design the structural framing system, which included laminated wood arches for the wrestling arena. The
~' project is designed to connect the wrestling arena to the existing athletic facilities, and it required underpinning
an existing foundation wall to provide a connecting link between the new and existing construction.
Construction was planned to allow usage ofthe existing athletic facilities during the work. Project Cost: $1.5
^r million. Architect: Freeman French Freeman, Burlington, VT. Completion date 1994.

Structural Projects continued
St. Mary of the Snow, Saugerties, NY: Afire struck this church the Monday night after Easter in 1989. The
entire roof and floor in the 1891 section was destroyed by fire and parts of the 1833 section were destroyed.
We were selected by the Parish to evaluate the stability of the building structure, to design reconstruction ofthe
damaged roofs, walls and floors and to preserve the historic charm of the building. On site design services
were provided as parts of the building were removed and reconstructed. A complete set of drawings was
prepared of the reconstruction and ofthe original historic structure. St. Mary ofthe Snow is the oldest Roman
Catholic Church between New York City and Albany. Project was completed Summer 1992. Architect:
Liscum McCormack VanVoorhis, Poughkeepsie, NY. Project Cost: $3 million.
St. Joseph's Catholic Church, City of Poughkeepsie: When a contractor for a five story office building began
excavating 30 feet below and next to St. Joseph's Church, the back ofthe church and the attached sacristy and
garage began to settle and pull away from the main sanctuary structure. We were retained by the Parish to
develop a solution to protect the church structure from further damage and to restabilize the existing church
foundation system. This work included installation of fifty-four (54) 4-inch diameter micro-piles drilled 65
feet through saturated gray silt to bear on firm glacial till. Work also included foundation design for a new
sacristy and garage, that were built to conform to the requirements of the Historic District, in which the church
is located. As Project Engineers, we were responsible for the coordination of all work from the foundation
~"' stabilization to the reconstruction of the damaged structures. This project started in September 1988 and was
completed by Christmas 1990. Project Cost: $1.7 million.
Fuel Oil Line Utility Bridge, Poughkeepsie, NY: A contractor had a contract with IBM Corporation to build
a 17-inch diameter fuel oil line assembly, 30 feet above a service road, to the boiler house. The support system
had to be rigid enough to support a pipe carrying #6 fuel oil across a 70 feet span without sagging or moving
laterally. We were commissioned to design a cost saving bridge for the contractor and still meet the demanding
design criteria of the Owner. Inspection services were also provided. This project was completed in 1990 with
r, a construction cost of $75,000.

We are currently Town Engineer for the Town of Fishkill in Dutchess County. We served as the Planning
Board Engineer for the Town of Lloyd from 1988 to 2012. As Town Engineer, we have performed such
services such as:

We also provided Inspection Services for the Town of Beekman: In 1989 the Town of Beekman granted final
approval to the first phase of Dalton Farm; the largest and most complex housing development proposed in the
i• Town's history. Comprising 540 clustered dwelling units on 556 acres of rolling farm land, Dalton Farm is
serviced by it's own water treatment and sewage treatment facilities. We were hired by the Town to provide

WATERFRONT STRUCTURES
Main Street Dock Replacement -Hudson River, City of Poughkeepsie: Engineering services were provided
+" for the reconstruction of an existing tour boat dock on the Hudson River for the City of Poughkeepsie. Permits
were obtained from the Army Corps of Engineers and other regulatory agencies. The design services included
an underwater survey of the river around the dock, inspecting and testing the existing piles for re-use, complete
construction documents and construction monitoring. The dock is "T" shaped and extends 80 ft. into the river.
The dock superstructure was replaced, new batter and fender piles were driven and lights were installed on the
dock. This $146,000 project was completed in December 1993.

Floating Dock- Waryas Park, City of Poughkeepsie: Prepared plans and specifications for replacement of a
floating dock on the Hudson River. The new dock was designed for commercial tour boat and private boating
~r use. The dock (10' x 40') is an aluminum steel frame design with two (2) access ramps. The dock is designed
to be removed at the end of each boating season. Dock anchorages were reconstructed. Total project cost
$18,000. Project was completed in 1994.
Breasting Dolphins -Main Street Dock, City of Poughkeepsie: Prepared plans and specifications for
installation of two (2) breasting dolphins, to protect the Main Street Dock from larger boats during foul
weather and during berthing operations. Each dolphin is constructed of thirteen (] 3) 25 ton rated pressure
treated piles. These dolphins are designed to resist impact loads from boats having a maximum displacement
of 300 tons and to resist tidal ice loads. Estimated construction cost $60,000. Construction is pending.
City of Beacon Ferry Pier Restoration -Hudson River, City of Beacon: The City of Beacon has long
recognized the need to reestablish year-round passenger ferry service between the Cities of Newburgh and
Beacon. A joint application for a permit to reconstruct the 1858 Beacon Ferry Dock is being sought from New
York State Department of Environmental Conservation and the United States Army Corp of Engineers. The
proposed pier deck is approximately 3,900 sq. ft. of area. Our services included preparation ofthe joint permit
application, underwater survey of the dock site, structural assessment of the existing piles, design of the
w replacement pier deck and concrete bulkhead, plus services during construction. Project cost is $640,000.
Construction was completed in Fall 2003.
Longview Park - Marist College Waterfront -Hudson River, Town of Poughkeepsie: Full site design
services including floating dock for two boathouses, fixed pier for large (up to 200-ton) non-motorized boats,
steel sheet pile and riprap bulkhead design, site utilities with crossing under the Hudson main line railroad,
walkways, roads, parking lots, pavilion with overlook point, erosion control and related works. Services
including site plan application and approvals from Town of Poughkeepsie Planning Board, Nationwide Permit
applications and approvals from US Army Corps of Engineers, development of TEA-21 documents for
transportation enhancement funding from the Federal Highway Association and NYS Department of
Transportation, and other related application procedures. Estimated project cost is $4,000,000. Construction
was completed in Summer 2007.
Hudson River Rowing Association Boathouse -Vassar College Waterfront -Hudson River, Town of
Poughkeepsie: Full site plan design services including site access, parking, landscaping, erosion control,
floating docks and related works. Services include structural design of 5-bay boathouse and multi-purpose
building. Services also include site plan application and approvals from Town of Poughkeepsie Planning
Board, Nationwide Permit applications and approvals from US Army Corps of Engineers, application for
construction within a flood plain, and other related application procedures. Estimated project cost is
$3,500,000. Project was completed in Spring 2006.
