We at Clark Patterson Lee recognize that today's municipal leaders are searching for better and more efficient ways
to do business and taking steps to consolidate services and identify ways to make service delivery more effective. It
is within this context that we propose a better model for providing professional consulting services to our municipal
clients. Our approach is based on a unique business structure that facilitates ti-e provision of professional services
on an as needed basis, without the typical charges to the general fund through a retainer or other billing means. We

company focus on municipal services, we avoid conflicts of interest with Developers and other Engineers doing

UNDERSTANDING AND EXPERIENCE
Clark Patterson Lee has served the Hudson Valley since the mid 1970's when Clark Engineers
began providing engineering services here and in Western New York. Since, Clark Patterson
Lee has significantly expanded its municipal services and geographic reach by establishing
lasting relationships with municipal clients and delivering Engineering and Planning Board
services in a timely and cost efficient manner. Our focus and dedication is based on our
duty as design professionals as well as our desire as residents and neighbors to serve the
interests of the Dutchess County and the Hudson Valley community.
Clark Patterson Lee's business in the Hudson Valley area and New York is almost exclusively
with governmental and institutional clients. Due to this, we are unlikely to have had a prior
(or ongoing) business relationship with a potential developer that may come before the Town
resulting in a conflict of interest or bias.
Mr. Greg Bolner will be the primary review engineer working with the Town of Wappinger
Planning Board and has over 30 years of civil engineering experience in the private
development and municipal sectors. He also has over 10 years experience working as a
lead engineer for municipal clients in Dutchess County, including site plan and subdivision
reviews. With a staff of nearly 230 design professionals spanning the fields of engineering,
architecture, planning and construction services, Clark Patterson Lee has the technical
expertise available to provide a quality engineering and/or architectural review of virtually
any project that may come before the Planning Board.
This proposal includes a list of Civil Engineering and Planning Services we provide as an
example of our experience, which we would apply to site plan reviews. These professionals
are in-house and available to Mr. Bolner, specialized aspects of a project will receive a
quality review without incurring additional costs or delays in review associated with bringing
in another firm. While Clark Patterson Lee is not proposing to provide planning services as
a stand-alone function, Clark Patterson Lee has planners on staff to supplement our ability
to provide the Town quality Planning Board reviews.
Project Review Delivery
Clark Patterson Lee understands the Town of Wappinger's meeting and submission schedule
is a period of approximately four weeks from submission to being placed on the Planning
Board agenda. This is more than adequate time to complete a thorough review of the
material submitted and provide a comment letter outlining where the plan does not conform
to Town code to the Town Planning Board in advance of the meeting. We would propose

John Martin is the Principal-in-Charge of our Binghamton office and Albany Offices and provides services to
clients throughout the Southern Tier and Capital District of New York State. He takes a leadership role in business

Principal-in-Charge -Responsible for the design of
improvements to the five million gallons per day
Endicott Water Treatment Facility. Upgrades include
air stripper technology to remove volatile organic
compounds and additional improvements to remove
iron and manganese from the Town water supply.
Binghamton Water Filtration Plant Discharge
Elimination, Binghamton, NY
Principal-in-Charge - Included a one million gallon
Equalization Tank, one million gallon per day Pump
Station, piping, valuing and controls at a total project
cost of $1.4 million.
Broome Corporate Park Water System
Improvements, New York.
Principal-in-Charge -Included distribution mains,
transmission mains and a one million-gallon glass
fused to steel water storage tank. Total cost for the
project was $1.6 million.
Engineering Services, Town of Dix, New York.
Principal-in-Charge -Responsible for the planning,
design and construction of a new water and sewer
service from the Village of Watkins Glen to the Watkins
Glen International raceway and the Schuyler County
Business Park $4.5 million.
Ranney Well Water Treatment Facility, Village of
Endicott, New York.
Principal-in-Charge -Included physical and chemical
treatment, pumping, piping and controls fora 5.3
million gallons per day plant at the project cost of $1.5
million.
Town of Vestal Well 1-2A and 1-3 Water Treatment
Facility, New York.
Principal-in-Charge -Included an Emergency Treatment
Facility constructed in eight weeks and a final facility
with physical and chemical treatment, pumping, piping
and SCADA System compatible controls at a total
project cost of $1.1 million.
Binghamton Water Filtration Plant Flocculator
Replacement, New York.
Principal-in-Charge -Included replacement of the
existing horizontal paddle flocculators with vertical
shaft propeller type with variable frequency drives.
Total cost for the project was $255,000.
Water District No. 4 Treatment Facility, Town of
Vestal, New York.
Principal-in-Charge -Included granulate activated
carbon treatment in addition to an air stripper and
chemical treatment. Facility is capable of treating
1.5 million gallons per day of water from any of the
three wells in the well field for a total project cost of
$800,000.
Town of Conklin Well 1 Treatment Facility, New
York. Principal-in-Charge -Included physical and
chemical treatment, piping and controls for the
treatment of 950,000 gallons per day at a total project
cost of $350,000.
Albany South Plant Wastewater Treatment Plant,
Albany, New York.
Principal-in-Charge- Responsibleforthe overall direction
and oversight of design of repairs to pre-cast concrete
walls. Repairs to roof and other minor deficiencies were
included.

Ms. Michniewicz is a civil/transportation engineer with 15 years of experience. She has worked on several
