We are pleased to have an opportunity to express our interest in working as the engineering
consultant to the Town Planning Board. We are well positioned to assist the Town of Wappinger
with the provision of cost effective study and review of projects aimed at development within the
community along with providing consult to the Board on all matters within our range of
expertise. As a local consulting engineer, Lawrence J. Paggi, P.E., P.C. offers the Town of
Wappinger local knowledge and contact, extensive experience in successfully assisting adjacent
communities faced with similar challenges, and a wide range of resources at the ready as needed.
Our firm has a local reputation as an engineering consultant providing strength in the area of
general municipal engineering as well as planning and zoning board support services. During
the 22 year history of the firm, we have provided municipal engineering to the Village of
Fishkill, Town of Union Vale, Town of Poughkeepsie and the Town of Putnam Valley's
Planning Board and have supported extensive private development projects in the region. Most
relevant to the Town of Wappinger is our recent and current work in the Village of Fishkill and
Town of Union Vale where we act as engineering consultant to the Village and Town Boards, as
well as the Planning Board and Zoning Board of Appeals. This office has also provided its
services to the Towns of Putnam Valley and Poughkeepsie, serving as conflict engineer to the
Planning Boards.
Having duly examined your requirements, we are confident that our proposed services will
effectively address the needs of the Planning Board. Furthermore, by availing itself of our
services, the Board will receive qualities that are unique to our firm in the level of personal
attention and detail we provide. We have chosen to remain smaller in size throughout the years

Started in 1989 by its current president Lawrence J. Paggi as the sole member of the firm,
Lawrence J. Paggi, P.E., P.C. has grown more in experience and technical and local knowledge
than in actual numbers. Limiting our size has been a strategic method in our ability to foster our
personal and friendly working relationships with our clients and community. Comprised now of
five full time employees, and with the ever present ability to expand, our firm is able to maintain
these small business characteristics while managing projects in size and quantity as would be

Our Philosophy and Structure
Our office is a close-knit company, which functions as a single unit. We believe that this

seamless product to the client with assurance that every viable option has been explored.
The firm's president, Lawrence J. Paggi is a licensed Professional Engineer as well as a Certified
Professional in Erosion and Sediment Control and Certified Professional in Stormwater Quality.
Mr. Lawrence Paggi would be in attendance at all necessary Town functions as well as studying
and reporting to the Board on drawings, plans, details and associated documents concerning
development matters and performing site visits as necessary.
In the event that an unavoidable conflict arises, Ms. Jamie DiMattia, Senior Project Coordinator,
or Mr. Christian Ryan Paggi, EIT, would provide coverage. Ms. DiMattia has over 15 years of
project experience whetting her expertise in developing technical reports as well as managing
project timelines and budgets. Her comprehensive understanding of the workings of
municipalities and regulatory agencies allows her to efficiently coordinate and organize projects
through their completion. The majority of our plan and detail work is completed by our two
staff engineers, Viktoriya Zubareva and Christian Ryan Paggi. Ms. Zubareva is a degreed
Engineer with extensive experience in civil infrastructure design and stormwater management.
Mr. Paggi is a recent graduate with his degree in Civil and Environmental Engineering and has
completed extensive studies into new technologies in Green Infrastructure. Our staff is
structured in a way that allows for each member to step beyond his/her functional area to ensure
that their strengths in leadership, experience, and new knowledge are applied throughout each
facet of a project.

Experience Profile
Ms. DiMattia has been with our firm for 16 years and has gained a wealth of knowledge and
practical experience in urban and suburban development and the associated municipal processes.
Over the years she has handled various development and subdivision projects by coordinating
project timelines and budgets, and by spearheading administrative tasks that include approval
acquisitions and submissions to regulatory agencies. Additionally, Ms. DiMattia works closely
with the company president in most municipal affairs and due to such dealings she is a
knowledgeable resource on a wide range of civic matters from either side.

Ms. DiMattia is a Certified Inspector in Erosion and Sediment Control. She is also certified and
trained in GIS Systems.

agencies, drafting of applications and other legal and environmental documents, establishing and

VIKTORIYA ZUBAREVA

Ms. Zubareva is a degreed engineer and has been with our firm for 12 years. As Senior Project
Engineer, Ms. Zubareva has steered a variety of projects over the years, successfully engineering
viable and cost effective designs given some of the most complex and environmentally sensitive
conditions. Some of her work has included new site development design involving mitigation of
special flood hazard areas, federal and state wetland impacts, and elevated watershed protection
requirements.
Education
Ms. Zubareva attended the National University of Food Technologies in Kiev, Ukraine where
she earned her degree in Industrial Power Engineering. Graduating in 1987, the majority of Ms.
Zubareva technical experience after school has been in the field of civil infrastructure design.
Technical Expertise
Civil Site Design including but not limited to comprehensive analysis and design of stormwater
management systems, drainage facilities and Stormwater Pollution Prevention Plans (SWPPP);
wastewater collection and disposal design including treatment and subsurface disposal; water

CHRISTIAN RYAN PAGGI

Experience Profile and Education
Mr. Paggi is a recent graduate of Villanova University's College of Civil and Environmental
Engineering with a specific focus on environmental and water resource engineering. While a
student at Villanova, Mr. Paggi served as an Undergraduate Assistant, completing his own
research studies in Stormwater Best Management Practices as well as working with the
Villanova Urban Stormwater Partnership on various research projects that dealt with green
infrastructure and emerging sustainable stormwater management practices. In the spring of 2011
Mr. Paggi also led a Service Project in Honduras where a group of Villanova Civil Engineering
students were responsible for the design and construction of a water purification system to
provide clean and safe drinking water for an orphanage for Honduran boys. Graduating in May
of 2011, Mr. Paggi has been with our firm for six months and has already gained considerable
experience in both the design and project administration.
Certifications and Training
Mr. Paggi has earned his EIT and is a Certified Inspector in Erosion and Sediment Control. He
is also certified and trained in GIS Systems.

Ms. Dunstan has been with our firm for four years and has gained an effective understanding of
municipal affairs and project administration including application processes and the associated
documentation. Her administrative skills and accumulated experience have allowed Ms.
Dunstan to function as an integral part of our daily office operation by facilitating project
development and review.
Education
A graduate of SL1NY New Paltz in 2005, Ms. Dunstan has earned her degree in Business
Administration with a concentration in Finance.
Technical Expertise
Office Administration including but not limited to project application preparation and
coordination; preparation of submittal documents including plans, reports and forms; and project
tracking.
Qualifications and Expertise
After 22 years of private and municipal work, Lawrence J. Paggi, P.E., P.C. has acquired an
invaluable wealth of knowledge concerning the Hudson Valley and the detailed workings of the
various local and state regulatory agencies with whom we have worked so closely over the years.
As a lifelong resident of the Village and Town of Wappinger, Mr. Paggi has experience working
throughout Dutchess County as well as the Catskills, Albany area, Croton and White Plains.
Having had such experience we are very familiar with the NYSDEC Municipal Separate Storm
Sewer System (MS4) Permit process as well as SPDES standards and provisions requiring the
drafting of Stormwater Pollution Prevention Plans (SWPPPs) for all relevant construction. We
have acquired an acute understanding of these regulations as well as the engineering that goes
into their development not only through our extensive work within its jurisdictional area, but also
by serving as a municipal consultant to the Dutchess County MS4 Steering Committee as a
representative of the Village of Fishkill. As such we have worked in conjunction with the
committee to forge long and short term action plans to address the pressing issue of stormwater
runoff and pollution.
Lawrence J. Paggi, P.E., P.C. is also currently serving as the engineering consultant for the
Village of Fishkill and the Town of Union Vale. Since 2006/2008 our firm has offered
engineering service for these municipalities in the form of development proposals and
application review for the Village/Town Planning Board and Zoning Board of Appeals as well as
specific engineering design and construction services for various infrastructure projects taken on
by the Village/Town Boards. In addition we have assisted the Planning Boards in these
communities with maintaining compliance to NYSDEC Stormwater requirements through
ongoing education that keeps our firm at the forefront of these developing regulations.
These services as municipal engineer also include, but are not limited to providing assistance
with grant applications and their associated audits at grant closure, preparation of bid documents
and construction site observations and certifications. Our firm has worked to incorporate the
vision and goals of these two municipalities into our daily workings in order that these objectives
may be met in a manner that is efficient in both time and cost. This philosophy would hold true
for the Town of Wappinger if our firm were to be awarded this position as we ensure that all
involvement in the matters of the Planning Board would be integrated into our firm's daily
operations. Additionally, having had said experience we are confident that our services would
adequately satisfy any and all needs that would be expected of the Planning Board's Engineering
Consultant based on our company structure that has proved successful over the years.
Anticipated civil engineering requirements:
Administrative/SEAR:
Our firm will be in attendance at all Planning Board functions as necessary. This would include
planning board meetings, public hearings, site inspections and other special meetings. Also, as
stated above our firm would assist the Planning Board in its review of applications,
environmental documents, and plans, while providing comments and recommendations as
needed by the Board.
Engineering Design Review Services:
Our firm has extensive experience in both the design and review of development projects,
including but not limited to site design, road design, sidewalk and driveway plans and profiles,
sewage treatment and disposal system design, water treatment and supply design, drainage and
stormwater management design, geotechnical investigation, grading and erosion control plans.
We are familiar with regulatory agency applications and approvals including State
Environmental Quality Review (SEQR) requirements and the associated Environmental
Assessment documents.
Plans and Details:
This office is capable of receiving and providing hard and electronic copies of all plans, details,
and all other required engineering documents as necessary. This office is capable of providing to
the Planning Board digital files as necessary including but not limited to the following:

Construction Inspection:
