2. Approach & Methodology
ir< Tectonic will perform the following professional engineering services associated with submissions before the
Planning Board:
• Site visits as necessary
• Review for compliance with Town Code
• Review of site designs and drainage analyses
• Review of water and sewer system designs
• Environmental documentation review and SEAR support
• Summary reports to the Board for their consideration
• Meeting attendance by the designated Board professional
• Monthly summaries and project tracking/review histories
We believe it is in the interest of the Town that their professionals provide a thorough written review during the application
review process. Together with the Board's procedures and the meeting record, these documents serve to further the interests
of the Town. The variety of disciplines provided by Tectonic permits an encompassing review without the need to encumber
delays and expenses related to retaining multiple professionals. We further find that a complete, written review by the Town
professional allows the Applicant to address concerns with minimal iterative resubmissions.
Tectonic realizes the importance of accurate and complete record keeping for Planning Board applications and development
"" in the Town. It is our policy to maintain the following records and provide same to the Town:
• A log of all Projects/Applications in the Town (Project Name, File Number, Location, Zoning District, Type
Development, Status, etc.)
• A Tracking Sheet Summary for all active applications (again, by Project Name and File Number, with listing of history
and status of stages and intra approval decisions)
+~+ A set of tracking sheets for all Projects/Applications (to show the status, dates of particular approvals/decisions, and
maps)
We also find communication to be critical during the review process. We work closely with the Town staff during the review
process to ensure the flow of information. Schedules, documents, updates, and reports are routinely discussed and
exchanged in a timely fashion to keep parties informed. When information is unclear on submitted documents under review
by our staff, we will request a verbal confirmation from the Applicant rather than stall the process or expend escrow review
fees by attempting to resolve issues internally. Any matters that cannot be quickly clarified are noted as requiring a detailed
response by the Applicant in a future submission.
If desired by the Town, Tectonic has found that workshops can streamline the review process by providing a forum for dialog,
informal guidance, and feedback at minimal up-front costs to the applicant and municipality. The Applicant can then use the
workshop outcome to hire a professional to represent them during the formal application process.

At Tectonic, we have personnel that have had many years of experience with FEMA and SEMO. We have personnel that have
been involved with Public Assistance, Hazard Mitigation, Flood Damage Inspection, and involvement with Special Task
Forces. In particular, we assisted the following entities in recent disasters:
• Town of Warwick -recovered over $750,000 for roadways, streams, and culverts.
• Town of Davenport -recovered over $6,000,000 for roadways, retaining walls, streams, and culverts.

3.5 Transportation
Tectonic provides a wide range of planning, design and construction management services for small to large scale roadway
and bridge projects throughout New York State. Tectonic currently has multi-year contracts with the following agencies,
NYSDOT, NYSTA, ConnDOT, MassHighway Department, Port Authority of NY&NJ, Triborough Bridge & Tunnel Authority,

3.7 Wastewater
Tectonic's wastewater experience focuses on collection and conveyances of sewer systems including gravity lines, force
mains and pumping stations. Project experience has included the planning and development of capital sewer improvements to
replace and/or upgrade existing facilities using advanced trenchless technology methods including in-place relining, directional
drilling, jack & bore and use of micro tunnel boring machine (TBM). Other capital improvement programs have included the
complete removal and replacement of existing pumping stations with modular components.

3.8 Drainage and Stormwater Management
Tectonic's experience with drainage improvements and development of stormwater management plans and preparation of
erosion and sediment control plans is extensive. Our civil staff has prepared numerous Stormwater Pollution Discharge
Elimination Permits (SPDES) applications from single entity users as well as municipal facilities and understand the
complexities and nuances involved with sheparding the application process right through to approval. Another focus of our
capabilities involves the preparation of Stormwater Pollution Prevention Plans (SPPP's). Preparation of SWPPP's has varied
from the use of basic erosion and sediment control devices utilizing silt fencing and haybales to very complex system involving
detention system employing extensive filtering capabilities. Our civil staff has participated in NYSDEC sponsored training
seminars and are intimately familiar with State and Federal regulations governing the preparation and implementation of
SWPPP's.

4. Staffin Plan & Organizational Chart
Identified below are the key protect participants that will be involved in providing professional services to the Town of
Wappinger. The primary individual who will be assigned to this project is Mr. Edward Butler, a licensed professional engineer
with over 10 years of experience working with municipalities. Mr. Butler will primarily be supported by Staff Engineers and
Environmental Scientists who will perform application reviews. These individuals are available for immediate assignment, and
they will direct and supervise individual tasks under this contract in their corresponding field of expertise. Resumes of key
project staff are included in Section 4. Licenses held by these staff are indicated on their resumes.
Tectonic's Kev Staff
Richard P. Kummerle, P.E., P.G., P.P., Managing Principal, Mr. Kummerle has over 30 years of experience in the fields of
planning, civil, geotechnical and environmental engineering, security/public safety, emergency management, critical
infrastructure, and project/construction management. He is a licensed professional engineer and professional planner. His
experience includes all aspects of planning and engineering related to municipal projects including preparation of studies,
reports, planning analysis and design, construction documents and specifications, claims analysis, construction
supervision/resident engineering, meeting facilitator, public presentations, training programs and project management. Mr.
Kummerle also has experience with power generation, industrial, telecommunications, transportation, commercial, residential,
and homeland security projects. As founding Owner and Managing Principal, Mr. Kummerle is responsible for overall
management of the firm and supervision of the Public Safety/Homeland Security Group, Telecommunications and Municipal
and Technical services.
Thomas J. Critelli, P.E., Executive Vice PresidentlChief Operating Officer, Mr. Critelli has over 35 years of experience in
the engineering field. He is a licensed Professional Engineer in New York State. His experience includes all aspects of
planning and engineering including preparation of studies, reports, planning analysis and design, construction documents and
specifications, constructability reviews, construction supervision and project management. Mr. Critelli is the Director of
Technical Services for this project and will be responsible for Quality Control and available for technical reviews.
Edward S. Butler, P.E., M.ASCE, Manager of Municipal Engineering, responsibilities include project management,
engineering design, team leadership, consultation, site planning, permitting, and construction management related to various
types of municipal infrastructure projects, commercial development, telecommunications, and subdivisions, for private, state,
county, local municipal, commercial and residential land development clients. Other responsibilities include plan review and
consultation to Town/Village Boards, Planning Boards, and Zoning Boards for development and building permit applications
under municipal jurisdiction, to assist in properly planned development, Code Compliance, and planned growth. Also included
are reviewing of site plans, subdivisions, site inspections, SEAR review, and compliance of projects with zoning and building
code requirements. Civil design experience includes preparation of site development plans for a wide variety of projects,
environmental permitting and construction management, grading and drainage, sanitary, water, landscaping and
roadway/pavement design. Responsible for investigations, research, site plans, alternative analysis and detail designs for
numerous projects throughout New York, New Jersey and Pennsylvania.
Mark Lukasik, P.E., Vice President of Civil Engineering, responsibilities include preparing, coordinating, managing and
presenting capital designs, site plans and subdivisions for state, county, municipal, commercial and residential land
development clients. Other responsibilities include managing and supervising staff level engineers, and providing resident
engineering services for local municipalities (entailing the review of site and subdivision plans, site inspections, state
environmental quality review (SEQR) evaluation, Stormwater Pollution Prevention Plan (SWPPP) review, determination of
compliance with the zoning code). Civil design experience also includes the preparation of site and subdivision development
plans for municipal review, capital design and contract document preparation, environmental permitting, and construction
administration. Design packages prepared typically include layout, grading and drainage, utility, erosion control, traffic control,
lighting, landscaping, utilities, and profiles.

Supplemental Professional Services Staff
Colin A. Diehl, Senior Environmental Scientist, with over 11 years of experience in various aspects of aquatic and
terrestrial ecology and aquatic ecosystem dynamics, Mr. Diehl's general responsibilities include the performance of aquatic
and terrestrial ecological inventories, environmental permitting, freshwater and tidal wetland delineations and
presence/absence determinations in accordance with current local, state and federal wetland regulations, permitting,
mitigations, monitoring, and restorations, including consultation and the coordination of joint site visits with required
constituencies such as local municipal officials, the Connecticut Department of Environmental Protection (CTDEP), the U.S.
Fish and Wildlife Service, and the United States Army Corp of Engineers (USAGE) New England District.
Mark Stier, P.E., Senior Vice President, Geotechnical Engineering and Construction Inspection Services, will be
responsible for the direct supervision of the geotechnical engineering, construction inspection and material testing staff. Mr.
Stier has over 21 years of experience in engineering and construction services. Mr. Stier is also the director of Tectonic's in-
house laboratory and provides all required quality control and engineering oversight associated with laboratory testing.
Casey O'Mara, E.I.T., Staff Civil Engineer, As a Staff Engineer with the firm's Civil Department, responsibilities include
analysis of hydrologic and hydraulic systems relating to site design, bridge and culvert modifications and dam studies.
Responsibilities also include the preparation of construction documents for commercial and residential land development. Past
experience in the firm's Environmental Department included Phase 1 and Phase 2 Environmental Site Assessments in
accordance with ASTM standards, soils remediation; remedial construction inspection for soil and groundwater removals and
geohydrologic analyses.
Edward lamiceli, Staff Structural Engineer, Mr. lamiceli has over 3 years of experience in the design and analysis of
various structures. Mr. lamiceli's responsible for the analysis and design of various projects, including engineering work in the
following areas: Structural investigations and inspections of buildings and other structures, structural design, analysis and
review of calculations pertaining to respective sites, review of construction and shop drawings and assist in preparation of
drawings and of structural details.

Summary:
Mr. Kummerle is one of the two founding partners of
Tectonic Engineering & Surveying Consultants PC and has
over 30 years experience in the fields of
telecommunications, planning, civil, geotechnical and
environmental engineering, security/public safety,

Municipal Security Assessment, East Providence, Rhode Island, Managing Principal
Tectonic provided a municipal security assessment of priority facilities in the City of East Providence. Facilities
included City Hall, fire stations, police stations, libraries, public works facilities and public utilities. The
vulnerability assessment was conducted in accordance with Sandia's Risk Assessment Methodology for
Communities, RAM-C. Site inspections were performed on all selected facilities, including night reconnaissance,
meetings and interviews with all city department heads, review of security policies and procedures, physical
security systems, existing risks and development of a security enhancement plan and cost estimates for
recommended improvements. Tectonic also reviewed the Emergency Operations Plan and recommended
updating it in accordance with the National Incident Management system.
Sandfordville Bridge Grade Separation, Warwick, NY -Principal-In-Charge
The project involved the construction of a new multi-plate arch bridge span. Responsibilities included
management and oversight of the development of conceptual design plans, supervision of contract plans and
specification preparation, coordination of public agency submittals, development of construction cost estimates,
review of contract bid solicitation and bid review:
Marlborough Solid Waste Landfill Closure, Marlborough, NY -Principal-in-Charge
Supervised the performance of the hydrogeologic and site characterization study for closure of landfill, including
identifying the location and limits of leachate plume beneath the landfill. The project consisted of the closure of a
7 acre sanitary landfill under a NYSDEC funded program.

Rockland Hospital Guild Orangetown, NY; Architecture+-Chief Engineer
The project consisted of engineering services for the development of afour-building campus to serve as a new self-
contained residence facility for mentally and physically challenged adults on approximately 5-acres of land. The
services included site design documents, planning and zoning board approvals, landscaping plans, SPDES
stormwater permitting, and potable and wastewater permits for the proposed buildings. Responsible for oversight
and review of design documents.
Newburgh Enlarged City School District• Joseph Minuta Architecture -Chief Engineer
Responsible for oversight and review of all civil and geotechnical; engineering services. This project consisted of
plans for approximately $800,000 of site improvements to four public schools. The existing construction budgets for
each of the four sites were evaluated for scoping recommendations and value engineering. Site plans were then
prepared for the schools including drainage, grading, parking, sewer, structural design of retaining walls and erosion
control elements. Ground survey, an engineering evaluation of sub-surface conditions, and construction support
services were also provided for the project.
Villaae of Haverstraw DPW Garage Haverstraw NY• Ginsburg Development -Chief Engineer
The project consisted of engineering services for the development of a new public works facility including a 12,000 sf
garage, a fueling facility, a salt shed, and associated site improvements on approximately 3 acres of land. The
services included site design documents, planning/zoning/village board approvals, landscaping and lighting plans,
SPDES stormwater permitting, a sanitary sewer pump station and force main, approximately 900 feet of offsite utility
extensions, and potable and wastewater permits for the proposed buildings. Provided oversight and review of all
engineering efforts and document preparation.
Wawavanda Water 8 Sewer District Formation Wawavanda. NY - Director of Engineerinq
Responsible for oversight and peer review for all engineering services for a project consisting of the preparation of
plans and a report for the formation of the Town of Wawayanda Water District #1. The project included the
installation of 4,300 linear feet of 12-inch pipe, 2,500 linear feet of 10-inch pipe, and 1,000 linear feet of 8-inch pipe.
Tectonic prepared detailed design plans, specifications and bidding documents for the district both for water and
sewer design, and provided construction administration services.
Glenmere Lake Dam Warwick/Chester, NY -Proiect Manager
Managed condition survey, subsurface investigations, hydrologic and hydraulic analysis, geotechnical analysis,
development of design alternatives and cost estimates. The project consisted of a study to evaluate the adequacy of
the existing spillway, assessment of seepage through earth embankments and development of design concepts for
dam rehabilitation to achieve adequate spillway capacity and control embankment seepage. The Glenmere Dam,
which has not yet gone to construction, is 600 feet long, 24 feet high and includes a 328-acre lake. (2009) Also
provided oversight for the preparation of an Inspection and Maintenance Plan and an Emergency Action Plan.
Rehabilitation of Lake Sebago Dam New York State Office of Parks, Recreation and Historic
Preservation -Proiect Director
Responsible for general oversight of a study for the design of improvements to ahigh-hazard dam located in
Harriman State Park. The services provided included geotechnical investigations, hydraulic evaluations, gravity
and slope stability analyses, a structural evaluation of a highway bridge crossing the spillway and preparation of
remediation alternatives fora 40-foot high concrete spillway and embankment as required to increase discharge
capacity and prevent overtopping of the dam. (2008)
Lower Reservoir Dam Villaae of Warwick, NY: Director of Engineerinq
Managed staff in the performance of a safety inspection and preparation of a report for an earth dam in
accordance with New York State Department of Conservation guidelines. Additionally, oversaw the preparation and
submission of joint NYSDEC/ACOE Dredging Permit Application for the dredging 13,000 cubic yards of sediment
from the reservoirs. Also provided general oversight and review for preparation of construction documents and
NYSDEC permits for replacement of the spillway, stabilization of the downstream slopes, improvements to the
internal drainage system and construction of retaining walls containing the spillway discharge.

and contract administration for project involving maintenance and protection of traffic and reconstruction of Village
sewer main up to 12' beneath Village streets. Project also included necessary modifications to existing utilities in
the area, including water and gas mains. Replacement of inadequate storm drainage system enabling crossing of
a DEC regulated stream beneath the roadway was also undertaken during the contract period. The stream was
diverted during low flow period and the existing culverts were replaced with an aluminum arch plate structure with
concrete head and wing walls.
