Our consulting engineering practice has been concentrated from central Westchester, throughout Putnam and into southern Dutchess County, with historical concentrations in the Cities of Peekskill, Beacon, and Poughkeepsie; the Towns of Cortlandt, Carmel, Kent, Patterson, Philipstown, Putnam Valley, Fishkill, and East Fishkill; and the Villages of Cold Spring, Nelsonville and Fishkill. Our vice president for engineering, John P. Delano, P.E., currently serves as Chairman of his hometown planning board in the Town of North Castle, New York. He has been board member since January, 2004. We understand the need for timely preparation of documents that comply with Town submission requirements. Likewise, we can appreciate the thorough and timely review of an application, not only from the applicants perspective, but also from an agency's perspective relative to mandatory timeframes for regulatory compliance. We are also cognizant of an applicant's obligation to pursue satisfaction of approval conditions in a timely fashion, as well as to follow through with timely filing of plats with the County Clerk's office. We will perform study and reporting on proposed development matters as the Planning Board requires. We believe site visits are an invaluable tool for all those involved in a project. They afford the reviewing authority an opportunity for an understanding not necessarily attainable from merely reading a plan. Likewise, they afford the applicant an opportunity to explain their plan and its supporting documentatio~t in the project setting. This lends for a better understanding of the project as a whole. We will attend all site visits deemed necessary by the Planning Board. John P. Delano, P.E. is the Licensed Professional Engineer to be assigned to the purpose of this proposal. He is the licensed professional in charge of all engineering services provided by Badey & Watson. Professional engineering services in comiection with applications for ]and usage, special use permits, site plan approval, subdivision of land and related matters brought before and determined by the Town of Wappinger Planning Board as needed, will be performed by the appropriate technical engineeriig staff, licensed professional staff, consulting professional, or other principal, as determined by and under Mr. Delano's direction and supervision. This manner of delegation, direction and supervision enables provision of more cost effective greater net service within the same timeframe. All written reports, technical reviews, comments and recommendations with respect to such matters will be reviewed, edited as necessary, finalized and signed by John P. Delano, P.E. Site inspections as appropriate and necessary and as requested by the Town of Wappinger Planning Board will be performed by the engineer, other licensed professional staff, consulting professional, or technical engineering staff possessing the requisite minimum level of competence as determined by the engineer and agreed to by the Chairman. The engineer will be in attendance at all Planning Board meetings and other meetings as needed, except as otherwise unavailable due to illness, emergency, or unforeseen scheduling conflict. In such event another principal, consulting professional, or technical engineering staff member, possessing the next highest level of competence for the subject of that meeting, as determined by the engineer and agreed to by the Chairman, would be made available. November 11, 2011 RFP Town of Wappinger Planning Board Page 3 of 14 The engineer will provide assistance and work collaboratively with staff from the Department of Planning, Code Enforcement and with all involved departments and agencies of the Town of Wappinger, as requested, within scope of his professional expertise and that of the firm's resources. Additional services as requested by the Town of Wappinger Planning Board will be provided within scope of the engineer's professional expertise and that of the firm's other resources as approved with Chairman. The firm's principals combined possess over 200 years of experience in surveying, engineering and municipal board work; and in combination with the aforementioned consulting and technical engineering staff the firm possesses an additiona150 plus years of experience in engineering and municipal board work. In addition to the Principals, other consulting professionals, and technical engineering staff listed above, Badey & Watson employs ten additional technical staffers, two office clerks, and abookkeeper/office manager; all full time. We also employ apart-time accounts receivable clerk, and a variable number of summer employees. Among our additional technical staff is another NYS Licensed Land Surveyor, one senior field parry chief/survey technician, four additional party chief/field surveyors, a GPS field specialist, one office technician/CAD operator, and two additional CAD operators. Aside from the principals, our surveying staff has a total of close to 100 years of experience. Our surveying technician(s) and CAD operators are also familiar with and accustomed to performing limited engineering tasks as well. Our office clerks are generally familiar with the land development approvals process, as is our office manager, having to deal with applications, forms, maps, etc. on behalf of our varied clientele. These three people possess a total of 46 years experience with our firm. Our bookkeeper is intimately familiar with special payroll requirements for prevailing wage rates and certified payrolls, where required. The day to day operations necessary to keep the office running are generally handled by the office manager. The daily work of most survey personnel is generally managed directly by a licensed land surveyor, principal or otherwise, or our senior chief. Our engineering staff works both independently on assigned projects of varying magnitude and scope, or under direct supervision of more senior staff, or a principal, on more complex or specialized tasks, other work of a sensitive nature, or against a firm deadline. The firm principals and office manager/bookkeeper meet weekly to review obligations, personnel, equipment and supply needs, and operations in general. Staff meetings are conducted regularly, as needed, to keep project. progress and budgets on track, and monitor personnel time management. Badey & Watson is frequently requested to evaluate the work of other licensed professionals and contractors for compliance with applicable State and local codes, rules, regulations, and ordinances, as well as the industry standard of care/practice in the area. Aside from survey and property boundary issues, applications/approvals and construction of project types reviewed have included, but were not necessarily limited to, residential and commercial subsurface sewage treatment systems, residential and small commercial building strucraral design and construction issues, public sewer and water main corrective construction, proposed drainage and pavement improvement projects, fireplace corrective construction, site evaluations for group homes (pro and con), illicit development of private recreational facilities, small commercial lot development and resulting adverse impacts, proposed subdivision development and potential adverse impact, and pool compliance with the Virginia Graeme Baker Pool and Spa Safety Act. November 11, 2011 RFP Town of Wappinger Planning Board Page 4 of 14 Various project locations include the Cities of White Plains and Peekskill, and the Towns of Harrison, North Castle, Bedford, Yorktown, Somers, and Cortlandt in Westchester County; the Towns of Philipstown, Putnam Valley, Carmel, Southeast, Kent and Patterson in Putnam County; the City of Poughkeepsie, and the Towns of Fishkill, East Fishkill and Pawling in Dutchess County. The clients for these projects include numerous homeowners, individual commercial property owners, small business owners, contractors, developers, municipalities (Towns of Cortlandt and Philipstown), State agencies (OMRDD), private organizations, aggrieved property adjoiners, aggrieved property purchasers, aggrieved home buyers, membership clubs and homeowners associations. John P. Delano, P.E. is the Licensed Professional Engineer to be assigned to the purpose of this proposal. He is the licensed professional in charge of all engineering services provided by Badey & Watson as referred to above. Mr. Delano, both personally and by direct supervision of appropriately qualified staff, did attend to the completion of all relative technical review and reports. Mr. Delano, in his continuing capacity as a Chairman of the Town of North Castle Planning Board, regularly participates in the critique and determination of compliance of applications for land usage, site plan approval, subdivision and other matters brought to his hometown. In the process. he shares his expertise offering technical comments and recommendations for both project improvement and code compliance. Badey & Watson has a long standing presence in the Lower Hudson Valley Region. The business was started in Cold Spring in 1973 as a land surveying partnership. We also offered minor engineering services through a permitted professional licensing exemption earned by one of our then partners. Additional engineering services were also offered to our clients by working in conjunction with locally practicing private engineers. While these arrangements permitted us to provide a greater scope of services to our customers, it did not allow us the ability to respond any more timely to the ever changing complexities of our clients' land development and usage applications. In order to remedy this situation, we employed NIr. Delano in 1986. Our mutual goal, to provide complete land surveying and civil engineering services directly to clients, was almost immediately furthered by the transformation of the land surveying partnership into the current entity known as BADEY ~: WATSON, Surveying & Engineering, P. C. Since inception, Badey & Watson has enjoyed a good reputation. We attribute this to our commitment to excellence through attention to detail, extending the extra effon to do the right job, delivering on our commitments, and attending to customer satisfaction. The concentration of our work outward from Cold Spring has helped us build on that good reputation. Over the years we have also acquired numerous surrounding practices and records, to solidify our ability to provide better services to a larger portion of the region. Along these lines, being in a position to provide professional services to the Town of Wappinger permits us to serve a community at large, as opposed to a selected few property owners. We believe such an assignment has the potential to benefit the Town of Wappinger by providing access to a competent, experienced and diverse engineering staff; an extensive array of surveying services are also available. Additionally, this arrangement would provide Badey & Watson an opportunity to further solidify its name in the region. In addition to our vast experience from the property owners perspective, our staff collectively possesses close to 26 years of service on municipal boards, commissions, committees, etc. This experience and proven commitment to community, combined with the other industry related talents of our staff, and affiliation with other allied professionals is certainly indicative that we possess the particular abilities and qualifications related to the services sought through this request for proposals. NYS License No. 50389 Position: Secretary Principal Professional Experience Ms. Reap has many years of Land Surveying experience. She was first exposed to the field during the fledgling years of the firm. Ms. Reap has worked in all capacities in the field where she progressed from Survey Assistant to Survey Party Chief while completing her education. Ms. Reap has been involved in property line surveys ranging from small residential lots to parcels in excess of 2,500 acres. Her present position is that of Land Surveyor. She is responsible for virtually all of the computing and research required for Mr. Watson's projects. She is competent in all areas of plane surveying computations and mapping including, coordinate geometry, AutoCAD, Least Squares Network Adjustments, State Plane Coordinate Computations, legal research, and property line determination. She has developed. a thorough knowledge of the resources available and how to access them. She is capable of doing all of the legal research necessary for the completion of a land survey. This experience was gained primarily in Westchester and Putnam Counties and includes a working knowledge of both County Clerk's offices as well as the municipal offices of many of the cities, towns, and villages in and around Putnam, Southern Dutchess and Northern Westchester Counties. Ms. Reap has completed computations for well over 2,00 surveys. Among them are the re-sun~ey of a 2,00 acre parcel and a 2,700 acre parcel. On each of these projects she worked as the primary computer and as one of the Party Chiefs. Both projects involved financing plans that required intricate subdivision computations to establish mortgage, conveyance and easement lines. Among the most complex. projects Ms. Reap has been involved in was the completion of a 900 acre survey involving the establishment of complex conservation easements, emergency access easements, leases and options. The latter transaction was so complicated that it was necessary for a surveyor to be present at the closing of title. Since 1997, Ms. Reap has taken the lead role in GPS data reduction and network balancing for the firm. During the course of this effort, she has developed an extensive network of interrelated GPS survey data. NYS License No. 001181 Position: Consulting Landscape Architect Page 12 of 14 Ms. Rice and Badey & Watson have been consulting on each others projects for more than ten years now. She brings aesthetic and artistic form to the landscaping aspect of many of our projects. Likewise, we often provide some of the underlying requisite design of structures and drainage for her projects. She works well with our engineering staff on design and detail coordination. She is also well attuned to the requisite surveying services appropriate to a project's design and construction. Among her local individual and. joint projects are residential site developments, private gardens, and public spaces in the Villages of Nelsonville and Cold Spring, as well as at the Haldane Elementary School. Frofessional Experience Ms. Rice has been involved in the design and development of numerous commercial, institutional, recreational, and residential projects in the New York metropolitan area since 1981. Her expertise covers all aspects of a project including: program and scope of work development; preliminary through final design development; contract document preparation, estimating; and construction supervision. She has a rich understanding of the history and theory of landscape design, a thorough knowledge of plant material, and awell-developed technical design ability. These characteristics are reflected in work that is heavily influenced by her deep respect for the relationship between the land and the architecture of a project. She has served on the teaching staff at The New York Botanical Gardens, as an instructor of the History of Design, and has been a guest lecturer for The National Council of State Garden Clubs. His duties as Assistant Engineer include responsibility for the firm's continued successful involvement with the Putnam County Septic Repair Program, as well as responsibility for drainage analyses and Storm Water Pollution Prevention Plans. During his tenure he has completed numerous seminars to remain current with alternative technologies permitted for small sewage treatment systems and NYSDEC Stormwater Regulations. He is involved in the civil engineering design and analysis aspects of individual residential and small commercial site plans and subdivisions. Professional Experience Mr. Snyder's work in the field of Civil Engineering has provided service to both private and public sector clients. His municipal engineering experience includes working with the Town of Cortlandt Engineering Department staff on sewer, water main and drainage projects. Also with the Westchester Joint Water Works and City of Peekskill Water Department on water main extension approval, inspection, disinfection, testing and certification of construction compliance. During his tenure his responsibilities included design, presentation_and review with developers and Municipal officials, State and County permitting, assist in the preparation of bid documents, construction inspection, and construction compliance certification for public improvement projects involving water main and sewer extensions. Mr. Snyder's work on behalf of clients in the private sector includes office and field work necessary to residential subdivision and light cormnercia.l site plan design and analyses, including minor structural designs, sewerage and water supply deigns, hydraulic and hydrologic analyses for storm water pollution prevention plans and storm water management systems, wetland mitigation plans, compliance with site related ADA guidelines, preparation of environmental documents, and application of local municipal planning, zoning, and environmental regulations, as well as presentation of plans to those local boards; septic system testing, design and permitting where required. CALABRESE Position: Engineering CAD Technician Mr. Calabrese came to Badey & Watson July 1999 upon completion of a CAD Certificate Program. He worked part-time into 2002, while doing coursework toward his A.A.S. degree. He began full time employment in the Spring of 2002, while completing coursework on his degree. His duties as an Engineering CAD Technician include responsibility for consistency across all engineering details, drawings and plans formally issued by our engineering staff. He is also charged jointly with a surveying CAD technician and IT staffer to resolve day to day issues with drafting production, and to keep abreast of necessary software changes for the firm to remain current, while working within budgetary constraints. Professional Experience Under varied levels of supervision, Mr. Calabrese has performed work on projects for both private and public sector clients. His municipal engineering experience includes working on sewer main design, detailing and as-built plans prepared for the Town of Cortlandt Engineering Department, as well as extensions of a public water main. He has also performed limited inspections of public sewer and water main installations.
