Stone, P.E., B.C.E.E., will serve as the initial point of contact for this term contract and be the Senior Project Manager for all assignments. Carl will have ultimate responsibility for the success of this contract, interacting with the Town Planning Board and officials coordinating assignments. Carl has a proven track record being part of the proposed team and meeting expectations of towns and villages. Engineer and Board Certified Environmental Engineer, Carl has over 25 years of civil engineering experience, including water/wastewater/stormwater systems design and construction, management of demolition projects, and permitting. He sits on the Board of Architectural Review for Tuxedo Park, the Environmental Conservation Board in Carmel, and attends the Planning Board meetings in Tuxedo Park when Mr. Richard Messer, P.E. cannot attend. Carl is currently managing projects for the Village of Tuxedo Park, New York; Town of New Castle, New York; Town of Greenwich, Connecticut; and the Storm King School in Cornwall on Hudson, New York. These projects involve coordination of permitting and design review by various local, county, and state agencies. These include, but are not limited to local planning boards, county health departments, NYSDEC Region 3, and the NYCDEP. Mr. Richard J. Messer, P.E. will serve as Principal-in-Charge and a point of contact for this term contract. Rich is a New York registered Professional Engineer and serves as the Regional Manager of our Poughkeepsie office, which will serve as the hub for our services to the Town. Rich has over 30 years of experience supervising numerous multi-disciplinary projects requiring evaluation, design, permitting, construction oversight, and cost estimation services, and as Principal-in-Charge will have overall responsibility and accountability for our team's effort. His recent project work includes management of municipal engineering projects in the communities of Rhinebeck, Red Hook, Tuxedo Park, and New Castle and he sits on the Planning Board of Tuxedo Park. Mr. Stone and Mr. Messer will work together to ensure adherence to schedules for all projects assigned to Weston & Sampson. The existing Oakwood Knolls Sewage Treatment Plant which serviced Wappinger Sewer Improvement Area No. 1 was presently in violation of its SPEDES permit limitations, and the Town was ordered by the New York State Department of Environmental Conservation to comply with the applicable limitations. Weston & Sampson was commissioned by the Town of Wappinger to prepare a report on the Tri-Municipal Sewer Commission's capability to accommodate wastewater flows from the Town of Wappinger and to compare relative costs of alternative systems. In 2002, our Rensselaer Office was once again commissioned by the Town of Wappinger with regard to its acquisition of the Greystone Estate, which is now known as Carnwath Farm. We were pleased to have the opportunity to take part in developing this significant piece of property reflecting the mid-1800's romantic landscape attributed to Andrew Jackson Downing. Our landscape architects submitted grant applications and acquired funds to prepare a master plan for the estate that allowed the Town the opportunity to realize its vision for creating a strong cultural attraction that provides exhibits, activities, amenities and recreation for the community. Our master plan focused not only on the physical aspects, but also included financial and strategic planning to facilitate appealing and practical implementation for the site. Services included environmental review (SEAR), site plan/subdivision plan review (including drainage, water, sanitary sewer and roadway systems, site grading, Stormwater controls etc.), re-zoning, flood plain compliance, and complete construction phase services. Construction services include construction monitoring and field ~" observation, record plan preparation, and completion certification. We have worked on plans and specifications for water lines, sewer system investigations, building foundation repair/soil stabilization, dam investigations, dam Emergency Action Plans (EAP), and other various infrastructure needs for the Village. City of Rensselaer. New York ^ Rensselaer Riverfront Redevelopment - de LAET's Landing: Weston & Sampson staff provided consulting services to the Rensselaer Planning Commission for the review of the Rensselaer Riverfront Redevelopment proposed by U.W. Marx for the former junior/senior high school campus on the Hudson River. This project proposes 515 residential units, 165,000 square feet of retail space, 250,000 square feet of office space, a 400-room hotel, 1,830 parking spaces, a riverside public promenade, a jetty or pier, docks, and acar-top boat launch. Our services produced a final scoping document, and consulting services throughout the State Environmental Quality Review (SEAR) compliance process, including review of the DGEIS and FGEIS, preparation of the Findings Statement, and development of Design Guidelines. Compliance with the City's Local Waterfront Revitalization Program, Flood Damage Control Law, MS4 Stormwater Pollution Prevention requirements, and the City's new Comprehensive Plan factored into all our reviews and recommendations. • Apex Oil: We completed site plan review for a rail siding to the Apex Oil Tank farm in the industrialized southern portion of Rensselaer in its coastal zone, with emphasis on compliance with the City's Flood Damage Control Law. www.westonandsampson.com Weston~siampson~ Page 9 Town of Wappinger, New York Planning Board -Civil Engineering Services QUALIFICATIONS, EXPERIENCE & CAPABILITIES • Patriot's Landing: Our staff provided consulting services to the Planning Commission for the Patriot's Landing high-rise residential project, located in the City's coastal zone. Our ~ reviews covered SEQR, re-zoning, compliance with the City's Local Waterfront Revitalization Program and Flood Damage Control Law, and a complete site plan review. In this assignment, we utilized a unique "Review Matrix," which provided to all parties (the City, applicant, and consultant) a comprehensive overview of the process and a clear understanding of the responsibilities of each participant. W Grandview Estates Subdivision: As City Engineer, we served as consultant to the City Planning Commission in connection with the Grandview Estates Subdivision in the City of Rensselaer. Services included all construction phase activities including monitoring of construction progress, field observation, gathering of record information, preparation of record drawings, and certification of completion of the subdivision. Village of Menands, New York Our staff has served as consultant to the Village of Menands Board of Trustees and Planning Board for many years in connection with projects and subdivisions completed within the Village. Services included environmental review (SEQR), site plan/subdivision plan review (including drainage, water, sanitary sewer and roadway systems, site grading etc.), re-zoning, flood plain compliance and complete construction phase services including construction monitoring and field observation, record plan preparation and completion certification. Town of Middletown, New York This assignment included the review of environmental data submitted by the project owner of a resort proposal on private property at Catskill Park adjacent to New York State's Belleayre Mountain. As the resort proposal would affect the environment and economy of two counties (Delaware and Ulster) and water quality in New York City watershed, a number of agencies were involved, with the New York State (NYS) Department of Environmental Conservation as lead agency. Review responsibilities were coordinated among all involved agencies. We assisted the Town of Middletown (Delaware County) with the review of the Wildacres Resort Draft Environmental Impact Statement (DEIS), and addressed visual resources and aesthetics, cultural resources, air resources, golf course impacts, potable water supply, wastewater treatment plant, stormwater management and pollution prevention, and irrigation system impacts.
