For over 20 years, Weston & Sampson served as a consultant to the Guilderland Planning Board
for plan review, including environmental review, drainage plan review, sanitary sewer and
water system design, roadway design, as well as construction phase monitoring and field
observation for more than 13 subdivisions and a number of other projects.
Delaware County. New York
Delaware County had experienced significant residential development accommodating urban
dwellers attracted to the county's natural, rural landscape. Scenic farms were transformed into
tract housing. Forested hillsides became

Weston & Sampson was selected by the NYS Department of Environmental Conservation and is
currently under contract to provide expert assistance for lead agency review of the Belleayre
Mt. Ski Center Unit Management Plan DEIS & Modified Belleayre Resort at Catskill Park
Supplemental Draft Environmental Impact Statement (SDEIS). Senior Landscape Architect Roger
Murman serves as Project Manager and is providing consulting for this contract.
Tupper Lake. New York
Big Tupper Mountain was a closed ski center in the Town of Tupper Lake, in the Adirondack
Park. A developer submitted a plan for development to the town that included a 25%

expansion of the ski center, extensive cross-country ski and hiking trails, a marina on Tupper
Lake, a sporting clays course, canoe launches on the Raquette River, an equestrian center, and
699 new residential units on a 6,200-acre property. Teamed with The Hudson Group, we
provided general review services addressing physical development issues, such as stormwater,
wastewater, water supply, roads; compliance with town PUD requirements; method of funding
infrastructure construction; and fiscal impacts. We also advised the Town Planning Board on its
responsibilities under the SEAR procedures and the town's relationship to the Adirondack Park
Agency relative to SEAR.
City of Watervliet, New York
Our firm has served the City of Watervliet as their designated engineer and consultant to the
'"" City Council to review all commercial and residential/subdivision projects within the City and in
neighboring towns where they have involved city infrastructure traversing areas outside
Watervliet (raw water transmission main, raw water reservoir, etc.). Services have included site
plan review, environmental review, construction monitoring, and field observation.
Villaee of Scotia, New York
Our firm served as planning and engineering consultant to the Village Planning Board relative to
the Stoneridge at Scotia Subdivision, an 82-lot realty subdivision on a 106-acre site with
jurisdictional wetlands, high groundwater and rock surrounded by existing development. Our
services included compliance with SEAR (a conditional Negative Declaration was issued),
compliance with the Village Subdivision Review Ordinance, and engineering review of all
infrastructure. In this assignment, we utilized a "Review Matrix" to provide all parties (the
Village, applicant, and consultant) a comprehensive overview of the process and a clear
understanding of the responsibilities ofeach participant.
State University of New York at Albany
Our staff has served as SEAR consultant to
SUNY Albany for construction projects on the
Albany campus that are undertaken by the
campus. Services include consultation and
advice regarding general SEAR
procedures/requirements; review of
environmental documentation provided by
project sponsors; review of construction
documents for compliance with environmental documents; and preparation of notices,

^ College of Nanoscale Science and Engineering -Since 2001 this sub-campus at the
intersection of Washington Avenue and Fuller Road has experienced growth in physical
presence and prestige, adding facilities, programs and staff with the original CESTM building
as a nucleus. This growth has included several additions of office, laboratory and clean room
space; a state of the art 300mm chip fabrication prototype facility; a hazardous material
management facility; an electric substation; a central utility building; and a 500-car parking
garage. Throughout this period of growth, the University at Albany, as lead agency, has
retained our firm to guide it through the state environmental quality review compliance
process. In that capacity, we have reviewed documentation provided by the College of
Nanoscale Science and Technology and provided comment/critique to the University at
Albany, written required declarations and notices, and provided guidance on compliance
issues.
The latest increment of growth, the parking garage, is located adjacent to an established
residential neighborhood, and visual impact was an important issue. Roger worked with
representatives of University at Albany and the College to identify the methodology and
content of a visual impact analysis following DEC Program Policy for Assessing and
Mitigating Visual Impacts. The College presented simulations from agreed viewpoints in the
adjacent neighborhood, and we recommended measures to mitigate potentially adverse
impacts.
Town of Bethlehem. New York
For more than 20 years, our assignments as consultant to the Town of Bethlehem and its
Planning Board included over 30 projects and subdivisions developed within the town. Services
included environmental review, re-zoning, plan review (drainage, grading, water system,
sanitary sewer systems, and roadway design) and construction period services including field
observation of construction and construction/contractor monitoring (shop drawing review,
scheduling, etc.).

any time so that they inay monitor the financial progress of their project. Vision also allows
project managers to chE~ck the time and expenses that are charged to a project during any given
time period and project to date, the total money already billed to the client, and the project
aging information (acc~~unts receivables). The project managers review all invoices prior to
submitting them to the client to check for accuracy and identify potential errors, such as
incorrect time sheet err:ries.
Projects can be set uK~ with three levels of detail: the project, phase, and task levels. All
projects are set up in /ision with a project number (for tracking). Projects can be split into
individual phases (as a subset of the project) and also individual tasks (as a subset of each
phase), if required. Using Vision, we can provide a detailed financial breakdown at any or all of
these levels. We can, t~erefore, set up budgets and monitor charges at the individual phase or
task level if required.

State-of-the-Art Design and Project Management Tools
Timely and effective information transfer is a critical component for project success. Weston &
Sampson routinely employs a range of communication and meeting technologies to facilitate
timely and cost-effective communication and information transfer between the project
management team, engineers and designers, and our clients, including video conferencing,
project web sites, and ~~n-line meetings.
At the start of each project a central project file is established. All project documents, including
correspondence, interim deliverables, contract documents, schedules and budget reports are
maintained in this central file location. The files are backed up daily on a secure server,
minimizing data loss in the event of a server malfunction/failure.
'O1 Weston & Sampson employs the latest in technology to support design and continually reviews
and updates this technology. Weston & Sampson maintains in-house a variety of hydraulic
models, including those for runoff and storm flow hydrographs development and analysis,
reservoir storage and discharge, open channel and pressure flow, including complex pressure
transient modeling to Evaluate short term pressure transients (water hammer) in force mains.
In addition we use the BioWin wastewater process model for evaluation and design of
biological wastewater treatment processes.

finalized. During critical points in your projects, each of these proposed team members will
be available as necessary for successful project completion.
Management Approach & Staffing
The Project ManagemE~nt Team for all projects for the Town will include at a minimum a
Principal-in-Charge, Project Manager and Project Engineer. These individuals are responsible
for project management and coordination and shall be fully familiar with the progress and
status of the work. This; multiple-member team provides for backup points of contact for both
the Town and other as~~igned staff to keep the work progressing expeditiously, should one of
the members be unavailable for any reason. Typically, we encourage our clients to identify a
lead contact and/or prc ject manager to act as the primary point of contact for project related
matters through which project related communications with the client are routed, as well as a
backup contact in the event the primary contact is not available. We find that this reduces the
potential for miscommunication. Our core management team functions as the "clearing house"
for project related infor ration and responsible for communicating with appropriate staff.
The proximity of the care management team to the Town and its facilities supports timely
response to the Town for scheduled meetings, routine face-to-face communication, and/or
field data gathering and observations, as required, to obtain critical information in a timely
fashion.
We have assigned our key staff members whose fields of expertise and project work experience
best match your needs. An organizational chart illustrating the structure of Weston &
Sampson's project team is included on the following page. One-page resumes for these team
members are provided in Appendix A. Senior staff typically attend the Planning Board Meetings
and as project data is received from the applicant by the Town and distributed, Weston &
Sampson schedules in-house staff to conduct the review with final reviews completed by senior

staff that lead to final review documents being sent to the Town summarizing our findings and
noting any further information needed if the application is not complete.
Internal Quality Assurance Policies and Procedures
The Weston & Sampson team has more than the required resources to complete reviews and
comment on applications before the Planning Board within the agreed upon schedule. Our
project management tE~am will utilize tight control measures to assure quality, remain within
budget and complete tie work within the allocated time frame. We will do this by using our
technical review process along with our project management software system.
Weston & Sampson bE~lieves that Quality Assurance/Quality Control (QA/QC) is an essential
element of profession~il service and its management. We further believe that quality and
service will be realized with careful and deliberate management, competent project staff,
thorough coordination, constant communication, early and frequent review and checking of the
work product, and documentation of that review and checking. The project team will deliver
this quality service by using Weston & Sampson's in-place QA/QC procedures as the basis of a
C!A/QC program.
Regular and Frequent Communication
Upon notification to proceed on a project, Weston & Sampson schedules akick-off meeting
with the client and app ~opriate individuals to thoroughly review the scope of work and project
plan, confirm the desired outcome and establish lines of communication that will be in place for
the duration of the prof pct. The most important action items that come from this meeting are:

Routine design meetings are held internally to address design conflicts or issues that may arise
in order to develop a resolution in a timely fashion and maintain progress and meet the project
deadlines. Short and concise design meetings may be conducted as often as every week
depending on the project requirement and schedule.
Design review meetings with the client are held at various intervals throughout the design
process. These meetings can and many times do include a formal presentation of the project
progress to the owner. These meetings may be conducted in the middle of the process (30%
and 60%, or perhaps z single meeting at 50%) with a final presentation/meeting at 95% to
100%. Progress meetings help us ensure the owner that our team is approaching the project
with a sound and cost effective technical solution. The Weston & Sampson approach to design
is based on scheduled end on-going communication between the project team and owner. This
design approach has proven to produce excellent results, reflected in Weston & Sampson's
history of long-standing relationships with our clients.
g. ABILITY TO PF;OVIDE DIGITAL FILES
Completion of project tasks is achieved through the use of state-of-the-art robotic and
electronic instruments. When field work is completed, the information is uploaded into our
computers where a technician transforms this information into working drawings. This
electronic transfer of information allows us to move from field work to design work in a
relatively short period cf time, and since we have our own field crews, the field staff are readily
available to the design staff to verify or confirm conditions shown on the base mapping. Design
work is completed in-hc use, using AutoCAD or AutoCAD Civil 3-D.
As a progressive engineering firm serving municipal clients, Weston & Sampson is proficient in
working with Microsoft Word, Excel, AutoCAD, and Adobe Acrobat. We are diligent in providing
our staff with hardwa~~e and software upgrades and training to ensure the best possible
deliverables to our clients.
Upon completion of any given project, Weston & Sampson is easily able to transmit all hard
copy deliverables in a digital format.
