planning and engineering services enable us to provide a unique multi-disciplinary approach to
our municipal clients. We can provide all requested consulting services to the Town of
Wappinger-as we are a one-stop shop.
Our firm's professional orientation has been to favor well-designed, appropriate development,
making certain that it addresses community revitalization, design and socio-economic needs
while respecting community character and environmental conditions. We strive to balance
needs with environmental conservation objectives, addressing steep slopes, wetlands,
waterbody protection, etc., recognizing that development and environmental protection are
not mutually exclusive. We have a highly qualified staff of professional planners, civil and
transportation engineers, environmental scientists (flora, fauna, wetland, waterbody, etc.), and
landscape architects and designers who share our objectives. Because VHB/Saccardi & Schiff
provides all of these services, we can bring continuity and consistency to our municipal clients.
All services are provided by our in-house staff, which can be called up to review each
component of an application and provide a holistic response that accounts for all important
environmental variables.
In addition VHB/Saccardi & Schiff are on the leading edge of climate change and sustainability
review in the Hudson Valley. We recently completed a sustainability plan for the City of Albany
and are continuing with follow up work there, while also undertaking a similar assignment in
the Town of Bethlehem, NY. Reviewing applications with an eye on their overall impact to the
environment, and a cognizance of their contribution to the overall ecosystem is becoming even
more important when our weather is unpredictable, and our rivers, lakes and streams are
flooding more than ever.

zoning compliance, permitting, site design layout, grading, utility design, environmental
permitting, and design for remediation projects including brownfields redevelopment. He has
served on various municipal boards and committees, and is well suited to explaining difficult
and/or complicated topics in terms that everyone can understand.
Mike would be supported by John Canning, PE, Director of Transportation for our White Plains
office. John has over 25 years of traffic engineering and transportation planning experience,
including experience in Putnam and Dutchess Counties. John has provided traffic engineering
and transportation planning consulting services to the planning boards of the Towns of
Woodbury, Cortlandt, Bedford and Goshen, NY as well as to the Villages of Ardsley, Tarrytown,
Nyack and Elmsford. John also played an important planning and traffic engineering roll on the
reconstruction of US Route 9 and I-84, including a redesign of their interchange, also in Fishkill,
NY. With a broad spectrum of engineering and planning experience on both sides of the ledger,
the VHB's White Plains office is particularly well qualified to assist the Town of Wappinger in
addressing future transportation issues.
Additional VHB staff would also be available to assist Nina if necessary. For the review of an
environmental impact statement, other firms typically sub-contract with wetland experts,
archaeologists and other environmental specialists. VHB has these staff resources in-house,
which increases efficiency, and reduces time schedules and costs.

Comprehensive Plan
Highland Falls, New York
The firm was selected by the Village of Highland Falls to prepare a
Comprehensive Plan for the community. The Village is located on the
Hudson River in Orange County, just south of the United States Military
Academy at West Point. This Comprehensive Plan was developed with
the Village of Highland Falls Comprehensive Plan Committee. The Village
and the abutting Town of Highlands collaborated in a joint Village/Town
planning process to identify common issues and objectives such as the
potential use of shared services and a coordinated regional tourism
program. A separate Comprehensive Plan was prepared for the Town
of Highlands.
The Comprehensive Plan consists of a land use plan, recommended
zoning text and map changes, and design guidelines focusing on
the Village downtown area and its entry corridor. The plan calls for
modifications in multi-family development densities, with incentives for
downtown redevelopment and senior and affordable housing. It also
includes recommendations designed to create greater opportunities for
open space and recreation, and capture tourism through the Village's
historic character and proximity to the Hudson River.

VHB is preparing a Master Plan Update for the Town of Stanford in northern
Dutchess County, New York. The Town of Stanford is a predominantly
rural community comprising approximately SO square miles including
seven hamlets: Attlebury, Bangall, Bear Market, McIntyre, Stanfordville,
Stissing, and Willow Brook. The 2000 Town population was 3,500 with
a population density of approximately 70 persons per square mile.
The Master Plan Update project is being prepared in conjunction with a
Town Board appointed Master Plan Committee comprised of nine Town
residents. The Plan is proposed to be completed within eight months
and includes a significant public outreach process, with approximately
20 meetings over the project timeline. Significant issues to be addressed
in the Plan include preservation and conservation of natural resources,
protection of scenic viewsheds and historic resources, and examining
residential densities within the Stanfordville Hamlet core.

On behalf of a variety of municipal clients including the Village of
Sleepy Hollow, the Village of Elmsford, the Village of Ardsley, the Town
of Newburgh and the City of Yonkers, the firm provides site plan and
subdivision review services to municipal planning boards and locally
elected officials.
The firm routinely attends planning board meetings to advise on
application processing and specific site plan and subdivision review
issues. Responsibilities include preparing detailed reviews, coordination
with applicants, and presentations before the planning boards.

For the New York State Department of Transportation, VHB assisted
in the preparation of corridor studies within the cities of Port Jervis
and Middletown, New York. Corridor studies included evaluation of

real and perceived traffic circulation issues.

The Knolls of Dover, Redevelopment of the Harlem Valley Psychiatric Center, Dover, NY - principal
For a private developer, completed an overall redevelopment plan and phasing strategy for a
new urbanism community focused around Metro North Railroad's Wingdale station in eastern
Dutchess County. Services included coordinating a consulting team, serving as a liaison
between Town staff and consultants, preparing and presenting information at large public Mr. Saccardi is a professional
meetings, and processing local approvals, including a Draft Environmental Impact Statement, a
Final Environmental Impact Statement, and Environmental Findings. The plans call for planner with extensive
concentrated development of 1,400 owner and renter housing (single family homes, townhomes, experience providing
stacked town houses, flats, lofts and apartments above stores) and 250,000 square feet of
village center retail space on 35 percent of the site's 1,000 acres. In addition, the plan preserves consulting services
on site historic buildings, provides an on-site trail system and sets aside 10 percent of the units throughout the New York
as workforce housing.
Metropolitan Region.
Dutchess County Consolidated Plan- Prepared amulti-year plan for the utilization of HUD
funds in the City of Poughkeepsie and throughout the balance of Dutchess County. The study 41 years of professional
included an assessment of housing and community development needs, a consistency review of
these needs with overall County and City planning and revitalization policies and an examination experience
of housing for seniors, families, the homeless and special needs populations.
New Community in Historic Hyde Park, NY -Coordinated the preparation of environmental
studies for the development of a mixed use development on a 350-acre site directly across from
the Culinary Institute of America (CIA) in Hyde Park, NY. The proposed plan encompasses a CIA
adult education building and adjacent hotel/conference center, flanked by a village downtown
area with shops, restaurants, cafes of a variety of housing units within close walking distance of
the village retail facilities and a series of pocket parks and large passive open space areas.
New Community on the Hudson, Waterfront at Fishkill, NY - Directed a land planning, zoning,
environmental assessment and processing assignment for 1,139 unit community on a 400-acre
riverfront site, including single family and multi-family housing, a commercial marina and
waterfront park, a Hutlson River Greenway trail, a historic artifact museum, as well as a
shopping, restaurants and community facilities and services. The multifamily component included
280 units of affordable rental housing. The project included a Generic Environmental Impact
Statement and site-specific environmental studies.

Comprehensive Plan Town of HighlandsNillage of Highland Falls, NY -Prepared separate
comprehensive plans for the Village of Highland Falls and the Town of Highlands through an
integrated municipal planning process. The project included a needs assessment, community
visioning and goal setting, and the preparation of separate comprehensive plans for the Village
and the Town. Follow up work included implementing the recommendations made in each of the
plans, through zoning revisions and SEQRA review.
Omega Institute for Holistic Studies, Master Planning Studies, Clinton, New York- Prepared
a Master Plan for the Omega Institute, including a comprehensive analysis of existing site
conditions. The analysis of existing conditions led to the preparation of an opportunities and
constraints analysis for the future preservation and development of the campus.
Northern Dutchess County Housing Study, Dutchess County, New York - For a private
developer, prepared a study of existing and proposed multi-family housing developments and the
municipal tools used to regulate multi-family housing in northwestern Dutchess County. The
report presented general housing and demographics for Dutchess County and then more
detailed data for Town and Village of Red Hook and the Village of Tivoli, the Town and Village of
Rhinebeck, and the Town of Milan. Additional detail was provided for the Town of Red Hook and
its Villages.
Hudson Heritage Park, Town of Poughkeepsie, New York - For CPCR, preparing all SEQRA
related documents (Scoping Document, DEIS, FEIS, and EFS) for amixed-use development on
a Federal and National Register listed property in the Town of Poughkeepsie, New York. The

Chelsea Property Group, Liberty Village Premium Outlets, Flemington, NJ
Project Manager for Planning Board permitting and production of construction
drawings for an expansion of the existing Liberty Village Outlet Center. The project
involved the addition of a 24,000 square foot retail space and associated parking and
utility improvements. The project required incorporating a proposed development into
the existing infrastructure of the shopping center to minimize required approvals and
disturbance of existing activities.
The Stop & Shop Supermarket Co. Various Locations
Working directly as VHB's liaison with the Stop & Shop real estate manager, responsible
for managing VHB's team in design, permitting and constructing services for new and
renovated stores. Mr. Junghans directed site evaluations, due diligence, fit studies and
concept development to assist the client in site selection. He was also responsible for site
plan permitting, construction services of multiple stores. To perform these tasks, he
managed VHB's multidisciplinary team, which provided surveying, environmental,
civil engineering and landscape design as well as subcontractor procurement and
management. He also made presentations to various town, city and regional agencies
involved in approvals for the sites.

Mr. Junghans has been responsible for managing VHB's team in design, permitting and

construction services for Digital Realty in the New Jersey Market for facilities from
150,000 to 250,000 square feet. VHB provided Site Plan Application and professional
testimony services for engineering and planning for the municipal and County Planning
and Zoning Board process; environmental permitting services through the New Jersey
Department of Environmental Protection (NJDEP) to allow procurement of equipment
and construction services interfacing with Digital Realty's multidisciplinary group of
architects and MEP engineers to develop construction phasing plans.

This cost proposal assumes that all Planning Board application materials will be transmitted electronically
or by mail to our team at least one week in advance of each meeting to provide ample review time. Costs
for transmitting these materials to our consultant team would be accommodated by Planning Board
applicants via escrow accounts.
Hourly rates for professional staff include all secretarial, clerical and administrative services, local phone,
and mileage. Unless otherwise impractical, all correspondence from our team to the Planning Board and
applicants will be transmitted electronically. Paper copies of review memos and other relevant documents
would be prepared for the Planning Board members by the Planning Board secretary in advance of
meetings.
