MORRIS ASSOCIATES ENGINEERING CONSULTANTS, P. L.L.C. is a multi-

Among the varied professionals on staff, the following disciplines are
represented
• Civil Engineers
• Structural Engineers
• Architectural Engineer
• Mechanical Engineer
• Electrical Engineer
• Environmental Engineers
• Construction Inspectors
Since its inception, MORRIS ASSOCIATES has provided professional services
to local governments at all levels, including villages and towns of all sizes.
MORRIS ASSOCIATES is proud of our service to Planning Boards and, as the
enclosed chart shows, we now have twenty-eight municipal Planning Boards as
clients. A single professional (in this case, Robert Gray, PE) is the Project
Engineer assigned to your Planning Board. Although he will attend all meetings
and be responsible for all reviews and correspondence, he will also have the
~` ability to coordinate any "internal resources" needed to provide the Planning
Board with timely actions on applications before the Board.
The majority of our work experience (and greater than 70% of our workload)
it
comes from extensive, long-running relationships with municipalities. Our
success is predicated on providing timely and effective reviews, etc. for
applications before the Planning Board. We understand the financial burden to
,,,, developers or other applicants, as well as our accountability to the Board. We

of life issues. We provide honesty, a high level of information
~, sharing/communication, excellent record keeping and attention to detail
+~ MORRIS ASSOCIATES has, after more than 40 years of municipal service
experience, acquired extensive knowledge and expertise in all aspects of Town
'~" Code review work and SEQR review procedures including EIS procedures and
reviews. We focus on such engineering matters as roadway design, utility
~` layout, stormwater management, traffic impact studies, floodplain
determination, stream crossings, central wastewater collection systems and
treatment .plants, central water supply systems and treatment and storage
systems, archeological impacts, wetland impacts and, with a consultant, a lake
restoration proposal. Because we have been involved with local agencies for so
,,, many years and have built solid relationships with Dutchess County Health
Department, Dutchess County Department of Public Works, New York State
r. Department of Transportation, and New York State Department of
Environmental Protection, any problems and questions can be easily discussed
and solved to everyone's benefit without long, drawn-out arguments.
" MORRIS ASSOCIATES has consciously built a specialized team of professional
expertise and local client specific experience so that we can offer unparalleled
i
consulting services. Everyone here is committed to using the most
appropriate review methods from initial meetings with large commercial
applicants to the small, family subdivision. The Planning Board Engineer
Consultant works in concert with the Board while protecting the zoning
regulations and building codes of the Town, along with quality of life.

~` MORRIS ASSOCIATES has assembled a comprehensive team of
professionals to provide technical knowledge and experience for your
Planning Board consultation. Although one professional is your contact
(Robert Gray, P.E.), there are qualified personnel prepared to assist when
necessary - either because of time constraints or specific experience.
Selected staff resumes have been included with our proposal. We are
certain that our proposed team will give you the most competent
consultation for the Planning Board requirements. Please review below the
specific qualifications of our team:
ROBERT GRAY, P.E., has been responsible for the past four years for all
the Town of Wappinger Planning Board engineering reviews. He will still be
your primary contact and the Consulting Engineer for the Board should you
choose our organization. He not only provides timely and comprehensive
review letters, but familiarizes himself (often on his own time) with the
specific site location and application so that he can address any questions or
,,, concerns that might arise during the board meetings. Bob has worked and
lived in and around the Town for over thirty years. He also has the
advantage of cumulative infrastructure knowledge for the entire Wappinger
area due to his history as owner of Mid-Hudson Pollution Control (a public
water supply and wastewater treatment facility company). As Managing
Engineer with Morris Associates, Bob is an interface between the Planning
Board and all the applicants. With his extensive background dealing with
- businessmen, builders and developers, he has the ability to make the
applicant feel he is being treated fairly while still protecting the quality of life
for the Town.
ANDREW LEARN, P.E. has an extensive background with review of
Planning Board applications and has a diverse background and experience in
NYSDEC Stormwater regulations, including Stormwater Pollution Prevention
Plans (SWPPP's). He also has review background involved with subdivisions
and site plan developments, road designs, highway improvement projects,
culvert designs, parking lot designs, commercial properties, permitting,
approvals, etc.
MICHAEL TAKACS has an extensive background with review of Planning
'~" Board applications. Mike has served for several years as one of the firm's
representatives to the Pleasant Valley Planning Board (as well as the Zoning
~r Board and Highway Departments). He has also served as Consultant to the
Hyde Park Planning Board, involving responsibility for reviews to Planning
Board (as well as Town Board, Zoning Board, Highway and Recreation
Departments). He has been responsible for reviews involving subdivision
layouts, site plan designs, road layouts, and construction inspection to
assure compliance with construction documents and local and state codes.
