An exploration of the relationship between the communities concerns and ideas is taken to address the more complex issues involved in the amendment and updating of the Master Plan. Information gathered is compiled into a usable format and reviewed with the Town Board to establish a targeted list of planning and land use issues of concern and study. Community involvement throughout any Comprehensive Plan review and amendment process is essential to ensure that the update is reflective of all sectors of the Town and embraced with broad acceptability. Input from the community can be obtained in various formats, such as public forums, written comments, focus groups, and interviews. Implementation strategies which target specific growth, development or resource preservation activities of the Town may require new or strengthened land use controls to foster said growth and development. An evaluation of the existing Comprehensive Plan and any proposed revisions is undertaken to determine which resource sections are adequate as originally stated or which require updating to properly reflect changes in the Town since the adoption of the current Comprehensive Plan; changes in natural resource focus; omissions of areas that are now significant; regulatory changes; revised Town priorities; and so on. MDRA provides needed analyses and draft language for each targeted Comprehensive Plan revision and update issue; related maps, exhibits and plans are also prepared, resulting in a Draft Comprehensive Plan Amendment (Update). Based on the study and research conducted above, a series of tasks and changes to existing zoning, land use and environmental ordinances, regulations and procedures can be identified. These are included as implementation strategies in the Comprehensive Plan. Issues and target topics are prioritized into a series of recommended implementation strategies needed to implement the findings of the Comprehensive Plan components into a "Comprehensive Plan Implementation Schedule". Work sessions are held with the Town Board to determine if, when, and how best to act on the implementation recommendations in order to yield the greatest benefits for the Town. Once a prioritized Comprehensive Plan Implementation Schedule has been developed and finalized, based on concentrated and collective efforts, the specified implementation tasks and changes to the zoning, land use and environmental ordinances, regulations and procedures can be pursued with greater direction and vigor. During the process of identifying and researching issues of concern, gathered data and implementation concepts are incorporated into arevised/updated Comprehensive Plan. The focus on the issues of concern may result in the identification of various minor or "quick-fix" type of code, ordinance, regulation or procedural changes which would support the planning change being formulated immediately. These can be processed and implemented by the Town while the other identified recommendations, requiring more intense study or greater scrutiny, are pursued. He conducts and reviews wetland delineations for federal, state, and local municipal agencies and private clients; works closely with clients and regulatory agencies on permitting issues related to wetlands, rare plants and animals, and significant habitats; and writes/reviews the Natural Resources sections of Environmental Impact Statements. He conducts potential site development impact analyses for many different types of projects and makes recommendations for appropriate mitigation. Dr. Bridges interacts routinely with clients, engineers, Town Planning Boards, attorneys, regulatory agencies, environmentalists and other scientists in connection with land use development reviews and a broad spectrum of natural resource issues. He also has taught Botany at the Institute for Ecosystem Studies and leads workshops on various aspects of wetland identification invasive species and other topics dealing with the natural environment. Dr. Bridges has served as the Coordinator of Environmental Education for the New York Botanical Garden, Bronx, NY; as Director of the Weis Ecology Center, Ringwood, NJ; and as Director of the National Park Service -New York Botanical Garden Cooperative Research Unit for the northeast coastal region. Team leader for the design, planting and establishment of coastal mangrove -saltwater cordgrass plant community associations along the Florida coastline and within a constructed lagoon.
