2006-1162006-116 Resolution to Authorize Purchase Orders for the Town Recreation Department At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on the 4/10/2006. The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll being called, the following were present: PRESENT: Supervisor - Joseph Ruggiero Councilmembers - Robert L. Valdati Vincent F. Bettina ABSENT: Joseph P. Paoloni Maureen McCarthy The following Resolution was introduced by Councilman Valdati and seconded by Councilman Bettina. WHEREAS, the Recreation Committee has requested three purchase orders for tick Spraying for May, June/July, and September/October, and WHEREAS, the Recreation Commission received bids as follows: Company Bid Bug Busters $4,900.00 per visit N.Y. Tick Control $5,032.50 per visit Craig Thomas Pest Control $5,870.00 per visit WHEREAS, The lowest bidder for tick spraying is Bug Busters, at a cost of Four Thousand Nine Hundred and 00/100 ($4,900.00) per visit NOW, THEREFORE, BE IT RESOLVED, as follows: 1. The recitations above set forth are incorporated in this resolution as if fully set forth and adopted herein. 2. Three purchase orders are hereby authorized in the amount of Four Thousand Nine Hundred and 00/100 dollars ($4,900.00) payable to Bug Busters payable from Account A-7110.43 The foregoing was put to a vote which resulted as follows: JOSEPH RUGGIERO, SUPERVISOR Voting: AYE ROBERT L. VALDATI The following companies submitted bids to perform the tick spraying for our Town recreation areas for 2006. Bug Busters $4,900.00 per visit N.Y. Tick Control $5,032.50 per visit Craig Thomas Pest Control $5,870.00 per visit The low bidder is Bug Busters. They have stated that they will be requiring the use of Town water to complete the job. The hoses that they will be using will have anti -siphon valves to eliminate the possibility of backwash into the water system. They will be using the NYS approved chemical that was used in previous years. The second lowest bidder, N.Y. Tick Control, has done and excellent job over the past years, and we would like to propose using them again this year. N.Y. Tick Control brings their own water and sprays over 10 feet beyond our required park perimeters. The amount difference, per spraying, is only $132.50. May we have your approval to use N. Y. Tick Control again this year. If so, we would like permission to obtain three (3) P.O.'s in the amount of $5,032.50 each. One P.O. will be for the May spraying, one for the June/July spraying and the last one for the Sept/Oct spraying. The funds will come out of Acct. # A-7110.434 Ralph J. VALDATI I am in receipt of your memo requesting a purchase order for tick spraying in town parks. In your memo you state that you received three bids for this project, and request that the Town Board authorize the bid for the second lowest bidder, NY Tick Control. The Town Board is required to authorized bids to the lowest bidder unless there are circumstances in which it can be justified to exclude that bidder. In your memo, you state that the lowest bidder, Bug Busters uses an anti -siphon valve to eliminate the possibility of contaminating the water supply. The reasons you outline in your memo do not disqualify Bug Busters. The purchase order request for tick spraying will be on the April 10th agenda, and the Town Board will be awarding the bid to the lowest bidder Bug Busters.
