2006-1632006-163 Resolution Awarding Bid for Traffic Warrant Analysis At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on June 26th, 2006. The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll being called, the following were present: PRESENT: Supervisor Councilmembers ABSENT: Joseph Ruggiero Robert L. Valdati Vincent F. Bettina Joseph P. Paoloni Maureen McCarthy The following Resolution was introduced by Councilman Valdati and seconded by Councilwoman McCarthy. WHEREAS, The Town of Wappinger Town Board had Jay Paggi, Town Engineer, to go out to bid for a company to perform a Traffic Warrant Analysis at the Intersection of Route 9D and the Montclair Town homes Access Drive, and WHEREAS, Jay Paggi, in his letter dated June 19th, 2006, which is attached hereto, has received two bids, which are as follows: Company Price Frederick P. Clark Associates, Inc. $3,500.00 John Collins Engineers, P.C. $3,500.00 WHEREAS, the Town of Wappinger Town Board awards the bid for the Traffic Warrant Analysis to Frederick P. Clark Associates, Inc. in the amount of Three Thousand Five Hundred and 00/100 ($3,500.00). NOW, THEREFORE, BE IT RESOLVED, as follows: 1. The recitations above set forth are incorporated in this resolution as if fully set forth and adopted herein. 2. New ork I �r■i�1 ■ I I �� Dear Jay- In ay In reference to your letter dated June. 8, 2006, we arc pleased to submit this proposal for the Town's consideration to conduct a traffic signal warrant analysis for the above -noted intersection. The purpose of this analysis is to determine if this intersection meets the requirements of the New York State Depaartmem of Transportation (NYSDO'T) for the installation of a traffic signal. To determine the warrants for this intersection, a manual, 12 -hour tum'mgmovcm=t survey will be conducted of the intersection for a typical weekday. However, this survey should not be conducted until September when Schools are open and residents are back from Summer vacations. These surveys will be conducted on a typical weekday (Tuesday, Wednesday or Thursday). The results of the field surveys will identify hourly and directional trafft volumes on Route 91) and volumes on the driveway approach. The hourly volumes for Route 9D will be matched to available data from the NYSDOT to verify the volumes obtained as part of the surveys. Based on the results of the surveys, the warrants will be analyzed and the results will be summarized in a table format. Each of the warrants will be described, as well as the minimum requirements for traffic volumes. Page 2 rune 19, 2006 We will also investigate accidents at this intersection to determine if accident experience may be a factor in determining if a traffic signal is warranted. In addition to the traffic signal warrant analysis, the peak hour volumes will be identified and the capacity analysis will be completed for this intersection for both a STOP sign and traffic signal .control. This analysis will be based on. criteria set forth by the Transportation Research Board. At the completion of our work, we will prepare a Letter Report describing the field surveys, warrant analyses and accident experience. We anticipate approximately two weeks will be needed to complete the analysis after we have conducted all fiald . surveys and obtained accident experience from the NYSDOT and Town Police Department. Our fee for our services will be up to $3,500, plus out-of- pocket expenses. Out-of-pocket expenses include express mail and copies of reports.
