2005-166r RESOLUTION NO. 2005-166 RESOLUTION AUTHORIZING TOWN CLERK TO ATTEND A TRAINING SCHOOL FOR NEWLY ELECTED OFFICIALS At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 NVliddlebush Road, Wappingers Falls, New York, on the 12'h day of December, 2005, at 7:30 P.M. The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll being called, the following were present: PRESENT: Supervisor- Joseph Ruggiero Councilmembers- Robert L. Valdati Vincent F. Bettina Joseph P. Paoloni Maureen McCarthy ABSENT: The following Resolution was introduced by Mr. Paoloni and seconded by Ms. McCarthy WHEREAS, the Town Board wishes to authorize John C. Masterson, Town of Wappinger Town Clerk, to attend the training school for newly elected town officials that is sponsored by the Association of Towns of New York, and the New York State Comptroller's Office on January 3, 4, 5, 2006 at the Desmond Hotel & Conference Center in Albany, New York. NOW, THEREFORE, BE IT RESOLVED, that John C. Masterson, Town of Wappinger Town Clerk, is hereby authorized to attend the training school for newly elected town officials sponsored by the Association of Towns of the State of New York, and the New York State Comptrollers Office on January 3, 4, 5 at the Desmond Hotel & Conference Center in Albany, New York, at a cost not to exceed three hundred seventy four dollars and 00/100 ($374.00). Subdivision 3 of the section permits the Town Board to authorize attendance by "any of its members or any officer or employee ... or other person who has been elected pursuant to law to a public office of a municipality for which the term of office has not commenced"... You.are entitled to be reimbursed for all reasonable costs incurred while attending this program. The Association of Towns of the State of New York has been serving town officers for more than 70 years and we welcome you. Every member town of the Association pays annual dues based upon the amount of revenues in the town's operating budget. For those dues, any officer of the member town may contact the Association seeking advice on matters pertaining to the operation of town government. The Association maintains four attorneys on staff who can answer most questions that arise. If not, we can refer you to the appropriate source to respond to your inquiry. We also sponsor a municipal liability insurance program as well as a worker's compensation program. The Association sponsors many training sessions for various purposes throughout the year. The Teleconference for Newly Elected Officials being held on December 12 and cosponsored with the Office of the State Comptroller is the first that will be available to you. The Association also is holding two Schools for Newly Elected Officials in Albany and Rochester right after the first of the year. You should have received a notice already, but I am including an additional one in this mailing. In February, Presidents Week, the Association holds its Training School and Annual Meeting at the Hilton New York, in New York City. The meeting begins on Sunday afternoon, February 19 and ends at noon on Wednesday, February 22. Approximately 2,500 town officials from all over the state attend each year. There are sessions for every type of officer including mandated training for certification.
