2005-174RESOLUTION NO. 2005-174 RESOLUTION AUTHORIZING REMUNERATION OF TEMPORARY MAINTENANCE MECHANIC At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on the 12'h day of December, at 7:30 P.M. The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll being called, the following were present: PRESENT: Supervisor - Joseph Ruggiero Councilmembers - Robert L. Valdati Vincent F. Bettina Joseph P. Paoloni Maureen McCarthy ABSENT: The following Resolution was introduced by Ms. McCarthy and seconded by Mr. Bettina WHEREAS, Stephen Tompkins, Maintenance Mechanic, was out on leave since July 18, 2005 due to a non -work related illness, and WHEREAS, Bob Sheridan, Recreation -Groundskeeper, has been carrying out the duties of Maintenance Mechanic from July 18, 2005 to August 8, 2005 and then was absent due to non -work related illness, and WHEREAS, John Fred Youngman, Recreation -Groundskeeper, carried out the duties of Maintenance Mechanic from August 8, 2005 to November 17, 2005, and Bob Sheridan returned to work and resumed carrying out the duties of Maintenance Mechanic on November 17, 2005, and WHEREAS, at the October 24, 2005 Town Board meeting Stephen Tompkins was placed on leave of absence retro -actively to July 18, 2005, and WHEREAS, John Fred Youngman, Recreation -Groundskeeper, is currently at grade 4 step 3 salary level and should be remunerated at a grade 6 step 3 salary level for the time period of August 8, 2005 to November 17, 2005 for carrying out the duties of Maintenance Mechanic, and WHEREAS, Bob Sheridan, Recreation -Groundskeeper, is currently at grade 4 step 4 and should be remunerated at a grade 6 step 4 salary level for the time period of July 18, 2005 to August 8, 2005 and since November 17, 2005 for carrying out the duties of Maintenance Mechanic, and NOW, THEREFORE, BE IT RESOLVED, It has been approved by the Town Board that Bob Sheridan and Fred John Youngman should be remunerated for their time spent carrying out the duties of Maintenance Mechanic, and BE IT FURTHER RESOLVED, that Bob Sheridan is hereby appointed Acting Maintenance Mechanic. Holt Re: Supervision of Recreation Maintenance Dear Joseph: Recreation maintenance has been going through some tough day-to-day supervisory problems. SUPERVISOR JOSEPH RUGGIERO TOWN COUNCIL VINCENT BETTINA MAUREEN McCARTHY JOSEPH P. PAOLONI ROBERT L. VALDATI Our present supervisor, Mr. Stephen Tompkins has been incapacitated for over three (3) months. It is not known when and if he will be able to return. Unfortunately, the person we would have requested to be moved into this position, Mr. Robert Sheridan, has also been out on sick leave since August 9, 2005. However, we have been very fortunate to have Mr. John Youngman in our group and he has been filling in the role of Maintenance Supervisor. In light of this situation, I request we recognize Mr. Youngman as the temporary Maintenance Supervisor and provide some retro -active renumeration from the date he started to the time he is relieved. Holt, Chairman of Recreation Commission Date: November 16, 2005 Re: Maintenance Supervisor SUPERVISOR JOSEPH RUGGIERO TOWN COUNCIL VINCENT BETTINA MAUREEN MCCARTHY JOSEPH P. PAOLONI ROBERT L. VALDATI Recreation Maintenance Supervisor Steve Tompkins has been unable to carry out the supervisory position since July 15, 2005. This has caused a strain on the employees in maintenance and continues to do so. Since it is not known when and if Mr. Tompkins will return, I recommend the following action be taken: 1) Mr. Robert Sheridan should be paid retro -actively from the date he performed as acting supervisor which was from July 15, 2005 to August 8, 2005. 2) Mr. John Youngman should be paid retro -actively from August 9, 2005 to November 19, 2005. This would cover the period of time he served as acting maintenance supervisor. We should also proceed to raise Mr. Sheridan to the position of Acting Maintenance Supervisor effective, November 20, 2005, and if the determination is, that Mr. Tompkins is unable to return to the supervisory duties, Mr. Sheridan should be appointed the permanent status of Maintenance Supervisor with the salary in line with the position.
