2004-337RESOLUTION NO. 2004-337 RESOLUTION AUTHORIZING GRANT APPLICATION TO THE NEW YORK STATE OFFICE OF CHILDREN AND FAMILY SERVICES At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on the 13th day of December, 2004, at 7:30 P.M. The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll being called, the following were present: PRESENT: Supervisor - Councilmember- ABSENT: Joseph Ruggiero Robert L. Valdati Vincent F: Bettina Joseph P. Paoloni Maureen McCarthy The following Resolution was introduced by Ms. McCarthy and seconded by Mr. Paoloni WHEREAS, the Town of Wappinger is applying to the New York State Office of Children and Family Services for approval of the projects described in the Youth Development Delinquency Prevention Application on file with the New York State Office of Children and Family Services and Dutchess County Youth Bureau, and WHEREAS, in submitting the application, the Town of Wappinger agrees to the following: • The municipality will abide by OCFS as to the propriety of all expenditures upon which the state aid is requested • The project will be operated in compliance with the =laws, rules, regulations, resolutions, and codes of the State of New York and pertinent political subdivisions, • No youth will be denied the services or facilities of this project because of race, creed, color, or sex • No fee will be charged for the programs supported by state funds NOW, THEREFORE, be it resolved that Supervisor Joseph Ruggiero is hereby authorized to sign the certification for this grant stating the following conditions of the grant: • The municipality will abide by OCFS as to the propriety of all expenditures upon which the state aid is requested • The project will be operated in compliance with the laws, rules, regulations, resolutions, and codes of the State of New York and pertinent political subdivisions, • No youth will be denied the services or facilities of this project because of race, creed, color, or sex • No fee will be charged for the programs supported by state funds The foregoing was put to a vote which resulted as follows: JOSEPH RUGGIERO, Supervisor Voting Aye_ ROBERT L. At a recent meeting of the Dutchess County Youth Board your "Recreation 2005" program (Code No. 05132710R033) in the amount of $6,503 was approved. As you may know, final approval of these YDDP funds is contingent upon NYS Office of Children & Family Services (OCFS) approval of the county's 2005 Resource Allocation Plan (RAP). Total 2005 YDDP allocation is $378,685 or $4.52 per youth, based on our youth population of 83,780. Municipal recreationeligibility is $1.02 per youth, and municipal service eligibility is $0.90 per youth. This represents approximately about a 4% to 5% reduction in current YDDP funding. Dutchess County government enjoys partnerships with many entities, including New York State and our own local municipalities. These successful partnerships allow more programs and services to be delivered to our residents at a lower cost. Certainly, the Municipal Recreation Program is an excellent example of just that—state tax dollars, administrative and support assistance from our own Dutchess County Youth Bureau, and actual services delivered by the locality. The enclosed fact sheet provides technical information you will need going forward to process this award.
