Beale, Councilman AYES: Gutzler, Beale, Bettina, Czarnecki, Kuzmicz Budget Discussions Justice Court Justice Kitchen explained to the board that they have revenues in excess of year 2013 by $50,000 that can be attributed to the state bringing on more troopers and filled vacancies. She asked for an additional $1,000 for more postage and more money for training for the clerks. She also pointed out that town of Wappinger are paid less than town of Poughkeepsie judges who are paid $48,000 per year doing comparable work. Supervisor Gutzler pointed out that line A1110.410 has $3,000 and are asking for $4,000. Supervisor Gutzler also identified the training line also going from $3,000 to $4,000. The board agreed to make any or all changes in one motion. Councilman Beale asked about the security line item where no funds have been spent. Town Accountant Awino said that line A1110.106 "Armed Court Officer" is where those expenses are now booked. Councilman Bettina if the insurance is in place for the security officers when they are not on duty. Justice Kitchen said she would look into it. Supervisor Gutzler said that they are currently in discussion with the insurance carrier and would pose this question to them. Discussion concluded. Reciever of Taxes Supervisor Gutzler opened the discussion with seasonal workers. Tax Receiver Maupin explained how there was not enough time in the day for part-time seasonal and there would be a need for a full-time seasonal. Councilman Kuzmicz pointed out that experience over each season would make for better productivity. Seasonal full-time work would be defined as from January 1st though April; and then again, from September through mid-November or 7 months in total. Full time would mean one worker for 35 hours a week. Councilman Beale asked about the department structure. Councilman Bettina pointed out that Sue Randall was working full- time doing part-time tax work and part-time escrow work. Councilman Beale suggested re- instating the full-time worker. Councilman Bettina agreed. Councilman Bettina asked who is doing escrows. Supervisor Gutzler responded that her Secretary, Inez, is doing them for free. Councilman Beale suggested that having a person working out of title could be potential union grievance. Councilwoman Czarnecki reminded the board that the Supervisor's secretary is not in the union. Councilmen Beale and Bettina both responded that makes even more relevant. Tax Receiver Maupin then informed the board that she was contemplating retirement at the end of the year and that it was challenging in there with only one person even with her many years of experience. Discussion Concluded. Assessor CAP Assessor Chris Harkins came to point out that his budget is similar to last year and that the real estate market has been flat and that eventually housing prices and thus assessments will go up. He said that he may need a new car for his data collecting staff that uses the Zoning Town of Wappinger Page 2 Printed 1/7/2015 Special Meeting Minutes October 20, 2014 inspector's town vehicle. He also pointed out that he was the lowest paid CAP assessor per parcel in the area. He explained that his time is equally split between Wappinger and Fishkill. He explained that number of grievances has been dropping indicating that last year there were only 16 grievances. Discussion concluded. D. Town Clerk Town Clerk Joseph Paoloni identified dog revenues coming in at $4,220 up to the end of the 3rd quarter; and, recycle center permit sales at coming in at $84,714 over the same period. He then explained that approximately 3,000 permits are issued throughout any given year. He asked why recycle center permits were not being sold at the recycle center at the point of use. Supervisor Gutzler explained that when they first started collecting fees there was an employee there, but with cash receipts and security it was moved exclusively to the clerk's office. Town Clerk Paoloni added that year's ago there were 4 people in the Town Clerk's office with total salaries as high as $133,965 with no recycle center; and, now 2 people are running the department with the added 3,000 recycle center customers and the deputy clerk's salary is only $24,570. He added that when the 2015 budget takes effect the deputy clerk will have been employed for one-third of a year and should be entitled to at least a portion of the amount allowed for all other town employees for year 2015. He added that there was $8,300 left over from the September 8th transition of the former deputy clerk to the new Deputy clerk. Councilman Beale suggested that there was a union restriction. Town Clerk Paoloni reminded the councilman that union attorney David Wise had indicated that the given salary was a "minimum amount" with any greater amount to be left up to the discretion of the town board at that time of transition. Councilman Beale indicated that they will meet with David Wise in executive session. Town Clerk Paoloni added that the BAS support fees per line A1410.403 will be increasing to $1,620 for the year and for 2015. Councilman Beale questioned why the Laserfische line expenditure had jumped up so much. Town Clerk Paoloni reminded the councilman of a Laserfische upgrade that the board approved earlier in the year. Councilman Beale pointed out that there is a Laserfische dead link from when Minute-Traq came on line. Town Clerk Paoloni said he would look into it, Councilman Beale asked about codification costs. Town Clerk Paoloni said $8,500 should cover the codification of the board's new laws barring some excess passing of new laws. Supervisor Gutzler suggested passing the laws in a group to save some of these costs. Councilman Bettina re -visited the recycle center operations and the potential payment electronically. Town Clerk Paoloni said he currently is looking into this, yet would still need per the town board requirement a current driver's license and car registration which would then require uploading documents or mailing them in. The town board said this would need further study. E. Recreation Recreation Director Fulton addressed the youth program summer camp counselor raises saying that the issue was resolved by restructuring the personnel which included the elimination of one person. She then addressed the work at Schlathaus Park which will be put off until further investigation can be done. The next item was for celebrations line A7550.400 for $16,500 which included Christmas, Halloween, Memorial Day, Veterans Day, and the Easter Egg hunt. Councilman Beale asked why they were over budget. Councilman Kuzmicz pointed to fireworks that were funded through this line. Director Fulton said they are over budget by $1,200 not even including the fireworks. Councilman Bettina asked about the Chelsea docks. Legislative aide Leonard pointed out that the two poles that help adjust the dock for tides are broken and the cost of repair is very expensive. Councilman Beale said that it is structural and could be repaired out of the parkland trust. Councilman Beale re -posed the question of celebrations. He also suggested Town of Wappinger Page 3 Printed 1/7/2015 Special Meeting Minutes October 20, 2014 breaking out the line for celebrations into celebrations and a new line item called fireworks that are clouding the analysis. Director Fulton estimated $1,800 for the remaining events for the year. Councilman Beale suggested $18,500 for celebrations and a separate line item for fireworks. She then suggested that the senior center budget is fine. Councilman Beale pointed out that the Director's salary is paid from the A and B fund, whereas the senior center Discussion concluded. Councilman Beale asked about the trail warden increase to $1,500 from a last year value of $500. Supervisor Gutzler said that Joe Enesser had written a memo that this item was split with the village and the village had asked us to take over the whole cost. Councilman Beale added that the town needs to be cognizant of the cost of some of these bands where he feels they are overpaid for a Thursday event versus one on a Friday or Saturday. Discussion concluded. F. Water and Sewer Camo Pollution and Control executive Michael Tremper presented the water and sewer budget. He explained that the major financial impact came from the Central Hudson rate drastic rate increase in the districts that were affected. All districts affected by this increase were within I%. He emphasized the DEC concern with the smaller water and sewer systems built in the late 50's and 60's, i.e. Fleetwood, Mid -point Park, and Wildwood. He warned the board that they need to decide what they are going to do with them as they are beyond improvement and need to be regionalized. He then turned to the water improvements at Chelsea and the Hilltop filtration plant, and the Route 9 water loop. He pointed out that years ago the town had the Oakwood, Tall Trees, and Fleetwood water systems and other than Tall Trees, the other two have since been regionalized. He emphasized that Tall Trees needs to be regionalized as well. Councilman Beale said he was still waiting for information on the use of the Chapel of Sacred Mirrors connection. With regards to the DEC hookup at Chelsea, Mike is hoping that the DEC would hook up soon so that water can be provided to Chelsea. Councilman Kuzmicz asked about the major concerns. Mr. Tremper re-emphasized the three smaller sewer districts and that the DEC is going to take a harder look at these smaller facilities all throughout the state. Supervisor Gutzler pointed out a handout that she gave to the board regarding a Shared Services forum that she attended. He pointed out that the average life span varies as a function of how and when they were put in and how they are maintained. He re-emphasized regionalizing these smaller sewer stations. He suggested that some could use a gravity plan and others might need re- placement. Nevertheless, he said they need an overall plan for the sewer. The board all agreed that they need to make a long term plan. Councilman Beale asked about the county bringing water to the airport. Mr. Tremper didn't know the details of the plan. Motion To: Untable Resolution 2014-248 RESULT: ADOPTED [UNANIMOUS] MOVER: Michael Kuzmicz, Councilman SECONDER: Ismay Czarnecki, Councilwoman AYES: Gutzler, Beale, Bettina, Czarnecki, Kuzmicz RESOLUTION: 2014-248 Resolution Ratifying a Memorandum of Agreement Related to Re -Opener Collective Bargaining Negotiations Between the Town of Wappinger and CSEA Local 1000 on Behalf of the Town Highway Employees WHEREAS, the Town of Wappinger ("the Town") is party to a Collective Bargaining Agreement with CSEA Local 1000 AFSCME, AFL-CIO ("CSEA") on behalf of the Town of Wappinger Highway Employees Unit of Dutchess County Local 814 covering the period January 1, 2013 through December 31, 2015; and WHEREAS, the ARTICLE III, SECTION I of Collective Bargaining Agreement contains a re - opener clause regarding wages and longevity covering the period January 1, 2014 and January 1, 2015; and WHEREAS, following collective negotiations between the Town and CSEA, the respective negotiating teams have agreed upon a Memorandum of Agreement, in the form attached to this Resolution, that sets forth wage increases for unit members for 2014 and 2015; and WHEREAS, the Memorandum of Agreement has been ratified by the Town of Wappinger Highway Employees Unit. NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger ratifies all terms of the Memorandum of Agreement that is attached to this Resolution.
