He said that there have been a number of requests for water and sewer. The document listed them all in the document most of which do not require major construction. There would be no need for bonding. Mr. Shah who owns Stone Gate off Old Post Road would be more complicated. He wanted to bundle these together to make it more affordable. He addressed other issues including wells and filtration. He addressed Wildwood and the need to make the effluent stricter. He explained details of the engineering. Attorney Roberts explained the need for a district versus an improvement area. He said that the 7 residents at the Sikh Temple location were originally in the Water District, petitioned to get out, incurred special legislation, and now they are asking to get back in. He added that the connections are not complicated. He asked to authorize the engineer, the attorney, and bond council to begin paperwork necessary to convert Wildwood to a district. Supervisor Jiava questioned the logic of expending efforts to convert to a district when it would subsequently be collapsed into Tri -Municipal. She expressed the desire to work with them to see which option is more financially feasible. Attorney Roberts responded with the forthcoming of DEC mandates. Engineer Gray recommended forming the district because any work that has to be done will require either an improvement area or a district which would have to be done anyway when connecting to Tri -Municipal. Engineer Gray explained the connection locations and the plant capacity at Tri -Municipal. Councilman Beale said that questions have to be answered regarding connections and capacity at Tri -Municipal. Two Motions followed. Motion To: Authorize the Engineer, the Attorney, and Bond council to begin paperwork necessary to convert Wildwood to a district. Fenton Facility Use Proceedures Director Fulton provide folder to the Town Board and Clerk. She addressed the fees to use baseball fields and recommended a 3 hour fee versus a full day fee. The fee would be $25 for 3 hours and $250 for 3 hours with lights. $2,350 revenue could be expected with these revised fees. Councilman Beale had issue with a $250 fee for the use of the entire field payed by the travel teams and the adult league. Whole day pricing was not included. Attorney Roberts cited the expensive use of indoor fields. Director Fulton explained that residents getting together baseball are not charged but that there are many for-profit leagues that charge significant fees to join these leagues. The $250 fee is the same as it was in prior years. Supervisor Jiava pointed out that the Robinson Lane fields use $31,399 in 2015 for their electricity to power the lights. Councilman Beale said Little League uses fields more than others. Attorney Roberts disagreed saying Little League is limited to use of the lights. Councilman Beale asked who is policing this. Supervisor Jiava said that $5,700 was received in revenues for the entire year 2016. Director Fulton gave a 3 year run down of revenues: 2014 - $3,950 from Quiet Acres, Schlathaus, Castle Point and Robinson Lane 2014 - $3,500 from Robinson Lane Only 2015 - $4,850 from Robinson Lane 2016 - $6,200 from Robinson Lane through October Councilman Beale wanted to think this over before moving forward. Town Clerk Paoloni pointed out that in East Fishkill adult leagues charge $1,600 per team, with 25 teams in the adult league. Additionally, he added that the lights are un -manned and go on with a light cell at dusk and go off with a timer automatically at 11:00 PM un -manned. Steve Frazier said he would look into it. The discussion ended. VIII. RESOLUTION: 2017-72 Proclamation: April Is Parkinson's Awareness Month WHEREAS, Parkinson's disease is a progressive neurological disorder of the central nervous system, which has a unique impact on each patient; and WHEREAS, according to the Parkinson's Action Network, the Parkinson's Disease Foundation, the American Parkinson's Disease Association and the National Institutes of Health, there are over one million Americans diagnosed with Parkinson's disease; and WHEREAS, symptoms include slowness, tremor, difficulty with balance and speaking, rigidity, cognitive and memory problems; and WHEREAS, although new medicines and therapies may enhance life for some time for people with Parkinson's more work is needed for a cure; and WHEREAS, increased education and research are needed to help find more effective treatments with fewer side effects and ultimately a cure for Parkinson's disease; and WHEREAS, a multidisciplinary approach to Parkinson's disease care includes local wellness, support and caregiver groups; and WHEREAS, April has been proclaimed as World Wide Parkinson's Awareness Month for all to recognize the need for more research and help in dealing with the devastating effects of Parkinson's disease. RESOLUTION: 2017-74 Proclamation: Sparrow's Nest Day WHEREAS, Sparrow's Nest of the Hudson Valley was founded in 2012 and prides itself on being a grassroots organization with the simple idea of cooking for the families of local moms diagnosed with cancer; and WHEREAS, Sparrow's Nest uses all of its donations to service local residents in the Hudson Valley; and WHEREAS, Sparrow's Nest cooks and delivers two trays of homemade food each week to the families of caregivers diagnosed with any cancer that requires chemo therapy, radiation of surgery who reside within a 20 mile radius of the Sparrow's Nest Kitchen in Hopewell Junction, New York; and WHEREAS, Sparrow's Nest also assists recipients with food and additional support throughout the year by providing back -to -school supplies, Easter baskets, holiday gifts, etc. NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger does hereby recognize and proclaim March 17, 2017 as "Sparrow's Nest Day" and encourages all residents in the Town of Wappinger to recognize and support the Sparrow's Nest of the Hudson Valley. Items for Special Consideration Supervisor Jiava pointed out that the Association of Towns had some meetings regarding grants that the town will investigate. Councilman Ciccarelli asked for the Carnwath Master. Town Clerk Paoloni emailed it the board that evening after the meeting. Councilman Ciccarelli then asked about the boat launch and the need to get it fully operational by the beginning of boating season. Councilman Beale spoke of classes he attended particularly roundtable discussions of mayors of cities and villages, capital planning, comprehensive planning, and cemeteries. He noted that now that we have inherited the Middlebush Cemetery, it needs to be fenced in in the front. He added that the town might want to have a law to prohibit burying relatives in back yards.
