Engineer Gray's List of Projects Engineer Gray provided the Town Clerk with the following list of Projects: Wildwood Sewer Mid -Point Park Town Hall Windows Emergency Service Building and Gutters Duct Cleaning Town of Wappinger Page I Printed 5/4/2017 Special Meeting Minutes April 17, 2017 Meadowood Well Field Hilltop Well Field Woodhill Green Sewer Route 9 Water and Sewer Carnwath Town Hall Roof Gutters Storage Highway Garage 2. On Going Projects With regards to the Meadowood and Hilltop well fields, Engineer Gray said that they are 20% done with this project and 10% timewise. Mid -Point Park will have contracts signed next week. The Town Hall windows are awaiting delivery and should be on site in two to three weeks. The Route 9 Water and Sewer need was discussed. Attorney Roberts explained that audit and control has the deciding factor on what the town can impose on residents for adding services like water and sewer. The cost in expanding the system to residents is borne by the residents that are being served. New York State Audit and Control is an agency that reviews the financial and management practices of state agencies one of which limits the amount of money that can be imposed on residents due to a capital project. The only reason why the commercial entities were able to get the services was because they paid for the expansion themselves. In other words, Water and Sewer expansion on Route 9 has entirely been borne by the private enterprise that it has served. Woodhill Greens Sewer and Wildwood Sewer both have a treatment plant that needs attention. Wildwood Sewer is a special district under the town's authority, but not the Woodhill Greens complex. Wildwood Sewer and Woodhill Green can be combined in a sewer project due to their proximity to reduce costs. Wildwood is 60 years old and needs attention. Upgrading Wildwood without a larger base would most likely exceed the limits set by `New York State Audit and Control'. Engineer Gray suggested another possibility to pump Wildwood into Woodhill Green and pass responsibility onto the village as a part of the Tri -Municipal commission. Engineer Gray summarized the options for Wildwood. To build a new plant there To go through to the Town of Poughkeepsie collection system on Vassar Road To pump it to our own Trunk Line to Myers Corners To connect to the village via the Woodhill Green apartments Woodhill Greens apartments asked to be part of the United Wappinger Water district hereafter referred to as the UWWD. An interconnection between the village and town water district was proposed by engineer Gray and discussed with costs yet to be determined. Engineer Gray said that this would make the town and village systems healthier because it gives the town and the village another source in case of an emergency. He promised to get to report back to the board with the estimated costs for having the emergency connection from the UWWD. The conversation switched to Airport Drive and the interconnection between the town and county. Councilman Ciccarelli asked for a start and finish timeline. Supervisor Jiava said the dry pipe should be finished in September. Councilman Beale wanted to make sure there were hydrants put in there for existing properties. The cost would be borne by the entire UWWD district or a Town of Wappinger Page 2 Printed 5/4/2017 Special Meeting Minutes April 17, 2017 3. 4. district by charge because it would benefit the entire water district. It would go from Losee road to Marshall Road where the village connection is. The Tall Trees project contract has not been awarded yet because of a `sand grant' that was applied for but not received. Engineer Gray said that the town went out to bid for the hard connection, Gleason was the low bidder, but did not want to award the contract until the town had a signed contract with the dormitory authority for the sand grant for the $150,000. It is still unsigned. Town Hall Projects Town Hall windows will start June 1 st. The Town Hall Gutters are being put out to RFP. The gutters won't be put up until the leak problem is fixed. Steve Frazier is working on putting up a heat coil in the valleys to melt the ice that builds up and causes the ice dams that causes the leaks inside the building. Councilman Ciccarelli commented "being in the trade for over 40 years, I just can't comprehend putting a $275,000 roof on and in the first year have it leak." Engineer Gray estimated a July 15th completion date for the final touches for the roof work, i.e. the installation of the gutters. The town hall mold issue will not be mitigated until the water from runoff is drained away from the building and until the ducts are cleaned. The water was seeping underneath the sill plate and making the carpet damp. The gutters will take care of the problem. Councilman Beale summarized that the duct cleaning, the air quality testing, and the new gutters should solve the mold problem. Supervisor Jiava confirmed. State Police Lease Contract The outstanding item for the Emergency Service Building is satisfying the State Police and their needs. They want 75% of the use of the building. Emstar only needs 15% of the building with 10% or 3,000 square feet unused. The state troopers requested improvements that amounted to $1.8 million. Councilman Ciccarelli pointed out that an agreement be in place before the town lays out any money. Attorney Roberts added that every state list is subject to an appropriation in the annual budget. Emstar agreed to pay $2,200 for 2 bays an office and a bathroom. The State police agreed to pay $8,600. The leases for both the state police and the ambulance carrier are to be drafted the same with regard to the maintenance. The list will be finalized in the lease in one document. The proposed date to go out to bid is June 1 st with a July 1 st bid opening and the bidders must attend the pre-bid meeting. Engineer Gray suggested a meeting with the state police during the second week in May. Councilman Ciccarelli suggested the unused 3,000 square feet or 10% of the capacity for needed record storage. 5. Town Road Paving Town of Wappinger Page 3 Printed 5/4/2017 Special Meeting Minutes April 17, 2017 Councilman Beale outlined the need to determine the number of miles of road that able to be paved, how much it will cost, and then determine the roads to be paved. Attorney Roberts added that the goal of miles be determined be done for future years as well. Councilman Kuzmicz said that the town usually paves 4.9 miles per year. Councilman Fenton suggested that the board tell him the miles of road to be paved and then pick out the roads to be paved. The board agreed to meet on Wednesday June 14th for the next workshop. 7.
