1. Motion To: Amend Agenda to Transfer Funds for Highway and Justice Court
Supervisor Gutzler asked to amend the agenda do include transfers, 2 from the highway
department and one from the justice court. The agenda was adopted as amended.

1. Motion To: Highway Budget Transfers
Transfer from Highway Contingency line item DB1990.400 to DB5130.400 in the amount of
$24,900.
Transfer from Highway Fund Balance line item DB0915 to DB5130.400 in the amount of
$18,100.

2. Motion To: Justice Budget Transfer
Transfer from Justice Comp time line item A1110.199 to A1110.404 in the amount of $800.

VI. Adjournment
Councilman Beale pointed out that the proposed budget just received requires individuals to pay
15% for their health insurance. Supervisor Gutzler agreed that said she had proposed that.
Councilman Beale asked if it included the accountant, assessor, tax receiver, zoning
administrator, recreation director, secretary to the supervisor, and chief court clerk. Supervisor
Gutzler said that it just included the elected officials. Councilman Beale asked why. Supervisor
Gutzler said the council people are part time and there is no accounting of their time spent
working with the exception of the year end reporting resolution in January. Councilman Beale
asked why the year end account is not sufficient for reporting for this position. Supervisor
Gutzler said that if it is not agreeable to the majority that it can be taken out of the budget.
Councilman Beale said, "It seems to me that you're making this process political by specifically
identifying council members that may or may not pay for their insurance, I hope you're aware
that there are individuals that do choose the Empire Plan in which the premium is 15%". He
added that basically the way that it has been set up is that you have an option. If you want the
premium plan, then you pay 15%; and, employees had the option to choose the option that didn't
cost them anything, He added that through the negotiation of the union contract that process
was changed for them. He added that it is inaccurate to say that the elected officials are the only
ones that don't pay because there are other individuals in this town that do not pay either. He
concluded by saying, "Before you make this political and shoot out a press release with
inaccurate information in it, you probably want to get all the facts." Supervisor Gutzler thanked
him for his comments and assured him that they will be entered into the record.
