Supervisor and Town Board Town board training was cut in half from $1,000 to $500. Town board contingency was kept to zero until the end of the process. Town Supervisor assistant was increased $1,000. Town Supervisor training was moved down to $750. Town Supervisor supplies was put at $1,500 due to in house printing. 2. Motion To: Accounting - Highway Time Clock The only change was line A1315.405 which increased $2,300 to $6,740 for the Highway time clock. RESULT: ADOPTED [UNANIMOUS] MOVER: William H. Justice Court Supervisor Gutzler conveyed the desire of the justices to get a small raise to $27,600. Computer services line will be put onto one IT services line. 4. Tax Receiver Town of Wappinger Page I Printed 1012012015 Special Meeting Minutes October 15, 2015 Receiver of Taxes Lee Ann Freno appeared to discuss the need for a full or part time helper in that office. She added that in the event of emergency there is nobody that can fill in to run that office. Councilman Beale suggested looking into having a Deputy Receiver of Taxes for $24,000 which was put into that line item. Line A1330.400 had an increase to $3,360. Line A1330.404 had a decrease by $10. 5. Assessor Christian Harkins explained that the only changes were salaries for those who have been working for the same amount of salary for years. 6. Motion To: Animal Control - Motion to increase A3510.200 to $500 for safety equipment Gerald Owen presented his budget. He asked for equipment for safety issues to increase line number A3510.200 to $500 for a catch pole. RESULT: ADOPTED [UNANIMOUS] MOVER: William H. Motion To: Animal Control - Motion to increase A3510.405 to $3,500 for Kennel Rent The kennel rent line item A3510.405 was asked to increase to $3,500 from $3,000. 8. 9. Of the 15 pump stations, several pump stations are 40 years old. 3 need to be replaced, the Myers corners, Airlift and Fieldstone Farms. He proposes a $6,000 increase for that. Fleetwood sewer built in 60's and is in full compliance. The town needs to upgrade small satellite plants to a larger central facility. The cost to operate them went up $800. He said that it is very expensive to bring these smaller districts into the larger Tri -Municipal. Midpoint district needs LN.I work or roadway runoff which will act as a preparatory for entry into Tri -Municipal. The Wildwood Sewer District is the oldest in Dutchess County, built in the 50's, and is well in compliance. DEC is toying with upgrading the discharge requirements. If they do so, it will not be able to meet those new standards. The village of Wappingers Falls is looking into bringing Woodhill Green which is in compliance into the village sewer district. . Water: The Hilltop well field filters are soon to be online and are housed in a new building. The filters are cartridge filters and need replacement. There are 80 filters costing $400 per filter. Budget is up $100,000 primarily to pay for the new filters. Filters need to be replaces and wells repaired at the Hilltop well field. We have capacity for additional water, but it is up to the town to allocate that. Fleetwood Manor buys water from Fishkill. It is old and substandard. He added that we will need to replace all the galvanized pipes at once or fix them when they break. They are galvanized under the road and could prove to be a big problem. The overall budget is about a 7% increase. The Tall Trees district has very little water; however, there is a plan to connect to the United Wappinger Water district. There is hope that this connection will be completed by year end 2016. Watch Hill Improvement area comes from Fishkill. 10. Drainage Districts Mike Tremper pointed out that drainage is part of the MS4 process to control flow. 11. Town Clerk The only change to the payroll items is the Deputy Town Clerk was an increase to $28,870 for line item A 1410.101. Postage machine lease line A1410.412 for the use of all of town hall needs went down from a budgeted $3,159 to an actual $600 due to the purchase versus the lease of the machine where over the lease of the last machine's lifetime will save us $45,000. Line A1410.400 was bumped up $1,000 for moving costs for the records stored at Carnwath and to be moved to a public storage facility off Hollowbrook road. The storage costs of $325 per month for a 1000 storage room or $3,120 annually was included in line item Line A1410.413. The town clerk equipment line item A1410.200 for a $3,000 label printer will replace the annual recycle center print costs of $2,000 which is absorbed in the recycle center budget. A list of other uses for town will be explored before action is to be taken. 12. "Wrap Up" Councilman Beale pointed out that revenues need to be looked at before any decisions can be Town of Wappinger Page 3 Printed 1012012015 Special Meeting Minutes October 15, 2015 made. Town Clerk Paoloni reminded the board that State Aid and Mortgage tax estimates are also important components of total revenue. Supervisor Gutzler also pointed out that $1 million in sales tax revenues is a minimum guaranteed by the county. IV. Adjournment 1.
