Dear Supervisor Smith & Board Members:
am in receipt of a copy of a letter from the Di Donato residence at 14
Carroll Drive regarding a drainage/icing condition on Carroll Drive.
We have made a field inspection of the above, and advise that the water
bleeds off the hill onto the roadway and during winter months does ice up.
The letter states that the reasons for the icing is because the snow is piled
on the existing catchbasins on the corner of Carroll Drive and Rowell Lane,
and that the.catchbasins at this intersection have fallen into disrepair.
It would seem to me that the icing problem occurs due to the slow
leaching of runoff during warm part of winter days, and then the quick
drop of temperature in the afternoon and evening hours. The only way of
capturing and collecting this runoff would be to construct some type of a
trench drain or slotted drain along the curb line on Carroll Drive and
intercept the runoff prior to it getting into the roadway. This drain system
would be tied into the existing catchbasin at the intersection.
1 would recommend that the this correspondence be turned over to the
Highway Superintendent to explore this feasibility or to determine if there
is a method of further increasing the crown on the roadway to maintain the
.melting runoff in the gutter line. I looked at this possibility and felt that it
would be difficult at best to accomplish this.
I would also ask that the Highway Superintendent look at the two (2)
existing catch basins and determine what corrective repairs are needed for
both of them.
