RE : Leaking Water Line on Candy Lane
On Thursday, April 7, 2004, CRMO Pollution Control, Inc .
received a call from Mr. Hickey of 7 Cindy Lane. He was in the
process of installing a fence along his property line and thought
that the area was unusually wet .
CAMO Pollution Control , Inc . responded and, after a lengthy
and detailed investigation, it was determined that there was a
water leak. The source of the water leak is a service line which
runs from the water main on Cindy Lane through Mr. Hickey' s
property to the property at 119 New Hackensack Road and feeds
homes on New Hackensack Road. This line does not show on any of
CAMO Pollution Control , Inc . ' s maps . Also, there is no viable
valve to shut this line down in case of an emergency, and there
does not appear to be any easement for this line .

Following discussions with the Town Engineer and Town
Attorney, it was determined that in order to repair the line, it
would be necessary to install a valve in . the Town right-of-way.
Also, the homeowners along the route of this line would need to
sign a release allowing Town representatives to enter their
property in order to repair the water line and return the area to
its original condition.
On Wednesday, April 14 , 2004 , CAMO Pollution Control ; Inc .
excavated the water line in the Town right-of-way at 7 Cindy Lane
and installed a valve so that it could be shut down. At the time
of the excavation it was determined that the service line was 1"
copper.
On Friday, April 16, 2004 all legal documents were finalized
and the repair work was scheduled for April 19, 2004 . Part of
the scheduling process included providing written notification to
the homes on New Hackensack Road which would be affected. The
homeowners were notified via hand-delivered notices that there
would be no water service beginning at 8 : 00 a.m. on Monday, April
19, 2004 .
On Monday, April 19, 2004 CRMO Pollution Control, Inc .
removed all of the necessary stockade fencing, excavated the
water line, and made the necessary repairs . During the
excavation, measurements were taken for the location of the water
line. It is approximately 62" deep and is located approximately
8 ' off of the foundation of the Hickey residence. The cause of
the leak was a coupling which was leaking approximately five to
seven gallons per minute . Water service was returned to the
residents of New Hackensack Road at approximately 1 : 00 p.m. The
stockade fencing was reinstalled, the area was seeded, hay was
placed, and new landscaping stones were installed. I have .
provided you with detailed photos of the entire job.
Mr. Hickey is concerned that the water line leak has caused
structural damage to his foundation and, possibly, his home .
During the course of the repair, he had an engineer on site to
review the job site and the possible damage . During the course
of this repair, it certainly did not appear that the water leak
had disturbed the ground near or beneath Mr. Hickey' s home .

CRMO Pollution Control, Inc . strongly recommends that the
Town abandon this 111 service line, and pursue the installation of
a new water line down the New Hackensack. Road right-of-way.
Fortunately, this leak was a small one and did not cause any
apparent damage . However, there are no easements for making
repairs, and it appears that this line runs near underground
pools and other critical locations . A severe leak on this line
could cause serious damage and create numerous problems .
