Dear Municipal Official:
The purpose of this letter is to inform you that a facility within your locality has received a Notice of
Complete Application from the Department of Environmental Conservation(DEC)regarding their State Pollutant
Discharge Elimination System (SPDES) wastewater discharge permit. Please refer to the attached Notice of
Complete Application for information on this facility.
For SPDES permits; DEC normally copies municipal officials on Notices of Complete Application in
their jurisdictions only when the application is for a new wastewater discharge or for a significant modification
to an existing discharge. In this case, the attached Notice of Complete Application notifies you of DEC's
tentative determination to, re-issue the referenced permit for an existing wastewater discharge with no
modification.
To address workload constraints in the early 1990's, DEC indefinitely extended the permit terms of
numerous smaller Private/Commercial/Institutional SPDES permits. These permits are now being re-evaluated
and re-issued with conventional permit terms. Because an appreciable amount of time has ensued since these
permits were last issued, these wastewater discharges are being treated as if they were new for procedural
purposes. Permittees are required to make an application for permit and to provide for public notice through
publication of the Notice of Complete Application in a local newspaper in accordance with the application
procedures contained in the Department's Uniform Procedures regulation(6NYCRR Part 621). Additionally,
and also in conformance with Uniform Procedures'requisites,the notice is also published in the DEC's internet-
based Environmental Notice Bulletin and is directly provided to you as the Chief Executive Officer of the
municipality in which the wastewater discharge occurs.

provide them to me,in writing,by the comment deadline date on the Notice of Complete application. If you have

Project Description:
The Department of Environmental Conservation(DEC) has received an application to re-issue the
following EPA minor Private/Commercial/Institutional State Pollutant Discharge Elimination System(P/C/f
SPDES)permit. DEC has made a tentative determination to re-issue this permit for a five year term maintaining
current effluent limitations and monitoring and reporting requirements. This permit involves the surface
discharge of up to 4,000 gallons per day of treated sanitary waste to an unnamed tributary of the Fishkill Creek.
Additional information on this permit may be requested from or inspected at the NYSDEC Central
Office in Albany. Substantive comments must be submitted in writing to the contact person.
