RESOLUTION: 2019-33 Resolution Authorizing Creation Of Park Facilities And Program Director For The Town Of Wappinger WHEREAS, the Town of Wappinger has numerous recreation programs, events and facilities that need administration, oversight and coordination; and WHEREAS, the civil service positions that are currently authorized for the Town of Wappinger, do not allow for effective, centralized control of the various recreation programs, events, sports leagues and facilities of the Town of Wappinger; and WHEREAS, it is necessary to create an administrative position that has overall responsibility for planning, directing and coordinating the activities of the Town's recreation department to provide optimum and equitable use of the Town's recreation facilities and to ensure that the recreation department employees are delivering the best services for Town residents; and WHEREAS, federal, state and county grants are available to advance and enhance the Town's recreational programs and facilities and the Town should create a position which is responsible for investigating and applying for those grants; and WHEREAS, it would be beneficial to task a person to conduct a study of the Town's recreation needs and establish recreation infrastructure priorities as well as appropriate equipment purchases and identify available funding sources; and WHEREAS, a person is needed to deliver appropriate training to recreation employees to insure the safety of the participants in Town recreation activities and the security and of Town facilities; and WHEREAS, coordination between the Recreation Department and the Buildings and Grounds Department is required to ensure that recreation facilities are properly maintained; and WHEREAS, the Town Board has made budgetary appropriations for such administrative position in the 2019 Budget for the Town of Wappinger; NOW THEREFORE, BE IT RESOLVED, 1. The Town Board hereby establishes the Town Office of Park Facilities and Program Director for the Town of Wappinger, which position is classified as a competitive position under the Civil Service Law of the State of New York and the Rules of the Dutchess County Department of Human Resources. 2. The duties and qualifications of the Park Facilities and Program Director shall be those as set forth in the Class Specification attached hereto which has been established by Dutchess County Human Resources. InternNolunteer Policy The supervisor prepared a revised draft of the town intern and policy with rules and guidelines for dealing with different groups and organizations. This policy included clerical, filing duties. It also included suggestions to colleges for college credit. Further discussion was moved to a future meeting. 2. Town Historian Report The 2018 Annual Report of the Town of Wappinger Town Historian Dear Supervisor Thurston, Wappinger Town Board, County Historian Tatum, State Historian Lander, Remembrance. Remembering our past is how we as a community can move forward. This has been a common theme throughout my tenure serving within the Office of the Town Historian. From the time I was 12 years old and first appointed within the Town, I have been working to uncover Wappinger's lost history and promote it to better advance our Town. 2018 has been a progressive year in the eyes of the arts, culture, and history here in the Town of Wappinger. The focus of this new Town administration has been to better brand the Town, rehabilitate our historic sites and recreational facilities, and to emphasize our cultures. In 2018 and looking to 2019, 1 am excited that we, as a Town, will be expanding our services and focus on building our Wappinger community. 2018 marked a number of accomplishments for history here in the Town of Wappinger. To start off the year we erected a new historically themed sign for the Middlebush Cemetery and have continued to maintain and preserve the historical headstone and grave markers within the property. The first burial in this cemetery dates back to 1783. There are three veterans buried there, one American Revolution, and two Civil War. Looking to 2019, 1 will be in search of an Eagle Scout to further make improvements to the Middlebush Cemetery, potentially the construction and installation of a fence along Sgt. Palmateer Way. Other Town owned burial sites including the Van Dyne Cemetery and Sleight Burial Ground should have maintenance plans put in place in conjunction with the Town Board Town of Wappinger Page 7 Printed 112412019 Regular Meeting Minutes January 14, 2019 and Buildings & Grounds Department to better preserve the grave markers within these sites. We as a community need to continue the progress we are making and remember those Wapperians who lived here long before us. The Town of Wappinger also undertook renovations to the 1927 Cottage (Administration Building) at Carnwath Farms Historic Site & Park. These renovations included a new roof and historically accurate porch to allow for the building to be better utilized in 2019. This is an excellent example of adaptive reuse within a Town property. Around Memorial Day, the Town of Wappinger rededicated the PFC Kenneth Arthur Browne Memorial at Castle Point Park, I was able to assist this Eagle Scout in his restoration project and provide some historical information to the family of PFC Browne on his service. The Town of Wappinger paused and remembered this brave young hero and ensured that his memory was not forgotten. In following through with the Supervisor's vision of branding the Town, I designed, presented, and saw through completion the installation of 7 new Town of Wappinger gateway signs to mark the entrances along major thoroughfares of Wappinger. The Town Board just approved phase two of the signage project which will mark the entrances and centers of our historical hamlets. Including the reinstallation of the Swartwoutville hamlet signs which were placed on Route 82 in the Town of Wappinger officially marking the entrances to the hamlet's main street. In 2012, 1 went before the Town of Wappinger Town Board for the first time at 12 years old, to recognize the forgotten hamlet of Swartwoutville and this project has developed a close relationship with me. We are making great progress when it comes to rehabilitating the Frances Reese Cultural Center for use. Under my purview, the Sports Museum of Dutchess County has been completely renovated and ready to be reopened to the public in 2019 with a new permanent exhibition, "Legends of Dutchess", highlighting over a dozen athletes from Dutchess County who made it to the professional level. I was able to complete much of these renovations thanks to a grant from IBM. Fortunately due to the efforts of the Supervisor and the support of the Town Board, the Town of Wappinger is accepting the capital improvements we are recommending for the center to be reopened better than before. Improvements included new fire alarm system, illuminated exit signage, emergency flood lighting, new fire extinguishers, and having the elevator repaired. These renovations will allow for the Town to rent this space to non -profits, museums, artists, and more. In October, a newspaper article was discovered telling the story of a soldier who had unfortunately slipped from memory. The late Ensign Alexander Joseph Butsko, was the first Wappinger soldier to die in World War 11. The Town of Wappinger purchased a statue to be dedicated to Butsko and placed in the Memorial Plaza at Wappinger Town Hall. Once again the Town of Wappinger paused to remember another young hero from our community. When I was first appointed, I conducted a complete inventory of the records which included numerating each document so it is properly inventoried, placing antique documents such as newspapers and letters in acid free boxes and sheets. I received several donations this year and they were preserved and added to the archive. It is housed in the Town Clerk's Vault which is fire proof. The records are in good to excellent condition. Every year the Office of the Town of Wappinger Town Historian accepts donations of Wappinger history for our archives. 2018 marks the Year of the Veteran here in Dutchess County. With this, our Dutchess County Historical Society released many historical documents and pictures pertaining to World War 1. About 20 documents were found pertaining to the Town of Wappinger and Village of Wappingers Falls and was used for research. We also received the donation of around 20 glass negatives from 1913 showing a fireman's parade marching through the Village of Wappingers Falls. Another acquisition this year was the donation of 17 Wappinger Assessment Rolls from 1926 - 1948. Other donations have been letters and other misc. documents pertaining to Wappinger. We have a donation form to receive donations, as well as a well maintained catalogue system for the records. I have continued to conduct quarterly inspections of archives to keep them up to NYS archives standards. I have attended, assisted in, and or led the planning of the following community events Town of Wappinger Inauguration Ceremony, Dutchess County St. Patrick's Parade, Town of Wappinger Earth Day Town of Wappinger Page 8 Printed 112412019 Regular Meeting Minutes January 14, 2019 Clean Up, Village of Wappingers Falls Clean Sweep, tours of the Mesier Homestead Historic Site, Spirit of Mesier cocktail party, Town of Wappinger Community Day, Town of Wappinger Veterans Day, Village of Wappingers Falls Halloween Parade & Festival, Village of Wappingers Falls Festival of Lights Parade. I have also attended every Town of Wappinger Town Board meeting for the past 4 years, attended the meetings of the Wappinger Historical Society and Grinnell Public Library District (in which I am a trustee), I also participated in radio interview with Radio Woodstock about the history of Southern Dutchess County. I have assisted journalists from the Poughkeepsie Journal and Southern Dutchess News in writing articles on Town of Wappinger History (8 articles). I have assisted 30 people with research requests that came through this office with research including homes and properties, historical events, identifying locations, and general research. The Town of Wappinger has a unique character of being made up of many hamlets. Each hamlet's past contributes to the overall heritage of Wappinger. Unfortunately due to lack of protections and poor planning on the town level, many of our Town's historical and cultural amenities have been lost. In working with the Supervisor, we are planning on the preservation, adaptive reuse of, and proper zoning of our historical properties. Over the course of my tenure we have lost many historical structures and seen parts of this town poorly planned. Fortunately due to the leadership of the Supervisor I see a positive change in this. My recommendation to the Town Board would be to encourage our other departments to think historically minded and enact these changes. I hereby submit to you my Report of the Office of the Town Historian for the year 2018. As always it is a pleasure to promote the rich history of our town for our residents and visitors to enjoy and remember. It is also a pleasure of mine to be a part the Town through my different capacities and take part in the exciting changes and progress that is being made here in Wappinger. Update on Community Day and July Fourth Celebration Planning Director of Recreation Jessica Fulton discussed the upcoming community day venue at the Wappingers Junior High School field which offers more space and a parade through the village.
