The apparent low bid was Peak Construction of F'ishkill and Katonah, NY with a bid price of $91,268,00, but this bid failed to include a cost per cubic yard for rock removal. Therefore, it is our opinion that this constitutes an incomplete bid proposal and should be removed from consideration. Therefore, the lowest responsible bidder meeting the bid specifications was Stoneykill Contracting, Inc. with a bid price of $103,000.00 which included a per cubic yard price of $140.00 for the rock removal. Morris Associates is very familiar with Stoneykill Contracting, Inc and knows them to be a well respected contractor and is qualified to perform the proposed work required for this project. All portions of the bid prepared by Stoneykill Contracting, Inc. appear to have been correctly executed. Based on the above, this office recommends award of the noted contract bid to Stoneykill Contracting, Inc.
