The majority of the towns in the State of New York have approved the use of this pipe, and it has also been approved by the AWWA 0900-75. I believe Mr. Lapar, the town engineer, has written an opinion on the use of this pipe. I will also have my engineer (Jack Railing of Richard Barger's office) attend your meeting on Monday, June 8. According to the Town Engineer, the following are the stated disadvantages of the pipe. 1. Distortion of the pipe when exposed'to the elements. 2. Floatation of the pipe. 3. Location of the pipe after installation. 4. Freezing of the pipe. In my May 8, 1981 letter, hand delivered to Mr. La Par, I addressed these disadvantages, The following is an expanded restatement of the measures, which may be taken to .mitigate these problems.. .1. The distortion of the pipe is a claim made by the Town Engineer. The basis of this claim is unknown. Based on information available to this office, and as stated at the June 8, 1981 meeting, the distortion of the pipe should not occur. Mr. La Par suggests excessive temperatures, and continued sunlight for excessive periods might affect the pipe. Preventive measures suggested in my May 8th letter included the erection of a storage area for the pipe preventing direct sunlight from affecting the pipe. Re: Pg. -2- Fieldstone Farm Subdivision Spopk Hill Road Town of Wappinger (Continued) Primary prevention to the installation of alleged distorted.pipe is the inspection of the installation of the pipe itself. It is assumed that based on the inspections fees required by -the Town ($200* per lot) that a Town Inspector would be on the site 8 hoursperday. In addition this office would also be involveduring the installation. Daily inspection of each pipe length to be installed is assured. Any length of pipe.can be rejected by either engineer as necessary. 2. The floatation of the pipe is a disadvantage easily remedied. As noted in my May 8th letter, proper anchoring and. backf ill ing construction practices usually eliminate. this problem. Inview of the present inspection practices of the Town, this problem should never be of conoern.• 3. Location of the pipe is not a problem. Current technology provides for the installation of metal strips located above the pipe for easy location of the pipe with metal detectors. 4. Freezing of the pipe is a suggested problem with the P.V.C. pipe. As previously stated, the pipe will.be burried an additional foot of depth below the current town requirement as an added protection against frezing. There are the four stated disadvantages of this particular P.V.C, pipe. All four disadvantages can be over come through proper design, and installation. It is of note that no disadvantage or problem has been stated relative to the structural strength of the.pipe itself. In this respect, the pipe is equivalent to Ductile Iron Pipe. If all disadvantages of the pipe are eliminated as suggested above, the P.V.C. pipe becomes equivalent to Ductile.Iron Pipe. The following advantages make John's Mansville P.V.C. superior to Ductile Iron Pipe. X,. The pipe is cost effective. John's Mansville P.V.C. pipe is less expensive than Ductile Iron Pipe. 2. John's Mansville P.V.C. pipe is easier to install than Ductile Iron Pipe, a.) It is much lighter than Ductile Iron Pipe. A 20' length of 8" P.V.C. can be lifted, and carried by two men. 8" Ductile Iron Pipe cannot b.) Ring joints have the rubber gaskets installed at the factory, and no field installation is required. Longer laying lengths are possible, eliminating excessive joints and resulting potential leakage. Shorter lengths can be easily fabricated.in the field, due to ease of cutting the pipe. 3. The pipe is unaffected by electrolytic or galvanic corrosion or any soil or water condition. The service life of the pipe is greater, and the pipe does not lose strength because it is non-metalic. Inview of the above stated facts, the proposed use of John's Mansville P.V.C. pipeis superior to the Ductile Iron Pipe because: �. It is.cost effective. 2„ Service life is greater. 3. It is easier to.install. 4p. It is structurally sound. 5. Leakage from the pipe is minimized. It is noted that Mr. La Par indicated a bad experience with this type of pipe in Serenity Mission. "Blue Brute" was not the pipe installed in Serenity Mission. In addition, P.V.C. pipe has been improved substantially since the time Serenity Mission was built. Request during the past year for the acceptance of PVC pipe has suggested that we place the matter before the Board. My research has shown the following advantages and disadvan- tages: ADVANTAGES: l.Direct material cost and installation appears to be sub- stantially less than that of Ductile Iron Spec. Pipe. DISADVANTAGES: 1.Difficult to find if not accurately located on maps. This can be alleviated by the use of a metal stripe attached to the top of pipe. 2.Not easily thawed if frozen. SNOWDEN Attached find Water Main Specifications for Fieldstone Farm Development, Town of Wappinger. Per our previous discussion this office is requesting for the developer, Mr. James A. Klein, that the Johns - Mansville "Blue Brute" be permitted as water distribution pipe for this development. I have attached a copy of AWWA C-900-75 for your use as well as a copy of the J -M brochure. As you know the PVC pipe has certain advantages equivalent to the Town required Ductile Iron pipe including but not limited to: 1. Long laying lengths. 2. Less joints due to (1) above. 3. Light weight materials. 4. Easy transportation and handling_ 5. Cost effective,. 6. Unaffected by electrolytic or galvanic corrosion or any soil or water condition, rr 7. Each length of pipe without exception is hydrostaically tested and inspected. 8. C = 1.50 (H & W). 9. Design includes a surge allowance for a 2 fps surge flow. Actual pressure rating of pipe including surge is 183 psi for PC 150 pipe. FIELDSTONE FARM TOWN OF WA PPINGERS WATER MAIN SPECIFICATIONS These specifications specify the water main pip4ng to serve the proposed Fieldstone Farm Development, located off Spook Road in the Town of Wappinger, Dutchess County, New York, General Specification Developer shall. install'„Blue Brute„ "Ring Tite” PVC (Polyvinyl Chloride) plastic class water pipe with a pressure class gating of P.C. = 150. Pipe shall have a D.R. ti 18,(thickness of dimension ratio). All pipe shall be 8 inch, nominal, diameter with an O.D. (average) of 9.050 inches conforming with the O.D. of Cast Iron. Minimum wall thickness is 0.503 'inches. Pipe material shall be fabricated from material of class 12454-A or 12454-B per ASTM#D1784. Standard Code Designation of pipe shall be PVC 1120. Pipe shall be 20 feet in length per section with no more than 10% of pipe delivered being 10 feet to 19 feet in length. 90% of the total footage of Pipe shall be furnished in standard lengths. Bedding for the piping shall conform to the requirements of Class 13 or C of the ASCE MOP #37 for the bedding of pipe(p. 211 ff.) The piping shall.Pe installed underground in a manner that will insure that external loads will not oubsequently cause a decrease of more than 5% in the vertical cross section dimension(Deflection). Pipe shall havw a minimum fIctf value (Hazen -Williams) of 150. I.D. (average)of pipe+ 7.98". Pipe shall meet all requirements of AWWA 0900-75 (or most current revision). All piping shall be suitable for use as a pressure conduit for potable water. 2.
