Joseph Ruggiero Reference: VVapp|ngerFornm Estates Dear Supervisor Ruggiero: As you recall, a Public Presentation was made mmthe proposed VVappingerFarm Estates Subdivision at the June 12m, 2008 Town Board meeting. As you are also aware, the VVuppin8e/ Farm Estates Subdivision iathe subject ofavozomingapplication |nfront ofthe Town Board tmgo from R40/80 to R40. My review of the minutes from that meeting given to mybyTown Clerk Chris Masterson indicates that this specific rezoning question was spoken about by myself. Vwas asked to state the number of lots that would be realized if the R80 zoning was utilized in the design ofthe subdivision. | feel the text nfthe minutes are misleading, and vvuu(d like Lmclarify the issue. The facts are these: • |fthe R80zoning designation ieutilized for the application, and ifthe developer pays the recreation fee in lieu of giving land, the Developer would realize the same number of lots that isnow proposed, which is 20. • If the Developer gives recreation land in, lieu of paying the fee, that amount of land would equal 10% ofthe total parcel or approximately 8 aures. m If the 6 acres are designated for recreation use, the number of lots that vvnuid be realized would be between 18'19. r1leasE; moim for the raca"J, that the Developers ors propoming tm give approximately 11 8 acres 10the Town for the recreation parcel. | hope this correspondence clarifies the statements made that evening, and apologize for any confusion. _ If there are any questions, please do not hesitate tocontact this office. Supervisor Ruggerio At the public hearing on 216/2006 conducted by the Town of Wappinger Planning Board many concerns were voiced by those In attendance concerning the Wappinger Farm Estates subdivision. Chairman DeNonno advised that the following items are reserved to the Town Board: A) many residents advised that they have experienced a lack of water from their wells and fear that this developement will further erode their ability to have water. Since this parcel Is zoned 40180 it Is our understanding that In the event neither central water and central sewer are not available the(2) two acre zoning should be imposed on this subdivision. B) Those of us who have resided on Joan Lane for the last 30 years have experienced 4 major "floods". The water has risen 3 to 4 feet and threatened our homes. We believe that the placing of soccer gelds in a designated "Flood Zone" is not in the best interests of the Town nor the residents on Joan Lane. The.Town Board recently recinded the bonding for a recreation center on Montfort Road due to it being In a "Flood Zone". We also remember the large sums of taxpayer monies that had to be spent to "fix"the drainage problems at the soccer fields at Airport Drive. We question the "wisdom"of doing the same at Wappinger Farm Estates. If the Town wants to accept the donation of land at this site It would appear that the best use would be "passive recreation i.e. trails, fishing so that when (NOT IF) it "floods" there Is no cause for concern that taxpayer's monies have been spent foolishly. I might add that you remember the "million dollars plus "that was spent by the town in your own developement of Rockinghan Farms to fix the drainage when the residents of that subdivision had their homes under water.
