Supervisor Thurston spoke of the video enhancements to town hall recently. This will be better

VI. Discussions
1. Review and approve site plan for restroom and storage shed at Inspiration Field
Steve Frazier addressed the board and explained the location of the restrooms at the Inspiration
Field located at the Robinson Lane Recreation center. Engineer Gray handed out an estimate of
expenses a copy of which was given to the Town Clerk for recording in the minutes. Mr. Gray
explained the details. See the estimate below on the bathrooms and the outfield surface
extension which will have to go out to bid:

2. Citiva - Medical Cannabis Dispensary
Colleen Hughes, the Director of Community Development and Education for Citiva New York,
came to address the board on the Medical Cannabis Dispensary in the town. She addressed
general details on the subject and left a brochure for the public. Councilman Beale asked if the
Medical Cannabis Dispensary, given the legalization of adult use, would sell to the adult market.
He suggested that it would be a back door which compromises the zoning process that would
allow it for medical purposes and eventually sell recreationally where the zoning does not call
for it. Mr. Beale stated based on an article that the Citiva business model is not a Medical
Cannabis Dispensary only. His fear is access; and that Wappinger will be the only dispensary in
Dutchess County.
Collen Hughes is willing to meet and address the concerns that the Town board may have and is
willing to make an educative presentation.
3. Update on Community Day, Proposal for Grand Marshall, and Memorial Day
Director Fulton updated the board on community day. Vendors are steadily rolling in. Agencies
that will be available are Hughsonville Fire Department, Emstar Ambulance, Dutchess County
Sheriff, the Village Police, and perhaps the State Police during Fireworks.

4. Motion To: Create a Second Amendment to the 284 agreement in paving Gold and Curry
Road.
Highway Superintendent Bettina explained that there is $365,000 left for paving per the 284
agreement. Attorney Horan thinks there may be $50,000 more. The town received $196,515
from the Consolidated Local Street and Highway Improvement Program, better known as
CHIPS. Mr. Bettina asked for more road recommendations. Councilman Beale suggested Old
Troy and Curry Rd. Mr. Kuzmicz suggested Gold Road. The board agreed to add Gold Road
and Curry Road to the 284 agreement.

5. Road Weight Limits
Attorney Horan explained the road weight limits on town roads. Attorney Horan recommended
getting a copy of the traffic management plan from the county to explain the town's truck route
issue where the town has more flexibility than we do with speed limits. We can reduce limits on
certain roads. Mr. Horan said , "You cannot drive overweight trucks that exceed the limit on
Town Roads." The June 10th meeting will have an update.
VII. Resolutions
RESOLUTION: 2019-95
Resolution Authorizing Repairs To Field Surface At Inspiration Field
WHEREAS, cracks have developed in and below the surface of Inspiration Field and need to be
repair to insure the safety of the players and other using the field; and
WHEREAS, the Supervisor of Buildings and Grounds and the Engineers to the Town have
obtained a quote to make the needed repairs to the field which are described in the attached quote from
Copeland Coating & Sport Surfaces; and
WHEREAS, Supervisor of Buildings and Grounds advises that the appropriations made in the
adopted 2019 Budget are insufficient to pay for the needed work and recommends that a budget transfer
be made to perform the work;
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The Town Board hereby accepts the quote from Copeland Coating & Sport Surfaces to
make the necessary repairs to the field in the amount of $15,000.00.
2. The Town Board accepts the contract offer to repaint all the existing field markings at a
cost of $2,500.00.
3. The Town Board hereby authorizes the following budget line transfers for the needed
work:

4. The Town Board approves a contract with Copeland Coating & Sport Surfaces as set
forth in its proposal and authorizes the Supervisor to sign an agreement on behalf of the

required by law.

Resolution Authorizing Contract For Consulting Services For Grant Opportunities
WHEREAS, the Town of Wappinger is pursuing various grant opportunities for infrastructure
improvements, including water and sewer projects, from Federal, State, Local and private
sources of funding; and
WHEREAS, consulting services associated with grants is a professional service that is not
subject to competitive bidding; and
WHEREAS, SCOTT A. WILLIAMS is an experienced grant writer who has extensive
experience obtaining grant funding on water and sewer projects in the State of New York from a
variety of available sources:
NOW THEREFOR BE IT RESOLVED AS FOLLOWS:
1. The Town Board hereby acknowledges the CONSULTING SERVICES AGREEMENT
attached hereto and agrees to the terms and conditions stated therein.
2. The Town Board approves the CONSULTING SERVICES AGREEMENT with Scott
Williams and authorizes the Supervisor to execute the letter agreement on behalf of the
Town.
3. Scott Williams shall be paid monthly on vouchers submitted and reviewed as required by
law in the amount of $1,900 from the A fund.

Setting Escrow For Review Of Petitions For Special District Extensions Pursuant To
Article 12

development of a retail store on vacant commercial property located on Route 9 in the Town of
Wappinger, Tax Grid No. 6157-04-539374 which requires water and sewer; and
WHEREAS, by letter dated March 25, 2019, the Engineer for NERP requested that it be placed
on the Town Board Agenda to discuss the extension of the United Wappinger Water District and
the United Wappinger Sewer District to serve the property; and
WHEREAS, the NERP project is currently undergoing a SEQRA review before the Town of
Wappinger Planning Board; and
WHEREAS, the Town of Wappinger Code authorizes the establishment of an escrow fund so
to extend the UWWD and the UWSD;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. The Town Board hereby request NERP to deposit with the Town of Wappinger the sum
of $7,500 Dollars which shall be held in escrow to pay for the services of the Engineer to
the Town, the Attorney to the Town and the Town Planner to review the petitions for the
extension of the UWWD and the UWSD pursuant to Article 12 of the Town Law.
2. Any unused portion of the escrow shall be returned to the applicant.
3. The Town Board hereby acknowledges that the Town of Wappinger Planning Board
acting as lead agency for SEQRA review of this project.
