2019-126 2019-126 Resolution Awarding Contract 19-001 For United Wappinger Water District Chelsea Service Line Connections And Road Repaving At a Regular Meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on May 28, 2019. Beale Seconder      Defeated Angela Bettina Voter     Tabled  Christopher Phillips Mover     Withdrawn  Michael Kuzmicz Voter     The following Resolution was introduced by Councilman Phillips and seconded by Councilman Beale. WHEREAS, the Town Board authorized the Engineer to the Town to prepare bid specifications and contract documents for work authorized by the NYC DEP pursuant to an Intermunicipal Agreement between it and the Town of Wappinger; and WHEREAS, the Engineers to the Town submitted the contract documents to the NYC DEP for review and approval which was obtained; and WHEREAS, the contract documents and bid information were duly advertised and bids were solicited for the work to be done and five bids were received by the Town Clerk and were publicly opened on April 25, 2019; and WHEREAS, the following bids were received: Thomas Gleason, Inc. $758,520 Sun Up Construction, Corp. $764,450 Legacy Supply, LLC $797,500 Butler Construction Group, Inc. $904,421 Grant Street Construction, Inc. $1,028,600 WHEREAS, by letter May 1, 2019, the Engineers to the Town advised that the lowest bidder Thomas Gleason, Inc. has submitted a bid that conforms to the contract documents; and WHEREAS, the Engineer to the Town has investigated the contracting history of Thomas Gleason, Inc. and determines that it is a responsible bidder; and WHEREAS, the Engineer to the Town recommends that the Town Board should award the contract to Thomas Gleason, Inc. in the amount of $758,520 all as set forth in the aforementioned recommendation letter, a copy of which is affixed hereto. NOW, THEREFORE, BE IT RESOLVED, as follows: 1. The Town of Wappinger hereby awards CONTRACT 19-001 FOR UNITED WAPPINGER WATER DISTRICT CHELSEA SERVICE LINE CONNECTIONS AND ROAD REPAVING to Thomas Gleason, Inc., 501 Salt Point Turnpike, Poughkeepsie, NY 12603 in the amount of $758,520. 2. In accordance with the authorized bid specifications, the Town Board hereby authorizes the Supervisor to execute the contract documents as prepared by the Engineers to the Town including the Notice of Award and Notice to Proceed and forward a copy to Thomas Gleason, Inc. after the Attorney to the Town has confirmed that Thomas Gleason, Inc., has duly executed the contract documents, has supplied the necessary Performance Bond, Payment Bond and provided insurance certificates as required by the bid specifications. 3. A capital account for this project shall be established by a fund transfer of $758,520 from the unallocated fund balance of the United Wappinger Water District, which funds shall be reimbursed to the UWWD after reimbursement is received from NYC DEP in accordance with the terms of the Intermunicipal Agreement.
