On March 16th, I advised you that Carnwath Farms Park was without power due to damages caused by
fallen trees. It was originally expected that the power would be restored within days.
Unfortunately, upon removal of the trees, which allowed a closer inspection by a professional electrician
who consulted with Central Hudson, the damages are far greater than anticipated.
The buildings at Carnwath Farms Park will be without power for a period of several weeks. In the
interim, the Town is restoring the generator power to maintain the climate control and basic necessities,
but the generator does not provide power to the well pump. As a precaution, we have recharged the
water tank in the event of an emergency.
The public may not access the Carawath Farms buildings as the use of faucets and toilets could drain the
water tank, creating a lack of water pressure should an emergency occur.
The Town does not provide insurance for the property of the Sports Museum. If you believe there to be
any peril related to any artifact stored within a Carnwath building, you should contact our Recreation
Department and make every effort to remove or protect these items-
it is unfortunate that the recent snow emergency has caused this inconvenience, but the Town is making
every effort to rectify the situation_

Bob: below is my opinion and some supporting reasons.
Regarding the Carnwath chapel and dormitory building, it is our opinion that the Town of
Wappingers should not pursue providing heat only to the occupied areas of the building
and not provide heat to unoccupied parts of the building. Listed below are several
itemized issues indicating the reasons for our opinion.
1. The humidity in the occupied heated portions of the building will be higher than
the humidity in the adjacent unheated spaces. Moisture will migrate from the
heated space and condense inside the walls and ceilingstfloors between the
heated spaces and unheated spaces because there are no vapor barriers.
2. It is unknown to us how the building materials and equipment will react to the
below freezing temperatures and subsequent heating in the spring, summer and
fall. For example, will areas of the plaster wails crack.
3. In order to keep the sports museum occupied, heat will be required in the boiler
room and the basement level in order to keep the domestic cold and hot water
distribution piping from freezing. Additionally, it appears that the building is
partially sprinklered and has a standpipe system in the stairwells, which will then
also need to be heated.
4. Unfortunately, with the existing layout of the steam heating system, for practical
purposes cannot be zoned to heat only the occupied areas, therefore another
source of heat will be required. Electric heat would be the most practical source
in terms of installation. We performed a cursory opinion of probable cost of
installing (30) 2500 watt electric heaters, in the records storage area, sports
museum, boiler room, basement level and stairwells. These amount to $48,000,
which includes a new 400 -amp electrical panel and breakers, conduit, wiring and
electrical hook-up of heaters and winterizing the unheated spaces. Not included
are unknown repair costs associated with operating portions of the building below
freezing, such as burst piping or equipment issues, etc.
5. We also performed, a cursory opinion of.probable cost for the electric heat of the
partially occupied building. Based on an 'electrical supply cost of $0.17per kWhr,
if the occupied spaces are kept at 55°F through the winter, the heating costs will
be approximately $22,000 for the season. If the occupied spaces are kept at 72°F
through the winter, the heating costs will be approximately $31,000 for the
season.
a. By comparison, based on a $4.00 per gallon fuel cost, we estimate that if
the entire building is kept'at 55°F through the winter, the heating costs will
be approximately $32,000 for the season. if the entire building is kept at
72°F through the winter, the heating costs will be approximately $47,000
for the season. Please compare our fuel oil heating estimates with last
years fuel bills to determine the accuracy of our building heating estimate.
