2020-40 2020-40 Resolution Appointing Deputy Zoning Administrator At a Regular Meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on February 24, 2020. WHEREAS, the Zoning Administrator of the Town of Wappinger is responsible for administering land use activities in the Town of Wappinger including reviewing building permits, land use applications, floodplain permits and Stormwater management compliance; and WHEREAS, the Zoning Administrator needs assistance in carrying out these duties on a day to day basis and also needs a person to act in her absence to insure continuity of the operation of the Zoning Department; and WHEREAS, the Town Board of the Town of Wappinger wishes to create the position of Deputy Zoning Administrator with the job duties set forth in the Class Specification established by the Dutchess County Department of Human Resources; and WHEREAS, the Dutchess County Department of Human Resources has given a competitive examination and created and certified to the Town of Wappinger a current list of eligibles for the Title of Deputy Building Inspector, and WHEREAS, the Town has canvassed the certified eligible list for Deputy Zoning Administrator and has determined that the persons on the list are not available or suitable for employment with the Town; and WHEREAS, the Town Board, with the recommendation of Barbara Roberti, Zoning Administrator, has determined that Judith Subrize meets the qualifications to fill the position of Deputy Zoning Administrator; and WHEREAS, the budget transfer is required to fund the salary for the Deputy Zoning Administrator; and WHEREAS, the position of Deputy Zoning Administrator is not addressed in the Collective Bargaining Agreement between the Town of Wappinger and Teamsters Local 445 (“CBA”); NOW, THEREFORE, BE IT RESOLVED, as follows: 1. Judith Subrize is hereby provisionally appointed to the full-time civil service job title Deputy Zoning Administrator Inspector for the Town of Wappinger, effective February 25, 2020 and shall end within the time period prescribed by Civil Service Law §65(3) and the rules of DCHR. 2. Judith Subrize shall be compensated at the hourly rate of $23.10, which shall be paid in weekly installments. 3. The following budget transfer is authorized to fund the salary for the position: Amount From Line To Line $42,042 B0917 Unallocated B Fund B8015.0101 Deputy Zoning Balance Administrator 4. The appointment is subject to the approval of the Dutchess County Department of Human Resources and is further subject to Civil Service Law and the Rules of New York State and the Dutchess County Department of Human Resources. 5. The appointment is subject to a probationary term of not less than eight nor more than twenty-six weeks in accordance with the rules of the Dutchess County Department of Human Resources. 6. The escrows will be the responsibility of this position and pro-rated for the remainder of the calendar year 2020.
