Motion To: Post Signs on All Town Park Properties Reading "No Motorized Vehicles" Attorney Horan updated the board on the town park signs. The board agreed to Post signs on all town Prop reading "No Motorized Vehicles". Authorizing Steve to create and purchase the signs. Attorney Horan will begin the process of drafting a local law. Paving of Town Streets and Roads Mike Sheehan quoted $62 for paving with $400 left for paving. He can start at the end of May. He only has to mill a few roads of the lot that needs re-paving. Tilcon opens on the 4th of May. He'll have prices at the end of the week and will address at the May 11th meeting. 4. Safety, Health, And Environment Advisory Council COMMENTS - Current Meeting: Supervisor Thurston briefly explained the CAC Council and the revised Safety, Health, And Environment Advisory Council that will replace it. He provided the board with a rough draft to review and address at the May 11th, 2020 meeting. 5. Town of Wappinger 311 Page A "311 Page" app was introduced for capturing resident's concerns. VII. RESOLUTION: 2020-103 Resolution Auhtorizing Change Order No. 2 To Hilltop Well Installtion Contract WHEREAS, by Resolution 2019-174, the Town Board awarded a contract for the Installation of Wells at the Hilltop Well Field to Weston & Sampson CMR, Inc. of 49 Great Hill Road, Oxford, CT 06478 in the amount of $335,473; and WHEREAS, the Town Board approved Change Order No. 1 to the contract which increased the amount of the contract by $115,740 to $451,213.00; and WHEREAS, Change Order No. 2 is proposed to modify the contract to provide Pitless Adapters for the three wells and delete certain unnecessary tests in accordance with the attached CPL Change Order dated April 13, 2020; and WHEREAS, proposed Change Order No. 2 results in an increased cost of $64,821.00 which results in a new contract price of $516,034.00; NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby approves Change Order No. 2, which increases the total contract price by the amount of $64,821.00, resulting in a new contract price of $516,034.00 and authorizes the Supervisor to sign Change Order No. 2 on behalf of the Town; and be it further RESOLVED, that the Town Comptroller is authorized to make contract payments in accordance with this approved Change Order. No. 2-1984. Amended _______ 2020.\] § 9-1 Legislative Intent. The preservation and improvement of the quality of the safety, health and natural/man-made environment within the Town of Wappinger , in the face of population growth, urbanization, safety and health challenges caused by Acts of Nature, environmental change, pandemic, and technological change with their accompanying demands on human and natural resources, are found to be of increasing and vital importance to the safety, health, welfare, and economic well- being of present and future inhabitants and require forthright action by the governing body of the Town of Wappinger. It is recognized that the safety, health, and biologic integrity of the natural environment on which residents are dependent for sustainability and survival, and the natural and functional beauty of our surroundings which condition the quality of our life experience cannot be protected without the full cooperation and participation of all the people of the town working in partnership with local and state officials and with various public and private institutions, agencies and organizations. Establishment of a council focused on a complementary, integrated approach to our safety, health and environment, is a necessary step in fostering unified action on safety, health and environmental challenges. § 9-2 Establishment of a Council. The Town Board of the Town of Wappinger hereby creates a Council which shall Communication: Safety, Health, And Environment Advisory Council (Discussions) be known as the "Town of Wappinger Safety, Health and Advisory Council," hereinafter called the "Council." § 9-3 Membership. A. The Council shall consist of seven members, including the Town Supervisor who shall sit for his term(s) in office, one additional member of Packet Pg. 11 6.4 the Town Board (for the length of his/her term(s) in office) and fiveother members who the Town Board shall appoint each for a 4 year term. Other members may be appointed as ex officio members as provided in section9-3 B. Persons residing within the Town of Wappinger who are interested in the improvement and preservation of health and environmental quality shall be eligible for appointment as a member of the Council. Vacancies on the Council shall be filled in the same manner as the original appointment except that a vacancy occurring other than by the expiration of term of office shall be filled only for the remainder of the unexpired term. \[Amended 9-22-1988 by L.L. One additional member of the Town Board, the Chairman of the Planning Board, the Superintendent of Highways, Town Attorney or Attorney to the town and other officials that may be hereafter designated by the Town Board shall be ex officio members of the Council. § 9-4 Chairperson, meetings and committees. The Town Board shall designate a member of the Council to act as Chairperson thereof. The Council shall adopt rules and procedures for its meetings. It shall keep accurate records of its meetings and activities and shall file an annual report as provided in § 9-6 of this chapter. § 9-5 Powers and duties of the Council. The powers and duties of the Council shall be to: A. Advise the Town Board on matters affecting: the safety, health and welfare of the Town, the preservation, development and use of the natural and man- made features and conditions of the Town insofar as safety, health and the quality, biologic integrity, beauty and other environmental factors are concerned; in the case of man's activities and developments, advise on any Communication: Safety, Health, And Environment Advisory Council (Discussions) major threats posed to safety, health and environmental quality of living, so as to enhance the long-range value of the safety, health, and environment to the people of the Town. B. Develop and, after receiving approval by resolution of the Town Board, conduct a program of public information in the community which shall be Packet Pg. 12 6.4 designed to foster increased understanding of the nature of safety, health and environmental problems and issues and support for their solutions. C. In working with the Town Board and the Department of Building and Grounds, assist in maintaining an inventory of Town-owned lands including parks, and natural resources within the Town. D. Maintain, as reasonable as possible, an up-to-date index of all open spaces as defined in § 239-y of the General Municipal Law, in public or private ownership within the Town, including but not limited to natural landmarks, glacial geomorphic or physiographic features; streams and their floodplains, swamps, marshlands and other wetlands; unique biotic communities; scenic and other open areas of natural or ecological value. Such index shall include the ownership, present and proposed uses of such open areas, so as to provide a base of information for recommendations by the Council for their preservation and/or use. E. Seek to coordinate, assist and unify the efforts of private groups, institutions, and individuals within the TOW in accord with the Legislative Intent of this chapter. F. Maintain liaison and communications with public and private agencies and organizations whose programs and activities have an impact on the quality of safety, health, and environment or who can be of assistance to the Council. G. Working in cooperation with the Planning Board, recommend from time to time to the Town Board features, plans and programs relating to environmental improvement for inclusion in the Master Plan of the Town of Wappinger and, similarly, recommend to the Town Board appropriate and desirable changes in existing local laws and ordinances relating to safety, health, and environmental/land use controls or recommend new local laws and ordinances. Communication: Safety, Health, And Environment Advisory Council (Discussions) H. Prepare, print and distribute books, maps, charts and pamphlets in accord with the Legislative Intent of this chapter. I. Obtain and maintain, as reasonably as possible in an orderly fashion, maps, reports, books and other publications to support the necessary researches of the Council into local safety, health, and environmental conditions. When authorized by resolution of the Town Board of the TOW, the Council may accept, by gift, grant, devise, bequest or otherwise, property both real and personal in the name of the TOW, as may be necessary to conserve and otherwise properly utilize open spaces and other land and water resources within the boundaries of the TOW. Such real property may be accepted in fee for land and water rights or as any lesser interest, development right, easement, including conservation easement, covenant or other contractual right, including conveyance with limitations or reversions. K. The Board shall from time-to-time determine which activities, functions and responsibilities are not part of the ongoing responsibility of the Council. For example: (i) the Bureau of Fire Prevention (§85-21, maintains various duties and powers related to fire prevention); and (ii) the preparing Emergency Preparedness Plan. Unless called upon by the Board, the Council shall have no responsibilities in these areas. L. Assist the Town Supervisor and the Town Board in identifying and applying for grant funding consistent with the Legislative Intent. L. Carry out such other duties as may be assigned by the Town Board from time-to-time. §9-6 Reports. The Council shall keep accurate records of its meetings and actions and shall submit an annual report to the Town Board not later than the 31st day of January of each year, concerning the activities and work of the Council for the immediately prior calendar year. From time to time, the Council shall submit such other reports and recommendations as may be necessary to fulfill the purpose of this chapter. Communication: Safety, Health, And Environment Advisory Council (Discussions) §9-7 Compensation and expenses. The members of the Council, excluding the Supervisor, but including ex officio members, shall, upon resolution of the Town Board, receive a stipend or stipends for their services as members thereof. All members may be reimbursed for reasonable Packet Pg. 14 6.4 and necessary expenses incurredin the performance of their duties within the appropriations made available therefor. §9-8 Construal of provisions. This chapter shall be deemed an exercise of the powers of the TOW to preserve and improve the quality of the safety, health, natural and man-made environment on behalf of the present and future inhabitants of the Town. This chapter is not intended and shall not be deemed to impair the powers of the Town Board, or the Zoning Board of Appeals, or the Planning Board of the Town of Wappinger. A high-level overview around our service delivery process is outlined below including scheduling, emergency service, on-site paperwork, communication and performing repairs outside of the agreement scope. Scheduling Preventative maintenance service will be scheduled using our automated service management system. In advance of the scheduled service visit, our technician is sent a notice of service to a smartphone. Once the technician acknowledges the request, your customer service agent will call or e-mail your on-site contact to let you know the start date and type of service scheduled. The technician checks in, wears personal protective equipment, performs the task(s) as assigned, checks out with you and asks for a screen capture signature on the smartphone device. A work order is then e-mailed, faxed or printed for your records. Emergency Services Emergency service can be provided 7 days a week, 24 hours a day, 365 days a year. During normal business hours, emergency service will be coordinated by the customer service agent. After hours, weekends and holidays, the emergency service number transfers to the Johnson Controls after-hours call center and on-call technicians are dispatched as needed. Johnson Controls is committed to dispatching a technician within hours of receiving your call through the service line. A work order is e-mailed, faxed or printed for your records. Depending on the terms of your agreement, you may incur charges for after hour services. Communication A detailed communication plan will be provided to you so you know how often we will provide information to you regarding your Planned Service Agreement. The communication plan will also provide you with your main contacts at Johnson Controls. Approval Process for Non-Covered Items Johnson Controls will adhere to your procurement process. No work will be performed outside of the agreement scope without prior approval. Routine maintenance, such as lubrication, cleaning and tightening connections, can be performed depending on the type of equipment being serviced. Routine maintenance is one of the keys to the five values of maintenance it can help identify energy saving opportunities, reduce future repair costs, extend asset life, ensure productive environments, and promote health and safety. Boiler Tube Brushing Boiler heat transfer surfaces must be kept clean to provide for safe and economical boiler operation. During boiler operation deposits such as soot and scale can accumulate on boiler tubes, causing a loss in efficiency due to reduced heat transfer. This includes capacity reduction and high draft losses. Corrosive elements are often present in the scale, increasing the probability of tube failure. Extreme cases of boiler tube blockage can also create a safety or fire hazard. Johnson Controls technicians will brush the tubes, cleaning these surfaces. This improves heat transfer, optimizes efficiency, and reduces potential corrosion and safety issues.This service does not include chemical treatment required to control or eliminate biohazards such as Legionella unless chemical water treatment services have been added as a separate option. Combustion Analysis Combustion analysis and subsequent adjustments are critical to efficient boiler operation. Boiler fuel, whether natural gas or oil, must burn in the proper combination of fuel and air (oxygen). Poor combustion can create soot deposits on the tubes, impairing heat transfer. Incomplete combustion can also lead to the potential formation of CO (carbon monoxide); an odorless gas that can harm occupants in the mechanical room and/or building. Johnson Controls technicians will analyze the flue gas to determine if optimal fuel/air ratios are present. Filter Replacement Clean air filters help maintain proper airflow throughout your building. Decreased airflow can impair the performance of the cooling coil and may lead to occupant discomfort and inefficient operation of the HVAC system. Johnson Controls will replace the filters on a regular basis to maintain airflow and maximize air quality. Vibration Analysis Fan & Pump Johnson Controls technicians will collect vibration data at various measurement points on the machine. This data is used to assess the condition of bearings, sheaves, belts and rotors. It also detects the presences of imbalance or misalignment. Repairs are followed up with another vibration analysis to ensure root problems have been identified and resolved.
