2020-114 2020-114 RESOLUTION DECLARING THE INTENT OF THE TOWN OF WAPPINGER TO ACT AS LEAD AGENCY FOR SEQRA REVIEW OF EXPANDING WATER & SEWER DISTRICTS At a Regular Meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on June 8, 2020. The meeting was called to order by Richard Thurston, Town Supervisor, and upon roll being called, the following was recorded:  Vote Record - Resolution RES-2020-114 Yes/Aye No/Nay Abstain Absent Adopted  Richard Thurston Voter      Adopted as Amended William H. Beale Voter     Defeated  Angela Bettina Voter     Tabled  Christopher Phillips Mover      Withdrawn Al Casella Seconder     The following Resolution was introduced by Councilman Phillips and seconded by Casella. WHEREAS, SAZ, LLC has requested to enter into a tenancy agreement for the supply of water from the United Wappinger Water District as well as extensions of the United Wappinger Water District and United Wappinger Sewer District to serve its property at 92-96 Old Post Road in the Town of Wappinger; and WHEREAS, the Project has been classified as an “Unlisted Action” as defined by the State Environmental Quality Review Act (SEQRA) in 6 NYCRR Part 617.4; and WHEREAS, it is the intent of the Town of Wappinger Town Board to assume the role of “Lead Agency” for purposes of conducting a SEQRA assessment of the Project; and WHEREAS, Part I of a Short Environmental Assessment Form (SEAF) has been completed for the project, reviewed by the Town of Wappinger Town Board, and will be circulated to all Interested and Involved Agencies for purposes of establishing the Town of Wappinger Town Board as “Lead Agency” in accordance with 6 NYCRR Part 617.6(b). NOW, THEREFORE, BE IT RESOLVED, that the Town of Wappinger Town Supervisor hereby is authorized to sign Part I of the SEAF (page 3); and it is FURTHER RESOLVED, that the Town of Wappinger will send said Part I of the SEAF to the attached list of “Interested and Involved Agencies” under cover of a “Notice of Intent to Establish Lead Agency” letter for purposes of establishing Lead Agency status under SEQRA; and it is FURTHER RESOLVED, that the Town Supervisor and the Attorney to the Town are hereby authorized to take all actions, serve all notices, and complete all documents required to give full force and effect to this determination.
