Box 189 Waterford, New York 12188-0189 Re: Certified Local Government Designation Town of Wappinaer, Dutchess County, New York Dear Mr. Adams: On behalf of the people and the Town Board of Wappinger, I am requesting that our Town receive full designation as a Certified Local Government (CLG) for the purposes of receiving historic preservation funding assistance. Located within a registered designated state and national historic district, the Estate is a 99 acre Hudson River-bordering parcel with open and wooded land areas, the site of Camwath Mansion and additional auxiliary buildings. Secured grant funds will be used to provide needed financial support to stabilize and restore the Mansion, develop recreational trails along the Hudson River which borders the Estate, and to make other aesthetic improvements. Listed on the State and National Register of Historic Places and with its location along the Hudson River and proximity to other scenic Hudson Valley sites, the grounds of Greystone Estate have the potential to offer a plethora of recreational, cultural and educational opportunities to residents and visitors of Wappinger. We are currently applying to a number of public and private funding grant program sources to assist our efforts to restore and develop the Estate, and it is our hope that upon receiving CLG designation, we will be eligible to apply for future preservation funds from your office. To meet CLG eligibility requirements, we have enclosed documentation needed by your office to determine our eligibility. Thank you for considering our request and if l can provide additional information please feel free to call my office. JOSEPH RUGGIERO TOWN OF WAPPINGER TOWN SUPERVISOR RE: GREYSTONE ESTATE CARNWATH MANSION EMERGENCY STABILIZATION Dear Supervisor Ruggiero, Last week we conducted our final inspection on the emergency stabilization work for the mansion. We have concluded that the project has been completed in general conformance with the bid documents, and we will be forwarding the appropriate closeout documents for final payment shortly.. In accordance with our scoping sessions with Jay Paggi and yourself, and now with stabilization of the roof complete it is appropriate for the Town to engage the services of both an electrician and heating/plumbing contractor to energize the electrical and heating systems to "dry" the building out, and to maintain minimum standards of comfort this eliminating extreme thermal swings. These precautions will serve to protect the remaining integrity of both the plaster and the structure. We recommend that you also consider some level of monitoring for smoke and temperature (and perhaps vandalism) as the building will be uninhabited. If we can be of further assistance in this matter please do not hesitate to contact our office. Sincerely, CERNIGLIA & SWARTZ ARCHITECTS, PLA RS AND INTERIOR DESIGNERS, P.C. onald L.
