2022-64 2022-64 Resolution Establishing Receiver Of Taxes And Assessments As Head Of Water And Sewer Department At a Regular Meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on March 28, 2022. Beale Seconder      Defeated Angela Bettina Voter     Tabled  Christopher Phillips Voter     Withdrawn  Al Casella Mover     The following Resolution was introduced by Casella and seconded by Councilman Beale. WHEREAS, New York Town Law §37(1) designates the receiver of taxes and assessments to receive and collect all state, county, town and school taxes, and all assessments that may be levied or assessed in the town, and all fees thereon prescribed by law, including all other moneys provided by law to be paid to the town tax collector or school district collectors; and WHEREAS, pursuant to Town Law §20(4), the Town Board may assign additional duties to the Receiver of Taxes and Assessments by resolution; and WHEREAS, in the Town of Wappinger, the Receiver of Taxes and Assessments is appointed for a term of four years and is an exempt civil service position under the Rules of Dutchess County Human Resources; and WHEREAS, as the Receiver of Taxes and Assessments receives water and sewer bills as part of her statutory duties, the Town Board believes that it is in the best interest of the Town to also assign the duties of the head of the Water & Sewer Department to the Receiver of Taxes and Assessments; and WHEREAS, the Town Board has determined that the salary for the Receiver of Taxes and Assessments shall be increased to reflect the additional duties; NOW, THEREFORE, BE IT RESOLVED, that: 1. The Town Board hereby directs the Receiver of Taxes and Assessments to serve as head of the Water & Sewer Department and to exercise the following additional duties of that position: a. Establishes policies and procedures for the operation of the water and sewer department in consultation with the Town Board. b. Regularly reports to the Town Board on water and sewer issues. c. Advises the Town Board on budgetary requirements and monitors revenues and expenses for water and sewer systems. d. Makes recommendations on water & sewer rates to the Town Board in conjunction with the Town’s Water System Operator and Comptroller. e. Administers billing and record keeping procedures; f. Establishes procedures for the assignment of personnel and the maintenance of personnel records including time sheets and payrolls; g. Assists with administration of meter replacement programs. h. Establishes and maintains procedures for accurate inventory records; i. Performs other supervisory and administrative duties normally associated with department heads; 2. The employees in the Water & Sewer Department shall report to, be managed by, and be supervised by the Receiver of Taxes; 3. The salary of the Receiver of Taxes for fiscal year 2022 shall be increased by $3,000 per annum, prorated to 42 weeks of 2022 which is $2,423.08; 4. Such increase being paid from the Unallocated Fund Balance of the United Wappinger Water District and the Unallocated Fund Balance United Wappinger Sewer District in proportion to total revenues derived from each district and the Comptroller is directed to establish new budget lines for these expenditures; 5. This resolution shall take effect immediately and shall remain in effect until further resolution of the Town Board.
