2009-2112009-211 Resolution Authorizing Solicitation of Bids for Work to be Performed in Connection with the Robinson Lane Recreation Park Water System At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on June 8, 2009. The meeting was called to order by Christopher Colsey, Supervisor, and upon roll being called, the following were present: PRESENT: Supervisor Councilmembers ABSENT: Christopher J. Colsey William H. Beale Vincent F. Bettina Maureen McCarthy Joseph P. Paoloni The following Resolution was introduced by Councilwoman McCarthy and seconded by Councilman Beale. WHEREAS, the existing water system at the Robinson Lane Recreation Park is interconnected and supplies both potable water and irrigation water for the facility; and WHEREAS, the water system needs to be upgraded by disconnecting the irrigation connection from the potable supply and installing an Ultraviolet Disinfection unit for the potable water system; and WHEREAS, the Town Engineer estimates that the work to be performed, which includes engineering (design plans, a report for Dutchess County Dept. of Health and RFP documents), legal, construction, inspection and contingencies, will cost $18,000.00; and WHEREAS, the Town Board has determined that the repairs to the water system at the Robinson Lane Recreation Park are in the best interest of the Town; and WHEREAS, the Town Board determines that the work to be performed on the existing water system at the Robinson Lane Recreation Park is maintenance or repair activity involving no substantial changes in the existing facility, a Type II action pursuant to 6 NYCRR 617.5(c)(1) and is exempt from environmental review pursuant to the New York State Environmental Quality Review Act (SEQRA) and Local Law No. 6 of 1992. NOW, THEREFORE, BE IT RESOLVED: 1. The recitations above set forth are incorporated in this Resolution as if fully set forth and adopted herein. 2. The Town Board hereby accepts, confirms and adopts the scope of work to be performed for the repairs to the Robinson Lane Recreation Park Water System Project (hereinafter the "Project"), as described in the letter prepared by Morris Associates Engineering Consultants, PLLC, dated May 28, 2009, a copy of which is affixed hereto. 3. The Town Board hereby authorizes the Town Engineer to prepare all necessary design plans, reports and RFP documents necessary for the Project. 4. The Town Board hereby authorizes the Town Engineer to solicit bids for the Project in accordance with Chapter 46: Procurement Policy of the Town Code, under the advice and review of the Town Attorney. 5. After bid proposals are received, the Town Board will award the contract for the work in accordance with Chapter 46 of the Town Code, subject to a reservation of rights by the Town Board to reject any and all bids. 6. All costs associated with the preparation of bidding documents and solicitation and review of bids shall be charged against Budget Line T033 (Parklands Trust). Christopher Colsey, Supervisor RE: Robinson Lane Recreation Park Water System Project MA #W20822 Dear Mr. Colsey and Town Board Members: The following information is provided to assist the Board in adopting a resolution at the June r8th, 2009 Town Board meeting to proceed with obtaining quotations for the work to be performed on the existing water system at the Robinson Lane Recreation Park.. This work is required as the existing water system is interconnected as it supplies both :the potable as well as irrigation water for the facility. It is proposed to disconnect the irrigation connection from the potable supply. It will become the responsibility of the Town of Wappinger Little League to install a new irrigation system. Also, the existing method of disinfection is Chlorination and the detention time is inadequate for proper treatment. It is proposed to install an Ultraviolet Disinfection unit on the system, which requires no detention time to provide adequate treatment. The engineer's estimate for this work is $18,000.00, which includes engineering (design plans and report for DCHD approval, and RFP documents), legal, construction, inspection and contingencies. Since this is estimated to costs less than $20,000.00 the Town's Procurement Policy allows for the Town to obtain three quotations of the proposed work, the Town will not be required to prepared bid documents.
