SUPERVISOR RUGGIERO opened the meeting at 7:30 p.m. The purpose of the Special Meeting is to set Public Hearings authorizing the Submission for 2003 Dutchess County Community Development Block Grant Programs to subsidize the connection of the Wappinger Park Water District to Central Wappinger Water Improvement Are and to subsidize the connection of the Tall Trees Water District and the Montclair Townhouse Condos to Poughkeepsie Joint Water District. Morse, Town Clerk Others Present: Al Roberts, Attorney to the Town Absent: Joseph Paoloni, Councilman RESOLUTION NO. 2002-253 RESOLUTION AUTHORIZING A PUBLIC HEARING ON THE PROPOSED SUBMISSION OF AN APPLICATION FOR A 2003 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) TO PARTIALLY SUBSIDIZE THE CONNECTION OF THE WAPPINGER PARK WATER DISTRICT TO CENTRAL WAPPINGER WATER IMPROVEMENT AREA The following Resolution was introduced by Councilman Bettina and seconded by Councilman Colsey. WHEREAS, the Town Board of the Town of Wappinger intends to submit an application for a 2003 Community Development Block Grant (CDBG) for a grant in the amount of $150,000 which, if approved, will partially subsidize the cost of constructing a water supply pipe connection from the Central Wappinger Water Improvement Area near Route 9 in the Town to the Wappinger Park Water District; and WHEREAS, in order to obtain a Community Development Block Grant (CDBG), it is necessary to hold a Public Hearing on the submission and contents of the grant application; and WHEREAS, the Town Board has determined that the submission of an application for a 2003 Community Development Block Grant is a Type II action pursuant to 6 NYCRR.617.5 and accordingly, the Town Board hereby expressly determines that this action is not an action that requires a review 08/21/2002.SPM pursuant to the provisions of the New York State Environmental Quality Review Act (SEQRA) or pursuant to Local Law No. 6 of 1992. NOW, THEREFORE, BE IT RESOLVED, as follows: 1. The recitations above set forth are incorporated in this Resolution as if fully set forth and adopted herein. 2. The Town Board hereby schedules a Public Hearing on the proposal to submit an application for a 2003 Community Development Block Grant (CDBG) for a grant in the amount of $150,000 which, if approved, will partially subsidize the cost of a proposed water supply pipe interconnection from the Central Wappinger Water Improvement Area near Route 9 in the Town to the Wappinger Park Water District, said Public Hearing to be held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York on the 9th day of September, 2002, at 7:30 p.m. 3. The Town Clerk is hereby directed to post and publish the Notice of the Public Hearing in the form annexed hereto. 4. The publication of the Notice of Public Hearing shall be made in the Southern Dutchess News and the Poughkeepsie Journal at least ten (10) days prior to the scheduled Public Hearing. COLSEY, Councilman Voting Aye The Resolution is hereby duly declared adopted RESOLUTION NO. 2002-254 RESOLUTION AUTHORIZING A PUBLIC HEARING ON THE PROPOSED SUBMISSION OF AN APPLICATION FOR A 2003 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) TO PARTIALLY SUBSIDIZE THE CONNECTION OF THE TALL TREES WATER DISTRICT AND THE MONTCLAIR TOWNHOUSE CONDOMINIUMS TO THE POUGHKEEPSIES' JOINT WATER PROJECT The following Resolution was introduced by Councilman Valdati and seconded by Councilman Bettina. WHEREAS, the Town Board of the Town of Wappinger intends to submit an application for a 2003 Community Development Block Grant (CDBG) for a grant in the amount of $150,000 which, if approved, will partially subsidize the costs of constructing a water supply pipe connection from Poughkeepsie's Joint Water Project said point of connection being located on the north side of 2 08/21/2002.SPM Wappinger Creek to a point of interconnection located in the Tall Trees Water District; WHEREAS the purpose of this interconnection is to permit the purchase of water from the Poughkeepsies' Joint Water Project to supply the needs of the Tall Trees Water District and/or the needs of the Montclair Townhouse Condominiums located immediately adjacent to the Tall Trees Water District; and WHEREAS, in order to obtain a Community Development Block Grant (CDBG), it is necessary to hold a Public Hearing on the submission and contents of the grant application; and WHEREAS, the Town Board has determined that the submission of an application for a 2003 Community Development Block Grant is a Type II action pursuant to 6 NYCRR.617.5 and accordingly, the Town Board hereby expressly determines that this action is not an action that requires a review pursuant to the provisions of the New York State Environmental Quality Review Act (SEQRA) or pursuant to Local Law No. 6 of 1992. COUNCILMAN BETTINA moved to go into Executive Session, seconded by Councilman Colsey and unanimously carried. The meeting reconvened at 9:25 p.m. with all board members present with the exception of Councilman Bettina, who was excused during Executive Session for personal reasons. There was no action taken at Executive Session. Councilman Colsey moved to close the meeting seconded by Councilman Valdati and unanimously carried..
