Christian Harkins, Town Assessor, gave an explanation of the Base Proportions.
Public Hearings
Proposed Benefit Assessment Rolls for Special Improvement Districts and Special
Improvement Areas for Fiscal Year 2010
Supervisor Colsey opened the Public Hearing. Town Clerk, Chris Masterson, offered for
the record the Affidavits of Posting and Publication, duly signed and notarized (These Affidavits
are attached hereto and made a part thereof the Minutes of the Public Hearing).
Supervisor Colsey noted that the notices were properly noticed in the Town newspapers
and on the signboard. He went on to explain the proposed benefit assessment rolls. Christian
Harkins explained that they were discussing the special district benefit unit rolls. Mr. Harkins
discussed a portion of the roll, specifically the Tall Trees section of the Town. Supervisor
Colsey asked if there were any questions.
Louis Pappas asked if the public would be receiving a copy. Mr. Harkins and Supervisor
Colsey replied that the roll is available for public review at the Town Clerk's Office. Discussion
followed.
Per Jensen commented that there is a drop on the taxes of 3%. He wanted to know why
the drop is only 3% when the entire country has lost 30%. Supervisor Colsey discussed the
average assessments. Mr. Harkins noted that he does not think that the values of the properties
in the Town of Wappinger have gone down by 30%. Last year's assessments have been reduced
and this year's assessments have been reduced again. Mr. Jensen showed Mr. Harkins the copy
of the figures that he was basing this on. Mr. Harkins explained that the resident was looking at
the base percentages. Mr. Jensen then noted that he looked on several websites and found that,
nationally, the average loss over the past 19-24 months is almost 30%. Mr. Jensen stormed off
claiming that the Supervisor and Assessor obviously did not want to talk to him. On his way out,
Mr. Jensen congratulated the Supervisor.
Supervisor Colsey asked if there were any other comments. There were none. The
Public Hearing was then closed.
Proposed Budgets, O&M Charges, Water/Sewer Rates for Special Improvement Districts
and Special Improvement Areas for Fiscal Year 2010
Supervisor Colsey opened the Public Hearing. Town Clerk, Chris Masterson, offered for

Supervisor Colsey credited Mike Tremper, of CAMO Pollution Control, Fredrick Awino,
Town Accountant, and Christian Harkins, Town Assessor, on the work they have done in putting
these rates together. Supervisor Colsey read the 2009 figures for the Tall Trees area. Mr.

Harkins briefly explained the benefit units figure that appears in the report. Mr. Tremper further
discussed how the figures are determined.
Supervisor Colsey asked if there were any comments. Louis Pappas asked if, although
only he and his wife live at his residence, he would be charged the same as a residence that has a
large family. Mr. Tremper answered that his section of the Town has a flat rate charged. He
went on to discuss the situation in Tall Trees. Discussion followed. Mrs. Pappas then asked if
the water was safe. She noted that residents are dumping debris onto a property that lies adjacent
to the well field. Mr. Tremper replied that he is keeping a close eye on that area, but the
dumping of debris would be a Code Enforcement issue. He will bring the issue up to the
department.
Keith Odums asked if the hardness of his water would change. Mr. Tremper replied that
the source of water has changed for the resident's area. There are no limits in the Department of
Health for hardness, but it could be a personal comfort issue and a maintenance issue for boilers
and other appliances. If a softener isn't put on, there will be operation and maintenance
problems. He recommends installing a softener for those residents that have health issues.
Supervisor Colsey asked if there were any other comments on this topic. There were
none. Supervisor Colsey closed the Public Hearing.
Supervisor Colsey then opened the Public Hearing for the proposed Preliminary Budget
for 2010. Town Clerk, Chris Masterson, offered for the record the Affidavits of Posting and
Publication, duly signed and notarized (These Affidavits are attached hereto and made a part
thereof the Minutes of the Public Hearing). Supervisor Colsey noted that the Budget was
submitted to the Town Board on September 28th, 2009, and is posted to the Town website. He
summarized the proposed Budget. Mary Schmalz asked to comment on the Budget. She asked
if the Board has considered the information that she provided at the last Meeting. She also noted
that she hoped that the Board would not be spending $6,000 to send out the Recreation Guide
again. Supervisor Colsey replied that there have been no adjustments, but the Town Board did
take her comments into consideration. The Board could vote to make the changes and there
would be a Public Hearing. Supervisor Colsey then stated that he does not feel that the Town
needs to send the Recreation Guide to every resident. He went on to say that it costs roughly
$8,000 per year. There are better ways to get the guide to the residents. Mrs. Schmalz added
that the towns of Fishkill and LaGrange have guides that actually make money for the programs.
Supervisor Colsey feels that it is a good idea, but no decisions have been made. He asked if
there were any other comments. There were none. Supervisor Colsey closed the Public Hearing.
